The Florida School Counselor Association (FSCA) expands the image and influence of
professional school counselors through advocacy, leadership, collaboration and systemic
change at the state level. FSCA empowers professional school counselors with the
knowledge, skills, linkages, and resources to promote student success in the school, the
home, the community, and the world.
The mission of FSCA is to represent professional school counselors and to promote
professionalism and ethical practices.
1. Professional development opportunities in areas of critical need are made available
to all professional school counselors in the state.
2. Timely, relevant information exists that supports professional school counselors and
student advocacy.
3. Legislative policy exists that supports professional school counselors and child
advocacy.
4. Leaders at local and state levels champion and lead change initiatives.
5. FSCA maintains an organizational structure and administrative functions that
facilitate the accomplishment of the goals and objectives.

Dear Convention Participant,
Welcome to the 2014 Florida School Counselor Association Convention here at the Doubletree Hilton Hotel at
SeaWorld in Orlando. It is exciting that this year we get to celebrate FSCAs 50th Anniversary! There are many
enriching and enjoyable events planned, so I encourage you to take advantage of your time here.

First of all, I would like to thank a few important people. We could not hold this convention without the
contributions of our exhibitors and sponsors. Please visit the exhibitors and let them know we appreciate their
support. I would also like to thank our excellent convention team and volunteers for all of their hard work!

There are many important professional development opportunities at this years convention. Make sure to
attend our keynote speakers presentations as they will be sharing about relevant topics such as college and
career readiness, and the importance of using data to advocate for our students. This years breakout sessions
are full of useful information so we hope you will leave the convention with a wealth of new knowledge. The
level sharing meetings are a great time to connect with your colleagues across the state, so dont forget to
attend those as well.

There are social events throughout the convention, and for the first time, the awards banquet is a luncheon
that is covered in the cost of the convention! We hope you can take the time to relax and enjoy your time here
while celebrating our 50

Be sure to wear your name badges at all times. You will be required to wear it to
get into educational sessions and the Exhibit Hall. Please note, due to liability
issues, children under the age of 18 will not be allowed in the Exhibit Hall. There
is a $10 fee to replace lost badges.

As a courtesy to conference attendees, please turn off all electronic devices or
set them to vibrate during educational sessions. If it is necessary for you to use
your cell phone, step outside the meeting room to avoid disrupting the other
attendees.
Internet Access
Free Internet access is available in Convention meeting rooms and in the guest sleeping rooms.
Evaluations
Your feedback is critical to ensure that FSCA continues to provide timely and relevant professional development for
school counselors. In your convention bag, you will find an evaluation and if you will, please take a few minutes on
Saturday to offer your feedback to the Professional Development Committee. You may return your evaluation form to
the Registration desk, and if you wish, you will be given a raffle ticket to leave your name and address form a drawing to

Counselors
Problem Addressed: Ward v. Willbanks is a recent court case that redefined for
school counselors the referral process when a counselor's values conflict with
their student/clients values. The case has far reaching implications for school
counselor practice. The new ACA codes which rolled out of the Ward case will be
discussed and displayed.

Court Case - Aaron Fricke v. Richard B. Lynch
Problem Addressed: GLADs 1980 case, Aaron Fricke v. Richard B. Lynch, is a milestone in protecting the rights of LGBT
students. GLAD founder John Ward and co-counsel argued that, in not allowing him to bring a male date to his Prom,
Cumberland High School violated Aaron Frickes First Amendment rights of association and free speech, and his
Fourteenth Amendment right to equal protection of the laws. The court issued an injunction in Aarons favor just in time
for him to attend the dance with his date, Paul.

Braniac or Maniac? How to Use the Emerging Science of the Brain to Enhance
Your School Counseling Program

This program will be interactive. Participants will leave with an increased appreciation of both limitations and
strengths of our neurobiology which can be shared with students to improve their self management and
learning. Scientific terminology will be used, but this presentation does not require participants to have a
science background. It is intended to be user friendly in its use of scientific lingo.

