Aim of the action is to discover the role of VET in

transition processes.
SKILT is the third of a trilogy of projects related to
transition:
RESTRUCTURING TOOLBOX:
aimed at capitalising upon past and present research work, forums, seminars as well as upon the large
and various initiatives that took place in the different European countries during the last decades to
anticipate and manage restructuring processes, to provide practitioners with a guide. This guide can
provide concrete recommendations, tools and strategies in the form of user-friendly fiches to be used
on a day to day basis by the different actors of change management.


RESPONSIBILITY IN RESTRUCTURING:
follow up of the Restructuring Toolbox project, with the focus on responsibilities of stakeholders in
restructuring processes. The objective of this project was to capitalize upon the accumulated
European knowledge and experience to try, as far as possible to:
- formalise a European wide approach to anticipate and manage change and restructuring;
- examine whether a way or a mean for learning from each other practices can be found or not.

Specific objectives of the project:
1. Capitalise on the accumulated experience to describe and formalise the individual and
collective skills required to carry out the new job of coach in vocational transition

2. Create a European training session on associated practices from different countries

6 The Kick Off Meeting (KOM) of the SKILT project
organised by EVTA and coordinated by the expert
appointed for this project, Mr Frdric Bruggeman.
The KOM was the opportunity to present the
partnership, the project, its aims and objectives. Main
purposes of this meeting:
set up an international team gathering skills
specialists, experts in vocational training and in
restructuring at European level;
discuss in details next steps to perform and the
calendar of the activities

Frdric Bruggeman (the expert), supported by Eric
Regnier (AFPA transition), developed the meetings
following the same structure:
What is the purpose of coaching?
Which kind of activities it foresee?
How these activities are implemented?
RESULTS:
during the meetings, emerged the following needs:

compare coaching in the different countries of the consortium;
understand the structure and evolution of the labour market.
Proposal => EUROPEAN TRAINING SESSION (Verona, 19-20/11)
Exchanges on different coaching systems, structured on the following subject:
WHAT IS COACHING?

1. INTRO: what is the labour market and how it is structured? (Bernard Gazier)
2. How coaching is characterised?
3. COMPARING SESSION: which methods do you implement to accompany people in
transition processes?
Organised with the support of VET engineer
Final Result:
EVTA members and VET organisations should use the results of the project to reflect on
strategies that would allow VET organisations to develop their activities in the field of
transition accompaniment either with companies or with transitional devices.

We have some VERY POSITIVE CONSIDERATIONS:
we are regaining time on the work plan
we can count on a very high quality level of participation
we have redirected roles and tasks according to the different needs of the partners
the partnership has been confirmed

but also some CRITICAL ISSUES:

Minor problems:
EXTERNAL EXPERTISE: Mr Frdric Bruggeman, the expert who followed the implementation of the
previous two projects, has changed company. We have chosen him despite another expert from
the original company to ensure the same level of quality and expertise of previous actions
EVTA: we incurred in some change in the staff of the organisation. However, this does not entail
any increase in the budget or loss of quality

Major problem:
ABCD/APONTIS: It represents the only real change in the project. The company closed down its
business at the end of 2013. Mrs Vera Reimann, involved in the previous projects and appointed as
responsible also of the new one, moved to another company, named APONTIS. The new company
expressed its interest of being part of the consortium for SKILT. Given the extensive expertise of Mrs
Reimann and the profile of the company, we considered appropriate the request of replacing ABCD
with APONTIS. The added values of this choice are the following:
We can count on the expertise of the same person who was originally foreseen for the implementation of the project;
It will not be any increase of budget;
The new company is deeply involved in the labour market issues, being the expression of employers needs.
