CONCEPT DESIGN COMPETITION FOR DEVELOPMENT OF JAIL
LAND AT FANCY BAZAR, GUWAHATI, ASSAM

Instructions to Applicants

1. Background

Guwahati city because of its strategic location and of improved infrastructure is the
BUSINESS HUB AND GATEWAY to the North Eastern State. The city has limited
scope for expansion as it is surrounded by Meghalaya State in South, Brahmaputra
River on North, Army Cantonment in the East and Deepor beel, Ramsar site and
Gauhati University on the West. During last decades, the city has experienced
phenomenal growth in terms of population, trading, building structure have resulted
shortage of open space, which demanded decongestion in case of disaster and
minimization of global warming in a more systematic way. At the same time looking
into crash down of Western Economy versus rising of ASEAN economy demands a
proper creation of trading facilities at par with other Asian Islands under the LOOK
EAST POLICY of Government of India as strategy to develop the region and revert of
economic meltdown as a whole.

The Home Department, GoA has shifted the District Jail from Fancy Bazar to
Sarusajai area of the city. As a result of shifting, the Revenue Department allotted 57
bighas of land to GMDA to develop in a planned manner stated below.

i. 80% of total area is to be kept as an open greenery space. The sub-
surface area of the open greenery space is to be converted to an
organized and scientific parking area.

ii. On the Southern end, next to railway track 20% of the total area is to
be reserved for creation of a multi-storied and multipurpose building
which can be used to house of police out post, a fire station, disaster
response centre and a hospital cum trauma centre.

iii. Facility for landing of helicopters in the park area to facilitate air lift of
critical cases during emergency is to be made.

Accordingly on direction of Govt. of Assam, GMDA has engaged Consultant Design
Action Group (DAG), New Delhi through National competitive bidding to prepare
the master plan and techno-feasibility study of the project. A brief presentation of
the consultant work are placed at Annexure-I.

The Authority desires to hold a design competition for preparation of the concept
design from reputed Architectural/Consulting firm to carry forward the project. This
is a National, open, two-stage design competition, the purpose of which is to select
the best design.

Funding for the project: The Authority shall explore the possibility to develop the
project through Public Private Partnership basis.

RFP document and periodic updates to this Request For Proposal can be downloaded
from the GMDAs web site at www.gmda.co.in. Please monitor this web site
frequently during this competition process.

2. Concept and requirements:

The Master Plan based on the land allotment directives has been already prepared by
Design Action Group. The applicant to prepare his own design concept taking into
consideration of:

i. Development of underground parking of atleast 3000 cars.
ii. Development of 80% area as opened landscape.
iii. Widening and development of peripheral roads.
iv. Creation of proper drainage and lighting facilities.
v. In 20% of the total area, in a multi-storied and multipurpose building
is created as per land allotment which can accommodate a police out
post, a fire station, disaster response centre and a hospital cum
trauma centre.
vi. Facility for landing of helicopters to facilitate air lift of critical cases
during emergency is to be made.

3. Eligibility criteria

i) A Applicant may be a Architectural/engineering Consultant in form of
company incorporated under Companies Act, 1956 or any other equivalent
law abroad, registered partnership firm or registered sole proprietorship; or
an educational or research institute.

ii) Experience: Preparation of design/ development plan as prime architect/
consultant for

a. At least one similar nature project worth not less than Rs 50.00 Crores
during past 10 years.
Or
b. Two similar nature projects worth not less than Rs 25.00 Crores during
past 10 years.

Note: Public building, mixed Housing Township undertaken by
Govt/PSUs/Development Authority/ Autonomous Body/Council shall be
considered as similar nature project

iii) The Chief Architect consultant must be member of Council of Architecture,
India.

iv) The entity must be profit making for last 3 years with minimum average
turnover of Rs 50.00 lacs per annum. In this regard the Applicant shall submit
accounting details like certified, balance sheets, tax return etc for financial
upto 2012-13.

v) Any entity, which has earlier been barred by Govt. of India/Assam from
participating in its projects, would not be eligible to submit an RFP.


