QUESTION: After the States, Thanh will visitFrance. What do you think about this
visit? What the Vietnam minister of national defense achieve in France?
ANSWER: I think Minister’s Thanh visit to France is for show, in other words to divert
some attention from his visit to Washington. Visits to France are often a surrogate
for Europe, one of the other poles in the international system. In other words,
Vietnam can portray Thanh’s visit as one to multiple destinations rather than to
Washington alone.
Minister Thanh may well be after some deal involving niche military technology that
France can provide. But given Vietnam’s dependence on Soviet‐era equipment and
the recently concluded large‐scale agreement with Russia, very little in the way of
defence sales seem likely. Minister Thanh is likely to explore lower order issues such
military medicine, science and technology, and possibly experiences in
peacekeeping. French language is likely to be the main impediment to substantial
military‐to‐military relations. Vietnam stresses it pursues an omni‐directional
external policy and expends considerable resources to do so. Thanh’s visit to Paris
should be seen in this context.
