The Fee Assessment Procedure for Applicants

1. Purpose of the procedure

The University charges different tuition fees depending on whether a student is classified as
Home/EU, Island, or International, using criteria outlined in the Education (Fees and Awards
!egulations "##$% It is the responsi&ility of individual higher education institutions to assess the
fee status of potential students%
2. Further information about the process
'ur assessment of your status for the payment of university tuition fees is carried out
independently of our assessment of your application to study here% The fee assessment process
is the responsi&ility of the Fee Assessment Team in the (tudent (ervices )entre%
If you have a *uery concerning your fee assessment, you should contact the Fee Assessment
Team% If your *uery is concerned with the admissions process, please contact the academic
(chool to which you have applied directly% +lease see the contact details at the end of this
procedure%
3. Conditions for the status Home student
,%" As stated on the fee assessment form, in order for you to &e classified as a -Home. student
you need to meet all of the following three conditions/
,%"%" Condition 1: 0ou must &e settled in the United 1ingdom on the 2first day of the
first academic year of the course3% 0ou are 2settled3 in the United 1ingdom if you
are a 4ritish )iti5en or you have the !ight of A&ode in the U1 or if you have
Indefinite 6eave to Enter or !emain in the United 1ingdom%
,%"%7 Condition 2: For the three year period preceding the 2first day of the first
academic year of the course3 you have &een ordinarily resident in the United
1ingdom, the )hannel Islands and the Isle of 8an% 'rdinary residence may &e
summarised as &eing lawfully, ha&itually and normally resident from choice and
for a settled purpose, apart from temporary or occasional a&sences%
,%"%, Condition 3: 9o part of the three year period of residence descri&ed a&ove was
wholly or mainly for the purpose of receiving full:time education i%e% if you have
received full:time education during that period it should not have &een the whole
or main purpose for your residence%
,%7 f conditions are not met
If you are una&le to fulfill any one of the three conditions descri&ed a&ove you may still &e
charged fees at the 2Home3 rate if you can meet all the conditions that apply to any of the
eight special limited categories which are outlined on the Appendi; "%

,%,%" <ue to the recent changes in funding regulations for undergraduate students,
Home/EU applicants who have previously underta=en an e*uivalent level
*ualification are no longer funded &y government and will therefore &e charged
e*uivalent to the international rate of fees%
,%,%7 Applicants are re*uired to disclose details of all *ualifications they hold at the
point of application in order that a proper assessment of fee status can &e made%
,%,%, The University will ta=e action to reclaim fees retrospectively from registered
students who are undercharged, if such undercharging is the result of the
applicant failing to provide complete or accurate *ualifications data on which their
fee status was &ased, or as a result of a failure of the applicant to disclose the

The University.s (tudent (ystems data&ase allocates each applicant a fee status using data
supplied &y the applicant during the application process% Applicants whose status is
unclear from the information they have supplied are classified as 2Under !eview3%
The information supplied at application is usually sufficient to assess your status for the
payment of university tuition fees, however where we are una&le to do so we will as= you
to supply further information%

From the information provided in your application, we are una&le to determine whether
you are a Home/EU or an International applicant for the purpose of payment of tuition
fees% This is why you have &een as=ed to complete the University.s online fee assessment
form and return it to the fee assessment team% The form is availa&le on the University.s

If you have &een as=ed to complete the fee assessment form &ut have not done so 7"
days after the initial re*uest, you will receive a further letter from the University% This
letter is to remind you to download and complete the fee assessment form or complete the
on:line form% 0ou will =eep receiving a reminder every 7" days unless you have returned a
completed form to the Fee Assessment Team%

Team in writing as early as possi&le, so that your record can &e amended to

?%C Processin* the information
'nce your completed fee assessment form is received, the Fee Assessment Team will
complete their assessment of your status for tuition fees% They may need to contact you to
re*uest additional information in order that they can ma=e a fully informed decision% Their
decision is recorded on the (tudent (ystems data&ase, usually within 7? hours of receiving
your fee assessment form%
?%$ +hen !ill hear the outcome of the assessment-
?%$%" Fee status outcome
0ou are informed a&out your fee status &y the Fee Assessment Team once they have
completed their assessment% This is usually within B wor=ing days of receiving your
assessment form% The academic (chool to which you applied is also informed a&out the
decision%
?%$%7 nformation for Home fees
If you are an undergraduate applicant and your residency is classified as 2Home3 following
a Fee Assessment, the communication from the Fee Assessment team confirming your
residency status will *uote the standard Home undergraduate fee%
If you are a postgraduate applicant whose residency is resolved to 2Home3, the
communication will give the U!6 for the fee pages on the we&site%

If your residency is classified as 2International3 following a fee assessment, the Fee
Assessment Team will outline the reasons for their assessment% If you are made an offer of
a place to study here as a full:time student, your offer letter will *uote the undergraduate

