Executive summary
Introduction
This is the frst edition of DC trust a presentation of scheme return data held by the
Pensions Regulator (the regulator) which focuses on occupational trust-based defned
contribution (DC) pension schemes and memberships (including DC memberships of
hybrid-dual section schemes) registered with the regulator.
The purpose of this document is to provide a high level snapshot of the current landscape
of occupational trust-based DC pension provision in the UK. It is based on a wide ranging
data set covering around 55,000 current and 45,000 wound-up schemes.
Figure 1 represents the private pensions landscape in the UK, showing at a high level the
different forms of provision available within the private sector, and giving an overview of
the size of each.

The regulator analyses and presents information on the defned beneft (DB) pensions
landscape in the Purple Book, produced jointly with the Pension Protection Fund
(PPF). This includes DB only schemes as well as DB elements of hybrid schemes. This
document does not seek to replicate any of the data in the Purple Book, though it does
share some of the same objectives.
This document focuses on the areas marked as occupational trust-based DC and hybrid-
dual section. There are many varieties of hybrid scheme, but they can broadly be classed
as either interdependent beneft type or dual section. An interdependent beneft type
scheme is one offering one set of benefts which has elements of both DB and DC, such
as a DC scheme with a guaranteed minimum payment (GMP) underpin. A dual section
scheme has two sections, one offering DC benefts and the other offering DB benefts.
Excluded from this analysis are DC contract-based schemes and personal pensions.
DC contract-based schemes, made up of group personal pensions (GPPs) and group
stakeholder pensions (GSHPs), are subject to a different regulatory framework than
DC trust-based schemes. The regulator works jointly with the Financial Services Authority
(FSA) in the regulation of GPPs and GSHPs. Personal pensions sit outside of the remit
of the regulator, as the regulator only regulates work place pensions. Therefore, all types
of DC contract-based provision, both group and individual, are outside of the scope of
this document.
The data presented here comes from information supplied by pension schemes to the
regulator through two processes, the scheme registration process and the scheme
maintenance process. As both of these processes are ongoing the data held by the
regulator is constantly being amended and updated. To that end, the information held
here is correct as at 31 December 2008. For information on memberships and annual
contributions, schemes are asked to supply an effective date for that information. Further
analysis of relevant effective dates is given within the introduction to each section, and is
attached to each chart.
The frst two sections of this document refer to occupational trust-based DC schemes with
12 or more memberships. These schemes account for around 10% of the total number
of schemes, but more than 90% of the memberships. Section three looks at the 100
occupational schemes with the most memberships, and section four is concerned with
small schemes (2 to 11 memberships.)
It is intended that this document will become an annual publication. As such the data set
will grow over time. Comments and suggestions for the improvement of this document
into the future are welcomed.

Executive summary
The data
The data contained in this document has been collected in two ways. Firstly, pension
schemes in the UK with two or more memberships are required to register with the
regulator. At the point of registration an occupational scheme provides their scheme name
and contact details, their scheme status, membership information, and details about their
employer(s), trustees and advisers.
Secondly, the regulator operates a scheme return process. This is a statutory
requirement, outlined in the Pensions Act 2004. It is the principal means for the regulator
to collect up to date information in regard to occupational pension schemes. The regulator
operates a phased approach to the DC scheme return, with schemes of twelve or more
members completing annually and schemes with two to eleven members completing tri-
annually. Recently the regulator has switched from operating a paper based return to a
web based return. The web based return offers several advantages, one of which is that
schemes can log in to alter their details at any time, (the scheme maintenance process).
Scheme return notices are still sent to schemes annually or triennually as a reminder to
update their details.
The scheme return requests further information for occupational trust-based DC schemes
with 12 or more memberships, such as total contributions over the last year. For more

The size of the data set varies per section depending on the number of schemes which
have supplied the information. In particular for section two (annual contributions) the data
is only requested on the scheme return for occupational trust-based DC schemes with
twelve or more memberships. Therefore, the data presented in section two is a subset of
the overall data. Further information on the size of this subset, and how representative it
is of the landscape, is contained within the relevant section.
Throughout the document data is presented in the form of charts. However, the relevant
tables of information are included for each chart within the appendix. Within the appendix
is further explanation of the types of schemes which are included in each section.

