DISTRICT - WEST MEDINIPUR (WEST BENGAL)

1.0 ENVIRONMENTAL IMPACT ASSESSMENT AND ENVIRONMENTAL MANAGEMENT PLAN

1.1 INTRODUCTION

The proposed project is widening and strengthening of existing 2 lane to 4 lane of Mahulia to Baharagora
section of NH- 33 from (Km 277.500 to Km 332.990) and from Baharagora to Kharagpur section of NH-6
from (Km 199.500 to Km 129.600) in the State of Jharkhand and West Bengal.The proposed project is a
part of National Highway Development Project Phase-IV B (Group B Package No JH/DPR/NHDP-IV/05).

The project road stretch of NH-33 starts at village Mahulia (Km 277.500) and terminates at Baharagora (Km
332.990) and meets NH-6. There is a flyover section from Km 332+990 to Km 333+500 of NH-33 and
included in design length of NH-6. The next section on NH-6 proceeds from Baharagora (Km 199.500) and
terminates at Kharagpur (Km 129.600). The National Highways NH-33 & NH-6 traverse across four (4)
blocks in East Singhbhum district of Jharkhand State (Ghatshila, Dalbhumgarh, Chakuliya, Baharagora) and
four (4) blocks in West Medinipur district of West Bengal State (Kharagpur I, Jhadgram, Jambuni, Gopi-
Vallabhpur II (Baliyabera)). The details of project stretches are provided in Table 1.1.

Note: On NH6-between existing Km 184 to Km 183, actual road length is found to be 2.550 Km in place of 1.0 Km, because of State
Boundary of Jharkhand and West Bengal.

The existing length of the project roads is 125.9 km and the design length of the project road is 127.13 km.

Environmental Impact Assessment (EIA) Notification 2006, Ministry of Environment and Forests,
Government of India came into effect from 14

September 2006. The EIA Notification, 2006 specifies the

various development projects requiring prior clearance from Ministry of Environment and Forests (MoEF).
As per Schedule of the Notification; the Highway project falls under Physical Infrastructure including
Environmental Services and have been listed under item no. 7(f), including new highways or expansion of
existing highways. The projects and activities under the Notification have been classified into two
categories- Category A and Category B, based on the spatial extent of potential impacts on human health
and natural and manmade resources. The highway projects have also been classified into two categories-
Category A and Category B based on the following conditions:

Moreover any project or activity specified in Category B will be treated as Category A if located in whole
or in part with in 10 km from the boundary of:
1. Protected areas notified under the Wild Life (Protection) Act, 1972;
2. Critically Polluted areas as notified by Central Pollution Control Board from time to time;
3. Eco sensitive areas as notified under section 3 of Environment Protection Act, 1986 such as
Mahabaleshwar, Panchangi, Matheran, Pachmarhi, Dahanu, Doon Valley; and
4. Inter State boundaries and international boundaries.
Categorisation of present project
The proposed road widening project of Rehabilitation and Up gradation of NH-33 and NH-6 is greater
than 30 km in length involving additional right of way and passing through more than one state. Hence,
as per EIA notification 2006, the proposed project falls under Category A and attracts the conditions of
obtaining prior Environmental Clearance from Ministry of Environment and Forests (MoEF).
Therefore, Form 1 including Terms of Reference (TOR) for the EIA study along with Preliminary
Feasibility Report (PFR) in prescribed format was submitted to MoEF to get it approved by Expert
Appraisal Committee. Terms of Reference for EIA was finalised in 116

This report includes the information related to the project road falling in West Medinipur district of West
Bengal State.

ii) State Highway expansion projects in hilly terrain (above 1,000 m AMSL) and

1.3 BASELINE ENVIRONMENTAL CONDITION

The existing environmental condition along the project road was established based on the collected primary
and secondary data. The significant findings are as follows:

The project road section of NH-6 in West Medinipur district passes entirely through plain terrain.
Kansabati or Kasai and Subarnarekha are the two main rivers of the district. The land of West
Medinipur district is composed of alluvium followed by laterite, epidorite, conglomerate and gneiss.
The project road stretch in the district falls in seismic Zone III.

