The Peace Corps is a United States federal agency that promotes international peace, friendship and
sustainable development by providing trained men and women, Peace Corps Volunteers (PCVs) to serve in
countries that have requested assistance. In Ghana, they serve in local communities in the areas of health,
education and agriculture.

The agency is seeking to hire the services of a highly motivated and experienced individual for the MRE
(Monitoring, Reporting and Evaluation) Specialist position to provide expertise in implementing the Peace
Corps Monitoring, Reporting and Evaluation system (MRE) to ensure that Ghanas Training, Education,
Health, and Agriculture Programs are performing optimally. The candidate must have exceptional
organizational skills, good interpersonal skills and must be able to multi-process and work under pressure. In
addition, the incumbent must have demonstrated advance proficiency in Microsoft Office 2007 and 2010.

This is a permanent, full-time position based at our main office in Accra and reports to the Director of
Programming and Training (DPT).

REQUIRED QUALIFICATIONS

Bachelors Degree; Masters desired
Minimum of 5 years of international development programmatic experience, preferably with some
experience implementing US Government development projects
Training in monitoring and evaluation systems with US Government development projects strongly
preferred
Minimum of 3 years of experience in a cross-cultural setting/environment

Desired Qualifications

Knowledge and understanding of US values, history, and culture
Willingness to travel frequently and work in various regions, including rural areas of Ghana
Excellent speaking, writing and presentation skills
Established working relationships with local and international donor agencies

POSITION DESCRIPTION

The U.S. Peace Corps is an agency that promotes international peace, friendship, and sustainable development
by providing trained men and women, Peace Corps Volunteers (PCVs), to serve in countries that have
requested assistance. In PC-Ghana, the MRE Specialist works as part of an interdisciplinary Programming
and Training Team and provides expertise in implementing the Peace Corps Monitoring, Reporting and
Evaluation system (MRE) to ensure that Ghanas Training, Education, Health, and Agriculture Programs are
performing optimally. The MRE Specialist serves as the point person in training both Staff and Volunteers in
the proper implementation of the MRE guidelines, project frameworks and use of the VRT (Volunteer
Reporting Tool) process to report accurately on field implementation activities.

MAJOR DUTIES AND RESPONSIBILITIES

1. Monitoring, Evaluation, and Reporting 75%
Serve as a point person at Post for Volunteers and Staff on MRE, information about new
advancements and changes in MRE development, in Ghana, and within the Agency.
Provide support to Volunteers and Staff in VRF reporting.
Clean the data that comes in through the VRT to ensure that Volunteer data is being reported via the
correct goals, objectives and indicators.
In conjunction with DPT and Program Managers, actively participate in project plan and evaluation
processes to review progress towards targets and assess potential changes in project plan or training.
Develop periodic summary reports by project for P&T analysis to facilitate consistent monitoring,
reporting, and evaluation of project plan outcomes.
Coordinate with the Volunteer Support Coordinator for Programming (VSC/P) to disseminate
summary reports of Volunteer activities and indicator data to currently serving Volunteers to foster
learning and networking regarding overall program activities.
Identify, evaluate and adapt potentially useful MRE tools applicable to Post needs.
Assist the VSC/P with collecting information and maintain records to document the implementation,
outcomes and results of Peace Corps/Ghana projects.
Conduct field visits, in coordination with other staff, to assess PCV data collection methods and
challenges and lend support to Volunteers and their communities in the collection of data and MRE.
Work with Program Managers, PEPFAR and Food Security Coordinators to ensure proper monitoring,
evaluation, and reporting practices are maintained in PC/Ghana.
Represent Peace Corps at seminars, meetings and events concerning USAID and other funders
regarding, MRE processes and approaches.
Network with other MRE Specialists working for USAID Implementing Partners and other
development organizations.
Share information from partners and MRE events with the P&T staff at post in meetings.
Develop data sheets and measurement tools that support data collection by PCVs.


Assist the Program Managers in preparing for PAC meetings, and prepare reports on project results
and impacts.
Periodically provide monitoring and evaluation support to PCVs in the field as a means of enabling
future PCVs to learn lessons from the implementation of past projects.
Liaise with the Volunteer Support Coordinator for Programming to provide data on successfully
implemented funded and unfunded PCV projects as a means of creating a functional knowledge
management system.
Assist in compiling Project Status Reports (PSRs), writing periodic and annual reports, and
participating in project plan reviews;
Perform other relevant programming duties as assigned.


2. Training 25%
Facilitate Volunteer training and support in MRE during Pre-Service Training (PST) and In-Service
Trainings (IST).
Train Volunteers on the use of standardized data sheets and measurement tools.
Train and assist P&T staff on how to use tables in Excel and Power point to graphically represent
results and impacts of PCV work.
Provide an orientation session on the Peace Corps MRE system to all new programmatic personnel.
Provide training and technical support for all programming and training staff on the MRE process and
best practices, and use the Core MRE Session plans to train staff and PCVs.
Provide training and support to P&T staff on the use of VRT and VIDA for reporting, giving PCVs
feedback and documenting communications.
