Full of Hope for the Future A s the successful completion of the democratic transition approaches, our beloved Tunisia is today on the verge of a new phase in fulflling its dreams of economic and social development and consolidating its pioneering position: prosperity and dignity for all its citizens. Tunisia has made undeniable strides in achieving democracy - in a regional context struck by severe challenges and counter-revolutions, Tunisia has succeeded in turning the page on tyranny and brutal dictatorship. Tunisia has succeeded in uniting all Tunisians around a great and widely acclaimed consensual constitution that combined the principles of Islam and the essence of modernity and laid the foundations for the rule of law and respect for individual and public freedoms and human rights. It also establishes a balance between central authority and regional and local authorities and established the underpinnings of a fair and inclusive development project, thus putting an end to all ideological struggles over societal models and conficting identities; a balanced project that positively favours the disadvantaged regions and provides health and education for all Tunisians. Tunisia has succeeded in consolidating the culture of consensus, dialogue and collaborative work: its constitution is consensual and its government that emerged from the elections was a coalition between the two wings of the Tunisian political family. The commitment to consensus protected Tunisia, with the help of God, from the storm of counter-revolutions that struck the Arab spring. The Tunisian model, which nears the completion of its transition phase, will now focus its efforts on stimulating the economy and encouraging private initiative, entrepreneurship and investment in order to create jobs and improve the living conditions of the daughters and sons of Tunisia. Tunisia has succeeded in maintaining its external infuence as a shining inspiration, winning the admiration of the entire world for its success in an environment where failure Legislative elections (26 October 2014) 6 and turmoil prevail. The political elite in Tunisia can be proud of what it has accomplished for Tunisia and for Arabs, Muslims and all partners of our country; and the Ennahdha Movement had a signifcant if not the most signifcant contribution to this success. Tunisia has succeeded in foiling plots against its revolution, avoiding the fate of other revolutions in the region. Moreover, it has achieved levels of growth that are comparable to pre-revolution levels, despite the increase in protests and strikes, and has also succeeded in increasing spending on development and social welfare. In conclusion, Tunisia has succeeded in building the foundations of its newborn democratic system and dismantling the shackles of authoritarian rule. Today, it looks forward to moving onto the next mission: that of economic progress and development and overcoming the heavy legacy of crises inherited from the past decades. These are the fruits of dictatorship and the inability of the former development model to grow the economy, generate jobs and reduce regional disparities. Now that Tunisia has attained its political goals of establishing strong, fair, elected political institutions able to achieve stability and development, Tunisia today is moving onto its third transitional phase, a phase of economic takeoff, in order to achieve its great dream of renaissance and inclusive development. We want to achieve economic prosperity for all daughters and sons of Tunisia, for this generation and future ones. We want to achieve the necessary balance between freedom, social justice and the security of citizens. We want to build an active and effective diplomacy that helps Tunisia open up onto its African, Arab, Asian and Mediterranean horizons and establish partnerships with them that strengthen our partnership with the European Union. Dear Tunisian men and women, you have today a historic opportunity, as the focus of the worlds admiration and its willingness to to stand by your side and help achieve the success of your experience as an alternative to the terrifying images of terror and tyranny here and there. Before you is a historic opportunity to achieve a dream for which entire generations paid a heavy price: to see Tunisia free, beautiful, prosperous, embracing modernity and infuencing it, while at the same time rooted in its identity and proud of it. This dream is within your reach, and you can make it happen if you trust in yourselves, remain Legislative elections (26 October 2014) 7 unifed, overcome the tendencies of division and confict, embrace the art of consensus and the wisdom of managing conficts in a civilised manner far from all kinds of hatred and exclusion, and commit to the path of dialogue and the relentless search for what brings us together rather than what sets us apart, for the constructive rather than destructive. Tunisia is a trust in all of our hands. Let us all work together to achieve this great dream. God says: And put your trust in Allah if you are believers indeed. And He says Verily! They see it afar off, but We see it (quite) near. As Ennahdha Party prepares for this electoral challenge, it is conscious of the high expectations of Tunisians and appreciates the level of its responsibility it bears as one of the most important national actors concerned with ensuring the success of the democratic transition and securing Tunisias establishment of a successful democratic model that inspires hope in a better future and achieves the desired economic growth. Tunisias path towards the future requires the acknowledgement and consolidation of what we have accomplished through our cooperation and unity in some areas, and overcoming the shortcomings encountered in others. II. Our Contribution to Serving Tunisians The troika government took the reins of power after the 2011 elections in a challenging regional and international context characterised by major economic diffculties and security problems that threatened the stability of the country and exacerbated its general situation especially in light of the increasing danger of terrorism created by the explosive situation in Libya. State institutions were weakened and fragile and their authority undermined due to the post-revolution insecurity and social breakdown. That dictated the need to frstly secure the country from the risk of chaos and security failure, preserve state institutions against collapse and protect national unity against disintegration. It is worth recalling the post-revolution decline in overall economic performance in 2011 illustrated by a steep decline in the growth indicator (-2%) because of the disruption of production in most economic sectors, the worsening of unemployment (18.9%), the erosion Legislative elections (26 October 2014) 8 of currency reserves by the equivalent of approximately 30 days, the worsening of debt by more than four percentage points (from 40.4% to 44.6%) and the increase of the budget defcit by more than two points (from 1% to 3.3%). All that was coupled with increasing social demands and acute political tensions. Despite these diffcult circumstances, the coalition government led by Ennahdha exercised its tasks responsibly and honestly which resulted in the achievement of signifcant accomplishments in many areas, summarised as follows: 1: Political and human rights levels : The coalition government, and Ennahdha in particular be it through its political leadership or its parliament members played a signifcant role in the following: Securing the country from the perils of anarchy and chaos and ensuring the continuity of the state and public utilities; preserving social peace and protecting the fedgling democratic experience through dialogue and consensus and even through conceding power to ensure the success of the transition process and protect it against any relapse. Writing a consensual constitution that combines the values of Islam and modernity, guarantees rights and freedoms, secures the future of coming generations, establishes a republican democratic and participatory democratic system that supports the civil nature of the state, the peoples sovereignty, independence of the judiciary, social justice and equality between all female and male citizens, gives power to the regions to be run by elected councils in the framework of decentralisation, and guarantees the establishment of a number of independent constitutional commissions. Maintaining public and private freedoms and the societal model and supporting civil society and engaging it as a partner. Combatting corruption, supporting related commissions, creating a judicial fnancial centre and beginning to restore misappropriated funds. 2: Economic and fnancial levels As soon as it came into power, the coalition government kick-started a set of policies and reforms that helped overcome the diffculties of the heavy legacy inherited from the pre- Legislative elections (26 October 2014) 9 election governments and succeeded in gradually taking the economy towards recovery, restoring a positive economic growth pattern (from -2% in 2011 to 3.6% in 2012 and 2.6% in 2013) and reducing the unemployment rate (from 18.9% in 2011 to 15.3% by the end of 2013). Moreover, the government managed to mobilise the countrys needs from external resources to fnance development and government programmes in collaboration with international economic partners, attracted more foreign investments which grew by 80% in 2012 and 15% in 2013 after a decline of about 30% in 2011, and made the necessary efforts to control prices and ensure market supply. 3: Social level Social spending reached around 60% of the state budget and 25% of GDP, all allocated for the implementation of programmes and projects in the areas of health, education, training, employment, social welfare and public services. The troika government provided 50,000 needy families with grants and increased the amount of the grants by 45%, as well as launching the social housing programme. In addition, the minimum agricultural wage was raised to equal the industrial minimum wage and both were increased. The scope of social security coverage was expanded and new tax measures adopted for the beneft of vulnerable groups such as exempting people with annual income below 5000 dinars from taxes. 4: Legislative and institutional reform Along with urgent and necessary measures to address the new situation, the government embarked on a series of legislative and institutional reforms including the reform of the banking and tax systems, completing the legal framework for Islamic fnance, the ratifcation of a new investment code and a new law on public-private partnerships, and the enhancement of the legal framework governing public procurements. In addition, a comprehensive reform programme was outlined to reform the judicial system and related professions and develop the national court system, as well as initiating a review of the health sector and reform of the vocational training system in order to better meet the requirements of development and the needs of the economy. Legislative elections (26 October 2014) 10 5: Development The government increased the development budget and accelerated the pace of project implementation by taking a set of actions and reforms, such as the facilitation of the change of agricultural land vocation for the implementation of the social housing programme, the creation of industrial zones in central regions, enabling the civil society to participate in development planning and follow up their implementation to overcome obstacles and diffculties in order to improve the living conditions of citizens and create new jobs. Spending on development rose by more than 20% to reach over 9000 million dinars over two years, most of which was directed towards central deprived regions. The implemented projects focused on the improvement of road infrastructure, the protection of cities from fooding, the development and modernisation of industrial infrastructure, the undertaking of agricultural development projects such as dams, irrigation zones, farming pathways and access to drinking water, in addition to extending sewage systems and public lighting, home renovation and establishment of public facilities and spaces, most notably starting the urban renovation and development of 119 popular neighbourhoods inhabited by approximately 700,000 inhabitants, increasing fvefold the allocations for regional development, expanding the programme of