STRENGTHEN THE REGULATION AND SUPERVISION OF THE PRACTICE OF TEACHING IN
THE PHILIPPINES AND PRESCRIBING A LICENSURE EXAMINATION FOR TEACHERS AND
FOR OTHER PURPOSES

NUMBERED SEVENTY-EIGHT HUNDRED AND THIRTY SIX (R.A. 7836) OTHERWISE
KNOWN AS THE PHILIPPINE TEACHERS PROFESSIONALIZATION ACT OF 1994

R.A. No. 7836 (ARTICLE III - EXAMINATION AND REGISTRATION)
Sec. 13. Examination, Registration and License Required. Except as otherwise specifically
allowed under the provisions of this Act, all applicants for registration as professional teachers
shall be required to undergo a written examination which shall be given at least once a year in
such places and dates as the Board may determine upon approval by the Commission. A valid
certificate of registration and a valid professional license from the Commission are required before
any person is allowed to practice as a professional teacher in the Philippines, except as otherwise
allowed under this Act.
Sec. 14. Scope of Examination. The examinations for the elementary and secondary school
teachers shall be separate. The examination for teachers in the elementary level shall consist of two
(2) parts, namely: professional education and general education. The examination for teachers in
the secondary level shall consist of three (3) parts, namely: professional education, general
education, and field of specialization.
Sec. 15. Qualification Requirements of Applicants. No applicant shall be admitted to take
the examination unless, on the date of filing of the application, he shall have complied with the
following requirements:
(a) A citizen of the Philippines or an alien whose country has reciprocity with the Philippines in
the practice of the teaching profession;
(b) At least eighteen (18) years of age;
(c) In good health and of good reputation with high moral values;
(d) Has not been convicted by final judgment by a court for an offense involving moral turpitude;
(e) A graduate of a school, college or university recognized by the government and possesses the
minimum educational qualifications, as follows:
(1) For teachers in preschool, a bachelor's degree in early childhood education (BECED) or its
equivalent;
(2)For teachers in the elementary grades, a bachelors degree in elementary education (BSEED) or
its equivalent;
(3) For teachers in the secondary grades, a bachelor's degree in education or its equivalent with a
major and minor, or a bachelor's degree in arts and sciences with at least ten (10) units in
professional education; and
(4) For teachers of vocational and two-year technical courses, a bachelor's degree in the field
of specialization or its equivalent, with at least eighteen (18) units in professional education.
Sec. 16. Report of the Results of the Examination. The Board shall, within one hundred
twenty (120) days after the examination, report the ratings obtained by each candidate to the
Professional Regulation Commission for approval and appropriate action.
Sec. 17. Issuance of Certificate of Registration and Professional License. The registration of
a professional teacher commences from the date his name is enrolled in the roster of professional
teachers.
Every registrant who has satisfactorily met all the requirements specified in this Act shall, upon
payment of the registration fee, be issued a certificate of registration as a professional teacher
bearing the full name of the registrant with serial number and date of issuance signed by the
chairman of the Commission and the chairman, vice-chairman, and members of the Board,
stamped with the official seal, as evidence that the person named therein is entitled to practice the
profession with all the rights and privileges appurtenant thereto. The certificate shall remain in
full force and effect until withdrawn, suspended and/or revoked in accordance with law.
A professional license signed by the chairman of the Commission and bearing the registration
number and date of issuance thereof and the month of expiry or renewability shall likewise be
issued to every registrant who has paid the annual registration fees for three (3) consecutive
years. This license shall serve as evidence that the licensee can lawfully practice his profession until
the expiration of its validity.
Sec. 18. Oath Before Practice. Every registrant shall be required to take his professional oath
before practicing as a professional teacher.

LET APPLICATION REQUIREMENTS

Original and photocopy of Birth Certificate issued by the National Statistics Office (NSO) in
security paper
Original and photocopy of Marriage Certificate issued by NSO in security paper (for married
female applicants)

For NON-AVAILABILITY OF RECORDS - Negative Certification issued by NSO and
Certificate of Live Birth/Marriage from the Local Civil Registrar (LCR) duly authenticated by
authorized NSO Statistician
For NON-READABLE entries in NSO Birth/Marriage Certificate - A clear copy of LCR
Form 102 or Form 1A duly signed/certified by the Local Civil Registrar.

FOR EDUCATION GRADUATES: Original and photocopy of the Official Transcript of Records with
SCANNED PICTURE, remarks FOR BOARD EXAMINATION PURPOSES ONLY, bearing the exact
date of graduation and Special Order Number.

FOR NON-EDUCATION GRADUATES: Original and photocopy of the Official Transcript of
Records for degree earned bearing the exact date of graduation and Special Order Number and
Official Transcript of Records for 18 units in Professional Education courses with SCANNED
PICTURE, remarks FOR BOARD EXAMINATION PURPOSES ONLY
Original and photocopy of College Diploma if exact date of graduation is not indicated on the
Official Transcript of Records
CHED recognition or permit to operate for graduates of new schools/programs
Three (3) recent identical copies of passport size pictures in plain white background with
complete name tag
One (1) piece window envelope with metered mailing stamp for ordinary mail (for Report of
Rating)
Examination fee of PhP900.00
Current Community Tax Certificate (Cedula)

APPLICANTS WITH INCOMPLETE REQUIREMENTS AND INCONSISTENT DATA ON
DOCUMENTS WILL NOT BE ACCEPTED

BEED (Bachelor of Elementary Education) in the Philippines

Bachelor of Elementary Education (BEED) is a four year degree program designed to prepare
students to become primary school teachers. The program combines both theory and practice in
order to teach students the necessary knowledge and skills a primary school teacher needs.

