Public School System
October 11, 2013 1. Background Wireless carries are searching for eight base station sites to provide cellular service within Prince Georges County. Upon evaluating several alternatives, eight school sites have been selected as the primary candidates for these cellular towers. Milestone Communications (Milestone)pursuant to the existing Telecommunications Leasing Master Agreement with Prince Georges County Public Schools (PGCPS) dated February 7, 2011is proposing to construct these poles. Descriptions for the following sites are included in this summary.

2. Economic Proposal For each site, Milestone is proposing to obtain all approvals, build the tower, and pay ground rent in exchange for space on the ground to collocate future tenants. The ground lease term proposed for each site is 10 years with five 5-year options to renew. Under the agreement, Milestone would share 40% of all rental revenues, or $12,000 per year per wireless carrier with PGPS, escalating at an annual rate of 3%. Milestone will further pay a one-time $25,000 site access fee when the pole is built, and $5,000 for each additional carrier locating on the pole. Assuming three wireless carriers and rental rate escalations of 3% per year, the cash flow benefit for PGPS over ten years would be approximately $448,000; over 30 years the benefit would be approximately $1.7M for each proposed site.
At PGPSs election, and to provide additional incentive, Milestone offers to accelerate rental payments for the big four wireless carriers (Verizon/AT&T/Sprint/T-Mobile) and to pay to PGPS a total of $100,000 per carrier at the time the carrier installs at the site in lieu of recurring ground rent for years 1-10 and the site access fee. For years 11 to 30 of the carrier lease, the ground rent payments would then revert to 40% of carrier rental revenues.
3. 4. Process and Outreach For each site, Milestone will draft a detailed schedule identifying all steps of the process including community and stakeholder outreach, design development, tower committee approval process, ground lease drafting and review, and construction.
Prior to filing an application, Milestone will conduct an extensive community outreach process that will involve political and community leaders, neighbors living near the site, and community organizations. Our policy is to get information out to stakeholders early and transparently, so that there are no surprises later on in the process.
5. Location and Access For each site, a preliminary tower location has been identified in consultation with the PGPS facilities department. The proposed locations were chosen to minimize interference with school operations and to maintain distance to adjacent residential properties. Example of a Monopole
At each site, the tower and carrier ground equipment will be located in a fenced and locked compound. During construction and pole operation, wireless contractors are only allowed on site after Milestone screening and prior check-in with the school main office. 6. Proposed Telecommunications Facility at Charles Carroll Middle School District 2
Verizon Wireless is searching for a base station site to provide cellular service in the New Carrollton Community. Upon evaluating several alternatives, Verizon Wireless has selected the Charles Carroll Middle School site as the primary candidate for a cellular tower. Milestone Communications (Milestone)pursuant to the existing Telecommunications Leasing Master Agreement with Prince Georges County Public Schools (PGCPS) dated February 7, 2011is proposing to construct a 99 foot monopole next to the wooded area near the side of the basketball courts. The pole would be designed to carry a total of four wireless carriers.
The tower as well as carrier ground equipment will be located in a fenced and locked compound that will measure 25 x 75 feet.

7. Proposed Telecommunications Facility at Charles Herbert Flowers High School District 4
Verizon Wireless is searching for a base station site to provide cellular service in the Springdale Community. Upon evaluating several alternatives, Verizon Wireless has selected the Charles Herbert Flowers High School site as the primary candidate for a cellular tower. Milestone Communications (Milestone)pursuant to the existing Telecommunications Leasing Master Agreement with Prince Georges County Public Schools (PGCPS) dated February 7, 2011is proposing to construct a 125 foot monopole behind the bleachers at the athletic field. The pole would be designed to carry a total of four wireless carriers.

8. Proposed Telecommunications Facility at Kenmoor Middle School District 4
AT&T is searching for a base station site to provide cellular service in the Landover Community. Upon evaluating several alternatives, AT&T has selected the Kenmoor Middle School site as the primary candidate for a cellular tower. Milestone Communications (Milestone)pursuant to the existing Telecommunications Leasing Master Agreement with Prince Georges County Public Schools (PGCPS) dated February 7, 2011is proposing to construct a 120 foot monopole within the wooded area along the west side of the soccer field. The pole would be designed to carry a total of four wireless carriers.

Upon evaluating several alternatives, Verizon Wireless has selected the Potomac High School site as the primary candidate for a cellular tower. Upon evaluating several alternatives, Verizon Wireless has selected the Oxon Hill Middle School site as the primary candidate for a cellular tower. Milestone Communications (Milestone)pursuant to the existing Telecommunications February 7, 2011is proposing to construct a 110 foot monopole near to the wooded area in the to the east of the parking lot. The pole would be designed to carry a total of five wireless carriers.

Upon evaluating several alternatives, Verizon Wireless has selected the Burroughs Middle School site as the primary candidate for a cellular tower. Milestone Communications (Milestone)pursuant to the existing Telecommunications Leasing Master Agreement with Prince Georges County Public Schools (PGCPS) dated February 7, 2011is proposing to construct a 125 foot monopole within the wooded area behind the tennis court. The pole would be designed to carry a total of four wireless carriers.

Upon evaluating several alternatives, Verizon Wireless has selected the Burroughs Middle School site as the primary candidate for a cellular tower. Milestone Communications (Milestone)pursuant to the existing Telecommunications Leasing Master proposing to construct a 195 foot monopole near the wooded area along the eastern side of the site. The pole would be designed to carry a total of five wireless carriers.
