CREATION OF UNIVERSAL FUND ORGANIZATION (UFO)
ARTICLES OF AGREEMENT

The Government on whose behalf the present Agreement is signed agrees as
follows:
INTRODUCTORY ARTICLE
The Universal Fund Organization (UFO) is established and shall operate in
accordance with following provisions

Objectives

The Global objectives of the UFO are the following:

Section 2: To all Countries/Nation Members and Non-Members of United
Nations (UN)

(i) To assist in reconstruction and rehabilitation of particular
country/nation by facilitating the investment of capital for productive
purposes under Humanitarian, Environmental (Forever Green Project
Program/Renewable Energy (Bio-fuel Ethanol)) and Spiritual Projects
(Spiritual Centers open to all 100,000++ kind of Religion worldwide)
under Loan Project Program, including the restoration of economies
destroyed or disrupted by World War I and World War II, the
reconstruction of destructive facilities and resources in less
developed countries

(ii) To promote private foreign investment by means of guarantees or
participating in loans and other investment made by private investors;
and when private capital is not available on reasonable terms, to
supplement private investment in providing, on suitable conditions,
finance for productive purposes out of its own capital fund raised by it
and its other resources

(iii) To promote long-range balance growth of international trade and
maintenance of equilibrium in balances of payments by encouraging
international investment for the development of the productive
resources of members, thereby assisting in raising productivity, the
standard of living and conditions of laboring their territories

(iv) To arrange the loans and guaranteed by it in relation to international
loans through other channels so that the more useful and urgent
projects, large or small alike, will be dealt with first

(v) Top conduct its operations with due regard to the effect of
international investments on business conditions in the territories of
members and, in the immediate postwar years, to assist in bringing in
bringing about a smooth transition from a poverty time to a
progressive time economy

ARTICLE III
Membership and Capital of UFO

Section1. Membership
1. The UFO Members are all the present and future members and non-
members of the United Nations (UN) Country/Nations Members

Section 2: Authorized Capital
The Authorized Capital of the Universal Fund Organization (UFO) will start to
All Bank Accounts under the name of ASBLP Accounts recorded at the World
Bank Group under the Infinite Bank Statements submitted by King Anthony
Santiago Martin-Windsor to the Committee of 300 through the United Nation
Organization dated February 26, 2007 amounting in Infinite US Dollars $ and
initial 1,750,000 Metric Tons of Heritage Gold confirmed by the International
Bank of Reconstruction and Development (the World Bank)

Section3. Initial Available Fund
The initial available Fund/Collateral is US$33Trillion -US$186trillion with
230,000-1,750,000 of Heritage Gold and to finance the Host Nation
Debt/Loan initial of One Hundred Ten Billion United States Dollars
(US$110,000,000,000.00) with Heritage Gold back-up

Section 4: Resources of UFO
The Resources of UFO of Cash and Precious Metal Backed-up came from
TRUST/World War I and World War II, Court Orders, Contracts and
Agreements

ARTICLE IV
General Provisions Relating to Loans and Guarantees

Section 1: Usage and Objectives
(a) The resources of Universal Fund Organization (UFO) will be used for
the rehabilitation of particular country/nation through Humanitarian,
environmental and Spiritual Projects under Loan Project Program
payable (local currency denomination) in Long Term Bond
(b) With the following objectives; 1

To help to uplift the living conditions of
the people of the world particularly the poor 2
nd
To protect the Mother
Earth from total Environmental destruction and 3
rd
To Return Back the
faith of the people in God/One God

Section 2: Dealing between Members and the UFO
Each member shall deal with Bank only through its Treasury, Central Bank
stabilization fund or other similar fiscal agency, and the UFO shall deal with
members only by or through the same agencies

Section 3: Limitations of Guarantees and Borrowing of Members
The Maximum Total Loan that every member/country nation to avail is from
US$555-US$5,555+++ per head base on present population data

Section 4: Conditions on which the Bank may Guarantee or Make Loans
The UFO may guarantee, participate in, or make loans to any member or any
political sub-division thereof and any business, industrial, and agricultural
enterprise in the territories of a member, subject to the following conditions:
(i) When the Project will passed to the UFO Standard Criteria under
Humanitarian, Environmental and Spiritual Projects
(ii) The UFO Management and Financial Control System will be adapted
and followed
(iii) The Central Bank of the particular Country/Nation will Guarantee the
payment of loan/s
(iv) Loan/s made or guaranteed by the UFO shall, except in special
circumstances, be for the purpose of specific projects of
reconstruction and rehabilitation
(v) The UFO Corporate Representative will be holding minimum shares
(____%) allowed by law on particular country/nation

