Community Based Organization Management

Place: ICC-PARCE and PNKS Prey Veng
Time: 29 May to 07 June 2013
Facilitators: Mr. Dayal Chandra Paul, Executive Director SUPOTH Bangladesh, Ms. Stacey Anne
Biswas, Education Director SUPOTH Bangladesh.
Organizer: DanMission
Reflection Report by: Mr. Minea and Miss. Amara
Date of Report: 05 July 2013

1. Introduction
DanMission organized a workshop on Community Based Organization Management for its three
partners - PNKS, ICC-PARCE, and PBO. DanMission invited its partner, SUPOTH
1
, from
Bangladesh to share and facilitate this training. Mr. Paul is is a director and Miss. Anny is a staff of
SUPHOT who facilitated the training. they use the SUPOTH's Community Development Model
where they apply in their country to share DanMissions partners in Cambodia.

Overall Workshop Objective:
For the purpose of introducing a coherent and sustainable model for the poor people to improve
their livelihood and to enhance community development in the perspective of a peaceful
coexistence, employees from PNKS, PARCE and PBO are trained as trainers (ToT) in the
community development model as used by SUPOTH in Bangladesh. Participants will after the
training be able to train and supervise others in the implementation of the model.
This Reflection Report is not to report narratively about the process of the whole workshop. The
purpose of this report is to reflect with what Peace Bridges applies or exists and what it shall do to
strengthen the M&E system.

2. Workshop Outputs
Facilitator introduces how SUPOTH builds network among CBOs in various communities
in Bangladesh. Community Groups are united as a network in community level, district
level and regional level called Regional Federation. this make them easy to raise the voices
in any purposes to government.
Reflection: PBO has Regional PBA and National PBA. PBA looks like a CBO in term of peace
community.

1
SUPOTH is Bangladeshi language which means Good Path or Right Way in English.
2
Recommendation: It is better if it shall have Community PBA for encouraging community
peacebuilders (PB1). PBO should think about other purposes for PBA. For example, we can get
benefit from PBA by advocating for relative peace activities (stopping violence...). It might be
challenging with Local Government.

Facilitator introduced one of the tools used to measure the capacity of community or CBO
leaders who lead community development projects/activities. It is here called CCI tool
(Community Capacity Indicator). This tool was developed by CRWRC (Click here for CCI
manual). Facilitator shared some indicators of CCI which SUPOTH uses in Bangladesh
such as Financial Skill, Management Skill, Technical Skill, Social Control Skill, and
Networking & Local Resources Mobilization Skill (Click here for detail for each indicator).
We practiced those tools in target communities of ICC-PARCE and PNKS to measure the
capacity of those community groups and leaders. The actual result will be presented
compared with expected (targeted) result. Conducting CCI mostly use Focused Discussion
Group.

Reflection:
Similarly, PBO has the main indicators KASH to measure the capacity and quality of
peacebuilders.
What Knowledge of peace they improve after involving with PBO.
What new peaceful or positive Attitude they living with.
What Skills from PBO they can use for personal or their circle of influence to
prevent conflict or mediation.
What new Habits they apply for living harmoniously with their circle of influence.
LTP/CPIP has set the indicators, both quantitative and qualitative, to measure the
improvement of participants over the training. Quantitative Indicator is to use the
pre/posttest form and Qualitative Indicator is to use the Story of Change.
CPIP has one indicator to measure the improvement of capacity of PBer after providing the
mobilized training. Click here to review this form.
PBO/RMEP has set Indicators Framework to measure the achievement of its own programs
in impact level to output level. Click here to get this form.
Recommendation:
3
M&E shall think about how to use CCI tools that can be applied with PBO by
contextualizing form CCI of SUPOTH or CRWRC and put in action to develop M&E
Indicators for each program.
CPIP should develop the expected Indicator with community/team in any project cycle with
peacebuilder.

3. Interesting
This training provides the good inputs for Peace Bridges to develop M&E system more effectively.
we would like to express the thankfulness for DanMission that gave the opportunity for Peace
Bridges having received this valuable course which we can learn from other partners. We also thank
to facilitators from SUPOTH organization in Bangladesh who spent time for sharing the important
resources to improve our program here. we are really be blessed for this given opportunity.
With this occasion, we would like to propose for the next training on this topic as it is very
important for Peace Bridges to continue develops its programs which provide more impacts to
communities.
I used to have this course of CCI and apply it in community development project while I
work for one previous NGO. But since I work for Peace Bridges, I never use this tool or
contextualize it in M&E system for peace context as i thought that CCI is for community
development projects more than peace projects. Eventually this training waked me up and
letting me look back again to this CCI tool. I will work on to contextualized CCI tool into
PBO M&E system for using in peace projects. This is what this training helps me.
Impressed Mr. Minea, Research, Monitoring and Evaluation Coordinator.

I was really happy when I went to participate this training because it can share experiences
and culture with Bangladesh trainers. Specially, I learnt more about CCI tools to apply in
Cambodia context, and we would have a structure of CBO such as Bangladesh to support
community levels
Government Civil Society
- Province RF (Regional Federation)

- District PI (People Institution)

- Commune CCC (Commune Council Committee)

- Villages SHG (Self help Group)
It is some of part; we have to think because its important in Cambodia context nowadays.
CCI Tools is new knowledge for me. I will share to my team. Impressed Ms. Amara,
Research, Monitoring and Evaluation Assistant.