The monthly mean maximum and minimum temperatures as collected for Midnapore (nearest IMD
station) is 47.2

C (June) and 0.6
0
C (January) respectively. The project area receives average
rainfall between 1300 mm and 1500 mm. About 80 percent of the total rainfall is concentrated
during the months of July to September. The relative humidity varies between 56 % (March) to
84% (August) in Midnapore. Mean wind speeds are observed to be highest in the months of May
and June at (9.0 Kmph 6.8 Kmph).

Ambient Air Quality data was collected during the month of October and November, 2012 from four
(4) locations in West Medinipur District. The parameters monitored were Particulate Matter
(<PM10); Particulate Matter (<PM2.5); Sulphur dioxide (SO2), Nitrogen oxide (NOx) and Carbon
monoxide (CO). Ambient Air Quality results are presented below:

The above data reveals that at all locations Ambient Air Quality w.r.t to PM10 & PM2.5 are exceeding
the permissible limits prescribed by CPCB. SO2, NOX and CO levels were found to be below the
prescribed permissible limits of CPCB.

Ambient Noise levels were taken during the month of October and November, 2012 at four (4)
locations in West Medinipur District from 6:00 am to 10:00 pm (Day) and from 10:00 pm to 6:00 am
(Night). The monitored results are presented as follows:

The above data reveals that Ambient Noise levels exceeded the permissible limits as prescribed by
CPCB at sensitive location.

In West Medinipur District, the surface water quality sample was collected from two (2) locations.
The physico-chemical analysis of water samples revealed that the water quality criteria of study
area falls in the range of Class B water prescribed by CPCB (as per the overall result) and hence
recommended for outdoor bathing and to be used for drinking water after conventional treatment
and disinfection. All the measured parameters were observed well within the prescribed limit.

Ground water quality was assessed from the hand pump along the project area at two (2) locations
in Medinipur District. Presence of faecal coliform and E coli is observed at GWQ-4 (tube well). The
count of total coliform is also high at GWQ-4. This shows that tube well water at Nimpura village is
contaminated with feces. Hence, the water of this location is not fit for drinking. All other
physiochemical parameters are well within the limits of IS:10500 at all monitoring locations. (Water
quality standard as per BIS (IS: 10500:1991))

About 60 borrow areas have been identified in West Medinipur district along NH-6. Necessary
approvals from concerned gram panchayats have been obtained. Also, one stone quarry site have
been identified at Silda in West Bengal.

Around 2.79 ha and 0.92 ha of protected forest land will be required to be diverted for the project
road section of NH-6 in Kharagpur and Jhargram forest division respectively in the state of West
Bengal. The details of forest land that needs to be diverted for non-forest purpose are given as

Predominant tree species found along NH-6 project road section in West Bengal are Arjun, Jhakra
Potash, Sakhua, Doka and Neem. Total no. of affected trees in West Medinipur is around 20,413
(within proposed RoW). No endangered flora and fauna species are located within the proposed
project corridor. Three times the tree cut will be planted as Compensatory Afforestation as per
provision of Forest Conservation Act, 1980. Apart from this additional plantation along the highway
shall be taken up as per IRC:SP-21:2009. Shrubs will be planted in median.

The project area does not fall under any critically polluted industrial area as notified by Central
Pollution Control Board (CPCB). There is no archaeological site/protected monument within 15 km
on either side of the project road.

1.4 ENVIRONMENTAL IMPACT DUE TO THE PROJECT

A careful assessment of anticipated impacts of various environmental components have been carried out in
the project in advance to ensure that all the key environmental issues are addressed in the project
appropriately and the impacts can be avoided or mitigated in the project to the acceptable level. The project
has been assessed with respect to different environmental components, proposed locations and activities of
the project. Based on the study it can be envisaged that some environmental impacts of minor extent is
anticipated due the project and can be reversed, minimized or avoided by the following suggested measures
in the Environmental Management Plan.

