The proximity to the government district and Berlin's new main
train station has greatly influenced the development of this
area. The narrow profile of the canal, which was laid out by
Joseph Peter Lenn, is to be enhanced by the interaction
between an open space accentuated by artistic elements and
the Museum for the Present (Museum fr Gegenwart) in the
former train station Hamburger Bahnhof.

The urban planning concept follows the linear north-south
structure and provides for the development of graded strips of
use between the railway and the waterfront. The development
of a mixed-use neighbourhood must be organised in
subsequent time phases. Whereas compact structures for
service-oriented small businesses and service providers, as
well as company headquarters requiring close proximity to
institutions in the capital city, are to be built along the railway,
conference facilities, hotels, and other central uses can be
located along Invalidenstrasse. Low density residential
development oriented towards the water is planned. New
footbridges will serve as links between neighbourhoods and to
large open spaces.

Implementation will be influenced by a number of factors,
including the dynamics of development of the area around the
train station and the demand for governmental-orientated
uses. The time frame for the project also depends on the
relocation of the street Heidestrasse and of the container
terminal.
