1.0 Mr. Nimal K Bandara Director SLILG chaired the meeting &

2.0 Confirmation of the minutes of the previous MDTU

The minutes of the previous MDTU meeting held on 28th
August 2009 were confirmed.

3.0 Presentation on E- Local Governance

a) At the request of the SLILG, Mr. Sisira Withanachchi,

Assistant Lecturer, Dept. of Political Science & State Policy
Studies, University of Colombo conducted a
presentation on E- Local Governance.
b) He made wide awareness the impotency of E- system
to the Local Authorities in order to improve the
service provided by the Local Authority.
c) The Director – SLILG thanked Mr. Sisira Withanachchi
for his valuable presentation which gave wide
Knowledge on the subject & invited him to give
support to implement this system in the practical
scenario.

4.0 Local Government Management Competition – Director & Add.

 Provincial Level

At the request of the Director SLILG, Add. Director (Eng.)

Mr. Dilan Fernando Pulle informed the meeting that, the
results of the North Central Province had already been
received at the SLILG & requested the results of the other
provinces be sent without delay.

a) With regard to the 2007 competition, he stated that,

50% of the expenses incurred for this regional level
competition would be reimbursement by SLILG. Director (Eng.)
b) However he requested all supporting documents, SLILG
Vouchers should be sent for reimbursement.
c) Members of the MDTU suggested having a separate
competition for the 01st place winners held during the
past few years.
d) Mr. Weerasekara CLG of the North Western Province
stated that the results of the regional level
competition should be certified by the respective
panel of judges who were involved in the evaluation
process. Director SLILG proposed that this system be
implemented in the other provinces as well.

5.0 Provisional Level Training Programmes

a) At the Request of the Director SLILG, the Senior

Programme Officer Mr. Ranjith Liyanage explained
the progress of the Provincial Level Training
Programmes.
b) Thereafter he stated that the instructions given in the
circular by the SLILG should be adhered to with
regard to payments of the Resource Panel. Director ,
c) The members of the MDTU suggested that, a

payment be made to the Programme Assistants as (Training)
well since they too conduct the lectures at time.
d) Further it was suggested that, a Training Programme SLILG
be conducted for the Training Coordinators who are in
 Deputy Chief Secretary’s Office & CLG’s Office. &
e) The Director SLILG confirmed that this Training

6.0 Management Diploma in Local Government

a) Present situation of the Management Diploma in

Local Government 2009/2010 for Southern Province
was explained by the Director SLILG.
b) He mentioned Memorandum of Agreement (MOA) had Director &
been signed between the parties concerned & Deputy
applications have been distributed among the Local Director
Authorities in Southern Province. Training
c) Interview will be scheduled on 19th November 2009
(Thursday) for selection of suitable Applicants.

7.0 Regional Seminar on Publishing Accurate Gazettes

Notifications & Other Notices by Local Authorities.

a) At the request of the Director SLILG Ms. Prasadhini

Pilapitiya Legal Consultant mentioned about the
workshop held with regard to Publishing Accurate
Gazettes Notifications & Other Notices by Local
Authorities.
b) It has been conducted for the 01st time in the Western
Province which has been a success. Therefore it will
be conducted in the other provinces as well.
c) At this point the members of the MDTU stated that, it
is essential to do a Draft Gazette Notification which
could be explained.
d) This was needed in particular to the Secretaries
concerned as it was lacked of required knowledge
with regard to the preparation of Gazette. Therefore
 the Director SLILG acknowledged the fact that, it Director &
would be helpful to have a draft Gazette explained & Deputy Director

8.0 Ongoing Research Study on Delivery of Public

Health Services before & after Chid.

a) Deputy Director Research Mr. Darmarathna informed

9.0 Proposed Manual on Drafting Statutes for Provincial

Councils.

a) The decision was made to prepare & publish a

Manual to be guide to preparation of Statues &
SLILG proposed to hand it over prepare this Manual Deputy

b) Before publishing this Manual the members of the Research
MDTU agreed to conduct a work shop to discuss the
above Manual & the venue for this work shop were
proposed North Western Province.
10. Drafting & Implementing By Laws for LAs.

a) A suggestion was made to strengthen the capacities

of the Provincial Level relevant officers on making By
Laws & the present procedure of preparation of By
Laws to be decentralized. i.e. the Provincial Councils
required to permit to prepare their own By Laws &
they further wanted to monitor those by SLILG. Deputy
b) The reason was for this request was highlighted as Director
they cannot afford the higher cost in preparation of Research
By Laws according to the present procedure.

It was unanimously agreed to hold the next MDTU meeting All Members of
on 18th December 2009 (Friday) at 10.00 a.m. the MDTU
in the auditorium of SLILG. The Director invited all the
members to attend the next meeting & extend their Meeting
cooperation to finalize the matters.