integrated development, supporting programmes for the creation of micro-enterprises in central Tunisia, and the creation of the Supreme Committee for Major Projects as a transparent and effcient institutional framework. III. Our Objectives for Tunisia in the next phase Refecting on the countrys evolution through history over the past century and a half, one can discern a growing three-dimensional awareness among the people and their cultural, political and administrative elite, stimulating a continuous dialogue: The frst dimension is consciousness of civilisational backwardness relative to the progress achieved by other nations granting them strength, pride and prosperity. This progress is due to the emancipation of minds from illusions, and the liberation of governance from autocracy. Legislative elections (26 October 2014) 11 Second is the deep awareness of the urgent need to bridge this gap through the acquisition of modern sciences and technologies and the development of administrative and political institutions in order to achieve effciency, modernise means of production and eliminate the scourge of tyranny. The third is the strong belief in the validity of Islam and its heritage as cultural and moral references and a solid basis for this modernising reformist project through re-interpretation and renewal and by reactivating the dialogue on contemporary issues, sciences and achievements. We, Ennahdha, believe in the necessity of activating the noble human values stemming from our religion and from the cultural and civilisational heritage of Tunisian society and its Arab and Muslim identity, such as solidarity, social justice, family cohesion, combating corruption, rationalising consumption, upholding the values of hard work, competence, merit and integrity, and strengthening the sense of patriotism. To achieve democracy and economic prosperity and to strengthen the unity of our society and its capabilities, we need to entrench these values in our educational, cultural and media programmes. Ennahdha Party, which regards itself as a continuation and evolution of the political, social and cultural mission of reform in Tunisia, bases its determination of the objectives of the coming phase on: A deep awareness of the achievements of our country before the revolution, and what has been accomplished after the revolution An understanding of the diffculties and challenges it faces both internally and externally A clear perception of the changes and instabilities witnessed by our regional and international surroundings, which are set to continue for years to come A close interrelationship between the various economic, social, political and security felds upon which the project of our nations progress depends. Ennahdha believes that the objectives of the next phase are principally: Legislative elections (26 October 2014) 12 First: Political feld - A Strong State, a Free Society and a Dignifed Citizenry We will continue the efforts of building democracy to break with tyranny, corruption and the violation of human rights, and to build a democratic system based on citizenship, respect for freedom, equality in rights and duties and the supremacy of the law, the initiation of decentralisation and the formation of all the commissions necessary for the full application of the new constitution and activation of its articles. The authority of the state is only established when the state is supported by popular will and elected institutions, when it abides by the law and establishes its rule, and proves its ability to achieve the political, cultural, economic and social goals of the revolution. Within this goal, completing the establishment of all democratic institutions and mechanisms is a top priority, as well as supporting civil society, developing media and political life, and the continuous refnement of the Tunisian democratic experience through dialogue and the search for consensus in support of political stability and to build relations between the various political and civil parties on the basis of mutual respect, cooperation, fair and honest competition and support for national unity. Included in this area also is combating terrorism and the culture of hatred, violence and division of society by inciting conficts within it. Second: Security Field We are deeply conscious of the security challenges experienced by the region and the dimensions of the security lapses that took place after the revolution, and of all the dangers and negative repercussions brought by these factors upon the security of the country, citizens, our national economy and on all areas of life. In order to overcome these challenges, we will intensify measures to fght crime and smuggling, to combat terrorism and dismantle its cells and to address the factors that fuel it such as poverty, traffcking, and the lack of proper religious understanding. We will continue to develop the military and security institutions in terms of their national mission, training programmes, operating methods equipment, working conditions and protection, governing laws and support development in its various aspects. We will seek to keep the security and military institutions far from Legislative elections (26 October 2014) 13 any political or media tensions and conficts, and from anything that may undermine their morale or violate their specifcities. We will also support partnership, cooperation and exchange of experiences with neighbouring countries and others in combating terrorism, organised crime and smuggling. Third: Economic and Social Fields Achieving economic progress and social stability requires supporting economic institutions and the development of a sound business climate, in addition to the restoration of the value of work and pursuing and accelerating major reforms in partnership with all stakeholders, the implementation of the social contract and the consolidation of dialogue and partnership with social organisations in order to facilitate reaching consensus. It also requires the support of policies related to families, youth, women and children. In this context, some necessary economic reforms need to be introduced to achieve economic prosperity and social well-being, including: Reform of the administration and the modernisation of its services; reform of the investment feld and the completion of fscal reform for further effciency, fairness and transparency; giving priority to the reform of the banking and fnancial system in order to guarantee the transparency of transactions and to support funding and investments, the diversifcation of incentives for small and medium businesses, and continuing to support regional development programs. Rationalising and controlling public spending and setting the relevant oversight and transparency mechanisms; reforming the subsidy system and directing it towards those who deserve it most; resolving the social and fnancial status of public institutions and improving their performance; accelerating the adoption of the necessary policies to overcome the accumulated defcit of social funds. Preparing a national plan for the reform of education in light of the consultations undertaken in order to improve the quality of our educational system and the quality of Tunisian qualifcations and to help schools and universities open up to their surrounding communities and institutions, and fnally implementing the Vocational Training and Legislative elections (26 October 2014) 14 Employment Strategy, which was prepared in 2013. Accelerating the organisation of municipal elections so that the permanent municipal bodies, with the help of regional and central authorities, can develop their capabilities, fnancial assets and working methods and address the issues of cleanliness, the environment and urban development. Fourth: Culture, Education, Science and Arts Ennahdha will work towards the development of culture and creativity in order to make our country a beacon for science and the arts through: The development of culture and its institutions and supporting resources for the various cultural activities such as music, theatre, cinema, visual arts and all other forms of arts. Supporting intellectuals, artists, writers and thinkers and improving their working conditions throughout their professional careers and after retirement. Consolidating local artistic activities and cultural events in the regions and profting from their civilisational heritage. Making Tunisia a regional centre for culture and media. Reform of the system of education and vocational training. Upgrading the quality of Tunisian universities and promoting scientifc research and technological development. Fifth: Transitional Justice and Combating Corruption There is no state authority unless it restores the rights of victims. We will ensure that the Truth and Dignity Commission carries out its historic mission with all independence, objectivity and transparency, thereby helping to address the injustices of the past, strengthen national cohesion, prevent the return of injustice and tyranny and achieve national reconciliation. We will intensify our efforts, especially with the achievement of stable political institutions after the elections, to fght corruption as a crime and as a culture and mentality that has been normalised for decades. In this context, Legislative elections (26 October 2014) 15 we will pursue our efforts to recover misappropriated assets and expedite the processing of the cases of confscated properties with total transparency. Additionally, we will continue the implementation of agreements related to transparency, good governance and the strengthening of oversight institutions, and beneft from the experiences of countries that have managed to successfully fght fnancial and administrative corruption.
Sixth: International Relations The revolution of freedom and dignity opened up new and broad horizons to developing the international relations of our country in order to serve its economic, cultural and political interests and consolidate its international outreach and to provide our people with new opportunities in various felds in a context of mutual respect and common interest. We will seek to strengthen Maghreb relations and activate the Arab Maghreb Union, Arab cooperation and the development of our relations in Africa and Asia while maintaining and consolidating our relations with our traditional partners. Priority will be given to the economic and fnancial dimensions in our foreign relations. IV. Our Programme: Towards a Rising Economy and a Secure Country Ennahdha Party, after the experience it had in power from which it gained expertise in the imperatives of economic renaissance, stability, security and social prosperity, proudly presents to all Tunisians its electoral programme for the 2014 legislative elections. This programme has been written with full awareness of the magnitude of the challenges that our country will face in the coming phase, particularly economic, social and security challenges. Looking to the future, our priorities focus on economic reform that creates wealth and opens up prospects for social development. The pillar of this reform is justice among the various social classes and regions, while the condition for its achievement is the successful establishment of security and stability and combating terrorism. We will build upon what Legislative elections (26 October 2014) 16 we have accomplished since the revolution - political achievements establishing the rights of citizens in a democratic society and maintaining a stable state - and upon the values that protect societys unity, enhance its cultural heritage, and open new prospects for its creative abilities. Our goal is achieving real citizenship for every Tunisian and turning their beautiful dreams into reality. Our objective is to see Tunisia glorious and Tunisians standing tall and proud. Our goal for Tunisia is to become a prosperous country with a solid economy, a country whose people can feel safe and enjoy prosperity thanks to their knowledge, hard work and generosity: My Lord, make this country safe and provide its people with fruits (2:126) Our national project is a project for all Tunisians in which the State and its institutions assume their responsibilities while society, individuals and organisations also assume their roles in a spirit of cooperation. Social and Economic Fields: Economic Reforms to Create Wealth & Generate Social Mobility We believe that the number one priority for the coming term is a successful economic transition