Presenter: Alwynne Lamp, M.Ed. has more than 25 years of school counseling and
education experience. In 2010 Alwynne was named as the Middle School Counselor of the
Year by the Florida School Counseling Association and was Semi-Finalist for the ASCA
School Counselor of the Year in 2013. Alwynne has worked as a school counselor for 19
years at Christa McAuliffe Middle School in Florida. Other educational roles Alwynne has
held include seven years as a Science Teacher and four years as an outdoor/experiential
educator with Outward Bound in both Australia and Minnesota. Alwynne has worked
closely with her students to help them understand how their brain develops and functions
and most importantly, how to care for it. As part of this effort, she developed a test
anxiety reduction program, has spearheaded the implementation of Carol Dwecks
Brainology program and C-8 Sciences ACTIVATE program. Her initiatives also include a
mindfulness program with struggling readers. Alwynne works closely with her students to track their grades and monitor
academic goal-setting. She also coordinates anti-bullying and alcohol prevention programs at her school. Alwynne
earned her Bachelor of Science Degree from the Australian National University, Diploma of Education from Canberra
University and her Masters in Counselor Education from Florida Atlantic University. She is the mother of two grown
daughters and believes she has learned a great deal from raising them.

Presenter: Randi Schietz has been an elementary school counselor for 20 years in
Palm Beach County, FL. As a graduate of the University of Massachusetts, she
holds a specialist degree in school psychology and was also awarded her national
board certification in 2008 in school counseling. She is now a Ph.D. Candidate at
Florida Atlantic University and defending her dissertation, which focuses on
easing the transition to middle school for girls. She developed a gender-specific
guidance curriculum called Girl Talk to address issues of relational aggression
among 5th grade girls and is delivered as part of a comprehensive school
counseling program. She has been active in leadership and advocacy for school
counseling in Palm Beach County and served as the former President of the Palm
Beach School Counselor Association. She has presented sessions at the FSCA
Convention for the past 3 years as well as numerous district professional
development for school counselors. She mentors new school counselors and has
provided supervision for school counseling interns and practicum students as a
clinical educator and a university instructor at Florida Atlantic University and
Nova Southeastern University.
Presenter: Nicole Martinez has been an elementary school counselor for
4 years in Palm Beach County, and a social worker for 15 years prior to
that. Nicole holds a Masters Degree in Social Work and a Specialist
Degree in Counselor Education from Florida Atlantic University. She
presented last year at the FSCA Convention for the very first time and was
honored to be asked to come back as a pre-conference presenter. In
2013, Nicole was Beginning Teacher of the Year for her school as well as
a School Counselor of the Year Nominee for her district. Two years ago,
she instituted the Safe School Ambassador program at her school, which
they call Peacekeepers who are responsible for monitoring
mistreatment in the classroom and around campus. Her program was
recognized by the district as being the most effective SSA program at the Elementary level. She also spearheads an
impressive campaign every year for the Leukemia and Lymphoma Society, Pennies for Patients program. Her school has
been the top fundraiser for 3 consecutive years.

The benefits of using iPads, iPod Touches, and iPhones are apparent for classroom teachers, but you may not
realize the contributions they can make to your role as a counselor. In previous presentations, I covered

as well as updates to previously-discussed apps.

Presenter: Dan Turk did not take the usual path to becoming a professional school
counselor. He attended a magnet high school for math, science, and technology before
continuing those studies at St. Petersburg College. After obtaining his AA, Turk attended
the University of South Florida - St. Petersburg campus where he graduated with an
Interdisciplinary Social Sciences degree with Sociology and Criminology as cognate areas.
From there, Turk became a corporate trainer for one of the largest restaurant chains in the
United States before deciding to head back to USF for another degree. He was unsure of
what to study, other than he wanted a meaningful career where he could help others.
Since one of the people who greatly affected his life for the better was his high school
counselor, he chose to pursue a degree in Counselor Education with hopes he could help
others in the same way his counselor helped him. During his second round at USF, Turk
presided over his chapter of Chi Sigma Iota and worked as a graduate assistant responsible for creating and developing a
sexual and relationship violence prevention program focused on enlisting men as allies. Turk is now the 7th-grade
counselor at Osceola Middle School in Pinellas County, Florida. Having attending Pinellas County schools his entire
upbringing, Turk is grateful to be able to give back to the system that gave him the opportunities he needed to be the
success he is today.

Listen to Your Counselors: Administrators Successfully Implement Common Core
Standards

School counselors will learn pragmatic strategies in communication of student needs to the schools top
decision makers. Through a short needs assessment each counselor will learn how to target the needs of
their students with the helpful strategies that will influence their administrators. Presenters will take the
counselors down the path of administrative resistance while providing survival tools along the way. Each
participant will reach the end of their journey with viable, step-by-step processes that will immediately aid
them in their quest to meet student needs. Topics will include college and career, scheduling, emotional
balancing, self-checking, and fundamental counselor goals.

