BALLAN Hospitals $3.6 million primary care and


rehabilitation centre was opened on September 29.
In officially launching the new centre, Senator Michael
Ronaldson said the Ballan heaIth service belonged to the
community.
This project is one of those great Australian town success
stories. One thing we have here, and places like Melbourne,

Sydney and Perth dont have, is if we dont do it, no one else


is going to do it.
Lets not forget the community, you, raising over $900,000
towards the first stage, Mr Ronaldson said.
Board Chairperson (BDH&C) Lyn Gunnell acknowledged
past CEO Glenn Rowbotham who she said was instrumental
in starting this journey with the board.

The Board had bravery and tenacity to take these very big
steps to get all this done, she said.
The expansion to Ballans GP Super Clinic includes
additional consulting and treatment rooms, rehabilitation
facilities, a hydrotherapy pool, educational facilities and
space for additional staff.

Intoxication
ignites violence

A BRAWL which allegedly


saw women pushed to the
ground and attacked took
place out the front of Hudsons Hotel in Ballan on AFL
Grand Final day.
Hotel patron Wayne Hodge
said the hotel licensee was
winding down after 10pm
on September 27 when a
highly intoxicated man entered the hotel.
She escorted him out and
the next second someone
told me she was on the

ground outside. I marched


out and five or six fights had
broken out by the time I got
there, Mr Hodge said.
There was a lot of bruising and blood and I saw one
hotel patron getting his head
stomped on. There wouldve
been 10 or more people up to
no good. They were drunk
and carrying a ten-pack and
trying to bring it into the
hotel.
He said the licensee was
simply exercising her right

to refuse entry to the drunk


and disorderly men.
Her 18-year-old daughter
came out and tried to help
her up and got hit in the
eye at least three times, Mr
Hodge said.
One of the problems was
there was no police in attendance in Ballan. Police
were called but it took them
30 to 40 minutes to get there
from Trentham and I think
Daylesford.

What I saw was disgusting. All she was doing was


trying to refuse them entry.
Do we live in Ballan, Victoria, or do we live in Iran or
Iraq?
He said hed received
threats since the incident
and the problem was still
there and still going on.
Trentham Police Sergeant
Gatt said the investigation
was ongoing and a number
of people were assisting police with their enquiries.

into a new community leadership program in Bungaree
last Friday.
The pilot program will be
run over two years as part
of Councils commitment to
health and wellbeing.
The 18 applicants who applied to be a part of the
program were welcomed
by Moorabools mayor Paul
Tatchell at the leadership
program launch.

rewarding, Cr Tatchell said.
It is exciting to consider
the new networks and connections that will be formed
within this group. We have
18 people here from across
the shire from Bacchus
Marsh, Blackwood, Darley,
Elaine, Gordon, Greendale,
Hopetoun Park, Lal Lal,
Maddingley, Mt Egerton and
Yendon, and they are all different ages and come from
different backgrounds.
There are three essential
components of the program:

a ceremony last Thursday
night and said it was a fantastic honour to be selected
for the scholarship.
Speaking at the event Rural
Finance General Manager
Agribusiness and Victoria,
Andrew Smith, said the
program had benefits far beyond those of the immediate
recipient.

agriculture
exports approximately $30
billion worth of product
annually, and supports 1.6
million Australian jobs, Mr
Smith said.
With an industry as important as agriculture, it is
paramount that both the
public and private sector get
behind our emerging talent.
Were proud to actively
nurture the next generation
of leaders across all facets
of our industry, fostering
innovation and intellectual
capital so we can capitalise
on the opportunities that
beckon.
We look forward to following these students through
their studies and watch
these bright young people
create the future stories of
our industry.
Each scholar also becomes
a member of the Rural Finance Scholarship Alumni

PLAY and learning has just


become easier for Ballan
and Wallace kindergartens
thanks to minor infrastructure and IT grants from the
State Government.
Ballan and District Kindergarten received $4200 to remodel and improve its sandpit and an additional $1500
for three iPads. Wallace and
District Kindergarten was
given $4378 for the supply
and installation of outdoor
play equipment and $1468
for a desktop computer.
Member for Western Victoria, Simon Ramsay, said
the grants would directly
benefit Ballan and Wallace
families and their children.
These are very important
grants that enable the kindergartens to work in the
most efficient and effective
way, Mr Ramsay said.
They provide not only the
latest technology to assist

staff, but the best play equipment and grounds to give


children every opportunity
possible.
The minor grants, worth up
to $10,000 each, will enhance
kindergarten programs by
improving disability access,
building better playgrounds,
installing sensory gardens,
building bigger playrooms
and maximising storage
space for centres.
The Information Technology grants worth up to $1500
each, will supply kindergartens across Victoria with
desktop computers, tablets,
laptops, printers and touch
tables to better support early
years teachers and staff.
Mr Ramsay said the grants
were crucial to ensuring Victorian early years services
could continue to deliver
world class learning programs for Victorian families.