that consolidates our successful democratic transition by achieving prosperity and growth and protecting the future of coming generations. We present here key solutions we propose in the social and economic felds that will form the basis for economic reform and development. Legislative elections (26 October 2014) 17 I. OUR ECONOMIC VISION Our experience in government enabled us to examine closely the depth of the economic problems of our country, most importantly structural weaknesses, inadequate ability to adapt to challenges in terms of competitiveness and employment, weak contribution of productiveness to growth, growth focused on sectors characterised by low added-value and low job creation, low levels of private investment in comparison to similar economies as a result of problems related to the investment climate, the weakness of institutional coordination, the complexity of administrative procedures, land ownership problems and the centralised and bureaucratic nature of procedures, in addition to the weakness of the foundations of good governance and the expanding informal parallel sector. These problems have accumulated as a result of development decisions adopted by successive governments in the absence of democracy, oversight mechanisms, transparency and accountability. Our party gained practical experience as a result of our contribution to governing the country after the revolution and our continuous efforts to secure and guide the transition process through political and security challenges and institutional obstacles. Based on this experience, the reforms we initiated, the positive results we achieved in the felds of growth and employment despite the diffculty of the democratic transition phase, and on our evaluation of the current economic, social and political situation, we believe that the economic decisions made over decades have proven their limited ability to achieve development, which calls for a review of economic choices and adoption of an alternative development model. Our economy possesses factors that enable it to recover and achieve high growth and employment rates if we accelerate the implementation of qualitative reforms and adoption of effective economic policies that contribute to creating more job opportunities and raising the competitiveness of our economy. The obstacles to growth and development in Tunisia go beyond purely economic obstacles, and include value systems that discourage work and respect of laws, the spread of corruption, the absence of good governance, the weakness Legislative elections (26 October 2014) 18 of social cohesion and the deterioration of the states role in developing human capital in general, and in particular through education and health care. We believe that further creation of wealth is necessary in order to resolve the problems of unemployment, poverty and social and regional inequality. Greater wealth creation is a principal step and pre-condition for a fair distribution of wealth so as to guarantee dignity for lower and middle classes, secure the future of coming generations and protect their environmental resources, and achieve social prosperity and economic advancement. We seek to build an inclusive development model based on: Social capitalism as a strategic economic choice built on honest and fair competition, social balance, free enterprise and solidarity, combining merit and fairness. Moving from a rentier economy to a genuine competitive economy through a defnitive break with nepotism, clientelism and instrumentalisation of political relations in the economic feld. Renewing the role of the state as a catalyst for growth, a regulator of market imbalances, a guarantor of social justice and equal opportunities and a protector of low- and middle- income groups. Our programme aims to achieve the following aims: A structural transformation of the national economy through high productivity, added- value and job creation. Combating unemployment, particularly among youth and university graduates. Addressing the development defcit between regions, social inequalities and poverty in all its forms. Improving the countrys fscal balances. Qualitative integration of the national economy into the global economy. Legislative elections (26 October 2014) 19 Within our economic vision, and to achieve the above aims, the economic part of our programme is built on fve pillars: Qualitative economic policies to develop the national economy. Structural reforms to provide a suitable climate for investment and growth. Ambitious national investment programmes to achieve a qualitative leap to stimulate the economy and develop all regions. A regulatory role for the state that combines economic effectiveness and social responsibility. Securing the future of new generations, to ensure inter-generational justice. We believe that the success of the economic transition is a guarantee for the success of our revolution and completion of the building of our emerging democracy. We believe that freedom cannot be frmly established and entrenched until people enjoy dignity and security - just as God describes His blessings Who has fed them, [saving them] from hunger and made them safe, [saving them] from fear. Our vision foresees Tunisia as a developed country thanks to the efforts of its people, who cooperate and share in the sacrifces and fruits of their efforts. II. QUALITATIVE ECONOMIC POLICIES TO DEVELOP THE NATIONAL ECONOMY We believe that there can be no development or growth without maintaining fscal balances in the medium term so as to guarantee economic stability and protection against fuctuations. A new development model can only be established if we defne the states role as a regulator and strategic actor in the economic feld and articulate a balanced active industrial policy with a clear vision and clear milestones for building a new and effective economic structure. In addition, new guidelines need to be set for engagement with the Legislative elections (26 October 2014) 20 global economic system and adoption of integration policies that support the nature of the national economic model. Thus Ennahdha Party seeks to: 1. Maintain internal and External Fiscal Balances in the Medium and Long Terms The 2011-14 coalition government was able to lift the national economy out of negative growth and set it on the path to recovery through adopting a calculated expansion policy which maintained most economic balances. The principle of maintaining overall economic balances requires: Adoption of plans to gradually achieve balanced public fnances without undermining the requirements for economic recovery or introducing ineffective austerity policies. Rationalising public expenditure and directing it towards investment and combating wasting of public funds. Reaching an economic growth rate of 5% on average over the next three years, to rise to 7% from 2018, on the basis of the success of the democratic transition and completion of the reforms initiated in 2012. Thus we aim to achieve an average annual growth rate in 2015-2019 of 6%. Seeking to increase the states own resources through tax reform and combating tax evasion. Maintaining the sustainability of public and external debt in the medium and long terms, limiting them to below 45% in the medium term. Reducing the percentage of external debt out of public debt from the current 60% to 40% over the medium term. Developing public funding through Islamic bonds to reach 50% of fscal markets. Gradual reduction of the state budget defcit to 3% over the medium term in a way that enables the sustainability of public debt and responds to the needs of a productive economy. Legislative elections (26 October 2014) 21 Controlling infation to reach no more than 4% in order to protect citizens purchasing power. 2. Adopting an active and productive industrial policy The transition to a new development model requires a structural transformation of economic production systems through raising capital through increasing investment, recruiting skilled workers and university graduates and achieving gains in the overall effciency and productivity of means of production. In order to achieve this, Ennahdha Party aims to: Design an effective industrial strategy supported by a fxed forward-looking and selective methodology that develops a select number of industrial and technological sectors. Determine sectorial priorities and set clear transparent objective criteria. Eliminate the disconnect between internal and external sectors and reform the tax system, while maintaining overall tax returns. Set and implement suitable sector strategies in cooperation and partnership with stakeholders in each sector. Develop cooperation between private and public actors to enhance the value chain. Support the fexibility and adaptation capabilities of businesses towards high- skilled jobs. Review and support the role of multiple state agencies in relation to the development of investment and exports. 3. Adopting Inclusive Policies Ennahdha Party aims to adopt more inclusive economic policies by: Structuring development programmes and economic incentives around reducing Legislative elections (26 October 2014) 22 the gap between different regions and supporting employment capabilities in the internal regions. Directing investment towards infrastructure to support integration between the regions. Supporting equal opportunities in access to public services in the felds of transport, education and healthcare and reducing the digital defcit between the regions. Seeking to support social solidarity and reduce inequality between classes, and combating poverty. Expanding the access of individuals and institutions to bank funding in order to obtain small and medium loans. Maintaining the purchasing power of the various social strata. Supporting competition in the various economic felds, particularly in the felds of investment and trade in all sectors. Building a national housing strategy, particularly social housing, dealing with various aspects of the sector (prices, rental policies, foreign ownership, land division and distribution, banking and tax incentives) in order to reduce the burden on lower-income groups and support their purchasing power. Establishing a national health strategy aimed at guaranteeing the effectiveness of the national health service at all levels, improving its services and ensuring equal access to health services without any discrimination. Activating the national vocational training strategy, which aims to develop human capital in line with the changing needs of the national economy. 4. Effective Engagement in the Global Economic System Engagement with the global economic system enables the strengthening of investment opportunities, reducing costs, encouraging innovation and developing knowledge. However, in order to ensure our national economy benefts from these opportunities, we must strengthen its ability to adapt in a way that takes into consideration the higher national interest, most importantly through: Legislative elections (26 October 2014) 23 A balanced and complementary partnership with regional zones to develop trade and exchange in all felds and share the fruits of development. Strengthening our position as an advanced partner with the European Union. Use of opportunities provided by the various agreements to valorise benefts and move from a demand economy to a supply economy. The adoption of temporary protection measures for some emerging sectors in line with the national industrial strategy and international trade agreements. III. STRUCTURAL REFORMS TO PROVIDE A SUITABLE CLIMATE FOR INVESTMENT AND STIMULATE GROWTH 1. Reforming the Investment System Ennahdha Party will continue the reforms it initiated in the feld of investment between 2011 and 2014. We will seek, through developing the investment code and competition code, to rid the investment climate of the traces of corruption that had prevented equal opportunities between citizens. We believe that working towards greater justice in access to markets, equal opportunities between economic actors, removing obstacles to private enterprise and facilitating the emergence of new investors are necessary for successful reform of the investment climate. We will seek to achieve this through the following measures: Linking incentives granted to investors to the level of their fulfllment of national economic priorities Simplifying investment procedures including those related to setting up local businesses abroad, creating a national investment commission as the unique point of Legislative elections (26 October 2014) 24 contact for investors, and adopting a unifed document for setting up a business. Eliminating the disconnect between export-oriented activities and those directed at the local market. Reducing the scope of activities requiring permits, while protecting the countrys strategic interests. Creation of a higher council on investment that includes representatives of the public and private sectors, to set national strategies in the feld of investment. 