Introduction: Indonesia
Fourth largest population in the world after China, India
and United States
Electronic ID programme in 2011 and 2012 will enroll 172
million residents
1,128 ethnic groups, 746 languages, 6 religions and
244 indigineous belief systems
Archipelago with more than 17,500 islands
Located between Pacic and Indian oceans; and,
between Asia and Australia contintents
33 Provinces; 497 Regencies (Districts) ; 6,659 Sub
Districts;
77,088 Villages

Strategic Location of
Indonesia
The strategic location betwen two continents and two
oceans is benecial to Indonesia; however, it is also
prone to foreign inuence and intervention such as
terrorism, human tra"cking, illegal immigrants.
The national electronic ID programme is believed to be
an e#ective way to counter the negative inuences.

The Initiative
The initiative to implement a Single Identity Number
(SIN), which is known in Indonesia as Nomor Induk
Kependudukan (NIK), was rst formally established in
the Senate Regulation Number VI/MPR/2002.
It was later enacted in the Act Number 23 Year 2006
about Population Administration which was followed by
the Government Regulation Number 37 Year 2007 and
the Presidential Regulations Number 26 Year 2009 and
Number 35 Year 2010.
The above regulations are the basis for implementing
the Single Identity Number and the electronic ID, also
known as e-KTP, programmes.

Three National Programmes
The government of Indonesia with support from the
parliament has launched three strategic programmes in
population administration for the last three years:
1. Population database update for residents across 497
regencies was completed in 2010;
2. Issuance of Single Identity Number (SIN) for all
residents in 330 regencies in 2010 and for all residents
in 167 regencies in 2011;
3. The Electronic ID (e-KTP) programme is implemented
in 2,571 sub districts and 197 regencies in 2011 for 67
million eligible ID card holders; and 3,886 sub districts
and 300 regencies in 2012 for 105 million residents.
Total: 6,457 sub districts; 497 regencies; 172 million
residents.

Goals and Objectives of e-
KTP
Goals
To build an accurate national population database and to
ensure unique identities of residents.
Objectives
To enroll 172 million residents from 6,457 sub districts in
2011 and 2012;
To implement an automated biometric identication
system for ensuring unique identities;
To issue electronic identication cards for 172 million
residents in 2011 and 2012.
Ministry of Interior is supported mainly by BPPT in
technology aspect for design and implementation of e-
KTP, along with 15 other ministries and government
institutions.

The Crash Programme: e-
KTP
Ideally the e-KTP programme in Indonesia will need
more than 10 years to enroll 172 million residents;
however, because the programme has a strategic
importance to support general elections of 2014 and
to strengthen the national security, we made a bold
decision to implement the electronic ID programme in
two years 2011 and 2012.
Our decision to undertake such a challenging task
within two years has been fully supported by the
President of Indonesia and the parliament.

Dispelling Doubt : e-KTP
In addition to the short duration of the programme,
regencies have autonomy since 2002; thus, many
analysts cast doubt whether the programme will gain
support from local governments and residents.
With the start of e-KTP programme in 2011, the doubt
has been proven untrue with the fact that the local
governments fully support the programme and a large
number of residents are willing to enroll at sub districts
even though they have to queue up until late night.

The electronic ID card is made of PET/PETF/PETG and
contains a contactless, microcontroller chip which
stores biodata, signature, photo, right index
ngerprint, and left index ngerprint.
We employ a multimodal biometric identication
system which includes ngerprint, iris and face for
ensuring unique identicaiton.

Experiences in 2011
A. The Role of Local Governments
The local governments have provided budgets for
operating e-KTP enrollments in sub districts.
Operators who are supported by the local governments
have been able to successfully enroll residents with ease.
With strong local government support and enthusiasm of
people to enroll, we have seen unprecedented
mobilization of people.
B. The e-KTP System
Enrollments in sub districts work well. Particularly, high
quality biometrics are collected.
Enrollment records are transmitted through a virtual
private network (VPN) to the Data Center for
identication.
The multimodal biometrics identication system
deduplicate identities with high accuracy and
throughput.

C. Challenges of Implementation
The bidding process took four and a half months; thus,
the contract was signed late on July 1, 2011.
It took two months after the contract for procuring and
distributing the devices required for e-KTP enrollments.
Massive network deployment to 2,348 sub districts and
197 regencies for the rst time.
Delayed repair or replacement of broken devices caused
delayed enrollments.
Some enrollment records remain in the local servers
because of some network outage.
Limited number of mobile enrollments (one device per
regency) to reach out residents.

Expected number of enrollments per day: 300 records.
Actual enrollments exceeded 550 records per day.
We have collected 34,473,164 enrollment records until
December 31, 2011.
Estimated number of enrollment records remain in local
servers: 5 millions. Records are transmited after
network connection is restored.

Enrollment Schedule for 197
Regencies
In order for 197 regencies to complete enrollments by
April 30, 2012, we are implementing the following
schedule:
90 regencies have to serve enrollments for 10 hours per
day;
35 regencies have to serve enrollments for 12 hours per
day;
26 regencies have to serve enrollments for 14 hours per
day;
46 regencies have to serve enrollments for more than 14
hours per day;
e-KTP distribution:
e-KTP is distributed to regencies which have completed
their allocated number of enrollments in the contract.
Each sub district was given 100 pieces of e-KTP on
February 20, 2012.

Enrollment Schedule for 300
Regencies
Enrollment in 2012 began when the President of
Indonesia was enrolled in Bogor on February 24, 2012.
Network and enrollment stations have been deployed
since February 2012 to 300 regencies and are expected
to complete by the end of March 2012.
Training of technical assistants and operators was
completed in February 2012. One technical assistant
and four operators per sub district.

Roadmap of e-KTP
Conclusions
The e-KTP programme has begun to enroll residents
since August 2011 and has so far collected 44 million
records in Data Center about 4 million records in local
servers in 197 regencies. We have deployed the e-KTP
system in 300 additional regencies to enroll 172 million
records by the end of 2012.
The programme has received tremendous support from
local governments and has seen unprecedented
mobilization of people. The parliament has fully
endorsed the programme to improve accuracy of
voters registration for general elections 2014.
The enrollment and multimodal biometric identication
system of e-KTP scales very well with high accuracy and
throughput.
The next generation e-KTP is being designed as a
multipurpose ID card.

Workow of e-KTP Issuance
Enrollments are collected in sub districts.
Each enrollment records biodata, photo, signature, ten
ngerprints and iris.
Enrollment records are sent to the Data Center for
identication.
Identication is performed using a multimodal
biometrics identication system which include
ngerprint, iris, and face.
Unique records are printed in the Personalization
Bureau and then sent back to local stations.
Residents are called to sub districts to verify their
ngerprints with that stored in the chip of e-KTP.
e-KTP is issued to resident upon correct verication of
ngerprint.