4. Preparation of Proposals:

i) The Proposal as well as all related correspondence exchanged by the
Applicant and the Client must be written in English.

ii) The Applicant shall provide all the information sought under this RFP. The
Client will evaluate only those Proposals that are complete in all respects.

iii) The Proposal shall be typed or written in indelible ink and signed by the
authorized signatory of the Applicant who shall also initial each page, in
blue ink. All the alterations, omissions, additions or any other
amendments made to the Proposal shall be initialled by the person
signing the RFP.

iv) The Proposals received pursuant to this RFP shall be evaluated in
accordance with the terms set forth in this RFP and other documents to
be provided (collectively the "RFP Documents"), as modified, altered,
amended and clarified from time to time.

v) This document of detail terms of reference and other conditions will form
a part of the proposal and should be submitted duly signed by the
applicant on every page to be submitted with technical RFP. If however
the submission date falls in unscheduled holiday the same will be
received and opened on the next working day as per time given for
submission and opening.

vi) No participation fee is applicable.

vii) RFP submitted through electronic submission (digital files, facsimile,
Email) will not be accepted.

viii) Applicants may request a clarification of any of the RFP documents up to
5/03/2014. Any request for clarification must be sent in writing by paper

mail, facsimile, or electronic mail to the Clients address. The respond of
the Client will only be put on its website by 7/03/2014 if any (including an
explanation of the query but without identifying the source of inquiry).

ix) At any time before the submission of Proposals, the Client may for any
reason, whether at its own initiative or in response to a clarification
requested by an invited firm, modify the RFP documents by amendment.
Any amendment shall only be issued in writing through addenda to be
posted in clients website.

x) The Authority may choose to request additional information or
submissions from some or all of the participants as a part of its further
deliberations.


5. Submission of Proposal:

5.1 The Proposal shall contain following documents/ information:

5.1.1 (Envelope-1): Eligibility documents

i. Documents exhibiting the RFP entitys incorporation/ establishment date
and/or the experience (in years) in providing the related services.

ii. Documents exhibiting Annual Turnover / Professional Income of during
the immediate preceding three (3) financial years from related services.
Note- Related services are: Development Plans, Environmental &
Infrastructure Planning.

iii. Documents on Organization Profile, Past Experience, Projects
(Completed/ Ongoing), and Details of Relevant Projects.
5.1.2 (Envelope-2): Design proposal

Applicants are encouraged to present their design concepts in the most efficient and
clearest format possible.

The concept must include overall design according the land use
pattern in suitable scale the sectional views, elevation. A narrative
statement as to how your proposal addresses the design objectives.
Each design objective should be addressed individually. Include
information regarding color, materials, theme, structure, installation,
lighting, mechanical elements, and maintenance information. A CD
containing the soft copy of the Proposal shall also be submitted.

A perspective view (3-D) of the proposed design concept in suitable
softwares for at least three different angles.
Broad cost estimate, financial analysis and techno feasibility of the
submission.

The applicants should provide 10 copies of submission. All narrative
materials are to be submitted in a bound booklet or binder.

The Applicants warrant that its entries are original works or work that
it otherwise has the right to use, copy, and assign.

5.1.3 Submission of Model (applicable to 5(five) finalist only):

Finalists will develop refined proposals that include but are not limited to a scale
model, drawings, cost estimates and other required submissions.

The finalist shall submit design concept mounted to a sturdy drawing, illustration
or foam core presentation board. Text may be included on the board describing
the objectives, parameters, materials, themes, etc, photos of proposed material
samples (not actual samples), or other presentation materials in color that would
allow the Client to fully understand the design concept you are proposing. The
presentation board must measure not less than 30 inches by 40 inches.

5.2 The proposal shall be sent to the address mentioned below, and shall get
delivered either personally or through India Post before 3.00 pm on Proposal Due
Date. The Client shall not be responsible for misplacement, losing, postal delay or
premature opening of the submission.

6. Timeline of Submission:

The Client shall endeavour to adhere to the following schedule. However the
Client may, in its sole discretion, extend the dates by issuing an Addendum.

