The Way Forward across different dimensions as suggested by the speakers and participants are mentioned below -
Government will introduce a separate facilitation cell for support to SMEs, with a similar organizational set up like iNDEXTb
Strengthening network of SMEs through cluster development. ITIs will be synchronised to provide training according to
the training requirements of the cluster. This will restrict manpower shortage and exploitation.
Special focus to be given to SMEs development in the backward area/district. Some concrete suggestions for various
stakeholders of the industry, financial sector, Government agencies will be considered.
Various state departments will work together to inculcate the concept of 'Minimum Government, Maximum Governance'
for SME industries.
SMEs in Gujarat should focus on the following aspects:
1. Enabling market access to SMES through greater outreach and dedicated marketing cell
2. International exposure and brand image building a Made in Gujarat brand for products manufactured by SMEs. This
will be possible through innovation, introduction of new technologies and improved efficiency. Government will
ensure support and encouragement to SMEs in these areas.
3. Continuous deliberation with Government agencies on issues faced by SMEs
Specific focus on cluster development, in line with increased investment in automobile, textiles sector.
Government will encourage research and development for SMEs
Government to also provide all necessary support for technology protection to SMEs, enabling support for
patenting process

Dr. Mathews, Director - ISED discussed the report, prepared by ISED. He
mentioned that the report is the first initiative of its kind in India, offering
insi ght into key issues and opportunities concerning the SME Sector. He
mentioned that ISED has been preparing the state of MSMEs for the
nat ional sector, but this is the first time that a state Government has come
f or ward and initiated this report.
H e added that the report looks into the positions and possibilities of the
MSME sector in the state. He mentioned that in 2013, MSMEs are facing a
diff icult situation - in terms of their technological capabilities and export
competitiveness, but India and Gujarat have several attractive
pro positions to offer such as vast resource base, forward/backward
l i n kages, etc. which can be leveraged. The report also brings out possibilities
in the renewable sector, pharmaceuticals and biotechnology. It also discusses the achievements, success stories of the region.
He added that the report also gives an overview of backward area/district development in the SME sector. Some concrete
suggestions for various stakeholders of the industry, financial sector, media and Government were also discussed.
Address by Mr. Saurabh Patel Hon'ble Minister
Mr. Saurabhbhai Patel Hon'ble Cabinet Minister mentioned that Gujarat is
referred to as the Growth Engine of India, and has witnessed inclusive growth
in the last decade. He discussed the performance of the manufacturing
sector, and mentioned that the contribution of manufacturing sector to the
state GDP will grow from 27% to 32-33% in short to medium term. While there
are many factors contributing to the manufacturing growth story, one of the
key factors is continuous power supply. He specifically mentioned that total
installed power capacity will be augmented from current 17000 MW to 25000
MW.
Mr. Patel added that Gujarat is 10 years ahead when compared with other
states, not only in terms of industrial growth, but also in terms of support
extended by the Government to support the growth of the SME sector. He
assured the participants that the Government will continue to introduce various facilitation and support mechanisms, which
will help sustain the growth of SME sector in the state.
Address by Mr. Narendra Modi Hon'ble Chief Minister
Mr. Modi released the 'GIDC Golden Jubilee' book and the 'EDI Agro-processing' dossier. During the function, awards for the
'Best MSMEs' were also distributed by the Chief Minister.
Mr. Modi spoke about the importance of adopting new technologies
by SMEs and government's initiatives. He mentioned that adoption of
latest technologies by small industries is a difficult process, and
expressed Government's willingness to support and encourage them
through conventions like these. He also stressed the importance of
ensuring a wider outreach for original technology development by
SMEs.
He further mentioned about the importance of using eco-friendly
technologies and encouraged the Industrialists to patent their
technologies. As an endeavour to provide requisite support for the
patenting process, Mr. Modi assured the participants that the
Government will establish an organization to assist industries
regarding patenting laws. He also mentioned about the importance
of production by masses and mentioned that SMEs have been
generating substantial employment for the youth.
Emphasizing Gujarat's initiatives for the development of the SME sector, Mr. Modi urged SMEs to approach cluster-based
development approach for SMEs. He cited an example of auto industries, where one anchor automobile manufacturing unit
requires support of over 500 SMEs. Mr. Modi also emphasized on requirement of skilled manpower for such clusters, and
mentioned that relevant Government departments are already working to integrate ITI's into the cluster- based approach by
tailoring ITI courses according to industry needs.
Session Details
Mr. Modi also emphasized the mantra of 'Minimum Government, Maximum Governance,' requesting industries to maintain
internal governance, so that Government intervention is kept at a minimum level. Mr. Modi concluded by expressing his
confidence in the ability of Gujarati businesspersons to succeed globally and praised the Gujarati spirit of entrepreneurship,
adaptation and innovation.
Vote of Thanks
Dr. Arbind Prasad, Director General FICCI delivered the vote of thanks. He thanked the Hon'ble Chief Minister and other
members on the dais for sharing their views on key factors that impact SME growth. He urged delegates to keep both panel
discussions as interactive as possible.
The event also entailed distribution of awards for best performing SMEs, as attached in Annexure 1

