TERMS OF REFERENCE FOR HIRING CONSULTANTS TO PREPARE (1052-140039) F/S FOR E!ELOPMENT OF SUM ELAHI MUNG MANSHERA AS TOURIST RESORT HA!ING AN ESTIMATE COST AN ALLOCATION OF RS" 1"000 MILLION ON THE RE!ENUE SIE# AP 2014-15 " 1" $AC%GROUN It has been decided to engage consultants to determine the tourism potential of Sum Elahi Mung in particular and Manshera in general. The consultants would also be supposed to provide an outline of the various plans and activities that could be carried out by the private sector, public sector and public private partnership basis, built operate and transfer basis or for financing by the Development Financial Institution and for approval by the rovincial !overnment from its own resources. 2" O!ERALL GOALS The goals of the feasibility are to have detail architectural, environmental, engineering and economic physical and financial planning as well as phasing for the following purposes" a. Social acceptability. b. Environmental desirability c. Technical feasibility d. osition of land and to loo# into the re$uirement of land to be ac$uired. e. %ompetitive supply and installation of the chairlift from at least three sources and landscaping of the areas. f. romote and develop the tourism industry of &hyber a#htun#hwa by involving both the private and public sectors' g. Fully protect and preserve the culture, traditions, history, heritage, environment, and wild life of the target areas' h. develop the socio(economic conditions of the people and areas having tourism potential' i. gradually and systematically identify and develop all the e)isting and potential areas for attracting tourists both from in and outside the country' *. Introduce, promote, develop and publici+e the tourism potential of &hyber a#htun#hwa in and outside the country' and #. It will give the cost benefit analysis, internal rate of return, environmental impact assessment, social and economic impact with the intricate details re$uired or li#ed by the tourists visiting the Sum Elahi Mung in Manshera for carrying out the feasibility based on which will be a %(I as per rules of the provincial government for consideration by DD, - D,. 3" !ISION OF THE FEASI$ILIT& STU& ARE TO' i. Systematically and through short, medium and long term strategy-plan-approach gradually to sustain Tourism . %ulture /eritage in the Sum Elahi Mung in Manshera besides generating income by attracting the foreign as well as the local tourists to the potential areas' ii. involve private entrepreneurs in setting up profitable and innovative recreational tourist facilities- attractions in Sum Elahi Mung in Manshera either individually or *ointly with the !overnment of &&' iii. e)plore and identify various ways and means for generating revenues in Sum Elahi Mung Manshera for ma#ing the Establishing Tourists activities and plans, such as camping a self(financing venture etc. iv. provide the basic infrastructure and recreational activities re$uired for the development . facilitate tourists travel, lodging, food, and recreation etc. in collaboration with the private sector'
v. develop the human resources of various institutions, both private and public, directly lin#ed with the tourism industry, for providing services to the tourists' vi. address the problems of un(employment, migration from rural to urban areas, income generation for the poor masses, and raising the standard of living of the Sum Elahi Mung in Manshera' vii. identify various areas of Sum Elahi Mung having tourism potential and wor# out the appropriateness and feasibility of various activities for developing attractions in the surrounding areas' viii. promote and mar#et the Sum Elahi Mung Tourism product inside and outside the country' ). regulate, control and protect the environment of the crowded areas already thronged by the tourists-visitors and prevent the recurrence of this mishap in the potential tourist areas' )i. rivati+e the tourism industry and instill a sense of ownership of the tourism industry in the private investors. )ii. Establish a networ# amongst the private sector, Federal !overnment, rovincial !overnment and other sister tourism institutions both in and outside the country for the improvement and promotion of Tourism in Sum Elahi Mung in particular and the Manshera in general. 