2. Accelerating Reform of the Banking and Financial Sectors We believe that accelerating reform of the fnancial and banking sectors is crucial for maintaining fscal stability, supporting fnancial solidity and funding the national economy. Ennahdha Party believes that this aim is best achieved through: First, re-structuring the banking sector : Revising the legislative framework of the central bank and supporting its independence and role of oversight and regulation. Regulating the states capital contribution to the public banking sector. Restructuring the banking sector to respond to international standards and development needs. Relieving bank budgets of classifed debts through transferring them to specialised structures and creating a fund to cover classifed loans in sectors of national priority. Setting foundations for good governance in bank management. Second, diversifying sources of funding : Creating regional development and investment funds in response to the funding needs of the national economy. Supporting the creation of a fnancial institution for small-scale funding, diversifying their products and services, and developing related legislation. Legislative elections (26 October 2014) 25 Supporting the role of the Tunisian Post in funding the national economy through developing its banking services, improving the percentage of banking coverage and funding projects in the regions. Completing the legal framework for Islamic fnance and diversifying available banking products through adopting Islamic banking products and making Tunisia an international centre for Islamic fnance. Encouraging public and private banks to use Islamic fnancial tools. Creating a part-private part-public Islamic cooperative fund in order to fund small and medium businesses based on musharaka and mudaraba. Encouraging the use of Islamic bonds in the fnancial market. Developing Islamic fnancing of small loans in the regions. Developing a genuine market for public bonds. Supporting the role of the fnancial market in funding the national economy. 3. Tax Reform Aimed at Tax Effciency and Fairness During its participation in government, Ennahdha Party initiated a gradual process of tax reform as part of a just and equitable reform project characterised by effciency, revenue and fexible procedures, guaranteeing transparency and neutrality, combating tax evasion and establishing the duty of tax payment. We believe that tax reform requires the development of the tax administration to make it effective and able to effciently implement policies, which we aim to achieve through: Reform of the direct taxation system through reducing the burden on low- and middle-income groups, reducing taxation on companies, and rationalising tax incentives and directing them towards national priorities. Reform of indirect taxation through simplifying the system of value added tax and expanding its application over two years, and setting exemptions that are less costly for state resources than the current system. Improving the conditions of VAT exemption to positively affect fnancial liquidity of Legislative elections (26 October 2014) 26 the taxed institution. Revision of the list of imported goods that are subject to deduction from taxable revenue so as to enhance the fnancial position of businesses. Revision of the approximative tax reporting system by restricting to small businesses and merchants and reducing the tax burden on low-income individuals. Supporting tax transparency by simplifying the taxation procedure and adopting transparency in fscal transactions and improving the performance of taxation contestation procedures. Combating tax evasion through an improved use of digital media, prosecuting tax crimes and developing the taxation legal process. Supporting guarantees for payees through further protection of payees, strengthening transparency and setting an effcient system for tax surplus returns. Modernising the taxation administration through developing information systems, supporting database access and re-structuring the central services of the taxation administration, including those dealing with major institutions. Supporting distance services to facilitate tax payment procedures. Developing local taxation and supporting the management capabilities of local authorities through quantitative and qualitative human resource support and moving towards tax sharing between the state and local authorities in order to develop the latters fnancial resources, particularly in relation to the funding of infrastructure projects. 4. Reform of Public Institutions Public institutions suffer from a variety of problems on the level of governance, fnancial imbalances, lack of strategic vision and weak competitiveness. Therefore we believe that their reform is an economic and social necessity, particularly the rationalisation of strategic institutions that play a pioneering role in strengthening and supporting the national economy, achieving social security and providing the basic services required by wide sectors of society. We believe that this reform is to be achieved through the following policies: Legislative elections (26 October 2014) 27 Addressing the fnancial and social diffculties of a number of public institutions in order to achieve recovery and regain economic effectiveness. Linking the states contribution to the fnancial recovery of public institutions to their adoption of future plans for fnancial and social soundness. Granting public institutions independence in planning, management and funding, fexibility in accounting, and facilitation and acceleration of procedures within a framework of good governance and transparency. Supporting public institutions through providing highly-qualifed human resources in the feld of management and setting the necessary mechanisms to grant them the minimum salaries awarded in the private sector. Expanding the use of management by objectives performance management system and setting economic effciency indicators for public institutions. 5. Reform of Social Funds Change in the demographic structure has led to a growing defcit in social funds, which calls for an urgent review of the social fund system and proposing solutions for their problems. We believe that immediate solutions must include diversifying sources of funding and giving priority to reforming the retirement and social security funds. As for the medium term, we believe reform must take place on two levels: First, building a base for social protection based on three pillars: Guaranteeing a minimum level of income and health coverage for every citizen. A distributive system that guarantees retirement payments and health coverage up to a fxed amount. An optional complementary system that guarantees distribution according to the percentage of contributions. Second, re-structuring social funds. Legislative elections (26 October 2014) 28 6. Rationalising Subsidies and Directing them to the Most Needy Direct and indirect subsidies have reached high levels - currently over 5 billion dinars, which is equivalent to 7% of GDP. Fuel subsidies constitute the largest proportion. Ennahdha Party proposes to continue the rationalisation and reform of the subsidy system by: Maintaining the same policy adopted in subsidising basic goods. Adopting a gradual plan for selective rationalisation of fuel subsidies in a way that protects purchasing power. Directing subsidies to those genuinely in need in order to protect the middle-income groups, guarantee the purchasing power of low-income groups, and achieve social justice. Setting the necessary mechanisms to protect the competitiveness of farmers, fshermen and economic institutions in production sectors linked to the fuel subsidy system. 7. Incorporating the Informal Sector into the Organised Sector Limiting the expansion of the informal economy and setting a strategy to reduce it and incorporate it into the mainstream sector are vital. We propose to do this through: Encouraging voluntary engagement in the normal economic cycle through a number of incentives and facilities. Gradually eliminating the sources feeding informal activity, taking into consideration the social vulnerability of border regions and social groups relying on the informal sector. Giving absolute priority to the separation of parallel trade from terrorism, organised crime and customs fraud. Improving the conditions of workers in fragile production sectors such as agriculture and construction and seeking to integrate them into social welfare systems. Developing the Human Resources Training System A successful transition to the new development model necessitates the development of the training system for human resources in order to provide skills and qualifcations which can contribute to developing and strengthening the competitiveness of the national economy and achieve a growth rate that opens new horizons for all sections of society and enables the creation of jobs for youth and the reduction of unemployment. In this respect, it has become necessary to review the adopted policies in human resources development and make deep-rooted changes, through: Introducing structural reforms of the university education and vocational training systems in order to improve the quality of human resources development and achieve a better match between graduates of the education and training systems and the needs of the job market. Increasing the share of the scientifc research budget as a percentage of GDP in the next ten years to reach the level of developed countries. Developing private higher education, improving its structure, organising it and ensuring the quality of its services to enable it to be among the important sources of foreign currency for the country. Encouraging the private sector to invest in integrated training centres and incentivising economic institutions to develop continuous training for their employees by simplifying procedures. Raising the training grant to 100 dinars and expanding it to all social classes for priority vocational training specialisations in order to make them more attractive and fulfll the needs of the job market for specialised skilled workers. Doubling university grants to 120 dinars and increasing the number of students benefting from the grants. Towards a knowledge revolution to support the economic revolution Legislative elections (26 October 2014) 30 IV. Economic Advancement Plan: Major National Investment Programmes 1. National Programme for Developing Infrastructure & Logistics Improving infrastructure and logistics is among the most important conditions for economic advancement and among the means of developing deprived regions. This includes renovation of land, sea and air transport networks and all related logistical services. In this regard, we intend to increase the public investment budget by 10% annually. The principal pillars of this programme are: Continuing the building of the Wadi Zarqa-Bousalem and Sfax-Ras Jedir motorways; completing the last part of the Maghrebin motorway between Bousalem and the Algerian borders by 2019 and the motorway between Tunis, El Fahs, Kairouan, Sidibouzid, Gasserine and Gafsa, developing this network towards the internal regions and creating junctures to link the main cities to it, and building the beltway road system around Greater Tunis. Improving the returns from commercial ports such as Rades Port by expanding the latter and equipping a major logistics zone around it, revising the accounting system and rationalising material and human resources of the various institutions involved in the port. Building a deep-water port that would enable the accommodation of new generations of large ships and contribute to accelerating and reducing the cost of shipping. Opening Tunisian air space and completing the project of opening up air travel with the European Union through the open-sky project, while maintaining national gains resulting from previously ratifed bilateral air agreements, equal opportunities and the development of national standards for the air industry to European levels. Developing, renovating and expanding the rail line network, through speeding up completion of the express rail line in Greater Tunis and inaugurating a metro line project in Sfax and express lines linking Algeria, Tunisia and Libya, as well as the line linking Tunis and Gasserine. Legislative elections (26 October 2014) 31 Building developed infrastructure in major cities through road interchanges and around the city beltways and modernising the road network in those cities. Launching a national programme to renovate 7,000 km of roads - equivalent to 50% of municipal roads - as well as improving street lighting and road traffc and safety. 