The BEED curriculum contains both General Education subjects (Basic English and Math, Filipino)
and Professional Education subjects. The Professional Education subjects can be classified into
three major categories:
Theory and Concepts subjects: Facilitating Learning, Child and Adolescent Psychology
Methods and Strategies subjects: Curriculum Development, Developmental Reading
Field Study subjects: Practice Teaching

Licensure Examination for Teachers (LET)

To be a licensed teacher in the Philippines, a graduate of Bachelor of Elementary Education needs
to pass the Licensure Examination for Elementary Teachers (LET). The examination is
conducted by the Board of Professional Teachers under the supervision of the Professional
Regulations Commission (PRC). Starting 2014, the LET exam will be conducted twice a year in the
months of January and July.

Coverage of examination includes details for General Education (GE), Professional Education (PE)
and specialization.

GE covers English, Filipino, Mathematics, Science and Social Sciences subjects.

PE (Elementary and Secondary) is composed of teaching profession, social dimensions of education,
principles of teaching, education technology, curriculum development, facilitating learning, child
and adolescent development, assessment of student learning, developmental reading, field study
and practice teaching.

There are 10 specializations for Secondary Teacher with exam coverage depends on your chosen
course: English, Filipino, Biological Sciences, Physical Sciences, Mathematics, Social Studies or
Social Sciences, Values Education, MAPEH, Agriculture and Fishery Arts and TLE (Technology and
Livelihood Education).

PRC and Board of Professional Teachers said that in order to pass LET, an examinee must obtain an
average rating of not less than 75% and must have no rating lower than 50% in any of the tests.

BSEEd in Special Education in the Philippines

The Bachelor of Science in Elementary Education major in Special Education program (BEEd-SPED)
is designed to provide students with knowledge and skills in caring to the educational needs of
special children.

The program is focused on providing students with a better understanding on the psychology of
special children, the proper and effective teaching approach and strategies with the use of
appropriate learning materials.

Admission requirements for BEEd in Special Education the Philippines

Must have recommendation from high school principal and guidance counselor
Must have the Original copy of high school card (Form 138A)
Must have most recent medical and dental health record
Must take and pass the College Entrance Examination
Must have a copy of NSO certified birth certificate
Must have a certificate of good moral character
Must have a copy of high school diploma
One 2x 2 copy of latest photo

Licensure examination required in order to practice as Elementary Special Education
teacher in the Philippines

A graduate of BEEd in Special Education needs to pass the Licensure Examination for Teachers in
order to practice as a teacher in the Philippines. The examination is given by the Board of
Professional Teachers under the supervision of the Professional Regulation Commission (PRC).

Requirements for the Licensure Examination for Teachers
Must be a holder of a degree in BEED major in Special Education with academic credits on
required subjects from a university recognized by the Philippine government.
Must have a copy of the Transcript of Records with Special order and date of graduation
with remarks FOR BOARD EXAMINATION PURPOSES ONLY
Must not have any case filed or pending for moral turpitude in any court in the Philippines
that involves moral turpitude
Must have an original copy of community tax certificate (cedula)
Must have a copy of the NSO authenticated birth certificate
Must be of good health and sound mind
Must be of good moral character
Must be a Filipino Citizen

GENERAL INSTRUCTIONS TO EXAMINEES:
(1) Report to the test center before 6:30am on the first day of examination to verify your room and
seat numbers.
(2) Late examinees will NOT be admitted
(3) Atted to your personal needs before the start of examination in every subject. No examinee will
be allowed to go out of the examination room while the exam is in progress.
(4) Always put your answer sheet on top of the armchair while taking the exam.
(5) Stop answering the test questions at the end of the time allotted for the subject. Arrange your
test papers as follows: (a) Notice of Admission, (b) Answer Sheet, and Test Questionnaire.
(6) Do not leave the room until (a) your answer sheet and test question set are received by the
room watchers, (b) you have signed, indicated the time and set (A or B) on the Examinees Record of
Attendance, and the lower portion of your Notice of Admission (Certification of Receipt of Test
Papers) is signed by the Room Watchers and returned to you.

REPUBLIC ACT (R.A) 9293

Section 1.
Section 15 of R.A. 7836 is hereby amended as follows:
Possesses the minimum educational requirements:
a. Preschool Bachelors degree in early childhood education
b. Elementary Bachelors degree in elementary education
c. Secondary Bachelors degree in education with major or minor or a
bachelors degree in arts and science with at least 18 units in professional
education
d. Vocational/Two-year Technical courses Bachelors degree in the field of
specialization with at least 18 units in professional education
NOTE: The amendment is in the number of units under secondary level from 10 units to
18 units.