Being active now safer under foot

AN $80,000 injection of funds from


the State Government will help get the
Moorabool population up and active.
Member for Western Victoria region
Simon Ramsay said the funding would
support Moorabool Shire Councils
walking and cycling strategy.
The strategy provides a plan for how
walking and cycling in Ballan and
Bacchus Marsh should develop over the
long-term, Mr Ramsay said.
The Ballan project in particular will
complete footpaths and kerbing on the
corner of Duncan and Steiglitz Streets,
making it easier and safer for Ballan
Primary School students to walk or ride to
school.
Moorabool Shire mayor Paul Tatchell
welcomed the investment and partnership
with the Victorian Coalition Government.
Moorabool Shire Council has recently
completed its Hike & Bike Strategy which
provides direction for the planning of
the municipalitys walking and cycling
network, Cr Tatchell said.
This project will involve the delivery of
priority projects identified in the Strategy
on the bicycle network in the municipality.
This includes the construction of a
shared cycling and pedestrian path on
Halletts Way Darley, north of Holts Lane
in Bacchus Marsh, and new pathways and
kerb ramps near Ballan Primary School.
Moorabool Shire Council has also
invested $80,000 into the projects.
Works will commence in 2014 and are
expected to be complete by mid-2015.

Were hugely appreciative
of the fundraising efforts of
the local community, Mr
Weaire said.
Our strength is our integrated service across the
hospital, aged care, community health and rehabilitation services.
He said Ballan Hospital
was a platform for growing
and developing health services for a rapidly growing
population.
Last month we employed
14 more staff from across

currently advertising for
more senior nurses, he said.
He said the hospital would
now focus on an $11 million
submission to the Federal
Government for a 51-bed
extension to the aged care facility and a $2.2 million bid
for State Government funding for a day procedure unit
with two operating theatres.
Federal Member for Ballarat, Catherine King, said
Ballan and District Health
Services successfully applied for funding for the
expansion from the former
Labor Governments Health
and Hospitals Fund.
This is a great day for Ballan and another important
milestone in the 50 year history of this great local health
service, Ms King said.
This facility will go a long

way towards meeting the


current and future demand
for health services in Ballan
and I am delighted to see the
work completed.
The project will see the expansion of medical, preventive health and chronic care
services in the region and it
is a big win for the people of
Ballan.
Not only will this mean
better care, but the improved
facility will mean more
health professionals are attracted to our area.

Australia Day Citizen of the Year to be eligible, the person must be 30 years or older on

Applications for Moorabool Shire Councils new tourism event grants are now open.
This new tourism event grant program supports new tourism events in Moorabool shire with
high potential to attract signicant visitation from outside the shire.
If you are Moorabool based and have a new event concept to stimulate tourism and provide
economic and community benets for Moorabool Shire, download the program guidelines and
application forms from Councils website www.moorabool.vic.gov.au and apply.
The assessment process is competitive, criteria based and applications must satisfy the eligibility
criteria outlined in the program guidelines to be considered.

MADDINGLEY PARK RECREATION RESERVE COMMITTEE OF
MANAGEMENT CHAIRPERSON (VOLUNTEER POSITION)
Council is seeking expressions of interest from community members to undertake the
independent chairperson role for the Maddingley Park Recreation Reserve Committee of
Management.
The Chairperson is responsible for leading the Reserve Committee of Management including
the allocation and management of reserve usage, and maintenance and is the key liaison with
Council. Representatives on the Committee consist of a delegate from each of the reserve user
groups and general community members.

