Urban Deer Bow/Arrow Hunting

Property Approval Submission


Complete the online application for approval, found at www.olatheks.org/police.
Contact the Kansas Department of Wildlife and Parks for an official report determining that the
property has an overpopulation of deer, that the deer have caused property damage, and that
KDWP would recommend bow hunting to reduce the deer population and property damage.

Print a map of the property, with all deer stands (as guided by Municipal Code 9.14.110(3)(l))
clearly marked.
Obtain a request for approval from all property owners, with contact information for each.
Submit all paperwork to the Olathe Police Department no later than July 31
st
.


Hunting Permit Application (on approved property only)
Obtain a state deer hunting license, with a Kansas Deer Tag (included). Licenses are issued by
the State of Kansas online at: http://kdwpt.state.ks.us/news/Hunting/Applications-and-Fees/Deer,
or find a local agent at: http://kdwpt.state.ks.us/License-Permits/Locations-to-Buy-License-
Permits/(type)/hunting/(county)/Johnson.
Obtain a written statement of permission to hunt from all property owners, with contact
information for each.
Download and complete the permit application, found at www.olatheks.org/police.
Submit all paperwork, with a $10 application fee, to the Olathe Police Department.
Urban Deer Bow/Arrow Hunting
Municipal Code Conditions

Property owners seeking approval for deer bow/arrow hunting on their property must acknowledge and
adhere to the following conditions, set out by OMC 9.14.110(3):
a) Those wishing to hunt must have a legally issued State Hunting License and Kansas Deer Tag at
the time of hunting.
b) Only the property owner(s) and those granted written permission by the owner(s) may hunt on
the property.
c) A City permit must also be issued to those who wish to hunt.
d) If the Chief of Police or his/her designee finds that the hunting will not be in compliance with the
City ordinance, permission to hunt on the property will not be approved.
e) Only the person listed on the City permit is allowed to hunt on the property.
f) Property owners will not charge any fees for the right to hunt on the property or to obtain a
license/permit.
g) Hunters must carry a valid photo ID, State License and City Permit at all times while hunting.
h) No arrows may land on any property, public or private, that is outside the designated hunting
areas described in the City Permit.
i) The City Permit may limit the hunting area and time period to greater than the State License
allows.
j) Hunting, field dressing, and any other handling of a carcass must occur on the property specified
in the City Permit.
k) Transporting a carcass on a public street must be in a vehicle and the carcass must be covered.
l) All hunting must occur in an elevated tree stand, as identified in the City Permit. The tree stand
must be fifteen (15) feet or more in height and facing toward the interior of the designated
property. Shooting lanes must also direct arrows toward the interior of the property, and must
prevent arrows from landing closer than fifty (50) yards from the property lines identified by the
City Permit.
m) The Police Department will establish a marked zone that clearly defines where bow hunting can
occur, according to the map submitted by the property owner(s).
n) Hunters may not consume cereal malt beverages, alcoholic liquor or any controlled substances
within 2 hours prior to or during hunting activities.

o) All property owners adjacent to the hunting property must be notified in writing that hunting will
occur.
p) Hunting may begin half an hour before sunrise and must end half an hour after sunset.
q) Hunters must be at least eighteen (18) years of age to receive a City Permit.
r) Hunters may not leave the designated hunting property areas to pursue any wounded deer.
s) If a wounded deer leaves the designated property, the hunter must contact the Olathe Police
Department via Johnson County Dispatch, (913) 782-0720, and inform them of such, with the
deers last known location.
t) Only the Olathe Police Department is authorized to retrieve wounded deer that leave the
designated hunting areas. As long as the hunter acted in accordance with the Permit, the
Department will release the deer to the hunter.
u) The Olathe Police Department, the Olathe Park Ranger and the State Wildlife official will have
access to the property during all hunting times.
v) Within thirty (30) days of the end of the designated hunting period, the property owner(s) must
submit a written report of the number of deer harvested (separating antlered and antlerless), the
dates the deer were harvested and the name of each person that harvested a deer.
w) Hunters may not harvest more antlered deer than antlerless deer.
x) Signs must be posted to warn the public that hunting is taking place on designated property,
when that property is adjacent to public property, open space, trails or easements, and when
adjacent to private property. Signs must be approved by the Police Department and posted prior
to hunting taking place.
y) City Permits will correspond to the archery and firearm season as determined by the Kansas
Department of Wildlife and Parks.
z) City permits are not transferrable.
aa) If property owner(s) or hunters do not comply with City ordinance requirements, future permits
may be denied.
