ISSUE NAME: Integration of LNP Service Management System (LNP SMS), CNA, CO Code, and Line Number
Assignment/Administration unctions

ISSUE DESCRIPTION:
%!e PN &'()* Steering Committee re+uested t!e Canadian Steering Committee on Numbering (CSCN) to deve"o#
recommendations t!at address number assignment/administration issues in a "oca" e,c!ange service #rovider
#ortabi"ity environment, inc"uding any necessary assignment and administration guide"ines and/or c!anges re+uired to
e,isting assignment guide"ines, and a"" necessary interfaces re+uired bet-een t!e Centra" Office Code Administrator
(CO Code Administrator) and t!e Loca" Number Portabi"ity (LNP) SMS Administrator (LNP SMS Administrator).
Prior to t!e C/%C re+uest, t!e CSCN -as e,amining issues re"ated to centra" office code administration and t!e
Canadian Numbering Administrator (CNA). %!e CSCN is #"anning to contract out to an inde#endent, non(
government, t!ird #arty t!e CO Code Administration and CNA functions.
%!e CO Code Administration ro"e inc"udes #rocessing a##"ications for assignment of CO Codes, maintenance of
records, faci"itating t!e Centra" Office Code 0ti"i1ation Survey (COC0S) in Canada, notification to industry of code
assignments, notification to affected #arties and regu"atory aut!orities of NPA 2eo#ardy and re"ief re+uirements,
deve"o#ment of code conservation #rocedures, re"ief #"anning, etc.
%!e CNA ro"e encom#asses various functions inc"uding t!e administration/assignment of numbering resources (e.g.,
Carrier Identification Codes (CICs), '''(3333 "ine numbers, SAC '44 and 544 N33s) and secretary to t!e CSCN.
%!e CNA functions are #resent"y #erformed by an em#"oyee of Industry Canada at t!e re+uest of t!e CSCN and are
funded, in #art, by vo"untary #ayments by various Canadian te"ecommunications industry #artici#ants.
One of t!e 6ey issues in an LNP environment identified by t!e CSCN is -!et!er 7Number Poo"ing8 s!ou"d be
im#"emented, and if so, -!en and !o- it s!ou"d be accom#"is!ed. 7Number Poo"ing8 -ou"d entai" t!e transfer of a""
"ine numbers from a"" #artici#ating "oca" service #roviders -it!in a designated LNP area to an industry "ine number
resource #oo" for t!at area. Assigned "ine numbers in t!e #oo" -ou"d be retained by e,isting subscribers. 0nassigned
"ine numbers in t!e #oo" -ou"d be used to meet t!e re+uirements of future subscribers of a"" #artici#ating "oca" service
#roviders -it!in t!e designated LNP area. 0nder a number #oo"ing a##roac!, any "ine number -it!in t!e designated
LNP area -ou"d be avai"ab"e to any subscriber of any #artici#ating "oca" service #rovider.
If 7Number Poo"ing8 is not ado#ted, t!e entrance of ne- "oca" service #roviders -i"" cause an acce"erated use of
#resent"y unassigned N33s in certain Numbering P"an Areas (NPAs) (i.e., area codes), -!ic!, conse+uent"y, -i""
cause an ear"ier e,!austion of t!ose NPAs and significant re"ief #"anning/im#"ementation costs. If 7Number Poo"ing8
is ado#ted, more efficient use of centra" office codes and "ine numbers can be obtained, t!us reducing t!e fre+uency of
occurrence of NPA e,!aust. If 7Number Poo"ing8 is ado#ted, t!e industry must deve"o# a "ine number
assignment/administration system (e.g., database(s), assignment guide"ines, reservation, rec"amation, treatment, etc.),
and various re"ated issues !ave to be reso"ved (e.g., -!ic! organi1ation (e.g., LNP SMS Administrator or CO Code
Administrator) s!ou"d #erform t!e assignment/administration function, -!at are t!e triggers and time("ines for
estab"is!ment of 7Number Poo"ing8, -!ic! "oca" service #roviders -i""/-i"" not #artici#ate in 7Number Poo"ing8, and
-!at are t!e res#onsibi"ities of "oca" service #roviders in t!e assignment and re"ief #"anning #rocesses).
