Mkwawa University College of Education (MUCE), a Constituent College of the
University of Dar es Salaam invites applications from suitable and qualified
candidates to fill the following vacant posts:

A) ACADEMIC STAFF

1. SENIOR LECTURER (3 POSTS)
a) Areas of Specialization
i. Philosophy of Education (1 post)
ii. Any of the following disciplines: Linguistics, Political Science,
Economics, Geography, History, Development studies or Kiswahili (1 post)
iii. Any of the following disciplines: Physics, Informatics, Biology, Chemistry
or Mathematics. (1 post)

b) Qualification and Experience
The applicant shall be a holder of a PhD degree; a Masters degree with an
overall GPA of not less than 4.0 and a Bachelors degree with GPA of not less
than 3.8 in the relevant field.

The applicant shall have a teaching experience of not less than three (3) years
in higher learning institutions after getting a PhD degree.


c) Duties and Responsibilities
A successful candidate is expected to perform the following:
Teach, conduct research, and offer public Services in his/her respective area
of specialization.

d) Remuneration: PUTS 4/1- 4/5

2. LECTURER (4 POSTS)
a) Areas of Specialization
i. Curriculum Development and Design (1 post)
ii. Any of the following disciplines: Political Science, Development
studies, Kiswahili, Linguistics, History, Geography or Economics.

iii. Any of the following disciplines: Physics, Informatics, Biology,
Chemistry or Mathematics. (1 post)
iv. Zoology. (1 post)

b) Qualifications and Experience
The applicant shall be a holder of a PhD degree: a Masters degree with an
overall GPA of not less than 4.0, and a Bachelors degree with an overall GPA
of not less than 3.8 in the relevant field.

The applicant shall have a teaching experience of not less than three (3) years
in higher learning institutions.

c) Age limit
The age of an applicant should not be above 45 years.

d) Duties and Responsibilities
A successful candidate is expected to perform the following:
Teach, conduct research, and offer public services in his/her respective area
of specialization.

b) Qualifications and Experience
The applicant shall be a holder of masters degree with an overall GPA of not
less than 4.0 and a bachelors degree with an overall GPA of not less than 3.8
in the relevant field.

The applicant should have a teaching experience of not less than three (3) years
in higher learning institutions.

c) Age limit
The age of an applicant should not be above 40 years.

e) Duties and Responsibilities
A successful candidate is expected to perform the following:
Teaching, research, consultancy and community services in his/her
respective area of specialization.

b) Qualifications and Experience
The applicant shall hold a bachelors degree with an overall GPA of not less
than 3.8 in the relevant field. Applicants for the post of Informatics shall have
a Bachelor of Science degree in Computer Science or Information Technology
with high skills in programming language.

c) Age limit
The age of an applicant should not be above 30 years.

d) Duties and Responsibilities
A successful candidate is expected to perform the following:
Assist in teaching, research, and offering of public service in his/her
respective area of specialization.

Note: All candidates who have pursued their studies outside the country should
attach a letter from TCU certifying the credibility of certificates as well as grades
translated into local equivalent.

B) ADMINISTRATIVE & TECHNICAL STAFF

1. PRINCIPAL ACCOUNTANT (1 post)
(a) Qualification and Experience
Holder of a full professional qualification i.e. CPA (T) or ACCA with minimum of
nine years working experience in accounting field of which at least 5 years must be at
a senior position and must have been registered as an approved/Authorized
Accountant with NBAA. Holding a Masters degree in Accountancy or Financial
Management is an added advantage.

(b) Duties
Maintains up to date financial information on effective revenue and expenditure;
ver-sees arrangement for the purchase and effective use of equipment and
materials of the University;
Coordinates effective management of stores;
Receives, banks and directs proper use of money paid to the University;
Supervises staff and other functions in the Finance Department;
Performs any other duties assigned by ones reporting officer.

(c) Salary Scale: PGSS 20

2. DIRECTOR OF HUMAN RESOURCES & ADMINISTRATION - (1 Post)

a) Qualifications and Experience
Shall be a holder of a Masters degree in Human Resources Management;
Public Administration; or its equivalent from a recognized institution with a
minimum of nine years of relevant working experience of which five years
must be at a senior managerial position.
Shall possess HR Proficiency Certificate. Possession of HCMIS (LAWSON)
Certificate
b) Personal Attributes
Must be a person of high integrity
Should have the ability to plan, organize and supervise
Must be self motivated and should have the ability to work efficiently and
effectively even under pressure
Must have excellent communication skills in both Kiswahili and English
Must have the ability to work with a range of stakeholders
Should be able to deliver accurate and high quality output timely.

d) Duties:
Plays an advisory role on organizing, directing, staffing, compensation, staff
development and staff relations services in accordance with the approved
policies;
Develops, recommends and advises top management on plans, policies and
procedures pertaining to personnel;
Provides advisory service to senior officers at the university on all matters
relating to personnel and administrative policies and systems;
Performs any other duties that may be assigned by his/her reporting officer.

e) Employment Terms; On contract of 4 years renewable subject to demonstration
of objectively verifiable good performance of at least B grade in accomplishment of
set performance targets/goals and the recommendations from the relevant organ.