EOI: MOORABOOL 365 CALENDAR OF EVENTS


Moorabool 365 is an events brochure designed to highlight year-round activities in Moorabool
Shire.
The 2015 edition of the brochure is in preparation stages, and any organisation that wishes to
register their events for the widely-distributed brochure should contact Councils Tourism and
Events Ofcer Sharyn Furlong on 5366 7100.
Registrations will be taken until Friday 31 October 2014.
MOORABOOL COMMENCES PROPERTY INSPECTIONS FOR FIRE HAZARDS
Council Ofcers have commenced inspections for re prevention throughout the Shire. Early
indications are for a warmer than expected spring with reduced rainfall and the CFA is advising
Victorians to begin preparing for the coming re season.
Council urges you to prepare early and to maintain your property in a re ready condition. Your
property should be well maintained throughout the year as a well maintained property stands a
greater chance of surviving a bush or grass re.
Ensure that the grass and vegetation around your property is maintained and clear the gutters
of leaves and twigs. Remove material that can burn from around your house and engage with
your neighbours regarding your re plans and preparing your properties. Remember that re
prevention is the responsibility of everyone within our community.
Council Ofcers will inspect properties throughout the Shire and issue Fire Prevention Notices
where a risk of re is identied. Heavy nes apply for failing to comply with a Fire Prevention
Notice and Council will engage contractors to complete the works on the notice if they are not
completed. The cost of these works will be recovered from the property owner.
If you have an up-to-date re plan and your property is prepared and well maintained, you will
have done all you can to protect your family from the threat of re.

Bungaree and Wallace and
town water at Dunnstown
has divided Moorabools
east and west councillors.

At Councils ordinary meeting last Wednesday 1 October, Moorabools three east


ward councillors David
Edwards, Tonia Dudzik and
John Spain voted to delay
seeking funding from the
State Government to provide
reticulated utility services to
the towns of Bungaree, Wallace and Dunnstown.

Cr Edwards said while the

which assessed the feasibility of connecting the missing
services to those towns was
a good strategy, he believed
council needed a further report on funding options.
Before we start advocating
for funding on a $30 million
project we need to understand what that means and
who will pay what? Cr Edwards said.

Are ratepayers happy to


absorb the cost? What other
projects will be stopped if
we have to fund all or partial
of this project? What funding would we be advocating
for? Surely we must know

this before we start advocating for the funding.

Council is not currently in


a position to fund this project and the strategy leaves
it open as to whether we use
a rate charge to fund it or
other mechanisms.

Woodlands
Ward councillor Pat Toohey
disagreed and said the
project was ready to be
presented to industry and
government.

We need to seek a commitment now from the government and opposition that
they will support the project, Cr Toohey said.
The seat of Buninyong is
a critical seat for whos going to govern. This could
be the seat that decides the
election.

He said Wallace already


had town water and natural
gas and the only missing
ingredient was sewerage.

There is no cost to council


to advocate for funding. Developers will be falling over
themselves to get here. This
is a natural progression on
what is needed in this area,
he said.
I have no doubt the community up there will see this

as a very positive thing. This


is a solution. We have great
facilities in these towns,
great access to freeways.
There is a can-do attitude in
these towns.
West Moorabool Ward
councillor Tom Sullivan said
he believed a further report
would simply water down
the study.
The intent was for council
to advocate for funding and
this puts another impediment in the process, Cr Sullivan said.
I think its a furphy to suggest council can only advocate for one thing at a time.
He said there was the potential that council could
miss an important political
opportunity to advocate before the State Government
election.
Restricted opportunities
for development in Bungaree and Wallace have
been going on for 30 years
because theyre located in a
water catchment. This is an
opportunity to overcome
obstacles for the betterment
of the community, he said.
The future growth of these
towns is dependent on sewerage. To unlock the potential would be a godsend.

Moorabool Shire Council is
sharing the love or two environmental health officers,
at least.
The two staff members of
Moorabool Shire Council
will help out Hepburn Shire
Council by working at Hepburn temporarily.
The job sharing arrangement has been put in place
for three months to help
cover a resignation in the
Environmental Health Unit
at Hepburn.
Moorabools CEO Rob Croxford said he was pleased
Moorabool was able to respond to Hepburns call for
assistance, and able to provide them access to two of
Moorabools Environmental
Health Officers for a couple
of days a week.
Hepburn Shire Council will
fund the days the officers
work in their Shire.
We are always looking at
ways to share resources, ideas and services with neighbouring councils where
appropriate and where opportunities arise.

This is a perfect example


of where we were able to
offer them two experienced
Environmental Health Officers to work temporarily,
while they are in the process of recruiting someone
permanently.
We all face similar challenges and need careful
resource management as
regional councils, so when
situations such as this arise,
working together and helping each other often results
in the best outcomes, Mr
Croxford said.
Hepburn Shire CEO Aaron
van Egmond said Hepburn
Shire was appreciative of the
support being provided to
assist them through a busy
period.
This is a great example
of how Councils working
together can achieve an improved outcome for the community and minimise the
cost of running our services.

