2. Introduction
This Highway Code applies to England, Scotland and ales. The Highway
Code is essential reading for everyone.
The !ost vulnera"le road users are pedestrians, particularly children, older or
disa"led people, cyclists, !otorcyclists and horse riders. It is i!portant that all
road users are aware of The Highway Code and are considerate towards
each other. This applies to pedestrians as !uch as to drivers and riders.
#any of the rules in The Highway Code are legal re$uire!ents, and if you
diso"ey these rules you are co!!itting a cri!inal offence. %ou !ay "e fined,
given penalty points on your licence or "e dis$ualified fro! driving. In the
!ost serious cases you !ay "e sent to prison. Such rules are identified "y
the use of the words &#'ST(#'ST )*T+ &#'ST(#'ST )*T+ &#'ST(#'ST )*T+ &#'ST(#'ST )*T+. In addition, the rule includes an