2. National Programme to Achieve the Digital Transition Ennahdha Party aims to achieve Tunisias full Digital Transition through: Expanding communications infrastructure throughout the countrys regions to enable all citizens to have access to high-speed internet. Digitising central and local administration to provide administrative services online and support effciency and transparency in state services. Establishing developed and integrated information systems in the felds of healthcare, social benefts, taxation and the judiciary in order to improve effciency and develop services. Digitising the educational system, adopting an electronic school bag, equipping schools and colleges with digital systems and connecting them to high-speed internet. Expediting completion of the Intelligent Tunisia project due to its capacity to provide high-skill jobs and encourage investments. 3. National Programme to Attract Private Investment into Major Projects This programme aims at attracting investments into major projects whereby the state commits to preparing the areas concerned in order to host such projects while investors commit to building developmental economic projects in the internal regions, as part of a vision of horizontal development channels in order to ensure equality between growth indicators in the internal regions and other national development centres. Legislative elections (26 October 2014) 32 V. Economic Activities Support Programmes 1. Programme to Generate Jobs & Reduce Unemployment Ennahdha Party considers the question of employment to be a development issue principally, the resolution of which requires the adoption of diverse processes: developmental, structural, fnancial and legislative. We aim to reduce unemployment to below 10% in the medium term, and raise the rate of employment from 2.1% currently to 3%. We also aim at reducing youth and graduate unemployment to half the current rate. In addition to economic reforms that will contribute to raising investment, developing exports and renovating the institutional fabric in order to increase economic effectiveness and create more jobs, Ennahdha Party will also seek to: Reduce the unemployment rate among youth and graduates by more than half. Reduce inequalities between the regional unemployment rates by addressing unemployment in the worst-affected internal regions through directing job creation. Introduce structural reforms in the higher education and vocational training systems in order to improve the quality of human resources training and matching the graduates of the education and training systems to the needs of the job market. Create a unifed public body dedicated to supporting new small-business holders in terms of management, accounting and marketing in order to develop mechanisms of support and follow-up and ensure the sustainability of new projects. Sign agreements with major employers in particular to provide recruitment programmes complementary training for university graduates. Set sector-based fnancial and tax incentives to encourage institutions to recruit and link the provision of direct and indirect incentives to recruitment. Create an unemployment insurance fund that protects dismissed employees and economic institutions against unforeseen economic conditions. Support job centres through human resources, modernising their equipment and Legislative elections (26 October 2014) 33 developing and simplifying procedures with the aim of supporting their role of mediation between job seekers and providers. Revise employment legislation to support workers rights and guarantee adequate working conditions, which would positively impact on the productivity of economic institutions and improve their competitiveness. 2. National Programme of Economic Restructuring & Supporting Exports This programme aims at raising added value, moving towards proftable sectors, improving productivity of economic institutions and increasing the attractiveness of the national economy to foreign direct investment, through: Drawing a map of potential promising economic sectors and activities with high productivity and added value, and dedicating resources and directing privileges, incentives and assistance towards those sectors and activities. Renovating the fabric of small and medium economic institutions through launching a programme of technological renovation and development of production systems and accounting methods so as to support their proftability and competitiveness. Pushing traditional sectors such as textiles and mechanical and electrical industries towards advancement in the international value chain. Diversifying markets for Tunisian exports and focusing on African markets and emerging countries, and devoting the necessary resources for that. Doubling Tunisias advanced technological exports over the next fve years. Cooperating with neighbouring Algeria and Libya to create free trade zones in the border regions in order to activate trade exchange. Legislative elections (26 October 2014) 34 3. Tourism Sector Development Programme This aims at improving the proftability of the tourism sector, which is a strategic sector for the national economy, increasing its share of global tourism and increasing its foreign currency returns over the next fve years, by : Diversifying touristic products, targeting promising new markets and improving air travel links to them. Reforming the training system and improving the quality of services. Building a real partnership with tourism professionals to address the sectors concerns, particularly debt, funding, training and marketing. Creating a specialised body for the development of desert tourism based in Southern Tunisia and devoting the necessary resources to it. Seeking to dedicate part of the countrys hotel capacity for domestic tourism and offering them to Tunisians at reasonable rates. 4. Economic Diplomacy Programme This aims at turning Tunisia into a services centre for Africa and its gateway to EU countries and the rest of the world. We will work towards that through: Developing Tunisia as a destination for Africans in the felds of health services, education, and vocational training. Assisting African countries to train their professionals in the framework of technical cooperation. Encouraging Tunisian professionals to work in African countries through bilateral agreements and private initiatives. Increasing diplomatic presence in African countries and opening new direct fight connections to African capitals. Facilitating visa procedures and ratifying bilateral agreements to protect investors, Legislative elections (26 October 2014) 35 unify the rate of tax and liberate trade exchange. 5. Programme for Including Tunisians Abroad in Supporting Development Over the next fve years, Ennahdha Party will work towards developing relations with Tunisians abroad and facilitating their contribution to supporting the building of democracy, developing good governance and developing the national economy, through: Establishing the High Representative Council for Tunisians Abroad. Attracting Tunisian professionals abroad to integrate them into public and private institutions through setting privileges such as further fexibility in recruitment contracts and in the exchange of foreign currency income. Granting every Tunisian living abroad the right to import a second car via the defnitive return system (FCR) provided it does not exceed fve fscal horsepower. Allowing Tunisians living abroad to renew their cars under the defnitive return system privilege every 15 years. Creating Bledy bonds to fund major development projects that are open to Tunisians abroad, to be paid in local currency. Opening universal administrative desks for Tunisians abroad in internal cities to bring services closer to their areas of residence, and developing online consular services. VI. A Regulatory Role for the State Combining Economic Effectiveness & Social Responsibility Ennahdha Party proposes a comprehensive economic and social approach that liberates the capabilities of economic players while at the same time securing the resources of weak- and middle-income groups and protects their ability to lead a dignifed life. We consider the principal condition for that to be combining economic reform programmes with social programmes that support the resources of weak- and middle-income groups. In this respect Legislative elections (26 October 2014) 36 we aim to: Activate the social contract through the National Council for Social Dialogue to achieve stability, prevent labour conficts and to establish a healthy social climate inside economic institutions. Consolidate the social role of the state in protecting weak and vulnerable groups through increasing the needy families grant to 150 dinars. Improve the governance of social welfare programmes through adopting a unique identifcation number for citizens and building a database to update poverty and needs indicators in order to enable targeting those in need of social welfare programmes on the basis of objective criteria. Expand social solidarity grants and access to basic services such as housing and childcare. Support workers purchasing power through the organised increase of the minimum wage by no less than the infation rate. Maintain middle class purchasing power through updating criteria for family grants. VII. Securing the Future of New Generations 1. Achieving Energy Security Ennahdha Party regards securing future energy needs as one of its central concerns. We will seek to achieve that through: Outlining a national strategy to resolve energy defcit and encourage investment into oil and gas. Incentivising research and development and national and foreign investment into renewable energy sources which constitute a promising sector and a principal catalyst for future industrial development in order to reach the target of 30% renewable energy by 2030. Legislative elections (26 October 2014) 37 Revising the fossil fuel code towards encouraging investment in energy within a framework of transparency, protection of national interest and sovereignty, respect of the environment and development of search regions. 2. Addressing Water Scarcity Ennahdha Party is conscious of its responsibility to secure the future of coming generations in relation to food and water, and is concerned about the falling of the individual share of water resources under the scarcity level (500 m 3 ) and the negative effects on underground waters as a result of intensive and unregulated use which violates the requirements of sustainable development. Thus we aim to: Protect the area of Bousalem against foods by building new dams (Melleg el-Aloui, Khalled, Tesa) and doubling the canal of Mejreda. Increase the use of treated water for agricultural uses according to environmental criteria particularly population size. Build seawater desalination stations to address the shortage of drinking water in the South-West. Maintain and renovate the network of drinking water. 3. Agricultural Sector Development We consider agriculture to be a strategic sector that requires clarity in setting policies and implementing them gradually until we achieve self-suffciency in basic goods such as grains and meats. We also believe it is crucial to ensure Tunisias position as a regional and global pioneer in products where it possesses high competitiveness such as olive oil, citrus fruit and dates. Thus we believe that the following measures are required: Outline a national programme to reform the agricultural sector aimed at reforming the property structure and turning farms into economic institutions with advanced Legislative elections (26 October 2014) 38 technological input. This requires: 1. Developing legislation in order to reduce land fracturing and division of lands by encouraging joint use. 2. Stimulating the property market by encouraging young people to buy agricultural lands and practice agriculture and provide them with incentives and facilitations. 