TERMS OF REFERENCE


Position Title: Senior Project Coordinator
Location: Clean Air Asia office in Manila
Duration of Appointment: Until April 2015 with possibility of extension based on satisfactory performance,
probationary period of 1 month
Application closing date: 18 July 2014
Estimated Start Date: As soon as possible

I. BACKGROUND

We are currently recruiting for a full time Senior Project Coordinator to join our dynamic team at Clean Air
Asia in Manila, Philippines. This is a new position, created to ensure effective and flexible coordination and
implementation of regional air quality projects under the Air Quality and Climate Change Program. The role
will involve working with individual staff, teams and working groups within the organization as well as with
key external stakeholders. We are looking for a dynamic, self-motivated individual with experience and skills
in environmental issues with relevant technical expertise, project management and stakeholder relations.

II. JOB PURPOSE

To provide guidance and support (management and technical) to achieve project objectives and timely
delivery of good quality project outputs under the Air Quality and Climate Change Program in close
consultation with various stakeholders and partners.

III. RESPONSIBILITIES AND SCOPE OF WORK

The Senior Project Coordinator shall support the management, implementation, and coordination of projects
of Clean Air Asia. The Senior Project Coordinator will provide required technical and administrative support to
guide environmental researcher/s in effectively implement air quality and climate change projects. The
Senior Project Coordinator will be under the direct supervision of the Air Quality Program Manager.

The primary duties of the Senior Project Coordinator will include:

A. Project Implementation, Management, and Coordination

Support in successful implementation of projects under the Air Quality and Climate Change Program
of Clean Air Asia, i.e., ensure timely submission of quality deliverables and outputs within project
budget and contributing to the organizations mission. This will involve taking a lead role in project
planning activities of selected projects in consultation with the Air Quality Program Manager,
providing technical and strategic guidance in development knowledge products, overseeing the
development and delivery of contractual and financial reports within the contract timeframe, liaising
and coordinating with project consultants and partners, and developing and reviewing technical
reports as necessary

Coordinate and organize various steering committee and/or advisory group meetings under Clean Air
Asias Air Quality and Climate Change Program
Provide implementation support in Clean Air Asias projects on clean air issues including research,
preparation of project reports, meeting proceedings, presentations, workshops, conferences and
events, including supporting logistical and administrative arrangements
Deliver other tasks assigned by the Air Quality and Climate Change Program Manager and/or Deputy
and Executive Directors of the Center
Carry out other tasks relevant to Clean Air Asias programs and activities

B. Inputs to Knowledge Management and Capacity Building

Contribute to research of air quality-related studies, policies, projects, initiatives, and other materials
relevant for Asia
Collect data and conduct analysis on the state and trends of parameters related to air quality and
climate change in Asia
Contribute to the Clean Air Asias knowledge products, including newsletters
Write articles for publication and inclusion on the Clean Air Portal
Summarize project results and prepare and disseminate knowledge products

C. Building Partnerships among Clean Air Asia Networks

Assist in developing and maintaining professional relationships with key Clean Air Asia partners and
stakeholders
Seek funding opportunities for Clean Air Asia and develop new proposals for the Air Quality and
Climate Change Program
Undertake other activities as required

IV. ELIGIBILITY REQUIREMENTS AND CRITERIA

Minimum 7-10 years of work experience in environmental issues with relevant technical expertise.
A university degree in environmental sciences, environmental management, natural sciences,
environmental engineering, environmental policy and/or development-related discipline. An
advanced degree in natural sciences or environmental management is an advantage.
Demonstrated strong organization and project management skills including ability to provide
strategic guidance, technical oversight, mentor staff, develop workplans, and manage budgets and
project financing.
Well-developed interpersonal, communication and stakeholder liaison skills with experience in
networking and establishing and maintaining relationships with partners at all levels (ministry,
donors, private sector, NGOs and local community based organizations).
Fluency in spoken and written English; with strong written, analytical, presentation and reporting
skills.
Demonstrated attention to detail. Proven ability to meet deadlines and work on multiple projects
simultaneously.
Ability to work independently and as part of multi-cultural and multi-disciplinary team.
Proficiency in Microsoft Office applications required; use of database or statistics software,
experience is an advantage.
Experience working in Asian countries.

V. DURATION, REMUNERATION and OTHER BENEFITS

The selected candidate will be appointed from July 2014 to April 2015 under a fixed term contract with
possibility of extension based on satisfactory performance; with probationary period of 1 month. The base
monthly remuneration is competitive and can vary subject to the candidates professional qualifications and
work experience. Government-mandated employee benefits will also be provided. Clean Air Asia provides
24 days paid leaves and observes 11 public holidays per year. Clean Air Asia also provides opportunities for
travel domestically and internationally.