Section 5: Use of Loans Guaranteed, Participated in or made by the UFO
(a) The UFO will impose that the proceeds of a loan shall be spent in
territories or the particular country/nation
(b) The UFO shall make arrangement to ensure that the proceeds of the
loan are used only for the purposes for which the loan was granted,
with attention to consideration of economy and efficiency and without
regard to political or other non-economic influences or considerations
(c) All funds to be leased under Loan Project Program will be guaranteed
by Spiritual Humanitarian Environmental Spiritual (S/HE)Bond to be
issued by particular country/nation signed by the Three (3) Signatories,
President/Prime Minister, Department/Ministry of Finance/Treasury and
Central Bank Governor

Section 6: Terms and Conditions of the Loan payable by Spiritual
Humanitarian Environmental Spiritual (S/HE) Bond:

Amount of Loan per S/HE Bond: Country Currency equivalent to PH$_
Repayment Period : 20 years
Interest per annum : 2.5% per annum
Moratorium : 2-5 years
Bank Charges : Standard Charge

Section 7: Loans to the International Finance Corporation
The UFO may make, participate in, or guarantee loans to the International
Finance Corporation an affiliate of the UFO, for use in its lending operations
as servicing bank, but not payment of outstanding Loan/s by the
country/nation members and NGO.

ARTICLE V
Operation

Section 1: Operation
The Operation will be managed by the ASBLP Bank/TRUST Holder Owner of
Cash and Gold Back-up and Appointed Corporate Representatives

Section 2: Priority to avail Loans
Loans for Social Pension Funds for the Veterans, Senior and Elderly Civilians
worldwide will be given the priority and the poorest Nations/Countries will be
given the first priority to avail the loans

Section 3: Availability and Transferability of Currencies
The UFO will provide All Currency Reserve with Gold-Back-up or put
necessary Gold/Collateral as Back-up equivalent to the Loan amount to be
able to Print their corresponding Currency of the Borrower/Country/Nation

Section 4: Payment Provision of Payment of Loan
Loan contracts under Section one (1) of this Article shall be made in
accordance with the following payment provisions: The Terms and condition of
the Loan under the Spiritual Humanitarian Environmental Spiritual (S/HE)
Bond payable in Cash and In-kind (National Products)
A. Cash
Amount of Loan per S/HE Bond: Country Currency equivalent to PH$_
Repayment Period : 20 years
Interest per annum : 2.5% per annum
Moratorium : 2-5 years
Bank Charges : Standard Charges

B. In-kind National Products
(a) The Loan can be payable in other form of currencies, metal, or National
Products to be computed equivalent to the amount of loan amount payable by
the Borrower/Countries/Nations to be coordinated to the Trading Marketing
Arm of UFO the Global Trade Organization (GTO) under Sell, Sell, Sell (SSS)
Scheme of 10%-10%-10% Maximum Mark-up of Ten Percent (10%) after all
Costing of National Products waiving all tariff, National Products must first
satisfied the domestic consumption and 25% reserve before it will allow to sell
to GTO
(b) Calamities, events beyond control and war are reasons for moratorium of
payment of Loan/s principal and interest or loan restructuring to be given to
borrowers

Section 5: Method of Meetings Liabilities of the UFO in case of Defaults.
In case of default on loans made, participated in, or guaranteed by the UFO:

(a) The bank shall make such arrangement as may be feasible to adjust the
obligations under the loans, including arrangement under or analogous to
those provide in Section Four (4) of this Article



ARTICLE VI
Organizational Management

1. The Structure of the Bank
The ASBLP BANK/TRUST will manage and operate the UFO the World Bank
Group (International Bank of Reconstruction and Development) the
International Monetary Fund (IMF) the Federal Reserve System (FED),
International Bank of Settlement (IBS), Nations Central Banks, Regulators,
Continental Banks and other Banking Bodies will be used as purely ministerial
and references in the management and operation of UFO