3. Elaborating suitable formulae for using dead or neglected lands. 4. Adopting a policy of training, support and awareness of the importance of the land property aspect in agricultural development. 5. Encouraging complementarity, integration and mechanisation and helping the sector to achieve a technological leap. Create a higher education institution specialised in agricultural guidance, methodological training and communication techniques, and set a scientifc research programme that enables the development and adaptation of cattle feed grains and production of alternative feed to replace imported corn and soya. Implement a programme for renewing and increasing the national reserve of olive trees and promote the of drip irrigation systems. Encourage investment in sectors with high global competitiveness and develop exports by: 6. Supporting competitive products according to opportunities in global markets and partnerships ratifed with EU countries. 7. Renovating production systems and support their transformation and processing industries. 8. Developing Tunisian trademarks indicating source and quality. Increase forest coverage to 16% by 2019 and the share of natural reserve areas in the total area of forests from 17% to 20% and include professional bodies in the protection of forest and grazing areas. Put in place a pricing policy for producers aimed at achieving self-suffciency in wheat, utilising available irrigated areas and raising the currently low hectare return. Legislative elections (26 October 2014) 39 Raise the level of national investment in the agricultural sector from 10% to 20% within the next 20 years. Rationalise use of fshing resources and develop the fsh-farming sector so as to guarantee the improvement of fshermens lives, sustainability of fsh resources and the rights of future generations, through: 9. Continuing the policy of biological recess in the fshing sector and adopting a social approach that helps fshermen during the recess period. 10. Developing fsh production through fsh farming to reach 30% of the total fsh production by 2019. 4. Protection of the Environment Our approach to economic reform has as one of its pillars protection of the environment as a strategic resource that belongs to future generations whose management should be based on sustainability and fairness. The environment is one of our key priorities and we aim to devote to it the attention it deserves and provide the necessary human and fnancial resources and set programmes and projects that are tailored to the specifcities of each region, in order to transform them into competitive differentiators on the national, regional and international scales. Ennahdha Party aims to: Focus in the coming fve years on achieving further progress on mainstreaming environmental concerns into the felds of agriculture, energy, transport and other sectorial policies and all other sectors. Support a green economy through incentivising the creation of biological and environmental projects within the feld of sustainable development in a way that supports exports. Encourage scientifc research in the feld of environmental technology. Modernise transport systems and develop bus feets taking into consideration environmental criteria. Provide a clean environment and move towards recycling so as to make this feld a Legislative elections (26 October 2014) 40 catalyst for development and job creation through use of modern technology. Pay special attention to the most-polluted regions by preparing studies and putting in place special procedures for purifying and protecting them, such as Gabes, Gafsa, Sfax, Ben Aroud, Bizerte and others. Devote additional privileges to the islands of Djerba and Kerkena in a way that takes into consideration their specifc environmental vulnerability and improves their environmental conditions. Basic Services: Providing the Foundations for a Dignifed Life and Limiting Inequalities between Regions and Groups Ennahdha Party believes that among its most important duties is improving the quality of basic services for citizens, such as housing, education, healthcare and a clean environment, so that we move closer to achieving justice between groups and regions. I. Improving Health Services Ennahdha Party aims to achieve a comprehensive sustainable health coverage on the basis of fairness and equal citizenship that guarantees the right of all sections of Tunisian society to beneft from the health services they need and provides them with high-quality health services, by: Developing basic health services, improving the maintenance of frst-line institutions including local hospitals and basic health centres, supporting them through providing more medical staff, medicines and equipment, and activating national programmes. Increasing the capacity of hospitals from 21,000 to 26,000 beds within fve years. Developing the health map of internal regions to achieve regional balance by renovating regional hospitals and building specialised regional medical centres for the Legislative elections (26 October 2014) 41 treatment of cancer, obstetrics and gynecology and paediatric medicine. Establishing an integrated information system and adopting a unique identifcation number and electronic health fle for every citizen to enable the organisation, follow up and oversight of all health services and facilitate the process for patients. Organising, implementing and overseeing patients rights in hospitals including the improvement of reception quality, residence and waiting conditions (training nurses in reception techniques, reviewing hospital architecture, setting up a centralised appointment system and other measures). Guaranteeing medicine security by encouraging the development of national pharmaceutical industries in order to raise the percentage of nationally produced medication out of the total consumed from the current 49% to 60%, through better management of current facilities, building new units, rationalising consumption by expediting the regulation of treatment of protocols on the basis of which payments are made through the health coverage system and the promotion of the use of generic medication. Optimising and activating the great economic capabilities of the health sector through developing health tourism and pharmaceutical industries and supporting the sectors global reach and ability to export health services. Devoting attention to the feld of advanced medicine and medical and biological scientifc research and strengthening its human resources. II. Urban Regeneration, Provision of Adequate Housing and Improving Neighborhood Cleanliness The land resource situation in the country sets real estate ownership and administrative challenges that call for a comprehensive and forward-looking vision covering the entire country. A large proportion of projects have been obstructed due to land problems or as a result of the prolonged and complicated process to prepare and update land use models. Thus, over the next fve years, we aim to: Legislative elections (26 October 2014) 42 Create a national regeneration model embodying future development trends based on a national strategy for resolving remaining land problems. Set up a digital national map of land resources. In order to provide adequate housing to all citizens in need, we aim to: Revise housing policy and develop mechanisms to respond to the growing need for housing, and control prices to enable citizens to access adequate housing at reasonable prices. Continue the social housing programme and seek to diversify its forms and expand the number of those benefting from it. Provide property savings and establish new urban areas comprising all necessary amenities and basic facilities in the felds of youth, children, sports and culture in order to reduce land prices, alongside developing the public transport system to facilitate the link between these areas and administrative centres. Develop a national middle-class housing strategy based on Islamic fnance tools such as musharaka and munaqasa. In order to improve cleanliness, we aim to: Create professional cleaning services specialised in sanitation, environment and maintenance tasked with cleaning and maintaining cities and public amenities. Implement a programme of renovating popular districts and redesigning city centres. III. Improving Integration and Balance between the Coastline and Internal Regions In order to achieve a balance between Tunisias coastal and internal regions, Ennahdha Party aims to: Review the territorial division of the country through creating horizontal districts that are geographically, economically and demographically harmonious, and encourage the emergence of major urban centres in the internal regions that would stimulate economic Legislative elections (26 October 2014) 43 and social development. Devote 20% of the public investment budget to regional development. Continue to rely on scientifc regional development indicators in the allocation of the regional development budget to the regions. Adopt the development of infrastructure in internal regions and deprived districts as a priority for the coming government. Develop the motorway network over the short and medium terms through completing the motorway network linking internal and coastal regions. IV. An Effective Educational System that Develops Critical Thinking & Encourages Creativity Ennahdha Party believes that the education system is the robust foundation for the development of balanced, talented, well-rounded individuals. Thus we devote absolute priority to education given its importance in building society and achieving its members aspirations. We believe Tunisia needs an educational policy that stresses the centrality of effective, proactive students, and develops the characteristics of teachers as rooted in Arab-Muslim culture while being open to universal values. Based on the conviction that education is a strategic sector for the achievement of comprehensive development and the formation of free, proud dignifed citizens, we aim to: With the involvement of all stakeholders, diagnose the crisis in the educational system in its teaching, school culture and institutional levels in order to initiate an effective and genuine process for comprehensive, deep-rooted and gradual educational reform that incorporates all the accumulated efforts of previous reforms in the Tunisian educational system and addresses challenges such as school under-achievement and drop-out. Extend access to the free compulsory preparatory pre-school year to all public primary schools. Legislative elections (26 October 2014) 44 Initiate short-term reform by reviewing school day hours and developing curriculum content and updating them to be in-line with up-to-date advances and modern sciences, improving and diversifying pedagogical methods and reviewing the evaluation system towards a greater emphasis on complementary skills training in the educational feld. Develop school support mechanisms in a way that elevates teaching quality and takes into consideration the social conditions of low- and middle-income families and ensure care and support services for pupils with learning diffculties. Reform, organise and expand Arabic language teaching services for children of Tunisians abroad and familiarise new generations with Tunisian culture. Establish the principle of life-long continuous training and outline and implement programmes for the training of teachers in pedagogical tools and modern teaching methods. Outline a national plan and allocate the necessary resources to renovate schools, particularly in the internal regions in order to remove inequalities between the regions and stimulate school-life with the aim of developing cultural, artistic and sports activities as a principal component of school life. Improve the social conditions of teachers, administrative staff and support staff Establishing Security & Stability and Combating Terrorism I. Combating Terrorism Terrorism constitutes a dangerous and destructive regional and global phenomenon from which our country has not been spared and which threatens stability. Most countries address this phenomenon through a variety of approaches and methods. Ennahdha Party considers terrorism to be the biggest danger for national security which must be combated as part of a process of close regional and international cooperation. Thus, it aims to: Legislative