Federal Energy
Regulatory Commission
The Federal Energy Regulatory Com-
mission (FERC) is an independent
agency that regulates the interstate
transmission of electricity, natural gas,
and oil. FERC also reviews proposals
to build liqueed natural gas (LNG)
terminals and interstate natural gas
pipelines as well as licensing hydro-
power projects.
FERC is self-funding, in that it pays for
its own operations by imposing annual
charges and fees on the industries it
regulates.
Under Section 7(c) of the Natural Gas
Act of 1938, FERC is authorized to is-
sue certicates of public convenience
and necessity for the construction
or extension of any facilities ... for the
transportation in interstate commerce
of natural gas. Thus, companies
seeking to build interstate natural gas
pipelines must rst obtain certicates
of public convenience and necessity
from FERC.
Natural Gas Facilities
To clean, move and monitor the natural
gas through the pipelines midstream
facilities must be built.
The facilities are UNMANNED and re-
motely monitored.
Glycol Dehydration Plants: Cleans
and removes moisture and impurities
from the natural gas.
Compressor Stations: Pushes the
natural gas along the pipeline. Com-
pressor stations may be located 40-80
miles apart, depending on geography.
One compressor station is needed for
approximately every 100 natural gas
wells.
Regulator Stations: Monitors and
control ows from one size or pressure
pipe to another.
Metering Stations: Measures the
amount of natural gas entering or exit-
ing the pipeline system. Mercaptan,
a chemical which gives natural gas a
smell, is typically added at this point.
Although Mercaptan may be added at
any facility.
Eminent Domain
A pipeline company negotiates a right-
of-way easement and a ONE-TIME
payment for the easement with each
property owner. If a property owner
refuses to grant the right-of-way the
corporation may threaten or attempt to
take the land via Eminent Domain.
To invoke eminent domain, a corpora-
tion must be approved as a public utility
via a states Public Utility Commission
or prove to Federal Energy Regulatory
Commission (FERC) the project is for
public convenience.

High Consequence Area (HCA)
A natural gas pipeline HCA, is an area
where a large number of people gather
at a given moment . An HCA includes:
1. An outside area that is occupied
by 20 or more persons on at least 50
days in any 12 months (the days need
not be consecutive).
2. A building that is occupied by 20
or more persons on at least 5 days
a week for 10 weeks in any twelve
month period.
3. A facility occupied by persons who
are conned, are of impaired mobility,
or would be difcult to evacuate.