Session Details
Mr. N. Krishnaswami, President - JCCI thanked the organizers for the invitation and gave a brief overview of Japan's economy
and the contribution by SMEs. He stated that one of the key factors behind Japan's emergence as a top economic power is the
inherent strength of the small and medium industries in the
country.
He added that almost all the small and medium scale units in Japan
invest substantial capital in to research and development, which
yields better technology at favourable production cost. He also
stated that Japan has maintained a healthy state of dualism where
clusters of large scale industries and ancillary SMEs co-exist
through forward-backward linkages. He urged participants to
adopt the principle of production by the masses with quality focus
and stated 3 key factors for sustained growth of the sector:

Research and development
Industry responsive skill development
Dr. Dinesh Awasthi, Director EDI mentioned about the ever-
increasing competition between SMEs, both in domestic and
international markets. He mentioned that sustainable growth of
SMEs can only be achieved by focusing on three important factors
Price, Quality and Speed. Dr. Awasthi suggested the following
improvements to increase industry competitiveness:
Reducing wastage, exploring possibilities of reuse and recycle
Optimum usage of utilities
Adapt to changes in technology
Ensuring price competitiveness
Mr. Somenath Ghosh, CMD NRDC apprised the audience about the
importance of patent filing for SMEs. He mentioned that it is
important to protect indigenous technologies developed by SMEs,
through this patenting process. He added that NRDC has been
committed to support SMEs in this endeavour, and the organization
has also introduced a design registration mechanism, specifically
focusing at micro, small and medium enterprises. He also stated that
NRDC can also have mechanism for funding patenting process,
initiated by SMEs.
Mr. Chander Sharma, Founder Member - Dial Desk thanked the
organizers for the invitation and gave a brief overview of his
company's growth story and expressed his gratitude to the state
Government for the support mechanisms established to support
SMEs
Mr. Shashank Mehta, Project Head NID introduced the
delegates to the initiatives taken up by NID in addressing
customized design requirements for MSMEs. He mentioned
that NID is actively supporting over 200 clusters in the country
in this area. Mr. Mehta also urged delegates to visit their

relevant information.

faced by SMEs in India and Gujarat, and expressed his
concurrence with views put forth by the Hon'ble Chief Minister.
He mentioned that NSIC provides all necessary support to SMEs
in India and Gujarat, particularly in the area of showcasing
potential of their products in international markets.
Mr. Jha added that NSIC has also partnered with various
Government organizations in different countries to facilitate
international outreach for SMEs, citing an example of a recent
tie up with SGCCI. Mr. Jha also mentioned about the B2B portal
and product/branding support initiated by NSIC. He requested
SME industries to approach NSIC and partner with the
organization for availing these services.
Session Details
Mr. Piyush Pandey, Executive Chairman O&M showed
two videos representing products of two different
companies to the audience. He mentioned that while the
product may be superior to others in various parameters
such as quality, durability, price etc. it needs a platform of
communication with the people, and advertising provides
that.
Mr. Pandey urged companies to invest in branding and
promoting and also supported this with a few case studies.
Mr. Dinesh Agarwal, Founder & CEO Indiamart initiated
his discussion by commending the fact that out about
12,00,000 SME companies listed on Indiamart, nearly
17% are from Gujarat. He stated that for any SME to
succeed in a globally competitive market space, it needs
to focus on four aspects namely technology, markets,
finance and infrastructure. He mentioned about
evolving trends for each of these aspects, giving
examples of technology, internet, cloud computing,
online promotion, etc. He also specifically pointed out
key trends that have evolved in online marketing, as
listed below:

Mr. Madhukar Srivastava, Small and Business Marketing Lead Google,
began his presentation by stating that internet penetration in small and
medium businesses is at a nascent stage, with less than 1% of the businesses
having an online website. He mentioned about innovative practices that
Google has adopted, citing an example of Chandni Chowk Delhi, where
nearly 2500 shops went online in two weeks. Mr. Srivastava also mentioned
that Google is committed to assisting small and medium industries in
creating their own website, using tools developed by Google.
Mr. Sanjay Rai, Managing Director KECL, gave an overview of the growth story of Kandla Energy and Chemicals Ltd. He stated
that he began his company from INR 100,000 assistance by the Central Government in mid 1990s, and the company had a
turnover of more than INR 100 crore in 2012. Mr. Rai mentioned that the key factors contributing to the growth are:
To invariably enhance capabilities of customer offering quality
range, values and time bound deliveries
Sourcing better quality raw materials that transforms into best
quality finished products for customers
Focus on attaining 100% customer satisfaction by supplying
them any level of quantity of superior and consistent quality in
a timely manner.
Think like a customer to ascertain whether the company's
strategy will work or not.
