Dr. Eugene Takle has a BA degree in physics and math from Luther College and PhD
from the Iowa State University Department of Physics. He joined the ISU faculty in
1971 in the Department of Geological and Atmospheric Sciences and the Depart-
ment of Agronomy and currently directs the ISU Climate Science Program. His re-
search on climate change has focused both on regional climate science and impact of
climate change on streamflow, road and building design, crop production, forest
fire, and a variety of other issues.

He is a Fellow of the American Meteorological Society and currently serves as Trus-
tee of the University Corporation for Atmospheric Research as well as coordinating
Lead Co-author on the agriculture chapter of the US National Climate Assessment.

The Rathbun Land and Water Alliance received two
awards at the Governors Environmental Excellence
Award ceremony held at the Wallace Building in Des
Moines on July 15 the Water Quality Special Project
Award and the Environmental Education Special Project
Award.

The awards are coordinated by the Governor's
Office, the Iowa Department of Natural Resources,
the Iowa Department of Agriculture and Land
Stewardship, the Iowa Partnership for Economic
Progress, the Iowa Department of Education, the
Iowa Department of Public Health, and the Iowa
Waste Reduction Center.

The innovations that have been made by the award
recipients to benefit Iowas citizens both economi-
cally and environmentally are to be commended.
They showcase the commitment being made to
make Iowa a better state now and into the future,
said Gov. Branstad in presenting the awards.
Rathbun Land and Water Alliance receives two Governors Environmental Awards
Rathbun Lake Watershed landowners receive the Iowa Farm Environmental Leader Award
Six Rathbun Lake Watershed landowners received the Governors Iowa Farm Environmental Leader Award at a ceremony at the Iowa
State Fair. The award is a joint effort between the Governor, Lt Governor, the Iowa Department of Agriculture and Land
Stewardship, and the Iowa Department of Natural Resources to recognize the efforts of Iowa's farmers as environmental leaders
committed to healthy soils and improved water quality. Pictured with each recipient above is Iowa Department of Natural Resources

Next year the Rathbun Land and Water Alliance will reach
the milestone of the 10th Annual Protect Rathbun Lake
Meeting. One of the changes anticipated for next year is a
change in the way youRathbun Lake Watershed
landownersare notified about the annual meeting.
We encourage you to watch and listen for notices in
August of next year.

There are no plans to move the annual meeting from the
month of September.

The Protect Rathbun Lake Project was created by the Rathbun Land and Water Alliance in
2004 in an effort to protect land located in the Rathbun Lake Watershed and Rathbun Lake a
valuable resource. The Rathbun Lake Watershed is located in the six southern Iowa Counties
of Appanoose, Clarke, Decatur, Lucas, Monroe, and Wayne and covers 354,000 acres.
Rathbun Lake is the primary water source for Rathbun Regional Water Association, which
provides drinking water to 80,000 people in southern Iowa and northern Missouri.

Since the Protect Rathbun Lake Project began, Alliance members and partners have provided significant financial and technical support
for the organizations efforts. More than $26 million in financial support has been contributed for project activities in the Rathbun
Lake Watershed. More than $3.7 million has been invested in best management practices by landowners in the watershed to protect
Rathbun Lake.

This partnership includes the following individuals, organizations, and agencies: Participating landowners in the Rathbun Lake
Watershed; CoBank; Iowa Department of Agriculture and Land Stewardships Division of Soil Conservation; Iowa Department of
Natural Resources; Iowa State University; Iowa Watershed Improvement Review Board; Southern Iowa Development and
Conservation Authority; US Army Corps of Engineers; US Environmental Protection Agency; USDA Farm Service Agency; USDA
Natural Resources Conservation Service; Appanoose, Clarke, Decatur, Lucas, Monroe, and Wayne Soil and Water Conservation
Districts; Appanoose, Clarke, Decatur, Lucas, Monroe, and Wayne Counties; Iowa Farm Bureau at the state and county levels; and
Rathbun Regional Water Association.

The support (see table below) has enabled the Alliance to share the cost of installing best management practices with landowners in
the watershed as well as carry out other important project activities. This support also allows two full time staff to coordinate the
installation of best management practices by working with watershed landowners at the field level and one technician is stationed in
the Chariton field office.

In addition to the installation of conservation practices, the support enabled the creation of a landowner recognition program, and
helped fund water quality monitoring and Rathbun Lake shoreline and wetland restoration.

The primary goal of the Alliances Protect Rathbun Lake Project is to reduce
sediment and phosphorus delivery to Rathbun Lake and water bodies in the
lakes watershed.

GIS technology was used to create a model that identifies priority land, which
is land determined to have the greatest potential to deliver sediment and
phosphorous to Rathbun Lake.

Knowing where to
install best management practices has been significant to the success of
reducing contaminants delivered to Rathbun Lake. The goal is to treat
30,000 acres of priority land which will reduce annual sediment and
phosphorus delivery to Rathbun Lake by an estimated 90,000 tons of
sediment and 360,000 pounds of phosphorus.

In the ten years since the project began, significant progress has been made
toward the goal of reduced sediment and acres treated. The graphic below
illustrates this progress.

and Water Alliance will once again spon-
sor the annual hay bale art contest in Lu-
cas County. Lucas County is one of six
counties in the Rathbun Lake Watershed.
The event helps to draw attention to the
important role hay and pasture ground play in the protec-
tion of water quality and soil conservation.

WHO TV13 News anchor, Dan Winters, has agreed to
serve as a judge for the event. Decorated hay bales will be
i n p l a c e b e t we e n S e p t e mbe r 1 5 a n d
November 1 for the general public to view.

activities carried out through the Protect Rathbun Lake Project, including
videos and podcasts of interviews of Rathbun Lake Protectors and
highlighted activities of the Alliance.

Exhibits
Exhibits displaying Rathbun Lake and Protect Rathbun Lake Project
associated information were featured at various outlets during the past
year including the Iowa Water Conference, Annual Utility Day held
at the state capital and trade shows and the Iowa State Fair. The
exhibits serve to inform the general public about the activities carried
out by the Alliance and project partners.
The Alliances Board of Directors consists of 11 members. Seven of these members are appointed for three-year
terms by the Appanoose, Wayne, and Lucas SWCD and Board of Supervisors and Rathbun Regional Water
Association. These seven board members appoint the remaining four at-large board members. The at-large
board members are appointed annually at the board of directors first meeting after the beginning of the
calendar year.

The Rathbun Land and Water Alliance created the Rathbun Lake Protectors Program nine
years ago to encourage and recognize the actions by individuals or groups to protect
R a t h b u n L a k e . E a c h y e a r , t h e A l l i a n c e i n v i t e s o u r
local Soil and Water Conservation Districts to nominate individuals in the Rathbun Lake
Watershed to be recognized for their contributions to the protection of Rathbun Lake.
These individuals have been willing to try new approaches to water quality improvement
and their nominations were based on past eff orts as wel l as
present and planned actions to protect water quality.

Signs that identify landowners who have been selected as Rathbun Lake
Protectors continue to be installed throughout the Rathbun Lake Watershed like the one installed on the
Monroe County farm of Mike and Brenda Ryan (at the right) and the being installed on the Jason and
Amy Boyer farm in Clarke County. Plaques noting the names of these landowners are also displayed in
each Soil and Water Conservation District office.