Thank you for Jim Stewarts novel views on climate
change (MN 30 Sept)they
really take the cake!
How is it possible for a rational person to believe that
Russia, China, and India are
the nations Australia should
be proudly linking arms
with to boycott the UN meeting on climate change? That
hiding under the smelly, collective blanket of such an environmentally compromised
group of bedfellows will
somehow give Australias
position moral legitimacy
and a clear conscience?
If that proposition were not
enough to dispatch Jims letter to the dustbin, he seeks to
add a bit of gravitas by quoting a certain Dr Roy Spencer
(ex NASA). We know of Dr
Roy from his association
with the thoroughly discredited crew which cobbled
together the film The Great
Climate Swindle. This can
still be viewed on U-tube,
but be sure to watch the follow up interview with the
ABCs Terry Jones, in which
he takes the maker of that
travesty to task and dismantles the mish-mash of shabby
half-truths piece by piece.
Jims off the cuff remark that
climate change stopped 20

years ago can also be traced


to this film, in which some of
the graphs presented in the
film neglected to use the last
20 years of data.oops.
Dr. Roy no longer works
for NASA, and these days
spends his days attending
climate sceptic conferences
run by the Heartland Institute. If that Institute rings a
bell, its main claim to fame
was their association with
Philip Morris tobacco in trying to disprove the hazards
of passive smoking.
But who needs a brilliant
journalist like Terry Jones to
cut through the dross when
Jim manages to scuttle his
own argument all by himself, by the elementary error
of choosing disreputable
sources as his trump cards.

Trail, using the car park at
Captain Moon Reserve, has
proved a hugely popular

and well used community


asset. However the public
should be aware that the
land that the trail is on is
privately owned by Tripod
Farmers. As a community
we need to be tolerant and
understanding that it is
farming land and not public
open space. Clearly there
are health issues if spraying
is taking place and Tripod
Farmers have the right and
responsibility to deny public
access when such operations
are taking place. There are
provisions for the track to be
closed and these should be
exercised.
If we are to grow our walking trail network then we,
the public, need to work
with the relevant private
land owners, respect their
rights and ensure their
needs are met.

Cricket is underway with
the Seniors starting their
2014-15 Ballarat Cricket Association campaign off on
Saturday with the first of
a two day match in cracking weather against Golden
Point.
Zac Ticehurst had a faultless
130 in the 2nd XI batting at
number 3. At just 17 years
of age this prodigy already
has six 1st eleven caps, and
numerous
representative
honours under his belt.
The 1st Eleven are 1/13
chasing 225 with reigning dual Cleary Medallist
Matthew Cape 3/28 and returning great Ryan Ali 3/44
leading the way with the
ball. A 132 run third wicket
partnership looked to put
the game out of reach, but
a steady flow of wickets following has Darley in a commanding position.
Darley have another returning great in Josh Bamford
and boom English recruit
Oliver Smith settled at the
crease and ready to fire this
Saturday, with only one
wicket down.
The 2nd Eleven finished at
5/315 with Zac Ticehurst 130,
Ben Longhurst 47*, Rohan
Parag 46, and Ben Hall 35 all
contributing to what is massive score. Ticehurst joined
Hall at the crease with Darley at 1/2 combining for 81
runs. After Hall was dismissed Ticehurst was joined
by Parag for a 113 run stint,
and then by Longhurst for
another 75 runs.
A very handy bowling attack will make this a difficult match for Golden Point
to win or Darley to lose.

by the young 4th XI outfit.
The key this Saturday will
be to value each wicket and
bat out the overs for an opportunity for a round one

with high expectations following an off-season recruiting campaign that attracted
a number of high profile Premier Division level bowlers.
Premier Division were
drawn to play the powerful
Ocean Grove side, (away),
containing several state and
national level players.
In gusty conditions, Avenue
was able to match it with
their opponents for most of
the day, however by games

end, Ocean Grove were able


to secure victory by 40 shots.
For Avenue, Sam Shannahans rink and Glenn Sargents rink both lost by 10
shots, and Andy Myers rink
lost by 4 shots.
Division 3, preliminary
finalists last season hosted
Victoria.
Avenue led the way all day
with strong performances
by all rinks, leading to an
overall victory by 38 shots.