Key fndings (As at 31 December 2008)
Overview
A summary of the information contained in this document is provided below:
Scheme demographics
* There are 5,800 pension schemes with twelve or more trust-based DC memberships
registered with the regulator. The majority of occupational trust-based DC schemes
are small, but the majority of memberships are in large schemes.
* 78% of these 5,800 schemes are occupational trust-based DC, the remainder
are hybrid schemes.
* 54% of schemes are open to new memberships, and 70% of schemes are open to
future contributions. Most occupational trust-based DC schemes are still open, to
both new memberships and future contributions, though a signifcant minority are
closed to new members.
* There are 2.37 million occupational trust-based DC memberships registered with
the regulator (of schemes with twelve or more memberships).
* 41% of memberships are in hybrid schemes.
* 56% of memberships are deferred. Most occupational trust-based DC memberships
are deferred, and there are only a small proportion of pensioner memberships,
because at retirement most people buy an annuity in their own name and so cease to
be a member of the scheme.
* 24% of schemes were set up in 1988. The vast majority of occupational trust-based
DC schemes have been established since 1970. In 1988 there was a signifcant peak
in the number of new scheme registrations, and since this time new registrations
have declined year on year.

Annual contributions (based on subset)
* The average annual contributions are 4,300, of which 79% comes from employer
contributions. The main source for contributions to occupational trust-based DC
schemes is the employer, who contributes more than twice as much as the member
on average. The employer to employee contribution ratio is higher in larger schemes.
Largest 100 schemes
* 81 of the largest 100 occupational trust-based DC schemes (by membership) are
open to new memberships, and a further 16 are still open to future contributions. The
100 occupational trust-based DC schemes with the most memberships are more
likely to be open to new memberships and future contributions than schemes in the
rest of the landscape.
Small schemes
* Over 90% of the occupational trust-based DC pension schemes registered with the
regulator have less than twelve memberships. However, these schemes account for
less than 10% of the memberships.
* 80% of small schemes are open to new memberships, and a further 5% are open
to future contributions. As with the very large schemes, the small schemes are more
likely to be open to new memberships and future contributions than other
occupational schemes in the landscape.

and memberships registered with the regulator, as well as information relating to the year
in which such schemes were established. It includes both occupational trust-based DC
schemes and hybrid schemes with DC trust-based members. (The exception to this is the
chart on membership status. The return does not request a breakdown by membership
status for DC trust-based memberships of hybrid-dual section schemes, so data on this is
not presented here.)
The information presented in this section is required to be provided by schemes at the
point of registration and updated annually via the scheme maintenance process.

The above chart represents the effective date spread for membership information pro-
vided by trust-based DC pension schemes. It shows that the majority of members belong
to schemes which have provided information for effective dates between the frst quarter
2007 and the frst quarter 2008.
It should be noted that the information regarding the number of scheme memberships
presented here has been provided at different times, as mentioned either at the point
of registration or via the return. At the point of providing the information each scheme
provides an effective date at which that information was true. In the case of scheme
memberships information 84% of schemes have an effective date for their membership
fgures between 1 January 2006 and 31 December 2008. These 84% of schemes account
for 97% of memberships. The above charts show the distribution of these effective dates
throughout the period.
As previously outlined, the data throughout this section is a representation of the data
held by the regulator as at 31 December 2008.

The above chart displays information on the number of registrable trust-based DC
pension schemes with 12 or more members for every year between 1997and 2008
inclusive. It shows a consistent downward trend from 1997 to 2008.
* As at 31 December 2008 there were 5,800 schemes with 12 or more DC
trust-based members registered with the regulator. Of these, 78% offer solely
DC benefts whilst 22% are hybrid-dual section schemes.
* Over the last 12 years, the peak number of schemes with DC trust-based members
was in 1996, when there were 12,600 registrable schemes. Since then the number of
schemes with DC trust-based members has declined year on year.

The above chart shows the number of new scheme registrations year on year for DC
trust-based schemes from 1988 to 2008. There is a signifcant spike in new registrations
in 1988.
* There were 12 new scheme registrations in 2008. It is possible that there is a
time lag between schemes being established and schemes registering with the
regulator, so it is possible that we will see schemes registering in 2009 which were
established in 2008.
* There was a signifcant peak in occupational trust-based DC scheme registrations in
1988. This was the time of the Income and Corporation Taxes Act (ICTA), which
allowed occupational DC trust -based schemes to contract out of the state second
pension (then SERPS).
* Since 1988 new scheme registrations have declined signifcantly, with less than 200
schemes being registered over the last 5 years.