4" O$(ECTI!ES The ob*ectives of consulting services are to conduct to feasibility of the Sum Elahi Mung through the following activities" a0 Detailed Survey of the ro*ects. b0 Test and Investigations. c0 Detailed Designing . Drawings d0 Submission of %omplete 1idding Documents. e0 Tender 2ssistance f0 Design 3eview g0 3eporting and responding 5" SCOPE OF CONSULTING SER!ICES" The Employer will be the !overnment of && through Secretary Tourism' the MD T%& will be the direct supervisor interacting with the Team 4eader of the %onsultants - firms. The %onsultancy firm role is to manage the feasibility as per the contract and to ensure that its clauses are followed in letter and spirit. The consultant will be fully responsible for the design and pro*ect documents which should be at least covering the facilities proposed for tourism promotion. The team leader and his staff are under the overall control of the MD, T%&, and shall carry out such duties and e)ercise such authority as may be delegated to them for completion of a viable pro*ect document. The MD T%& may from time to time delegate to the consultancy firm any of the duties and authorities vested in the MD T%& for efficient carrying out of the feasibility and it may at any time revo#e such delegation. 2ny such delegation or revocation shall be in writing and shall not ta#e effect until a copy thereof has been delivered to Tourism Department. )" SPECIFIC SCOPE OF CONSULTING SER!ICES 5wherever applicable0 is described in this section. Services other than these and other than minor e)tras, which do not materially affect the scope of the %onsultant6s 2greement, will be authori+ed by 2 Tourism Department - T%& at rates and under conditions to be mutually agreed in light of the decision DD, - D%S%. *" ESIGN AN SUR!E& + IN!ESTIGATION STAGE' i. Feasibility study of all the sites in Sum Elahi Mung Manshera. ii. Topographic survey 5Digital0 and preparation of contour plans. iii. !eotechnical investigation of sites including field or laboratory tests. iv. 3esistivity survey for availability of ground water and tests to determine suitability of water. v. repare and submit high resolution colored aerial satellite images of the sites and ad*oining areas with !S coordinates. vi. /ydrological and geological survey of the sites to determine feasibility against floods and seismic activity, if re$uired. vii. Determination of sufficiency of utilities needs in the area such as electricity, Sui !as, telephone and water supply. viii. 4iaison with relevant department such as ,2D2 - S7!4- ublic /ealth - 7/2 or any other agency, i). Environmental Impact 2ssessment 5EI20 of the sites. ). Implementation of by laws of local authorities, building and tire, etc. ," PRELIMINAR& ESIGN STAGE i. Staff /iring-3emoval for the concerned pro*ect for design-supervision shall be approval of the %lient. ii. 3e$uirement and scope of accommodation by the %lient-8ser Department. iii. 2bsence of any staff member of the consultants during Design or supervision to any reason whatsoever, the client shall be at liberty to ma#e rom the %onsultants bills accordingly. iv. Evaluating the client6s re$uirement analytical and planning various components of the ro*ect. v. reparation of site plan, describing and illustrating preliminary architectural design-outline proposal including 9D views of proposed buildings. vi. Evaluating feedbac# of the client for further improvements in the design. vii. :etting of any design from Speciali+ed !ovt.-Semi !ovt. ;rgani+ation if deemed necessary by the client. viii. Ma#ing final presentation after incorporating feedbac# of the client. 9" MASTER PLANNING STAGE i. reparing, describing and illustrating preliminary master plan of the pro*ect showing proposed structures, internal roads pavement networ#, par#ing area, and open spaces, etc as per engineering - architectural standards. ii. reparation of phase wise development plan if re$uired. iii. reparation and submission of preliminary master plan report of the pro*ect. iv. reparation and submission of final master plan of scheme with allied accommodation along with outline utilities plans. 