Acquisition of land and properties are inevitable in the project like other widening project but these issues
has been given proper attention right from planning and design stage so as to keep the loss to minimum.
Details of land and properties have been discussed separately in Social Impact section of this report. The
other major impact is felling of roadside trees, which are again inevitable for widening of Highway to desired
configuration. However this loss can be reversed through compensatory plantation all along the proposed

alignment. About 20,413 trees are likely to be cut in the district, for which compensatory plantation of around
61,300 trees have been considered (1:3 ratio). Also, Additional tree plantation in three rows will be carried
out along the project road as per IRC:SP-21:2009 which would ultimately enhance the overall surrounding
environmental condition and ambience of the area. The key environmental issues identified due to the

1.5 ENVIRONMENT MANAGEMENT PLAN (EMP)

Environmental Management Plan has been framed which consists of mitigation, monitoring and institutional
measures during the design, construction and operation stages of the project to avoid, eliminate to reduce
the anticipated adverse environmental impacts. (Refer Table 1.8)

1.5.1 Implementing Authority

The Client along with the contractor will implement the proposed project. An Environmental Management
Cell (EMC) will be set up for implementing and monitoring the mitigation measures. The EMC will also report
to the designated institutions to establish accountability.

In addition to testing for the quality of borrow materials by the IC,
the environmental experts of the IC will be required to inspect every
borrow area location prior to approval. All borrow areas will be
rehabilitated as per the Borrow Rehabilitation Plan.
A-7 Quarry Areas The quarry materials requirement of this project will be taken from
the existing approved quarries along the project highway. Three
quarries have been identified for the project - Potka, Baharagorha
in East Singhbhum district of Jharkhand and Silda in West
Medinipur of West Bengal. Mining Plan giving details of mining has
been prepared and submitted to State Mining Department.

In case the Concessionaire decides to use quarries other than

All temporary sedimentation, pollution control works and
maintenance thereof will be deemed as incidental to the earth work
or other items of work and as such no separate payment will be
made for them. The Concessionaire will ensure the following
safeguards:

During construction activities on road embankment, the side
slopes of all cut and fill area will be graded and covered with
stone pitching, grass and shrub as per design specifications
Turfing works will be taken up as soon as possible, provided

All plants and equipments used in construction shall strictly
conform to the MoEF/CPCB/JSPCB/WBPCB noise standards.
All vehicles and equipment used in construction will be fitted
with exhaust silencers.
Servicing of all construction vehicles and machinery will be
done for exhaust silences and will be checked and if found
defective will be replaced.

All the construction sites within 150m of the nearest habitation,
noisy construction work such as crushing, concrete mixing will be

The Concessionaire will comply with all the precautions as required
for ensuring the safety of the workmen as per the International
Labour Organization (ILO).

The Concessionaire will not employ any person below the age of 14
years for any work and no woman will be employed on the work of
painting with products containing lead in any form.

The Concessionaire will also ensure that no paint containing lead or
lead products is used except in the form of paste or readymade
paint. They will provide facemasks for use to the workers when
paint is applied in the form of spray or a surface having lead paint is
rubbed and scraped. The Concessionaire will mark no smoking in
high risk areas and enforce non-compliance of use of PPE with
zero tolerance. These will be reflected in the Construction Safety
Plan to be prepared by the Concessionaire during mobilization and
will be approved by IC and PIU.
B-18 Traffic & Road Safety The Concessionaire will take all necessary measures for the safety
of traffic during construction and provide, erect and maintain such
barricades, including signs, markings, flags, lights and flagmen as
proposed in the Traffic Control Plan/Drawings and as required by
the Environmental Expert of IC for the information and protection of
traffic approaching or passing through the section of any existing
cross roads.

markings are provided as per the MoRTH specifications or as
directed by the Engineer. Before taking up construction on any
section of the existing road, a Traffic Management Plan will be

If any water storage tank is provided, the bottom of the tank will

1.5.3 Environmental Training

The Environmental Management Cell (EMC) will be imparting training and raising environmental awareness
level of Construction Engineers/Contractors and other staff members/workers at regular interval.