Presenter: Dr. Brenda Kay Hardman is a school-based administrator who places the role of the
school counselor on a pedestal of their own within the school infrastructure. Through years of
experience in developing quality curricular programs, hiring and purging instructional staff, and
school management, it has been learned that the support of the counselor has an immediate
and direct impact on student success. Dr. Hardman serves as a principal at Union Academy
Magnet. She is a member of the Saint Leo University Education Leadership adjunct faculty and
brings best practices to future administrators.

Presenter: Dr. Deborah Kindel is a high school assistant principal serving a highly
diverse student population. The development of curricular programs and facilitation
of student services places Dr. Kindel as a co-collaborator and advocate for school
guidance counselors who are instrumental in the vision and practice of school
improvement. The role of guidance counselor is multi-faceted and a vital complement
to effective school leadership. Dr. Kindel also serves as an adjunct professor in the
Department of Educational Leadership for St. Leo University in the preparation of
future school administrators and as a member of the Quality Enhancement Council of
Polk State College for the improvement of post-secondary mathematics programs.

The Legal and Ethical Complications of Working with Minors in Schools
Room: Florida Bay 3

The school environment poses competing interests between a students need for confidentiality and the legal
rights of parents as established by the U.S. Supreme Court to be the guiding voice in their children's lives in
value-laden issues. Participants will develop an ethical decision making framework for analyzing and resolving
ethical issues through the application of ASCA ethical codes, case and statutory law, school board rules, and
community standards. Through small group and large group discussion of 40 case studies, participants will be
given the opportunity to increase their understanding of the complexities of respecting a minors right to
confidentiality, to develop a sensitivity to the need to consider their actions in the context of each situation for
each individual student, and to understand the rights of parents. Topics of discussion will include areas such as
confidentiality and duty to warn, minors rights to privacy, counselors responsibilities toward suicidal children,
civil and criminal liability, sexually active minor clients, birth control, abortion counseling, defamation, child
abuse, HIV positive students, case notes and educational records, malpractice in academic advising, sexual
harassment, the Hatch Amendment and guidance curriculum, and personal conduct.

Presenter: Dr. Carolyn Stone is a Professor of Counselor Educator at the
University of North Florida where she teaches and researches in the area of legal
and ethical issues for school counselors and school counselors impacting the
opportunity, information and achievement gaps. Prior to becoming a counselor
educator in 1995, Carolyn spent 22 years with the Duval County Public Schools in
Jacksonville, Florida where she served as a middle school teacher, elementary
and high school counselor and Supervisor of Guidance for 225 counselors.
Carolyn was the 2006 President of the American School Counselor Association
(ASCA) and is in her ninth year as their Ethics Chair. Dr. Stone has written the only
book exclusively for school counselors on the subject. She was awarded the Mary
Gerke Lifetime Achievement Award by ASCA in 2010 primarily for her work in the
legal and ethical arena. In 2012 she was awarded the Bob Myrick Lifetime
Achievement Award by the Florida School Counselor Association.

Carolyn is a past President of the Florida Counseling Association and
the Florida Association of Counselor Educators and Supervisors.
Carolyn has delivered over 500 workshops in 49 states and 22
countries. She has authored six books, dozens of journal articles and
serves the courts as an expert witness in cases involving school
counselors. Her professional path in elementary and high school
counseling, middle school teaching, Supervisor of Guidance for the
nations seventeenth largest school district, and counselor educator
has prepared her with first-hand experience and understanding of the
professional world of school counselors.

Presenter: Trish Hatch, Ph.D. is the author of The Use of Data in School Counseling: Hatching Results for
Students, Programs and the Profession (2014); co-author of the ASCA National Model: A Framework for School
Counseling Programs (ASCA, 2003; 2005) and Evidence-Based Practice in School Counseling: Making a
Difference with Data-Driven Practices (Dimmit, Carey & Hatch, 2007). Dr. Hatch is the Director of the School
Counseling Program and Associate Professor at San Diego State University and the Executive Director of the
Center for Excellence in School Counseling and Leadership (CESCaL), in the College of Education at SDSU.
Dr. Hatch has served on multiple state and national school counseling research summit steering committees
and is one of five original panel members of the National Panel for Evidenced-Based School Counseling
Practices (2004-2006). Dr. Hatch currently serves on the advisory council for the Evidence-Based School
Counseling Conference (2013-2014). She has successfully co-authored 13 Elementary and Secondary School
Counseling (ESSC) grants awarding over $16,000,000.00 dollars in federal funds to school districts. In addition
to providing external evaluator on over ten federal grants, Dr. Hatch provides professional development for
school counselors, social workers, school psychologists and administrators on successful implementation of
ESSC grants.
Since 2007, Dr. Hatch has provided over 250 full days of training to over 100 school districts in twenty states
on the use data in school counseling to create efficient and effective evidenced-based school counseling
programs that align with the ASCA National Model. She has over 50 publications and has presented more than
50 refereed papers and presentations before professional conferences. A former school counselor and