3. SENIOR SYSTEMS ADMINISTRATOR III (1 post)

a) Qualifications and Experience
Holder of a Bachelors degree in Computer Science or Information System,
Telecommunication, Electronics or related computer Studies from a recognized
institution with a minimum of four years relevant working experience.

d) Duties:
Manages server operating system including web-servers, data base servers
and mail servers;
Manages, coordinates and maintains assigned network segment.
Trains and supervises computer laboratory assistants/junior systems
administrators;
Liaises with the UCC and escalates incidents/problems to UCC and to
University information systems administrators like FIS, ARIS, LIBIS, and
HCMIS etc.
Performs any other duties assigned by his/her supervisor.

e) Salary Scale: PGSS 13-14

4. SENIOR ESTATES OFFICER II (1 post)
a) Qualifications and Experience
Holder of a Bachelors Degree or Advanced Diploma in Environmental Engineering,
Architecture, Building Economics, Civil Engineering in Land Management and
Valuation from a recognized institution with a minimum of six years of relevant
working experience in a similar position and must have been registered with the
relevant professional Board.

d) Duties:
Plans, co-ordinates, controls and supervises estates maintenance activities;
Participates in relevant consultancy and service activities;
Designs and implements parks and drainage projects;
Prepares sketches and designs for major modifications to existing buildings;
Trains and supervises junior Estates staff;
Performs any other duties assigned by his / her supervisor.

(e) Salary Scale: PGSS 14-15

5. SENIOR ESTATES OFFICER III (1 post)

a) Qualifications and Experience
A holder of a Bachelors Degree or Advanced Diploma in Environmental
Engineering, Architecture, Building Economics, Civil Engineering, Land
Management and Valuation from a recognized institution with a minimum of four
years relevant working experience as Estates Officer.

d) Duties:
Plans, co-ordinates, controls and supervises estates maintenance activities.
Participates in relevant consultancy and service activities.
Design and implements parks and drainage projects.
Prepares sketches and designs for major modifications to existing buildings.
Trains and supervises junior estates staff.
Performs any other duties assigned by his/her supervisor.

e) Salary Scale: PGSS 12-13

6. LIBRARY ASSISTANT II (1 Post)

a) Qualifications and Experience
A holder of Form IV or VI with three principal passes and a Diploma in Library
Studies from a recognized institution with at least four years relevant work
experience.

(b) Duties:
Handles enquiries from readers;
Helps readers in searching for bibliography;
Assists in collecting Library statistics and other information as determined by
his/her supervisor;
Performs any other duties as may be assigned by his / her supervisor.

f) Salary Scale: PGSS 7-8

7. LIBRARY ASSISTANT III (5 Posts)
a) Qualifications and Experience
A holder of Form IV or VI with three principal passes and a Certificate in Library
Studies from a recognized institution with at least three years of relevant work
experience.

(b) Duties:
Handles enquiries from readers
Helps readers in searching for bibliography,
Assists in collecting Library statistics and other information as determined by
his/her supervisor;
Performs any other duties as may be assigned by his / her supervisor

e) Salary Scale: PGSS 5-6


8. ASSISTANT ACCOUNTANT II 1 posts
(a) Qualification and Experience
A holder of a Bachelors degree in Accountancy or Advanced Diploma in
Accountancy or Professional level II with at least three years of relevant work
experience.

(b) Duties
Receives and pays out cash and cheques;
Maintains full and accurate accounting records;
Prepares bank reconciliations;
Ensures safe custody of cash and cheques;
Controls maintains and prepares true and accurate accounts up to trial balance and
reports on performance and costs;
Maintains the vote book and prepares all financial statements including vote book
Summary, final accounts and balance sheet of payments;
Performs any other duties assigned by his / her superior.
(c) Salary Scale: PGSS 10 11

9. OFFICE ATTENDANT II (4 Posts)
(a) Qualification and Experience
A holder of Form IV Secondary Education with passes in Kiswahili and English with
at least four years working experience in a similar position.

(b) Duties
Cleans all places and offices allocated to him/her;
Moves files within offices allocated to him/her
Dispatches letters and other documents to respective offices;
Assists in transmitting messages within and outside the University;
Assists in collecting and stapling materials as may be directed;
Performs any other duties as may be assigned by his / her supervisor.

(c) Salary Scale: POSS 4

10. SENIOR ASSISTANT INTERNAL AUDITOR I (1 Post)
(a) Qualifications and Experience
A holder of a Bachelors in Accountancy or Advanced Diploma in Accountancy of
Professional Level II or Module C, D. and F from a recognized institution, with six
years work experience.


(b) Duties
Executes audit programmes regarding payment and retirement of imprests and
bank reconciliation
Reviews Internal controls and submit recommendations to his/her Superior;
Ensures that internal control systems are adequate to avert perpetuation of
Fraud, misappropriation and embezzlement of funds;
Prepares audit report based on audit findings;
Performs any other duties as assigned by his/her superior.

(c) Salary Scale: PGSS 11-12

11. CLERICAL OFFICER III (1 Post)
(a) Qualifications and Experience
A holder of Form VI Secondary Education with passes in Arts subjects and must
have a credit pass in English at O level plus a certificate in records management
with at least four years working experience in a similar position.
(b) Duties
Assist to maintain an up-to-date register of Office files and index books;
Files correspondence to relevant files and attaches them whenever deemed
necessary;
Open new files and index cards as directed by his/her supervisor;
Performs any other duties assigned by his /her supervisor.

c) Salary Scale: PGSS 4-5