1.6 ENVIRONMENTAL BUDGET
A separate budget provision of Rs 17.90 crores (for West Medinipur district) has been made for
implementation of environmental mitigation measures under Environment Management Plan to resolve
different issues, which includes vegetation clearance, compensatory afforestation, Green belt development,
dust control measures, sanitation and waste management, monitoring of environmental quality etc., The
cost for relocation of religious features, handpumps, borewells, slope stabilization measures, lay byes,
facilities at bus stops, etc. are included in the engineering costs.

2.0 RESETTLEMENT ACTION PLAN (RAP)

2.1 INTRODUCTION
This Resettlement Action Plan (RAP) report has been prepared as per the National Policy on the
Resettlement and Rehabilitation of Project Affected Families - 2007 (NPRR 2007), National Highways Act
(NH Act), 1956; and Jharkhand Rehabilitation and Resettlement Policy, 2008 and is based on data
collected from field survey. The primary purpose for preparing Resettlement Action Plan (RAP) is to assess
the socio-economic condition of the Project Affected Persons (PAPs) in order to minimise and provide
mitigative measures. Since the displacement is indispensable, rehabilitation shall be done in such a manner
so that the standard of living of PAPs is restored. Special attention will be paid to the vulnerable groups.
RAP has provisions to ensure that PAPs are compensated at replacement value for the assets lost and to
enable them to regain or improve their socio-economic status enjoyed prior to the project. Implementation of
the RAP will be done on data so modified.

2.2 PROJECT IMPACT

Based on socio-economic survey, a total of 266 private structures lie within 30 meters of either side of the
existing centerline of road both NH-6 and NH-33. The structures are residential, commercial or residential
cum commercial in their nature. The break-up of the structures and their typology is given in Tables 2.1.

2.3 LAND REQUIRED
The project road section of NH33 will impact 103 villages of Jharkhand state and 30 villages of West
Bengal. Table 2.2 provides block/circle wise details of private and government land to be acquired under
this project.

As observed from above table, total land requirement in West Medinipur district is 27.717 Ha including 0.070
Ha of government land and 27.647 Ha private land.

2.4 AFFECTED HOUSEHOLDS AND PAPS
A total of 1469 households (1276 in East Singhbhum and 193 in West medinipur) of 136 villages will be
affected due to the acquisition of private land for widening and strengthening of NH-33 and NH-6.
There are 7009 (6038 in East Singhbhum and 971 in West Medinipur) project affected persons (PAPs).

2.5 INSTITUTIONAL FRAMEWORK
NHAI has an Environmental and Social Development Unit (ESDU) at the corporate level. ESDU/ NHAI will
undertake the revalidation of RAP before the start of RAP implementation and will engage services of
Project Consultant (PC) for the same. For the project implementation NHAI will set up Project
Implementation Unit (PIU). PIU will be headed by Project Director (PD), GM/DGM level officer.

R&R Cell will be established as a part of PIU, and two districts Resettlement and Rehabilitation Officers
(DRROs), one for each project district, will be appointed to R&R Cell. DRROs will assist PD in all land
acquisition and resettlement activities under the project. NHAI will be the Executing Agency (EA) for project.
ESDU of NHAI will oversee all RAP implementation activities, and will engage service of non-governmental

organization (NGO) for RAP implementation and an independent agency for external monitoring. DRROs
(R&R Cell) at PIU will undertake RAP implementation, with the help of NGO appointed by ESDU. All the
RAP activities will be regularly reported to ESDU by PIU. PIU/R&R Cell will establish networking with district
administration (District Collectors office, Revenue Department etc.) to ensure timely implementation of RAP.
Networking with central/state/town departments will also be established (i) so as to link proposed income
restoration packages with government schemes, if any; (ii) for restoration/replacement of community
infrastructure such as water supply, sewerage, electricity/telephone network, irrigation canals etc.; and (iii)
for restoration/replacement of CPRs/public amenities such as shrines, schools etc.

The implementation schedule of RAP is presented in Table 2.3.