elections (26 October 2014) 45 Adoption of a security-judicial approach Ennahdha Party aims to adopt a security-judicial approach to combating terrorism based on: Regional and international coordination and provision of human, material and technical resources for the concerned bodies to eliminate this phenomenon. Honouring the victims of torture from security and military personnel for their defense of the nation and committing the state to comprehensive care for their family members. Dismantling the infrastructure of terrorism in terms of funding, logistical support and communication networks. Increasing sanctions against incitement to commit terrorist acts and glorifcation of such acts within a specialised judicial framework. Adoption of a comprehensive preventive approach that addresses the various intellectual, educational, cultural, social and economic dimensions feeding this phenomenon. To achieve this, Ennahdha Party aims to: Raise awareness of the dangers of terrorism by introducing content into educational, media and religious programmes in order to refute its religious bases, promote the values of tolerance and moderation and oppose all forms of extremism and violence. Task a specialised commission to engage in dialogue with members of takfri groups inside prisons in order to reform their mistaken views and convictions. Create a security intelligence centre and a military intelligence centre specialised in combating terrorism. Legislative elections (26 October 2014) 46 II. Combating Traffcking We believe that traffcking is a complex phenomenon with various economic, social and security dimensions. This means that addressing and overcoming it is of extreme importance for strengthening the economy, eliminating security threats and providing social solutions for concerned groups. Thus our policy on combating traffcking aims to: Strengthen the human and logistical capabilities of specialised anti-traffcking units. Incentivise members of these specialised units working in distant and desert regions through special bonuses. Re-activate cooperation with neighbouring countries by strengthening surveillance systems at border crossings, ports and airports. Establish free exchange zones in cooperation with neighbouring countries and improve the investment conditions in border regions in order to create alternative jobs and limit parallel trade. III. Securing the Country Against Chaos, Violence and Crime Ennahdha Party is committed to continuing the process of security reform that has already been initiated, through: Intensifying structural and legal reforms by developing the organic law for the security institution and the laws regulating its dealings with the various sectors within the framework of guaranteeing the effectiveness of interventions and respect for human rights. Continuing to develop equipment and all infrastructure such as barracks and police stations, and continuing to develop training programmes for security personnel. Continuing to develop the relationship between the police and citizens and civil Legislative elections (26 October 2014) 47 society within a framework of mutual respect. Further improving the working conditions of security workers and their social conditions. Building the capabilities of the police to combat crime, in particular organised crime, by increasing daytime and nighttime neighbourhood patrols in residential districts and creating new judicial centres in vacant police stations. Continuing the development of the military institution by increasing the budget of the Ministry of Defense, expanding the recruitment of army personnel and developing combat capabilities in the face of current threats. Granting the status of martyr for the sake of Tunisia in offcial documents of martyred military and security personnel and of victims of terrorism. IV. Immunising Society against Extremism and Social Deviation Ennahdha Party seeks to promote and strengthen the values of moderation, balance, tolerance and openness and the values of work, sacrifce and sharing among the younger generations of Tunisia, and the condemnation of all forms of extremism, violence and terrorism. We plan to do this on two levels: prevention and rehabilitation, so as to protect society from social deviation and the exacerbation of phenomena that are alien to the cultural and civilisational heritage of our country. We aim to: Reform the education system to develop curricula and cultural, artistic and sports activities to entrench universal values among new generations, in addition to material and moral support for needy families whose children may be vulnerable to various forms of extremism and deviation. Prepare and implement programmes of rehabilitation for prisoners, particularly youth, in order to equip them with professional skills and competence and provide care and support to allow them to launch small projects after serving their sentences that allow Legislative elections (26 October 2014) 48 them to integrate into public life, contribute to economic production and preserve their dignity. Political Field: Consolidating Citizens Freedom within a Democratic Society and Strong State I. Ensuring the Success of the Democratic Model in Tunisia 1. Supporting Consensus-Building and Partnerships Ennahdha seeks to consolidate the gains already achieved in the felds of democracy, freedom and human rights in the last three years. We seek to consolidate the spirit and methodology of consensus-building and partnership by aiming to form a national unity government committed to the values of the revolution and able to manage the public domain in harmony between the various components of executive power. Such cooperation is critical in order to overcome security challenges and implement the necessary economic and social reforms to build a strong economy capable of achieving growth, creating wealth, providing jobs and guaranteeing a dignifed life for all citizens. 2. Completing the building of democratic institutions and mechanisms Ennahdha Party aims to complete the establishment of the judicial institutions set out in the Constitution such as the Constitutional Court and the Higher Judicial Council, and of independent constitutional commissions such as the Audio-Visual Communication Commission, the Human Rights Commission, the Sustainable Development and Rights of Future Generations Commission and the Good Governance and Anti-Corruption Commission. We aim to consolidate and strengthen local authorities on the basis of Legislative elections (26 October 2014) 49 decentralisation and update legal texts and laws in order to bring them in line with the Constitution. 3. Supporting Civil Society
We believe it is essential to support civil society and develop it as an effective partner in the system of democratic governance and in the nurturing of new generations on the basis of respect for rights and freedoms, hard work and social responsibility, through: Elaborating a national pact on civic and associational work. Strengthening the representation of civil society institutions in constitutional commissions. Devoting a national week to associations and the social economy. 1. Providing all necessary support to the Truth & Dignity Commission to achieve a fair and equitable transitional justice 2. Completing the creation of the National Commission for the Prevention of Torture Ennahdha Party aims to complete the establishment of the National Commission for the Pre- vention of Torture and facilitate its work to enable it to fulfll its tasks in monitoring all cases of torture where present. 4. Strengthening State Institutions and the Rule of Law Modernising the Administration and developing the quality of its services We believe that among the necessary requirements of reform is the modernisation of the state administration and developing of the quality of its services in order for it to become an effective and strong administration that provides better quality and more cost-effective public services. This would also contribute to improving the productivity and effectiveness of the economy and creation of added value. Legislative elections (26 October 2014) 50 In order to achieve this, Ennahdha Party aims to: Simplify administrative procedures and remove document requirements and procedures that obstruct citizens needs and negatively affect economic progress, such as legalisation of signatures and requirements for conformed copies. We will also set a maximum period within which the administration must commit to provide services to individuals and economic institutions. In this context, an administrations failure to respond within two months will be legally considered as a positive response to the individual or institutions request. Gradually expand information systems to all public administration centres that participate in the joint information management plan for the administration, so as to accelerate and improve the quality of services provided to citizens, including ending the practice of requiring citizens to provide documents already produced/sourced by the public administration. Revise the system of recruitment and hiring of public servants and public and local authorities to attract the best-qualifed expertise, and provide incentives for greater productivity by placing greater value on their work, emphasise productivity and results, and improve the training and allocation of human resources. Support districts, municipalities and governorates through qualifed human resources and the necessary material resources to fulfll their functions in light of the new powers granted to them by the Constitution. 5. Combating Financial and Administrative Corruption Ennahdha Party will work to combat fnancial and administrative corruption on two levels by: Combining oversight bodies into a unifed body for oversight, evaluation and follow- up, strengthening its material and human resources and providing it with powers to refer Legislative elections (26 October 2014) 51 cases to the courts and providing legal protection to inspectors. A specialised team will be created within that body tasked with following up cases requiring immediate intervention. Expanding and strengthening popular participation in oversight in order to achieve transparency through expanding access to information in the public sector including statistics on the quality and productivity of public services and institutions. Setting the foundations for local authorities that set and implement development policies within the framework of the unity of the state We regard Chapter 7 of the Constitution as the best response to the needs of the revolution, and commit to initiating a comprehensive national dialogue aimed at reaching consensus on establishing a gradual decentralisation to local authorities. We believe it is vital, in this regard, to guarantee the widest participation by citizens and civil society in decision-making and overseeing policy implementation. Ennahdha Party has set the following priorities to achieve this: Accelerating the organisation of elections for municipal and regional councils by the end of 2015 to end the practice of special appointments and replace them with councils elected via general, free, direct, fair and transparent elections, through a voting system that guarantees the greatest representation and effectiveness. Revising the legislative framework and issuing organic laws and applied texts, particularly those related to taxation, fnance, budgets, accountability, powers, human resources and oversight. Establishing a strong relationship between the state and local authorities based on partnership, fexible oversight and respect of reciprocal agreements between the central state and the local authority. Encouraging cooperation and partnership among local authorities, and partnerships with the private sector. Gradually expanding the municipal system, with priority to village councils and densely-populated areas and border regions. Legislative elections (26 October 2014) 52 II. Strengthening the Rule of Law We believe that strengthening the rule of law is one of the pre-conditions for consolidating democracy, protecting its institutions and supporting state authority. Ennahdha will thus seek to uphold respect for the law and establish the rule of law to prevent risks, provide security and protect Tunisias achievements, most importantly freedom and democracy. III. Reforming the Judiciary to Make it More Effcient and at the Service of Citizens The judiciary remains one of the most important pillars of a state based on rule of law and accountable institutions. It is the refuge of litigants and a pillar for justice and fairness. Thus it remains one of our priorities to support its independence so that it constitutes a fundamental guarantee for the balance between powers to protect rights and liberties. We believe that among the requirements for establishing citizens freedoms and building a democratic society and strong state is the protection of the judiciary from corruption and developing its functional effciency through: Continuing to develop organic laws related to the judiciary and all related branches and creating the necessary mechanisms to guarantee the rights of all within a framework of transparency and justice. Developing court infrastructure and equipment and expansion of the integrated information system and strengthening electronic protection mechanisms. Revising the judicial map by creating more local courts and appeal courts in order to bring services closer to citizens and ensure equality between regions. Initiate an exceptional recruitment programme for 1,000 judges in order to develop the performance of courts, particularly responding to the needs of citizens to litigate within Legislative elections (26 October 2014) 53 reasonable timeframes. Developing alternative penal mechanisms and encouraging their use. Improving the infrastructure of prison institutions, detention conditions and prisoner rehabilitation in order to re-integrate them into social and professional life. IV. Establishing Professional and Free Media
