Implementation Strategy

8.1 Iligan City Solid Waste Management System Implementation Strategies:

Solid Waste Management System Framework: The proposed Iligan City Solid
Waste Management System is shown in Figure 8.1, 8.1a, 1.b, 1.c -Schematic Diagram of
the Iligan City Solid Waste Management System;
1. A Central MRCF shall be constructed to handle the solid waste for the
following sources:
a) Barangay Material Recovery Facility residuals
b) The mixed/special solid waste from the city markets /institutional
sources; and
c) The mixed solid waste from households, which are beyond the
capacity of the individual Barangay MRF’s to process.
2. Each of the 29 coastal barangays shall put up their own barangay MRF, or in
clusters - to handle segregation, recycling, composting and others. Residuals
shall be handled by the Central MRCF
3. All commercial (markets) and institutional sources (hospitals, schools, etc.)
mixed solid/special waste shall be handled by the Central MRCF. Hazardous
waste shall have a designated disposal area to be built and operated by each
hospital, with the City to put up a Special and Hazardous Waste Facility
with central autoclaving system (for small hospitals). Hospitals may also opt
to put up their privately operated MRF’s in their property for medical wastes
-subject to the EIS requirements
4. Excess solid waste generated from households (that can’t be absorbed by
Barangay MRF), and for those Barangay still without MRF’s shall be
processed at the Central MRCF.

5. The collection/hauling of solid waste shall be done by both the Barangay MRF
within their area of responsibility, and/or by the City Government through the
Public Services Division in the case of the Central MRCF.

8.2 The solid waste management system with its various project plan component is
briefly described below:

A. INFORMATION and EDUCATION CAMPAIGN

1. Information and education campaign (IEC) plan on the CMRCF including the pilot
material recovery facility proposed to be located at Barangay Del Carmen.

2. IEC for a total segregation on the household level “Sorting at Source” at Barangay
Level (see Annex 8.a ESTABLISHMENT OF MRF SYSTEM relevant to IEC).
3. Info on alternative composting at home.

4. Info on managing recyclable or non-biodegradable waste with regards to


alternative technology available.

B. TECHNICAL / ENGINEERING
Basic Engineering Activities
1. Feasibility study including site selection
2. Financial sourcing (in-house for the equities/collaterals, and out-sourced funds
mostly from the banks)
3. The Initial Environmental Examination Checklist (IEE) and other permitting
requirements such as Environmental Compliance Certificate (ECC), Authority
to Construct, Notice to Proceed (NTP), and other.

4. Preparation of the Santiago Open Dumpsite Closure Plan


5. Upgrading of the Iligan City Solid Waste Management Plan, and its approval
by the National Solid Waste Management Commission
Detailed Engineering
1. Detailed plans, estimates, tender documents, specifications, and program of
works for all the project packages/modules (civil works and others)

Construction
1. Bidding activities (for civil work, equipment and supply, and others)
2. Civil works implementation of all project packages/modules
3. Public Services Division (PSD) equipment upgrading and procurement (for
CMRCF operation and solid waste hauling/collection operation)
4. Closure of the Barangay Santiago Controlled Dumpsite Facility (CDF)

C. POLICY / ENFORCEMENT: Operation and Maintenance


1. Institutionalization of the solid waste management system (creation of the
ICSWMB-TWC, Central MRCF management team, tipping fees, etc)
2. Legal requirements including appropriation ordinances and others
3. Transitory provisions (maintenance and operating supplies, budget, security,
safety, etc)

4. Policy review related to the City solid waste management ordinance,


enforcement and implementation

5. Operation and maintenance manuals including operation systems and


procedures, closure plans mitigation measures, abandonment plans and others.

6. Long-term maintenance of the Barangay Santiago closed dumpsite.


7. Institutionalization and capability building of the Barangay Solid Waste
Management Committees for the establishment of Material Recovery Facility.

D. ENTREPRENEURSHIP
1. Market development plan for the recycled waste products, compost and others
2. Marketing development implementation.
3. Training of operations/maintenance/marketing personnel.
