This preliminary report was compiled and completed in some measure to conform to the
requirements of the Bachelor of Commerce Honours Degree in Economics with the
Midlands State University The report serves as guide to my activities and endeavours
during the first three !"# months in which $ spent at the %im&a&we 'ational Statistics
(gency !%$MST(T#) part of which will focus on the actual underta*ings and routines that
l carried out at %$MST(T $n this report) $ highlighted %$MST(T+S organi,ational structure)
&ac*ground) operations and services offered) hence giving a synopsis of how the
educational theory l acquired at the university has helped me to perform my duties and
o&ligations in the (gricultural Statistics Section

$n -./0 was the first 1ecord and Statistical Department in the country which was
formed &y the British South (frican Company !BS(C# $t was headed &y Hu&ert Harvey
and was called the Central Statistics 2ffice !CS2# which essentially did timely)
accurate and relia&le statistics to the nation and the world at large This was achieved
mainly through carrying out surveys and censuses The 2ffice conducted its first census
in Bulawayo in -./3 for which the Mining and the Civil Commissioner supplied statistical
estimates of the mining and ur&an population respectively $n -./4 another census was
conducted in Salis&ury and information was collected through the office of (cting

( variety of independent sections were set up &y -/50 to engage in the collection of
statistics ( recommendation was made that greater efficiency would &e achieved if
these duties were centrali,ed in a department under qualified statistician ( monetary
provision was made upon recommendation for esta&lishment of a Statistical Bureau
under the Ministry of Home (ffairs The Bureau was tas*ed for carrying out any census6
collecting) compiling and analy,ing statistical information for the commercial) industrial)
agricultural) mining and social spheres of the economy $t was also to colla&orate with
the government in the collection) compiling) coordinating) analysis and pu&lication of
statistical records of (dministration
$n -/78 the office was transformed into a department under Ministry of Economic (ffairs
and su&sequently changed its name to the Central Statistical 2ffice !CS2# $n -/.-) it
was transferred to the Ministry of 9inance and Economic Development under which it
operated until it was changed to &e under the :resident and the Ca&inet 2ffice ;ater it
was returned &ac* to the Ministry of 9inance and Economic Development) from the year
5883) the Department of Census and Statistics operated under the Ministry of 9inance
up to (pril 5883 Currently) as from 2cto&er 5887) CS2 was changed from &eing under
the Ministry of Economic Development to &eing under the Ministry of 9inance

CS2 was faced with a num&er of challenges in providing relia&le and relevant statistics
that meet the needs of the users as it was difficult to maintain routine data collection
e<ercises) let alone improve them all &ecause of the economic meltdown and financial
crises faced &y the country as most of the funds used were from the =overnment The
current state of the 'ational Statistical System !'SS# is uncoordinated) where many
institutions produce the same data which at times is conflicting (n effective Statistical

organi,ation needs to &e managed strategically ma*ing efficient use the scarce
resources to meet the needs of its users
9ollowing wider consultations in -//. and -///) it was recommended that the
Department &e transformed into a semi>autonomous e<ecutive agency Both the :u&lic
Service Commission !:SC# and then the Ministry of 9inance and Economic
Development em&raced the idea and offered the support The transformation of CS2
to %$MST(TS was launched in 9e&ruary 58-8 The main o&?ective of the transition was
to li&erate the organi,ation from the =overnment thus enhancing professionalism and
efficiency This also was done in order to improve coordination and communication
&etween %imstat and other sta*eholders involved directly and indirectly in the
production and use of statistics hence reducing conflicting statistics Transformation
also made networ*ing easier for instance now we are a&le to go direct to %$M1( which
was of late difficult for this had to pass through other ministries &efore getting to the
intended destination) thus this lead to delays in response leading to &ac*logs and data
gaps in CS2 Transformation is improving the 'ational System of Statistics since the
smooth flow of data is ma*ing it possi&le for %$MST(T to produce timely statistical
results

%$MST(T was esta&lished through the Census and Statistics (ct @Chapter -8A5/B of
5884 which came into effect on Culy 588/The (ct stipulates the functions of the (gency

Demography and Social Statistics The Division compiles statistics used &y various
organisations to determine the social welfare of the different communities around the
country
The social statistics division deals with the production of current time series data for the
seven sections under its control and these areA
i Employment Statistics > collect) compile and disseminate the information on
employment statistics
ii Social statistics > collect) compile and disseminate the information on social
statistics
iii Environment statistics > collect) compile and disseminate the information on
environment statistics
iv Gender statistics > collect) compile and disseminate the information on gender
statistics

around the country and is under the control of a Deputy Director who reports to the

such data o&tained from financial institutions &y way of secondary surveys

The a&ove listed two divisions namely :opulation and Social Statistics and the
Economic Statistics operate under the two deputy directorship and the four &ranches
operate under the four assistant directorships The senior e<ecutive officer is in charge
of the administration) the li&rary) the typing pool and the registry departments

Statistics Department which mainly speciali,es in the collection) editing and analysis of
(gricultural Statistics (griculture as a Section on its own has got its systems that it
ta*es care of The section collects) processes) analyses and disseminates data on
economic statistics from various sectors of the economy and some of the interested
parties areA

This involved chec*ing for mathematical errors) assigning serial num&ering
questionnaires) consistency chec*s in data and =eo>codes on every questionnaire in
preparation for data entry &y the data entry staff Ge assigned codes to items using the
product code list provided &y the department statistician in specific modules li*e the
post>harvest module During data editing) we were correcting mista*es on the
questionnaires &ased on the data provided during data collection Editing was done
using red pens only Coding is important for it ma*es data compati&le for entry and for
further processing &y the programmers who use special software pac*ages such as
S:SS) S(S and CS:ro which are of paramount importance

This is a register used &y the (griculture section to chec* if questionnaires representing
a farm was received) coded) serial num&ered and ready for data entry
Data entr
This involves the entry of data from all the edited and serial num&ered questionnaires
$n data cleaning) we had to do data entry for the corrected data since the outliers are
corrected as they arise
Data veri&i"ation
This is almost similar to data entry &ut in verification we only chec*ed if data was
entered correctly from questionnaires and pointers are the outliers which are a&normally
low or high figures or duplicating =eo codes) missing serial num&ers and outlying serial

num&ers This part of the verification process is referred to as data cleaning which is the
preliminary stage &efore final data ta&ulation 2n this stage there will &e data cleaning
running concurrently with data ta&ulation &ecause the outliers are found on imperfect
data ta&les) for e<ample we find outliers of a&normally high yields from a crop li*e mai,e
on a given area planted) hence we try to find the cause of the outlier

This is where we chec* if the data collected was authentic) for e<ample we chec*ed if
ages matched from one quarter to the other as in the Employment and earnings module
where variances in ages are usually found

are required to write a reports directed to the Statistician informing them a&out the
results of the data processed in form of ta&les which are well e<plained and the
challenges faced during the process) thus providing suggestions so as to improve the
process involved in the relevant surveys future purposes

economic estimates of figures in different sectors of the economy and these figures are

My industrial attachment at the %$MST(T is without a dou&t an eye opening e<perience
$t goes a long way in enriching my *nowledge of the application of statistics in &oth the
local and international mar*ets $ can confidently say this is indeed a value adding
e<perience This is ena&ling me to ta*e a &ig stride towards achieving one of my goals
which is contri&uting towards the greater development of the industry through the
