3.0 LOCATION OF THE PROJECT
Location of this pro&ect is situated at lot ,o../, 0alan Beranang 12345a, Seksyen 12,
Bukit %imau 676/7 Shah Alam, Selangor +arul )hsan. The location of this site is !uite
strategic because it is near the main road, which is connected to the city. The distance of this
location from Shah Alam town is about .4km and 8uala Lumpur is about 17km. Therefore, it
is easy to obtain facilities such as bus stop or 8T$ as public transports. It is also strategic
place because the location is near the federal highway about 9km and Shah Alam highway
about .
Besides that, this site is also e!uipped with basic facilities such as water supply,
electric supply and telephone. This site is also located near other facilities such as the
market, field, mos!ue, schools, industry area and etc. that are why it is suitable to become a
housing area. This location is also located near education center such as Sekolah
$enengah 8ebangsaan Bukit 8emuning, Sekolah 8ebangsaan Bukit 8emuning, Bukit
%imau 8indergarten. This location also near with the shopping mall area such as :arrefour
Bukit %imau and Aeon $a;"alu 8ota 8emuning. Besides, it also near to the :olumbia Asia
'ospital.
That is why this pro&ect is successful and gain ama<ing respond from the client and
that is the reason the client planned to construct to this location.

The client for this pro&ect was )ncik 'asnol bin Ibrahim and constructed a double
storey bungalow house at ,o../, 0alan Beranang 12345A, Seksyen 12, Bukit %imau 676/7
Shah Alam, Selangor +arul )hsan.
The contractor that has been chosen from the tender report for this pro&ect was Alaf
intar Sdn. Bhd. The contract sum of this pro&ect is %$ %$., 2.=, =62./4. The date of
commencement of this pro&ect is on 27 $arch 2775>#riday? and the date of completion is on
21 0uly 27.7>#riday?. This pro&ect is a fi;ed construction period of twel"e >.2? months from

The principle task of *uantity Sur"eyor is to ad"ise on financial matters concerning the
pro&ect and to achie"e "alue for money in the construction of the building. Also known as
:ost :onsultant of the Building Industry, below is the scope of work done by *uantity
Sur"eyor according to the construction stages.

6.0 PRE CONTRACT ESTIMATE

6.1 PRELIMINAR" COST ESTIMATE
At this stage client will briefly tells the architect the criteria of the building and type of
the building that he wants to construct. In this pro&ect, architect will draw the floor area
drawings or perspecti"e drawings to the *S. *S will prepare preliminary cost estimate by
using gross floor area>(#A? method.
The purposes of the preliminary cost estimate@-
o To show the total in"ol"ed for the pro&ect to the client on paper
o To find out the o"erall cost for the proposed pro&ect
o To show the element cost breakdown of the pro&ect
o To show the profit that the client will get after the construction
The method that used in preliminaries estimate is@-

This method is easy for the client to understand. The !uantity sur"eyor likes this
method because it is easy to get the cost data from the past pro&ect. :alculating the gross
floor area does this method. This gross floor area then multiply with the cost per s!uare
meter.

6.2 ELEMENTAL COST ANAL"SIS .ECA/
After the client agrees in stage preliminary cost estimate, architect will draw the
drawings in more detail for *S to estimate base on architect drawings. The drawings does
not detail as pre-tender estimate. *S can make assumption on the estimate that not gi"en
based on the similar past pro&ect. *s Will use )lemental :ost Analysis method to get the
figure. This method is much better than any method because client will get to know the
)lemental :ost Analysis. This easy to the client to prepare the pro&ect cost because client
can see !uantity in more detail
In this stage, *S also can gi"e ad"ice to the client about the material that use in this
construction so that the cost for the pro&ect is reliable to the design and "alue for the client.
6.3 PRE TENDER ESTIMATES
After the client agrees with the preliminaries cost estimate and )lemental :ost
Analysis >):A? stage, *S will proceed the decision from pre"ious stages to pre-tender
estimate stage. In this stage, the architect must pro"ide the specific and detail drawings for
the *uantity Sur"eyor to prepare the Bills of *uantities >B*? and Tender +ocument
After the Tender +ocument has been done, the in"itation to tendering started. *S
also will fulfill the document tender sum after they fulfill the document tender and submit
back to the *S.
After the *S will make a tender report base on the tender documents that ha"e been
submitted back by the contractors. *S Will suggest the best contractor to the client for this
pro&ect. It depends to the client to choose the contractor for the pro&ect

