Muckhart Community Council (CLDP174p) welcomes these Policies.

Dollar Community Council (CLDP077s, CLDP077t, CLDP077u,
CLDP077v) welcomes these Policies and the principles within.

sportscotland (CLDP083o) supports the approach of Policy SC23 -
Development in the Countryside - General Principles, in general, and
considers that it provides scope to allow outdoor sport and recreation
development in countryside/rural locations, provided that the applicable policy
criteria can be met. However, sportscotland also has an interest in the
protection of the qualities of the countryside/rural area that are integral to
many peoples enjoyment of it for sport and recreation uses, and so
sportscotland considers that bullet four could be reworded.

Modifications sought by those submitting representations:

Sportscotland (CLDP083o) consider that, to provide greater protection to the
environmental quality of the countryside/rural area, in accordance with the
provisions of paragraph 92 of SPP (CD001), bullet point four of Policy SC23
be reworded:
the proposals protect and enhance the character of the site and its location,
and the visual amenity, quality, and distinctive character of the surrounding
landscape. Such proposals will be expected to contribute to the green network
objectives set out in the Green Infrastructure SG.

Summary of responses (including reasons) by Planning Authority:

The support of Muckhart (CLDP174p) and Dollar Community Councils
(CLDP077s, CLDP077t, CLDP077u, CLDP077v) is noted.

In response to sportscotland's (CLDP083o) representation, there is some
concern that certain developments may be necessary in a rural location, but
would not necessarily be able to "protect and enhance" the character of the
site and its location, the visual amenity, quality and distinctive character of the
surrounding landscape, by their very nature. It is therefore considered that the
terms in the Proposed LDP, "respect" and "wherever possible" allow for
necessary developments. For example, it would be difficult to argue that wind
turbines "protect and enhance the character of the site and its location, and
the visual amenity, quality, and distinctive character of the surrounding
landscape", however it may be necessary to locate them in the countryside.
No changes are therefore sought to the LDP.
