In1895theGeneral Assembly establishedtheIllinoisWesternHospital for theInsane. A boardof threetrustees, appointedby theGovernor, wasinstructedtoselect asuitablesitewithinthenorthwesternpart of thestateonwhichtolocatetheinstitution.
Theboardalsowasempoweredtoinitiateconstructionplansandafter completionoverseetheadministrationof theinstitutionsubject totheinspectionof theBoardof StateCommissionersof Public Charities(L. 1895, p. 18).
Thetrusteespurchasedlandfivemileseast of MolineinanareaknownastheWatertownsite. Thehospital wasopenedinMay 1898andreceiveditsfirst patientsfromtheIllinoisCentral Hospital for theInsaneat Jacksonville.
Theboardof trusteesandtheBoardof StateCommissionersof Public Charitieswereabolishedin1909ascontrol of all statecharitableinstitutionspassedtothenewly createdBoardof Administration. Theinstitution'snamethenbecameWatertownState
Hospital (L. 1909, p. 102).
TheCivil AdministrativeCodeof 1917transferredjurisdictionof theinstitutiontotheDepartment of Public Welfare. WhentheDepartment of Public Welfarewasabolishedin1961theDepartment of Mental Healthassumedresponsibility for thehospital
(L. 1961, p. 2666). In1975theinstitution'sname, whichhadbeenchangedtoEast MolineStateHospital in1927, wasagainalteredtoEast MolineMental HealthCenter (P.A. 79-581, p. 1895).
