Colliers for Mactaggart and Mickel Homes Ltd. (CLDP079g) note that on page 21, in the recent and current development and investment in the area that there is no reference in the Housing Development bullet points to any projects in Clackmannan. The majority of allocated land in the Forth Area is contained within two settlements Alloa, 1494 units (54%) and Sauchie, 1012 units (37%). Mactaggart and Mickel believe that there is an overprovision of allocated land in these two settlements (91%) and that the settlement of Clackmannan, 61 units (2%), should have a greater number of allocated units to improve the distribution between the Forth settlements.
Colliers for Mactaggart and Mickel Homes Ltd. (CLDP079h) oppose the extension of the green belt east of Clackmannan as detailed in the final sentence of the third paragraph in section 4.11 (page 24), and note that the Clackmannanshire Local Development Plan Main Issues Report (January 2011) (CD032) indicates that the landscape to the east of Clackmannan has been reviewed and has the capacity to accommodate development. They do not consider that the extension to the green belt meets the purposes set out in paragraph 159 of Scottish Planning Policy (February 2010) (CD001). Mactaggart and Mickel disagree with and object to the proposed green belt extension to the south and south east of Clackmannan.
Scott Hobbs Planning Limited for Ambassador Homes & Carronvale Homes (in receivership) (CLDP153) are concerned that the housing allocation within Clackmannan has reduced from 142 in the adopted Local Plan 1st Alteration - Housing Land (October 2011) (CD031) to 61 units in the Clackmannanshire Proposed Local Development Plan (November 2013) (CD034) table at paragraph 4.05, a reduction of some 57%. This reduction is despite the Spatial Strategy, at paragraph 3.17 of the Proposed Local Development Plan stating Forth, with its good range of services and transport links will continue to be the area where the majority of housing and employment will be located, with associated regeneration opportunities being pursued wherever possible.

Modifications sought by those submitting representations:
Colliers for Mactaggart and Mickel Homes Ltd. (CLDP079g) Are seeking to have the housing contribution from the site they are promoting under Issue 54 included in the housing figures for the Forth Area Statement.
Colliers for Mactaggart and Mickel Homes Ltd. (CLDP079h) Object to the extension to the green belt to the south and south east of Clackmannan. It is therefore assumed that they would favour a modification to remove these areas of green belt from the Plan.
While Scott Hobbs Planning Limited for Ambassador Homes & Carronvale Homes (in receivership) (CLDP153) do not appear to be seeking any particular modifications to this section of the Local Development Plan it is likely that their reference to the housing allocation in Clackmannan directly relates to their other representation (Issue 58), and that if proposals to have that site reinstated in the Local Development Plan are successful, they would be seeking a subsequent amendment to the housing allocation table.
RSPB Scotland (CLDP159b) welcome the reference to the Futurescapes project on page 24, paragraph 4.11. Suggest that it is also mentioned in Table 1 under the Natural Environment and as a bullet point on page 21 because the Futurescapes project is different from the Inner Forth Landscape Initiative. The latter is funding some of the Futurescapes projects but there is additional work occurring outwith the Initiative.
Summary of responses (including reasons) by Planning Authority:
In relation to the representations from Colliers for Mactaggart and Mickel Homes Ltd. (CLDP079g) (housing allocation objection) and Scott Hobbs Planning Limited for Ambassador Homes & Carronvale Homes (in receivership) (CLDP153), modifications would only be required if the promotion of an additional site, being pursued under Issue 54 of the Examination, is successful. No changes are therefore sought to the LDP, pending the outcome of this other Issue.
Colliers for Mactaggart and Mickel Homes Ltd. (CLDP079h) objection to the extension of the green belt to include areas to the south and south-east of Clackmannan is not accepted. A detailed review of the Clackmannanshire Green Belt was conducted by independent consultants, Review of Green Belt in Clackmannanshire (August 2012) (CD062), and this found that areas to the south and east of Clackmannan "play a role in maintaining the distinct identities of Clackmannan and Kennet", and that "there are opportunities for provision of open space and access to rural areas" in these areas (paragraph 6.24). The Review recommended the extension of the green belt to the areas to the south and east of Clackmannan. The Local Development Plan sets out the purpose of the Clackmannanshire Green Belt at paragraph 7.31 and this purpose accords with the principles set out in paragraph 159 of Scottish
Page 4 of 4 Planning Policy (February 2010) (CD001). The Council consider that the decision to extend the green belt in this area accords with all three principles set out in Scottish Planning Policy (February 2010) (CD001) and the Proposed Local Development Plan (CD034) paragraph 7.31. The Council agrees with the Review findings that green belt in this area has a role in protecting the distinct identities of Clackmannan and Kennet; and that the area comprises high quality landscape which meets the requirement in paragraph 159 of Scottish Planning Policy (February 2010) to "protect and give access to open space within and around settlements". For the reasons set out in Issue 58, the Council do not agree with the argument that this site should be allocated for development and the designation of the area as green belt therefore also supports the third Scottish Planning Policy (February 2010) (CD001) and Proposed Local Development Plan principle to "direct planned growth to the most appropriate locations and support regeneration". No changes are therefore sought to the LDP.
In relation to RSPB Scotland's (CLDP159b) representation, it is considered that, in the interests of consistency, if the Reporter is so minded, reference to the Futurescapes project could be included at the two points of the Proposed Local Development Plan suggested.