2.New Global Agencies:
The UFO will support and finance for the creation on New Global Agencies
such as:
A.The Global Trade Organization (GTO) to receive all payments in
National Products of Nations/Borrowers under the 10%-10%-10%
Scheme of Mark-up
B. The Global Environmental Organization (GEO) to finance all
related projects for the Global Warming, Climate Change under the
Forever Green Project Program
C.The Global Trust Fund (GTF) to assured to future of the global
workers to have Social Justice with coordination of International Labor
Organization (ILO) and the World Health Organization (WHO) and to
provide the Senior and Veterans the Fund Reparation of World War I
and II under the Reparation Commission of World War I

ARTICLE VII
Withdrawal and Suspension of Memberships
Suspension of Operation

Section1: Right of Members to Withdraw
Any Members/Country/Nation may withdraw from UFO at any time by
transmitting a notice in writing to the UFO at its principal office. Withdrawal
shall become effective on the date such noticed is received

Section 2: Suspension of Membership
(a) If a member used the Loan Proceeds to activities related to war, logistic
arsenal, firearms, illegal drugs and other illegal activities
(b) If a member fails to fulfill any of its obligations to UFO and GTO without
valid legal reason/s, UFO/GTO may suspend its membership. The member
suspended shall automatically cease to be a member One (1) year from the
date of its suspension unless decision is taken by the UFO/GTO Board of
Trustees to restore the members to good standing
While under suspension a member/country/nation shall not be entitled to
exercise any rights under this agreement except the right to withdraw, but
remain subject to obligation

Section 3: Settlement of Accounts with Government Ceasing to be a
Member:
(a)when government ceases to be a member, it shall remain liable for its direct
obligation to the UFO and for its contingent liabilities to the UFO as long as
any part of the loans and guarantees conducted before it cease to be a
member are outstanding
(b) When Borrower/Government ceases, the UFO will foreclosed and take
possession and continue the operation of the projects, the
borrower/government have the option to repurchase priority for one(1) year
(c) Partial settlement of account/s is acceptable after the final evaluation of the

ARTICLE VIII
Status, Immunities and Privileges

Section 1: Purpose of the Article
To enable the UFO to full the functions with which it is entrusted, the status,
immunities and privileges set forth in this Article shall be accorded to the UFO
in the territories of each member/country/nation

Section 2: Status of UFO
The UFO shall poses full juridical personality as an Independent International
Organization and in particular, the capacity
(i) to contract
(ii) to acquire and dispose of immovable and movable property;
(iii) to institute legal proceedings

Section 3: Position of the UFO with Regards to Judicial Process
Actions may be brought against UFO only in a court of competent jurisdiction
in the territories of a member/country in which the UFO has an office, has
appointed an agent for the purpose of accepting service or notice of process,
or has issued or guaranteed securities, No action shall, however, be brought
by members or person acting for or deriving claims from members. The
property and assets of the UFO shall, wherever located and by whoever held,
be immune from all forms of seizure, attachment or execution before the
delivery of the final judgment against the UFO

Section 4: Immunity of Assets from Seizure
Property and assets of the UFO, wherever located and by whoever held, shall
be immune from search, requisition, confiscation, expropriation or any other
form of seizure by executive or legislative action

Section 5: Immunity of Archives
The archives of the UFO shall be inviolable

Section 6: Freedom of Assets from Restrictions
To the extend necessary to carry out the question provided for in this
Agreement and subject to the provisions of this Agreement, all property and
assets of the UFO shall be free from restriction, regulations, controls and
moratoria of any nature

Section 7: Privilege for Communication
The official communications of the UFO shall be accorded by each member
the same treatment that it accord to the official communications of the other
members/countries

Section 8: Immunities and Privileges of officers and Employees
All governor, executive directors, alternates, officers and employees of the
UFO
(i) shall be immune from legal process with respect to act performed by
them in their official capacity except when UFO waives this immunity
(ii) Not being local nationals, shall be accorded the same immunities
from immigration restrictions, alien, registration requirements and
national service obligations and the same facilities as regards
exchange restrictions as are accorded by members to the
representatives, officials and employees of comparable rank of the
other members
(iii) Shall be granted the same treatment in respect of traveling facilities
as in accorded by members to representatives, officials and
employees of comparable rank of other members


Section 9: Immunity from Taxation
(a) The UFO, its assets, property, income and its operations and
transactions authorized by this Agreement, shall be immune from all
taxation and from all custom duties. The UFO shall also immune from
liability for the collection or payment of any tax/duty
(b) No tax shall be levied on or in respect of salaries and emoluments paid
by the UFO or executive directors, alternates, officials or employees of
the UFO who are not local citizens, local subjects, or other local
nationals
(c) No taxation of any kind shall be levied on any obligations or security
issued by the UFO by whoever held.
(i) Which discriminate against such obligations or security
solely because it is issued by the UFO; or
(ii) If the sole jurisdictional basis for such taxation is the place
or currency in which it is issued, made payable or paid or
the location of any office or place of business maintained by the
UFO

Section 9: Continuation..