10" ESIGN E!ELOPMENT STAGE i. reparation of detailed architectural and structural design of all buildings and allied structures as per prevailing architectural and engineering codes. ii. reparation . submission of detailed wor#ing - construction drawings of each and every component of building in soft and hard from. iii. reparation of modified drawings without additional charges if re$uired by the client. iv. reparation of detailed layout plan. 2rchitectural and structural design incorporating all allied electrical, mechanical and other internal and e)ternal services i.e. Telephone, water supply, sewerage, drainage, firefighting and fire alarm system, sui gas, landscaping, roads, paths street lights, cross drawings and sewerage disposal wor#, %%T:, storm water drainage system, security systems etc. v. reparation of design - drawing - specifications of electrical systems with e)ternal electrifications, such as substations, street lights etc. vi. reparation of standard design - drawings - specifications for solar system complete in all respects if any. 3 vii. reparation of design and drawings of ground water reservoirs, overhead water tan#s, tube wells and allied structure. viii. reparation of %(I and detailed cost estimate after approval of master plan by the competent forum as per prevailing formats. i). Submission of detailed structural design calculating for all buildings and allied structures in soft and hard forum. ). preparation of complete tender documents - cost estimate - variation order - 1;<s. 11" EXPECTE OUTCOME OF THE SUR!E& FEASI$ILIT& STU& AN ETAIL OF PRO(ECT LI%EL& TO $E SU$MITTE AFTER THE SUR!E&" a. rocedure for appointment of %onsultants" re$ualified open 1idding b. eriod of contract with consultants = months 12" REMUNERATION" The %onsultants shall charge a fi) amount of 3s. >.?>> Million, as remuneration for the entire services to be performed under this agreement and shall append with the first report as anne)ure and computer discs with instruction manual, covering all basic data collected during the course of the pro*ect, as mentioned in the T;3s @>> copies of printed final report, properly bound alongwith hard and soft copies and its rights, shall be provided to Secretary Tourism !o&&. The fi)ed fee shall be payable by the Secretary Tourism to the %onsultants in the following manner"( i0 2fter approval of deputed staff and preliminary wor# plan with a time line, the contract will be signed and A>B of the total cost will be made. ii0 A> B on the e)piry of second month or on completion of field wor#s. Sub*ect to submission of draft monitoring report to be approved by the Secretary Tourism. iii0 A> B on submission of A> copies of the draft final report and its approval by the Secretary Tourism and presentation of the study findings at a Seminar in the ;ffice of the T%& or 2uditorium or %onference 3oom to be held on a mutually agreed date, as approved by the Secretary Tourism. iv0 A> B on satisfactory completion of the study and submission of twenty printed copies of the final report 5including all anne)ure and-or computer discs and instruction manual0 by the %onsultants to the Tourism %orporation &hyber a#htun#hwa on the planning commission from one for approval by Secretary Tourism, !o&&. v0 The Secretary Tourism would retain A> B of the total cost payable to the consultants as security for another three month after the completion of the pro*ect as security deposit, which will be deducted in CB from each instalmentDs payment by the Secretary Tourism to the consultant, as in 5i0, 5ii0, 5iii0 . 5vi0, above. 13" TERMINATION OF THE AGREEMENT" i0 The Secretary Tourism may terminate this agreement at time by giving 9> days notice paying in full all costs and fees due to the %onsultants as of the termination date in accordance with the condition laid down in para =. ii0 In case the %onsultant causes inordinate delay in the performance of the agreement, the Secretary Tourism shall have the right to terminate the 2greement at any stage and such termination shall constitute abandonment of obligations under the contract on the part of %onsultants thereby invo#ing the provision of para. E 5iv0 below. iv0 Should the %onsultants abandon their obligation under this 2greement without any *ust cause 5regarding F*ust causeF, decision of the Secretary Tourism shall be final and binding0, the presented shall be refunded 5a0 any portion of the fees 4 already paid to him as such does not represent remuneration for services performed prior to such abandonment and 5b0 the unused portion of funds placed at the disposal of the %onsultants by the Secretary Tourism. 2nd should the %onsultants abandon their said obligations without any *ust cause, he shall also pay to the Secretary Tourism the e)tra e)penditure, which in the Secretary TourismDs opinion, would be involved in the employment of other consultants to perform and carry on their duties, under this 2greement, provided that nothing in this paragraph shall affect the liability of the %onsultants properly to account for any money paid or entrusted to them under this agreement. v0 Termination of this 2greement under the provisions of para. 5i0 shall not constitute abandonment. @G.
