For lawyer certification in order to register with a Roll of a Romanian Bar

The approval of the request regarding the practice of the lawyer profession
in Romania and the acquirement of the right to register with a Roll of a Romanian
Bar is accomplished according to the following three stages, under article 80

par.
(2 of !aw no. "#$#%%", and in compliance with the provisions of !aw no. 200$200&,
on recogni'ing the diplomas and the professional certificates for the profession
regulated under the Romanian law.
A (nformation )tage.
The letter su*mitted to the +ational ,ssociation of Romanian Bars *y an
applicant shall *e su*mitted to the -eneral )ecretariat of the +ational ,ssociation
of the Romanian Bars, providing the information regarding the training means
(form request for getting access to the profession, together with the list of the
documents that must *e enclosed to the request su*.ects and the guiding
*i*liography for the s/ills e0amination.
B ,ssessment )tage.

In case of selecting a), a written approval of a Romanian lawyer having full
capacity or any type of e0ercising the profession as a group 3 underta/ing the
tutor9s attri*utions for the applicant during the 2=year course.
The tutors shall *e attested annually *y the *ars *ased on their options and
their professional activities.
The list of the attested tutors shall *e pu*lished on the we*site of the
+ational ,ssociation of Romanian Bars, www.un*r.ro
The conditions related to the co=operation *etween the applicant and
his$her tutor shall *e su*.ect to an agreement entered into the two of them in
compliance with the addend$m no #" to the )tatute of the lawyer profession. The
deed shall *e su*mitted to the +ational ,ssociation of Romanian Bars.
>uring the ad.ustment course, the tutor shall e0ecute preliminary
assessments once 7 months and a final assessment at the graduation of the
ad.ustment course that condition of /eeping en.oy *y the applicant of the right of

the capacity as mem*er of the Bar he$she registered as an intern lawyer. The
preliminary evaluations shall *e su*mitted to the -eneral )ecretariat of the
+ational ,ssociation of Romanian Bars *y the applicant.
(n case of having failed to su*mit in due time the preliminary evaluations,
*oth the applicant, and the tutor shall *e noticed in this respect.
In case of selecting b), the request shall *e followed *y the scheduling of
the professional /nowledge e0amination to *e held only after paying the
e0amination fee, as notified to the applicant *y the -eneral )ecretariat of the
+ational ,ssociation of Romanian Bars.
The professional /nowledge e0amination shall consist of a written multiple=
choice evaluation formed of 2 categories of topics related to the law fields as
provided under the )ylla*us for the evaluation of the professional /nowledge,
approved *y the +ational ,ssociation of Romanian Bars.
, field that may *e e0empted is a field the applicant is a*le to su*mit a
high level diploma according to par. 7.
The evaluation 5ommission shall *e formed of lawyers appointed *y the
)tanding 5ommittee of the +ational ,ssociation of Romanian Bars and can
comprise also academic staff provided under the professional /nowledge
evaluation )ylla*us.
The evaluation 5ommission, ta/ing into account the su*.ects and the
guiding *i*liography, shall ela*orate the evaluation su*.ects, of which each
applicant shall elect only one su*.ect.
The su*.ects shall *e edited *oth in Romanian l anguage and i n
:ngli sh or 4rench (according to the applicant9s request.
The su*.ects can consist of multiple=choice tests.
The e0amination fee shall *e a*le to cover the s/ills e0amination
organi'ation related costs, while the individual fee shall *e set depending on
the num*er of the applicants related to an evaluation session, organi'ed
depending on the term limitation as set under the article 2& par. (2 of !aw no.
200$200&.
The minimum mar/ for passing the s/ills e0amination is 8 (seven,
according to a mar/ scale from # (one to #0 (ten.
The evaluation commission shall draw up a minutes to *e enclosed
together with the multiple=choice test to the addenda to the request for
professions access. Based on these documents, the request e0amination
procedures are deemed to *e closed.