Ennahdha Party seeks to develop the media scene in Tunisia so as to support the values of the revolution and conditions for the success of the democratic transition. We seek to develop Tunisian media to meet international standards and provide infrastructure and legislation to allow Tunisia to become a regional base for media production, through the following measures: Amend legislation related to this sector so as to implement Constitutional provisions, guarantee independence and freedoms, protect the right of media workers to fulfll their roles, and repeal all prison penalties against journalists. Reform public media to meet international standards. Materially and legislatively support the establishment of a national council for self- reform of the press and electronic media. Re-organise public advertising through a commission that oversees its distribution, in collaboration with media experts. Improve the services enjoyed by holders of the professional journalist card. Encourage the creation of free media cities and incentivise private investment in the media and communication sectors. Legislative elections (26 October 2014) 54 V. Strengthening Tunisias Integration into its Regional and Global Environment Ennahdha Party aims to strengthen Tunisias regional and global integration, by: Developing our relations with our Maghreb neighbours and elevating them to the level of strategic partnerships. Developing our historic and special relationships with Arab countries and with the European Union and United States. Raising the level of diplomatic activity with all our partners, particularly African countries and emerging countries such as China, India, Brazil and Turkey, within the framework of an economic diplomacy that uses Tunisias image as a pioneering democracy to support the economy and promote Tunisia as an investment destination. Continuing to support all just causes, foremost amongst which is the Palestinian cause. Committing to a policy of non-interference in other countries affairs. Social Field: Protecting Social Unity and Supporting Culture and Creativity We believe that building a democratic, free, balanced society that is rooted in its Arab- Muslim identity and open to universal values requires the adoption of a cultural project that aims at creating a cultural environment that embraces and establishes the values of the Constitution and turns them into deeply-rooted convictions, guiding principles, and lived values. It also requires spreading the values of moderation and tolerance, the sanctity of life and eschewing all forms of violence and terrorism. We aim to open up the public sphere to all pioneering cultural experiments for the sake of a harmonious and beautiful environment that turns the public sphere into a pleasant space for co-existence Legislative elections (26 October 2014) 55 and beauty, and culture into a space for embodying humanity and developing talents and tastes. I. Supporting and Expanding Womens Gains Ennahdha Party believes in a partnership between women and men in building a balanced society and a developed economy and in womens position as principal actors in the process of comprehensive development. We seek to protect womens achieved gains as an embodiment of the principle of equality between men and women and believe such a relationship is vital in order to preserve family balance. In this regard, Ennahdha aims to : Combat all forms of exploitation, marginalisation and violence against women, preserve families and cultivate the family fabric. Raise the duration of maternity leave from 8 to 12 weeks in addition to the right to a full salary in return for an optional 2/3 reduced working day for two years. Create a national observatory to combat all forms of discrimination against women, and more centres for women victims of domestic violence, in addition to supporting the role of employment inspectors in the private sector in defending the rights of working women. Elaborate and implement special programmes to improve the conditions of rural women and activate their political, economic and social role, in cooperation with civil society associations. Enable the children of Tunisian women and foreign fathers to obtain nationality without any restriction. II. Activating Cultural Heritage and Supporting Social Unity Ennahdha celebrates the democratic foundations achieved thanks to the revolution and embraces the principle, enshrined in the Constitution, of the centrality of identity as a Legislative elections (26 October 2014) 56 foundation for this democratic edifce. This balanced identity provides democracy with the foundations its needs to exist and fourish, and protects society from extremism and radicalism. This balanced identity aims to spread moderate religious culture and the spirit of tolerance, and counter extremism through capitalising on our cultural heritage, which is by nature open to all cultures and civilisations, in order to support the unity of our society and regain our civilisational infuential role. Ennahdha Party believes that reviving our Zaytouna heritage and Maqasid thought and presenting it in a form that is suitable for our modern times and needs constitutes a principal factor in challenging the deviations and tendencies towards extremist thought that we currently see. In this context, Ennahdha aims to: Implement the project of the international Zaytouna University project in Tunis. Establish the Academy of the Noble Quran and Quranic Readings. Improve the conditions of mosque staff professionally and morally. III. Effective Participation of Youth in Cultural, Political and Social Life Young people have played a central role in the struggle against oppression and dictatorship over decades, which was most visible during the Tunisian revolution. Their principal role in shaping the countrys future and their right to participation, alongside all components of society, in determining their countrys future, all call for special attention to be given to them. We believe investing in youth will have a positive and profound effect in the building of society politically, economically and socially. Ennahdha Party believes that youth participation in public life is a priority - youth represent a positive force and a principal source of initiative and revival. Thus Ennahdha will support the representation of youth in local and regional authorities, and will seek to enable youth associations to develop their capabilities, encourage networking amongst them and the creation of a representative council of all active youth associations. In addition, it aims to launch a Youth Card to provide discounts on all youth public services, including Legislative elections (26 October 2014) 57 sports, health, culture and others, with the possibility of private sector involvement in this scheme. We will introduce legislation to develop civic commitment, root the concept of citizenship amongst youth and promote a culture of volunteering. In this regard, we will seek to create a national youth structure focused on volunteering, with recommendations provided to volunteers to be taken into consideration at job recruitment. On the strategic level, Ennahdha will support research centres concerned with youth issues, the monitoring and analysis of youth-related changes and trends and the challenges facing youth, and will work towards setting a national strategy for youth development and activating their role in political, economic and social felds, to which all stakeholders, particularly civil society, will contribute. IV. Supporting Intellectual and Cultural Production Ennahdha Party believes in the important role culture and the arts play in building civilisations and societies and values the role played by intellectuals, writers and artists in the development and refnement of tastes, promotion of the love of life and rebellion against reality in aspiration for what is better. To promote these roles, Ennahdha Party aims to: 1. Improve the governance of the cultural sector by: Doubling the budget of the Culture Ministry. Activating the High Council for Culture in a way that guarantees its representation and grants it wide consultation powers to allow it to contribute to the setting of cultural policies, and supporting cultural decentralisation through the creation of regional cultural councils. Improving the management of the cultural support system to ensure preservation Legislative elections (26 October 2014) 58 of public funds and the achievement of quality and effciency, in full transparency and accountability. Activating the National Institute for Cultural Events and Festivals to improve the management of festivals and ensure justice between the regions. Activating and improving the management of the national support fund for artistic and literary creativity and seeking to enrich and diversify its funding sources. 2. Invest in the cultural sector and transform Tunisia into a centre of attraction for international cultural investment in the feld of cultural and creative industries by: Establishing a national museum for the revolution of freedom and dignity in Sidibouzid and building memorials for its most prominent events. Encouraging the creation of flm production villages and media cities. Creating centres for cultural industries drawing upon the heritage and unique characteristics of the various Tunisian cities and regions: cinematic cities, museum cities, etc. Turning Tunisia into an international centre for book production and publishing 3. Improve the conditions of writers and intellectuals, cultural centres, public libraries and archeological sites by: Providing material and social support for those working in the cultural felds to protect their dignity and recognise their contributions and creativity. Renovating cultural institutions (public libraries, cultural centres) and studying the creation of a new generation support institutions such as regional theatres, art museums and art galleries, and establish drama centres in all governorates. Outlining a national policy to promote books, by making them available to readers, ensuring quality of content and production, and affordability. Supporting the expansion of multi-purpose cultural centres in all regions. Legislative elections (26 October 2014) 59 Re-drawing the national archeological map and completing the national inventory of national heritage in order to prevent any form of abuse or theft. Registration of at least fve Tunisian cities as world heritage cities. V. Sports and Entertainment We believe that the sports sector is a vital feld that, if given the necessary material and human resources, can signifcantly contribute to social prosperity and physical and psychological health. Hence, we aim to develop the feld of individual and team sports and develop participation at the amateur and professional levels nationally, regionally and internationally through: Provision of environmental sports zones and encouraging their use to achieve access to sports for all.