The above chart shows the number of DC scheme wind ups per year from 1997 to 2008.
There is a downward trend from 2005 to 2008, with less wind ups in 2008 than any
preceding year.
* The peak year for scheme wind ups in the period shown is 1998.
* From 1998 to 2001 the number of wind ups reduced each year. They then stayed
relatively constant from 2001 till 2004, before a second peak in 2005.
* Since 2005 the number of wind ups has reduced year on year. There were less
scheme wind ups in 2008 than in any other year shown.
* The regulator commenced a major re-registration process in 2005 and so the second
peak; in wind ups may refect in part the improved data collection procedures.

There are more small schemes and fewer large schemes.
* 69% of occupational trust-based DC schemes have between
12 and 99 memberships.
* Whilst there are signifcantly less hybrid-dual section schemes than DC trust-based
schemes, the hybrid schemes tend to be bigger. 70% of schemes with more than
1,000 memberships are hybrid-dual section schemes.

* The majority of occupational trust-based DC schemes (54%) are still open to new
memberships, whilst a further 16% are closed (to new members) but remain open to
future contributions, meaning that 70% of occupational trust-based DC schemes
remain open to future contributions by existing memberships.

There is an overall upward trend, with more members in larger schemes and less in
smaller schemes.
* Although the majority of occupational trust-based DC schemes are small, the
majority of memberships are in large schemes. 79% of memberships are in schemes
with 1,000 or more memberships.
* There are just under 2.4 million DC trust-based memberships of occupational
pension schemes with 12 or more members. (This includes active, deferred and
pensioner memberships (see table A on page 18)).
* This fgure does not include former scheme memberships who have had an annuity
purchased in their own name, memberships of DB schemes who have DC additional
voluntary contribution (AVC) benefts, memberships of workplace personal pension
schemes, or memberships of occupational trust-based DC schemes with less than
12 memberships.
* 59% of memberships are in occupational trust-based DC only schemes and a further
41% are in occupational trust-based DC sections of hybrid schemes.

The majority of members are in schemes which are open to new members.
* 77% of memberships of occupational trust-based DC schemes are in schemes which
are open to new memberships.
* 92% of occupational trust-based DC memberships are in schemes which are open to
future contributions by existing memberships.
* As previously seen, there are currently 740 schemes in wind up (13% of total), but
there are only 95,800 memberships attached to these schemes (4% of total),

trust-based DC schemes with 12 or more members who have submitted their latest
annual contributions details. Excluded from this analysis are schemes with less than 12
members, hybrid-dual section schemes and schemes who have not provided annual
contribution information.
The information presented in this section is not requested of schemes at the point of
registration, but requested annually via the scheme maintenance process.

members, split by scheme size. It shows that members of smaller schemes tend to
contribute a higher proportion of total contributions than members of larger schemes.
* The employer to employee contribution ratio for the occupational trust-based DC
schemes with 12 or more memberships is 26% from employees and 74%
from employers.
* For schemes with 10,000 or more members the contribution ratio is 14% from
employees and 86% from employers, whilst for the smaller schemes (12 to 99
memberships) the ratio is 36% employee and 64% employer.
* The only schemes which attract contributions are those which are either open, or
closed to new members but open to future contributions. Therefore a split of this data
by scheme status is less useful than in other areas.
Section 3: The 100 largest schemes
This section presents information on the 100 occupational trust-based DC and hybrid-
dual section schemes with the most memberships registered with the regulator. The
analysis is similar to that which has been previously presented for all DC trust-based
and hybrid-dual section schemes with twelve or more DC trust-based members. It
includes both occupational trust-based DC and hybrid schemes with DC trust-based
members. The exceptions to this are the chart on membership status, and data on annual
contributions, for reasons previously given.
The information presented in this section of the document is required to be updated
annually via the scheme maintenance process.

with the regulator. The analysis is similar to that which has been previously presented
for all occupational trust-based DC and hybrid-dual section schemes with 12 or more
DC trust-based members, with the exception that data on annual contributions for small
occupational trust-based DC schemes is not presented, as the regulator does not request
this information either at the point of registration or via the scheme return for DC trust-
based schemes with less than 12 memberships.
The information presented in this section of the document is required to be provided
by schemes at the point of registration and updated triennually via the scheme
maintenance process.

The above chart shows the number of 2 to 11 member trust-based DC schemes split by
status. The majority of such schemes are open to new members.
* This chart makes the landscape for small schemes appear much more stable than
for the landscape overall. 80% of small schemes are listed as open to new members,
compared with only 54% of the overall landscape. In addition, only 4% of small
schemes are winding up, compared to 13% for the overall landscape.
