TERMS OF REFERENCE
for individual consultancy for Procurement Assistant


Duration: 6 months

1. Purpose of Special Service Agreement:
One of the components of the Health Services and Social Assistance Project funded by
World Bank as a response to Food prices crisis in Republic of Moldova is implemented by
the Ministry of Health (MOH) and UNICEF Moldova. This new joint Nutrition project (on
preventing mild malnutrition among pregnant and breastfeeding women, children in age of
6-24 months old) foresees the procurement of food items for targeted groups and will
require additional monitoring and evaluation activities at the different stages of
implementation: selection of the beneficiaries, distribution of the food packages and post
distribution monitoring. In order to monitor the implementation of the project, UNICEF
Moldova seeks an Agency to assist in the monitoring and evaluation on different projects
implementation levels.

2. Objective of the Special Service Agreement with expected
results/outcome/products/sub products/outcomes:

Objective of the consultancy

Under the close supervision of the Chief of Programme, Equitable Access to Quality
Services, assist the preparation of the implementation of the joint MOH/WB/UNICEF
project by providing logistics and administrative support to the implementation of the
project.

Specific activities:
to undertake market research of food suppliers,
to identify key qualifications and product specification of suppliers,
to prepare bidding documents and oversee the bidding process for contracting local
suppliers,
to draft tabulation sheet
to assist in preparation of bidding submission with supporting documents,
to ensure compliance with local laws and requirements on food procurement
to ensure suppliers are following the procurement and delivery schedule, quantity
and quality of food items
jointly with MOH, to ensure warehouse is secured prior to delivering the food to
final beneficiaries and appropriate documentation is signed
jointly with monitoring agency to perform verification and checks
to undertake field trips on regular basis
to file all relevant documentation in both electronic and paper formats
to perform additional tasks and assignments upon request from the supervisor

Expected outcomes
3. Delivery dates based on the work plan (to be approved by the Project Officer):
undertake market research of food suppliers, key qualifications and product
specification one week;
prepare bidding documents and oversee the bidding process for contracting local
suppliers, draft tabulation sheet, assist in preparation of CRC submission and
supporting documents two weeks;
monthly progress reports in the end of each month

4. Details of how the work should be delivered:

The assistant will provide supply, logistics and administrative support to the
implementation of joint MOH/WB/UNICEF project. The assistant will submit on monthly
basis detailed progress report on deliverables completed and number of days worked.

5. Performance indicators for evaluation of results:
Assistants performance will be evaluated against the following criteria: timeliness,
responsibility, initiative, communication, and quality of the products delivered.

6. Qualifications/specialized knowledge/experience required to complete the task:
University degree, preferably in public administration or economics, supplemented
by courses in procurement and/or administration, logistics
Proven skills in procurement, good knowledge of government procedures for
customs clearance;
Computer skills in work with various office applications;
Two years of progressively responsible clerical or administrative work, with
specialized experience in purchasing of materials and services, especially food
products
Good command of Romanian and Russian. English an asset

7. Definition of supervision arrangements:
The assistant will work under joint supervision of the Chief of EAQS program and under
guidance of Operation Manager.

8. Description of official travel involved:
UNICEF will provide transportation for performing the tasks and assignments.

9. UNICEF recourse in the case of unsatisfactory performance:
In case of unsatisfactory performance the contract will be terminated by notification letter
sent 15 working days prior to the termination date. In the meantime, UNICEF will initiate
another selection in order to identify appropriate candidate.

10. Other issues
The Health Statement and certificate of Good Health must be received prior to signing the
contract. Security in the Filed Basic Course must be taken prior to signing the contact.