FACTORS:
As noted above, t!e CSCN is #"anning to estab"is! an inde#endent, non(government, t!ird #arty to #erform t!e ro"e of
CNA and Centra" Office Code Administrator. Among ot!er t!ings, t!e CSCN is assessing -!ic! organi1ation s!ou"d
"et t!e contract for t!e #erformance of t!e CNA/CO Code Administration functions (e.g., #rivate consortium or
9overnment of Canada), -!ic! organi1ations s!ou"d contribute funding to-ards t!e costs of t!ese functions (e.g.,
Canadian te"ecommunications service #roviders), and -!ic! mandatory funding formu"a(s) and mec!anism(s) s!ou"d
be used to ca"cu"ate and co""ect t!e funds. %!e "ine number assignment function -it!in a 7Number Poo"ing8 LNP
environment is vie-ed by t!e CSCN as a function -!ic! s!ou"d be #erformed by some ot!er entity suc! as t!e LNP
SMS Administrator.
%!e introduction of 7Number Poo"ing8 -i"" re+uire an industry "ine number assignment/administration system. Suc!
a system -ou"d eit!er re#"ace or interface -it! e,isting "ine number assignment/administration systems of incumbent
"oca" service #roviders. %!e benefits of ado#ting 7Number Poo"ing8 (i.e., reduced fre+uency of NPA e,!aust) must be
-eig!ed against t!e costs of deve"o#ing and o#erating an industry "ine number assignment/administration system. In
addition, t!e organi1ation -!ic! -ou"d #erform t!is function must be determined (e.g., CNA/CO Code Administrator,
LNP SMS Administrator, or se#arate Line Number Assignment/Administrator).

ANALYSIS:
%!e functions of CNA and CO Code Administration cou"d be #erformed by an entity se#arate from t!at being
estab"is!ed for LNP SMS Administrator. Combining a"" functions into a sing"e organi1ation is #ossib"e@ !o-ever,
t!ere is no urgent reason to do so as t!e functions are different and cou"d be managed se#arate"y. Combining functions
may resu"t in "o-er overa"" costs. Im#"ementing 7Number Poo"ing8 initia""y and combining t!e functions into a sing"e
entity -ou"d resu"t in de"ays in im#"ementation of LNP. %!e addition of t!e "ine number assignment/administration
function (i.e., Number Poo"ing8) -ou"d re+uire significant time to estab"is! an industry "ine number
assignment/administration system.
=etai"ed ana"ysis of 7Number Poo"ing8 costs and benefits !as not been conducted to date. Suc! an ana"ysis is re+uired
before se"ecting one of t!e above o#tions. 7Number Poo"ing8 s!ou"d be addressed after t!e initia" im#"ementation of
LNP(SMS, as t!e im#"ementation of suc! a #oo" commencing in Aune, :&&B, is not feasib"e -it!in t!e s!ort time
frames avai"ab"e for im#"ementation of an LNP so"ution. Cit!out 7Number Poo"ing8, #resent
assignment/administration #rocedures -ou"d not be im#acted by LNP, and "oca" service #roviders -i"" a##"y for fu""
CO Codes under e,isting industry guide"ines. If t!e assessment of 7Number Poo"ing8 is favorab"e, t!en deve"o#ment
of an industry Line Number Assignment/Administration System s!ou"d be underta6en, -it! a vie- to tria" suc! a
system in one LNP area fo""o-ing t!e initia" introduction of LNP, in order to assess administration, tec!nica" and
o#erationa" issues.
CONCLUSION:
%!e functions of CNA and CO code administration cou"d be combined -it! t!e function of LNP SMS administration@
!o-ever, t!ere is no necessity to do so. %!e LNP SMS =atabase Subgrou# submitted t!at t!ere a##ears to be
fundamenta" differences in orientation bet-een t!e LNP SMS administration and t!e 7"ine number8 administration.
%!e commercia" nature of t!e LNP SMS administration may be incom#atib"e -it! t!e #ub"ic interest re+uirements of
t!e 7"ine number8 administration and dictate against t!eir combination. 7Number Poo"ing8 -ou"d be of benefit to t!e
industry@ !o-ever, a cost(benefit study must be conducted to determine if t!e benefits of 7Number Poo"ing8 and an
industry Line Number Assignment/Administration System out-eig! t!e costs.
RECOMMENDATION:
:. %!e functions of CNA and CO code administration s!ou"d be managed by a se#arate organi1ation from t!e LNP
SMS administration function in t!e initia" stage of im#"ementing LNP.
<. Combining t!e functions in a sing"e entity s!ou"d be assessed in t!e future after t!e initia" stage of LNP is
im#"emented.
D. %!e costs(benefits of 7Number Poo"ing8 s!ou"d be assessed. If t!e benefits of 7Number Poo"ing8 out-eig! t!e
costs, t!en deve"o#ment of an industry Line Number Assignment/Administration System s!ou"d be underta6en
after t!e Commission !as rendered its decisions on PN &'(D5 and PN &'()*, and after t!e initia" im#"ementation
of LNP(Service Provider Portabi"ity.
