The terms in this appendix are defined by FMV as follows:

LCC, Life Cycle Cost
LCC is the total cost of acquisition of a material system and its operation and support
during its life.
LSC, Life Support Cost
The support cost during the life of a material system including initial and recurring
costs.
Quality of Service
QoS is the total picture of the system efficiency, according to ITU-T.

Availability performance
A qualitative characteristic of a material system that determines its ability to perform
as specified when faults, interferences and limited maintenance resources influence its
performance.

Availability performance is a function of

- Reliability
- Maintainability
- Supportability

and is usually measured in terms of availability.

Reliability
A qualitative characteristic of a material system that determines the probability and
distribution in time of faults and disturbances. Reliability is usually measured in terms
of failure rate, Mean Time Between Failures (MTBF).

Maintainability
A qualitative characteristic of a material system that determines the possibilities or
spending of resources when using a specified maintenance organization and specified
maintenance resources, provided these are available when required.

Maintainability is usually measured in terms of Mean Time To Restore (MTTR).

Supportability
A qualitative characteristic of the maintenance system that expresses its ability to
provide maintenance resources when so required.

Supportability is usually measured in terms of Mean Time Waiting (MTW), Mean
Logistic Down Time (MLDT), etc.

To achieve a certain level of supportability it is required that the skill of the personnel,
the maintenance equipment, and the spares are dimensioned for that level.

MTBF
Mean time between failures causing breakdown of the system, i.e., taking existing
redundancies into account.

MTBFtot
Mean time between any hardware and software failures requiring any form of
maintenance action.

MTTRp
Mean time to restore the function of the equipment in its operational environment by
replacement, adjustment, repair, etc. See "Restore" below.

MTTRlru
Mean time to restore the function of a line replaceable unit (lru) by repair, replacement
of a shop replaceable unit (sru) or readjustment, etc. See "Restore" below.

MTTRsru
Mean time to restore the function of a shop replaceable unit (sru) by replacement of
parts, readjustment, etc. See "Restore" below.

Restore
The term "restore" comprises all pertinent maintenance activities, e.g., trouble-
shooting, fault finding, replacement, readjustment, repair and the consequent function
test and restart. Waiting and transport times for maintenance support are not included
in MTTR as defined above.

Spares (generic term)
Spares is a generic term and is classified according to the following characteristics:

- Is the spare repairable or not?
- Is it replaceable in the equipment or not?

This implies the following main categories:

Repairable
Yes No
Replaceable in Yes Line replaceable unit, lru Primary spare part, psp
the equipment No Shop replaceable unit, sru Secondary spare part, ssp

Line replaceable unit, lru
Is replaced in the equipment and is repairable (in a workshop).

Shop replaceable unit, sru
Is replaced in an lru and is repairable (in a workshop).

Primary spare part, psp
Is replaced in the equipment and is not repairable.

Secondary spare part, ssp
Is replaced in an lru or an sru and is not repairable.

- expensive/not expensive, using a criterion specific to each occasion

- standard/special, where standard refers to spares obtainable in the open
market

- limited life/not limited life, where limited life refers to spares with a
substantial increase of the failure rate with the time of operation (e.g.,
crystals).
