Job Title : PhATS promoter (Philippines)

Project /Area :

Based in Bantayan Island with frequent trips to multiple locations in
northern Cebu province and elsewhere within the Philippines.

Supervisor/Title :

PhATS Manager/TL shelter and WASH -Islamic Relief Worldwide,
Philippines.

Grade Steps :

I) SCOPE OF RESPONSIBILITIES

This position holds responsibility for the high quality and effective delivery of WASH
programming to support the victims of typhoon Yolanda/Haiyan according to recognized
national and international standards.

In supporting the identification and prioritizing of the most vulnerable persons within the
communities in which IR is working, the Philippines Approach to Total Sanitation Promoters
(PhATS Promoters) will report directly to IR PhATS Manager/TL shelter and WASH and be
responsible for the technical support and supervision of multiple project teams in several
locations within the Philippines to prevent and/or mitigate against WASH related public health
concerns in accordance with IR policies and procedures.

He/she will also be responsible on the conduct of community and school base PhATS
promotions and related to the WASH programme funded by UNICEF in representing the
organization to a range of external actors, including beneficiaries and other key stakeholders,
such as: local/provincial/national governmental authorities, UN agency, peer organization,
national NGO, and private sector staff.

II) JOB SUMMARY

The holder of this position will fulfill the community and school base PhATS promotion activities
in the coordination and technical role relating to UNICEF funded PhATS projects within IR
Philippines Programmes Department. This will include but not limited to PhATS promotions also
marketing and demand creation on PhATS implementation in Bantayan and Daan Bantayan
Municipalities.

Islamic Reliefs mission in the Philippines is to assist in the relief, recovery and strengthening of
communities following typhoon Yolanda. We work regardless of ethnicity, religion, or gender;

III) MAIN DUTIES AND RESPONSIBILITIES


Conduct an assessment of the public health risks and needs within
the target population and make appropriate recommendations for
actions which are consistent with PhATS approaches.
Design and implement a public health promotion at barangay level in
coordination with the Rural Sanitary Inspectors and designated focal persons
from LGUs and DoH ensuring that are demand creation on the increase of safe
water and improve sanitation facilities especially household and school institution
level are met.
Liaise with the different stakeholders particularly LGUs, Department of Health,
Department of Education (DepED) and private sectors for conduct of PhATS
promotions, community assemblies and events.
Facilitate the formation, strengthening and mobilization of community volunteers
and school WASH group or patrol in Barangay schools and daycare centers.
Facilitate community meetings and schools activities for WASH demand creations
along with the RSI and community volunteers.
Facilitate the conduct of community-base, pro-poor triggering activities along
with the RSI and community volunteers.
Facilitate and organizing of WASH global and national events. Ensuring maximum
participation of the beneficiaries from both community and schools.
Facilitate the conduct of household assessment, mapping and beneficiary
selection for the PhATS targets.
Facilitate the identification of Grade O, Grade 1, Grade 2 for the PhATS
prioritization areas.
Facilitate and organize the declaration of Zero Open Defecation with the LGUs
and 3 party verifiers.
Coordinate and represent PhATS project related in the community meetings,
assemblies and gatherings.
Work closely with the WASH engineer, Behavioral Change and Communicatio and
other relevant support staff to ensure smooth project implementations.
Monitoring of the implementation of PhATS activities, ensuring that key
messages are in compliant with the donor, projects requirements and ensure up
to date information.
Assist the PhATS Manager/TL shelter and WASH in planning and monitoring
project budgets, while ensuring appropriate compliance with expenditure
procedures for the WASH activities in respect with donor requirements and IR
procedures.
Assist review of implementation and recognition of additional and/or changing
WASH needs specifically on PhATS related issues.
Assist the monitoring complaints mechanism feedback IR process with M and E
focal persons.
Assist the submission of donors report- monthly, quarterly and final report.
Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and
Islamic Reliefs policies and procedures.
Any other assignment given by supervisor/manager.

IV) ACCOUNTABILITIES
Work independently on tasks related to PhATS project implementation
Make decisions on project implementation and its daily management responsibly
based on available resources, skills and knowledge of staff and access to target
communities.

Ensure implementation of PhATS is locally appropriate and feasible projects in close
consultation with local authorities and communities.
Proper management of financial resources, equipment and project utilities.
Work in adherence to IRs policies and procedures.

V) REQUIRED QUALIFICATIONS AND COMPETENCIES:
University degree in a Public Health related field.
Knowledge of Community Organizing and Development
Knowledge of water, sanitation and hygiene standards (i.e. Sphere).
Knowledge on Public Health and other relevant areas (Environment
Management, Health Promotions, Community water supply)
Experience on WASH in Emergency is advantage but not essential.
Experience on the Public Health Promotions and community mobilizations.
Demonstrated experienced on the integration of Gender and diversity in the
Public Health Promotion is advantage.
Competency with the analysis of complex information, and developing clear,
informed recommendations or decisions.
Ability to plan, coordinate and implement technical operations to a high standard
of quality and efficiency.
Able to use participatory methodology throughout all stages of the Project Cycle.
Dynamic personality to work with the local community and diverse culture
environment is desirable.

VI) LANGUAGE
Fluency in Cebuano is essential.
Fluency in English (written and spoken) is essential.

VII) IT SKILLS
Good IT skills, Microsoft office Word and Excel is essential.

VIII) GENERAL SKILLS
Willing to adapt to IRWs norms and values without compromising personal
beliefs and principles.
Excellent communication skills - able to communicate and report effectively, both
orally and in writing.
Willing and able to bear high levels of responsibility by making timely decisions

and strong supervisory skills.

IX) DISPOSITION
Should be prepared mentally to do extensive field visits to other locations within
the Philippines.
Able to work flexible hours when necessary to carry out the task completion.

Ability to work on your own initiative as well as a part of a team.
It is essential that the post holder shows a good understanding of humanitarian
principles and sympathy with Islamic Reliefs values, as well as a commitment to
Islamic Reliefs vision and mission.