administrator, Dr. Hatch served in multiple leadership roles including Supervisor/PostSecondary Level Vice

Recently, the First Lady of the United States launched the Reach Higher
Initiative to inspire every student to complete their education past high
school and to answer the President's call to ensure that by the year 2020
America once again has the highest proportion of college graduates in the
world. The First Lady was even the keynote speaker at the most recent
American School Counselor Association (ASCA) Conference to show her
support of school counselors! This keynote will highlight the importance of
this initiative for the future of school counseling. School counselors have an
opportunity to highlight their work in terms of college and career readiness
as well as develop new strategies for ensuring that there are equitable
college and career readiness pathways for every student, regardless of his/her background.
Presenter: Dr. Cheryl Holcomb-McCoy is currently Vice Provost of Faculty Affairs and Professor of Counseling
and Human Development at Johns Hopkins University (JHU). Previously, Dr. Holcomb-McCoy held
appointments as Vice Dean of Academic Affairs at JHU, Associate Professor of Counselor Education at the
University of Maryland, College Park, and Director of the School Counseling Program at Brooklyn College of
the City University of New York. Dr. Holcomb-McCoy earned a Ph.D. in counseling and educational
development from the University of North Carolina at Greensboro (UNCG), an M.Ed. in school counseling, and
a B.S. in early childhood education both from the University of Virginia. Her areas of research specialization
include the measurement of multicultural self-efficacy and cultural competence in school counseling, urban
school counselor preparation, and the examination of school counselors influence on low-income students
college and career readiness.

Dr. Holcomb-McCoy has authored over 50 articles in refereed national journals and is the author of the best-
selling book entitled, School Counseling to Close the Achievement Gap: A Social Justice Framework for
Success (Corwin Press). In addition, she has served as the principal investigator and/or co-principal
investigator on numerous national and regional grants, with funding over $2,000,000.
Dr. Holcomb-McCoy is currently one of the Associate Editors of the Journal for Counseling and Development,
and she has served on numerous journal editorial boards, including the Professional School Counseling
journal, Journal for Specialists in Group Work, and Journal for Social Action in Counseling and
Psychology. Professional colleagues have recognized her with awards for outstanding multicultural/diversity
research, excellence in teaching, and exemplar service. In 2009, she was awarded the prestigious Mary Smith
Arnold Anti-Oppression Award at the American Counseling Association conference in Charlotte NC. In 2007,
the Association for Multicultural Counseling and Development (AMCD) selected her for the Exemplary
Diversity Leadership Award.
Dr. Holcomb-McCoy has served on the American Counseling Associations School Counseling Task Force,
elected Secretary of Chi Sigma Iota (international honor society in counseling), Vice President of the Maryland
School Counselor Association, and was selected as the Maryland Counselor Educator of the Year in
2001. Nationally and regionally, she serves on numerous education advisory boards and community policy
groups and was selected by Marylands former State Superintendent, to be a member of the Achievement
Initiative for Marylands Minority Students (AIMMS) Steering Committee.

School Counselors and Sexually Active Students

This presentation will provide participants with current legal and ethical practices around school counselor
behavior when working with sexually active students. School counselors function in an environment
regulated by state and federal laws, court decisions, certification and school board rules. Using case scenarios,
participants will explore and demystify some of the legal complexities of counseling sexually active minors in
schools through the application of the ASCA code of ethics, federal law, case law, state statutes, community
standards and school board rules. Topics will include: notifying parents of their child's pregnancy; pregnant
students and state and federal law; pregnancy as a temporary disability; sexually active students and school
counselors' values; aiding a student to get an abortion; statutory rape and child abuse; sexual violence and
dating violence among students.