(d) No taxation of any kind shall be levied on any obligation or security
guaranteed by the UFO by whoever held
(i) Which discriminates against such obligation or security solely
because it is guaranteed by the UFO; or
(ii) If the sole jurisdictional basis for such taxation is the location of
any office or place of business maintained by the UFO

Section 10: Application of Article
All members/countries interested to avail funding for reconstruction and
rehabilitation of their country/nation shall take such action as it is necessary in
its own territories/countries for the purpose of making effective terms of its
own law the principles set forth in this Article and shall inform the UFO of the
detailed action which it has taken

ARTICLE IX
Amendments

(a) Any proposal to introduce modifications in this Agreement, whether
emanating from members/countries, UFO officials, employees shall be
communicated to the office of UFO Board of Trustees

(b) Notwithstanding (a) above, acceptance by the UFO Board of Trustees
mentioned is required in the case of any amendments modifying

(c) Amendments shall enter into force for all members three (3) months after
the date of formal communication unless a shorter period is specified in the
circular letter/UFO official letter

ARTICLE X
Interpretation

(a) Any question of interpretation of the provisions of this Agreement arising
between nay member and the UFO or between any members of the UFO shall
be submitted to UFO Board of Trustees for their decision

(b) In-any-case where the Governor have given a decision under (a) above,
any member may require that the question be referred to the UFO Board of
Trustees, whos decision is final.

(c) whenever a disagreement arises between the UFO and a
country/nation/member which has ceased to be a member, or between the
UFO and any members during the permanent suspension of the UFO, such
disagreement shall be submitted to arbitration by the tribunal of three (3)
arbitrators, one appointed by the UFO, another by the country/member and an
umpire who, unless the parties otherwise agree, shall be appointed by the
President of the Permanent Court of International Court of Justice (ICJ) or
such other authority as may have been prescribed by regulation adapted by
the UFO. The umpire shall have full power to settle all questions of procedure


ARTICLE XI
Approval Deemed Given

Whenever the approval of ASBLP Bank Authorized Signatory King Anthony
Santiago Martin Windsor issued New Code/s changing the present ASBLP
Bank Accounts Code/s in-favor of Universal Fund Organization (UFO) be
done except in Article VII, is required before any act may be done

ARTICLE XII
Life of the Universal Fund Organization (UFO)

The life of the Universal Fund Organization (UFO) is for minimum of One
Hundred (100) years and future life of operation will be based on the
availability of Fund Resources to implement the mandated task embodied on
the Articles of UFO, Seven (7) years before the expiration of 100 years life
period of UFO, UFO Authorized Officer/s will inform the Host Nation
Government their position to continue for another 100 years or terminate the
operation of UFO

ARTICLE XIII
Host Nation Government Limitation on Universal Fund Organization
(UFO) Operation and Management

Host Nation Government participation in Operation and Management of
Universal Fund Organization (UFO) is limited to domestic/local issues and
territorial jurisdiction, outside the Host Nation territorial jurisdiction is
discretionary decision of the UFO to have the services and support of the Host
Nation Government resources

ARTICLE XIV
Final Provisions
Section I. Entry into Force
This Agreement shall enter into force when King Anthony Santiago Martin
Windsor Authorized Signatory of ASBLP Bank/TRUST issued New Code/s of
ASBLP Banks Accounts in-favor of Universal Fund Organization (UFO)

referred to in Section (2) of this Articles have deposited on their behalf, but in
no event shall this Agreement enter into force before September___, 2014

Section 2: Location of Head Office of UFO
Since the ASBLP Banks Accounts located worldwide and with official address
in the Philippines will be the same office address for the Universal Fund
Organization (UFO) to become the Central Bank of All Central Banks of the
World and to become the Financial Center of the World, and make the
Host Nation Great Once Again

Section 3: Information
The ASBLP and UFO will inform all Host Nation Government Offices and
countries/nations members and non-members of the United Nations (UN)