.0 PREPARATION OF TENDER DOCUMENT
.1 INTRODUCTION
Tender document is a document that has to be prepared by *S for the contractor to
fulfill it when tender process is going on. Tender document gi"e the information about the
propose pro&ect such as location, title of pro&ect, specification, bills of !uantities, drawing and
others information according to the pro&ect.
*uantity sur"eyor has to make a report when choosing the best contractor that will
handle the propose pro&ects base on the tender document before. Tender document is the
process of offer and acceptance between the client and contractors. :ontractors will
complete to offering the best price to the client to get the proposed pro&ect.
.2 TENDER DOCUMENT RE3UIREMENT

enter the tender, they must fill up the form with contractorBs name, address and total amount

Arithmetical checks were carried out on all tenders. )rrors were found in two >2? of
the tenders. The errors were due to mistakes in multiplying, addition and transfer. The errors
subse!uently change the tendererBs position. The tenders, the corrected tender sum and
their re"ised position are depicted below.

Since the tender was based on selecti"e tendering, tenderers selected were deemed to be

Bhd did not analyse the tendererBs capabilities in terms of e;perience and resources.

obser"ation, the contractor pricing for building works were not based on market price which
we belie"e due of the following reasons@-
i. The contractors speculate that the price of basic material would increase again in the
ne;t 4 or / months which will coincide with work being done on site.
ii. Speculati"e buying of ma&or item such as reinforcement bar. We strongly belie"e that
the contractor has made forward order at a premium price in anticipation of the price
going higher whereas in actual fact the price is lower at the current point of time.

$IT( (%CE Sdn Bhd recommend for +ekon Sdn. Bhd to be gi"en the opportunities to
price for this phase because@
i. Their price for phase 09B is fair, reasonable and competiti"e tender.
ii. It is the lowest among the tenderers for the building works.
iii. If the same 09B pricing for $ D ) and infrastructure are to be applied to 09A, we
belie"e they will also be the lowest tender for this phase.

The pre contract stage is "ery important in construction industry. roblems that *S is
facing in this stage would make the pre contract process running slower. #or this pro&ect,

10.1 PREPARATION FOR PRELIMINAR" ESTIMATE B FEASIBILIT" STUD"
In the early stage, *S has to prepare preliminary estimate and feasibility study report
to pro"ide some indication of prior to construction. This report shall be re"ised once all
drawings from other consultant are made a"ailable for more accurate costing and return for
the purposed pro&ect. *S must prepare this report until client is satisfied with the proposal.
This will take a lot of time to prepare this preliminary estimate and feasibility study
10.2 PREPARATION OF BILL OF 3UANTITIES .B3/
*S will face the problems in preparation of *B when they had the changes occur
according to the clientBs needs. Therefore, *S must remeasure once again to get the new
!uantity. This situation will make the preparation of tender documents become slower and
late.
10.3 INSUFFICIENT INFORMATION IN DRAWINGS
Insufficient information in drawings is one of problem that *S must face off. *S will
not be able to taking off properly. *S must wait the information from the architect or engineer

In some case, there is deference between the Architect and the )ngineer drawing.

document taken the 2 month to complete. This is because many problems is happen

11.1 TEAMWORK$S
+uring the pre-contract stage, all consultants sit together and discuss the @?(@)*,
pro&ect. The information from this discussion will help to produce a good !uality of document
tender. )ach one consultant has own task in this pro&ect and to make this propose pro&ect
became smoother by work as teamwork. Teamwork also can pre"ent any dispute in the
future in this purpose pro&ect
11.2 PROFESSIONALISM
As a *uantity Sur"eyor, there are many tasks in the pre-contract stage. #rom the
inspection until the preparation of contract document, *S has to work hard to make this
document in good !uality for the client. In the pre-contract stage, the main task for *S in
construction industry is to manage the financial of the client during the construction to make
sure the work does not e;ceed the cost of propose pro&ect
11.3 TIME MANAGEMENT
In the pre contract stage, the time management is "ery important. This is to make the
propose pro&ect can be constructed as soon as possible without neglecting the !uality of
work. It has to be planned well in other to sa"e cost in early pre contract stage. $ost of the
pre"ious pro&ect failed to meet an agreement due to dispute between the consultants. Thus,
it takes a long time in pre contract stage before it goes to the post contract stage

The pre-contract stage is a critical stage and important in the construction pro&ect
where all the parties in"ol"ed ha"e to contribute their roles and fully responsibilities. This is
to ensure that the pro&ect can run smoothly and complete in time. Interaction among the
parties in this stage is the answer to this pro&ect either it will success or not.
The difficulty with all the method used is in the selection of the appropriate rate to be
applied. :onsiderable e;pertise on the pro&ect concerned is therefore desirable to obtain
consistently reliable results. The ad"antage of using any of the methods in order to obtain an
estimate of e;pected cost is speed of the process.
