According to a report submitted by Administrative Reforms Committee (AFC) chaired by our Hon. Law Minister, Mr. Veerapa Moily, in 2007, he wrote that effictiveness of a government is perceived by six quality measures: 1. Voice and accountability 2. Absence of instability 3.