7. Evaluation of Proposals

The evaluation of the Technical Proposal will be done by an Evaluation Committee
set up by the Client. Evaluation shall be done in the following steps:

A. Step-1: Evaluation to confirm Eligibility for the assignment as per the
eligibility criteria mentioned above in 3.

i) Eligibility of the firm will be ascertained on the basis of project
documentation, experience certificates, documents on firms
establishment/incorporation year as stipulated hereinbefore. The Applicants
failing to meet the criteria for eligibility will be declared non-responsive and
ineligible for further process of evaluation.

B. Step-2:
Stage-I: Short listing of Applicants
In the first stage Authority will select top 5 (five) finalist from among the all
applicants. In making their selection, Authority will consider the following
elements:

Compliance with the requirement of the projects.
Integration of Structure themes and elements into the site in terms of
scale, form, content and materials.
Artistic excellence and innovation in design
Integration of the design elements with Guwahati city as North East Hub.
Relevance to the history and location of the site.
Consideration of how future generations will experience the structure
Inclusion of green space
Choice and quality of materials
Conformance of design to the budget and schedule
Technical and budgetary feasibility of design
Sensitivity to short and long-term maintenance and conservation costs,
durability of the elements and environment.

Stage II: (Submission of Model):

The 5(five) finalists will develop refined proposals that include but are not limited

C. Step-3 : (Selection of top two finalist & Award)

From the second stage Authority will select the top two finalists. The first place
finalist from Stage Two of this competition will receive an award of Rs 800.00
thousand (Rupees eight hundred thousand), the second place finalist will receive
an award of Rs 500.00 thousand (Rupees five hundred thousand). The Authority
shall provide consolidated reward of Rs 50,000/-(Rupees fifty thousand) to the
rest of the three finalist.

In addition air- travel in economy class and hotel expenses limiting to Rs 3000/-
per night/per person for 2 person shall be reimbursed to the top two finalist if
called for detailed presentation after selection.


8. Confidentiality

Information relating to the examination, clarification, evaluation and
recommendation concerning the process of award shall not be disclosed to any
person not officially concerned with the process. The Client will treat all
information submitted as part of Proposal in confidence and would require all
those who have access to such material to treat the same in confidence. The
Client will not divulge any such information unless it is directed to do so by any
authority that has the power under law to require its disclosure or as per any
other rules in vogue. The undue use by any Applicant of any such confidential
information may result in the rejection of its Proposal.


9. Disclaimer

1. The information submitted in response to this RFP may be subject to the
public release (as per RTI norms). Therefore, do not include proprietary
or confidential business information in your response. Applicants
responding to this invitation assume the risk of public disclosure if
confidential information is included.

2. The first and second proposal shall become property of the Authority,
and will not be returned to the Proposer. The Proposer grants the
Authority an unlimited fully paid up license of his proposal for the
purpose of exhibition, publication, construction etc.

3. The Applicant shall bear all its costs associated with or relating to the
preparation and submission of its Proposal including but not limited to
preparation, copying, postage, delivery fees, expenses associated with
any demonstrations or presentations which may be required by the
Authority or any other costs incurred in connection with or relating to its
Proposal. All such costs and expenses will remain with the Applicant
and the Authority shall not be liable in any manner whatsoever for the
same or for any other costs or other expenses incurred by an Applicant in
preparation or submission of the Proposal, regardless of the conduct or
outcome of the Selection Process.

4. The Authority may in its absolute discretion, but without being under
any obligation to do so, update, amend or supplement the information,
assessment or assumption contained in this RFP.

5. The issue of this RFP does not imply that the Authority is bound to
select an Applicant and the Authority reserves the right to reject all or
any of the Proposals without assigning any reasons whatsoever.

to select, without incurring any liability to the Applicants.

integrity of the country, we have not been charge-sheeted by any agency of
the Government or convicted by a Court of Law for any offence committed
by us.
8. I/We further certify that no investigation by a regulatory authority is