However, as funding arrangements differ for Home/EU and International students, some
academic (chools are una&le to ma=e a decision until your status is assessed% 0ou should
therefore complete and return the form immediately%
B%7 If you are offered a place &efore your fee status has &een resolved, the offer letter will

$%" 'nce you have registered, your fee status can only &e reviewed according to a few very
specific criteria which are listed &elow%
$%"%" 0ou are entitled for home fees if you &ecome/
: an EU national or the family mem&er of an EU national
: an EEA or (wiss migrant wor=er or the family mem&er of such a
person
: a refugee or the relevant family mem&er of a person with Humanitarian
+rotection or <iscretionary 6eave
: the child of a (wiss national
: the child of a Tur=ish wor=er in the U1

applica&le to your circumstances at the start of your course% Further information

$%7 In order to get your international fee status reviewed, you are advised to contact the Fee
Assessment Team who will &e a&le to advise you further% 0ou will also need to fill in the
fee assessment form and provide additional information of your changed circumstances
as appropriate%

entitled for home fees from ne;t academic year%

Fe advise applicants not to engage with the academic (chool or any other University
'ffice a&out your fee status whilst it is &eing assessed &y the Fee Assessment Team%
There are many common misunderstandings a&out the process and the information
used% 9o assumptions should &e made a&out fee status until the assessment has &een
completed &y the Fee Assessment Team%
E%7 &ate applicants

If you are planning to ma=e a late application, especially around undergraduate
confirmation/clearing time, you should &e aware that difficulties may arise with
completing fee assessment process in time for the registration% Applicants are therefore
advised to su&mit a completed fee assessment form as early as possi&le%
E%, Pre8application en#uiries
Applicants, who are considering to apply to the University of 8anchester and who are not
sure of what their fee status is, can contact the Fee Assessment Team to re*uest a pre:
application fee assessment% It should &e noted, however, that during &usy periods
assessments for e;isting applicants will &e prioritised over pre:application assessments%
9. Fee Assessment :tatus Appeals Procedure
#%" Purpose of the procedure
To safeguard the interests of prospective applicants, the University has esta&lished a Fee
Assessment (tatus Appeals +rocedure% Applicants will not &e disadvantaged in any way
&ecause they have used the procedure%
#%7 Appealin* a*ainst the decision
If you wish to appeal against the outcome of the tuition fee assessment and the decision
to classify you as an international student, you are advised to write to the <irector,

#%, +hat information should include in m, appeal-
#%,%" In your letter you should outline why you thin= that our classification of your fee
status is incorrect against the criteria of the national Education (Fees and Awards
!egulations "##$ as stipulated in the decision letter sent from the Fee
Assessment Team%
#%,%7 0ou should also provide any additional information that you thin= is relevant to
your case% It is important that you provide all necessary information together so
that you appeal can &e processed as *uic=ly as possi&le%
#%? Timescales for ma.in* an appeal
#%?%" Appeals must &e made within three months of the receipt of your fee assessment
outcome%
#%?%7 9ote that you will not &e a&le to register for your course while your appeal is
under consideration% Therefore if you are intending to initiate an appeal less than
one month &efore the scheduled registration for your course, you should contact
the Fee Assessment Team immediately%
#%?%, +lease allow a minimum of 7A wor=ing days for an appeal to &e processed and
concluded% If we need to re*uest further information from you this timescale is
li=ely to &e longer%

#%B Processin* ,our appeal
#%B%" 0our appeal and any additional information will &e reviewed against the criteria
mentioned in section , 2)onditions for the status -home. student3 along with the
eight special limited categories which are outlined in Appendi; "%
#%B%7 The review will &e carried out &y a mem&er of the University staff who was not
involved in your initial fee status assessment%
#%C Am able to re*ister if am still !aitin* for the outcome of m, appeal-
#%C%" 0ou will not &e a&le to register for your course until you have received and
accepted the final outcome of your tuition fee status appeal%
#%C%7 If you have not received an outcome for your appeal &y the time of registration, it
is essential that you discuss this with the academic (chool to which you applied,
who will advise you on the latest possi&le date when you are a&le to start the
course%
#%C%, If your appeal will not &e completed on time for you to start the course, the
(chool will &e a&le to advise you whether you may defer your entry for the
following academic year%
#%$ 6mission of information
#%$%" 0ou may not omit any re*uested or relevant information or give false information
at any point of the fee assessment process including after the outcome of your
fee status has &een determined% (hould this occur the University reserves the
right under the provisions of 'rdinance HII to dismiss your application, withdraw
an offer of a place and/or revo=e your registration%
9.7.2 Any information provided &y a third party regarding your fee status will &e
re*uested in writing% If the information is felt to &e appropriate, it will &e
investigated further%

such a person% The migrant wor=er must &e a national of a European Economic Area country or
