1. What is the purpose of ministrial regulation no.13/2012? Give the explanation about this
Answer :
The purpose of ministrial regulation No. 13/2012 is to increase the saving energy especially
in electrical consumption. The saving electrical consumption cover several building :
The government buildings
The national company buildings
Official residences
Lighting for public roads, decorative lights, and public boards.
The final targets from the saving electrical consumption are to decrease the electrical
consumption till 20 % and to achieve the criteria minimum efficient for electrical
consumption.

2. Please give the explanation about scope of energy management in building?
Answer :
Scope of energy management in building covers some of instrument and habitual from the
user. The ministrial regulation No. 13/2012 describe that scope of the management in
building consist of :
Heating, Ventilating, Air Circulation (HVAC),
Lighting system,
Other instrument or supporting which use electrical source.
The ways to save energy and to improve performance of energy could be follow some of
methods, such as :
CONTROLLING ENERGY USE
1. Reduce air leakage and water leakage, Seal unused vents and ducts to the outside
2. Turn off lighting : remove unnecessary lighting, add switched circuits, use motion
sensors and light-sensitive controls
3. Use temperature setup and setback, Cool with outside air
4. Take transformers offline during idle periods, Disconnect or turn off all
nonessential loads
5. Educate tenants and occupants
CHOOSE AND BUY THE EQUIPMENT OR SYSTEM SAVE ENERGY
1. Choosing or negotiating lower-cost utility rates
2. Producing electricity or fuels through brokers
3. Correcting power factor penalties
4. Controlling peak electric billing demand
5. Transportation and interruptible natural gas rates
6. Deregulated electricity or natural gas options
7. Cogeneration
8. Lower-cost liquid fuels
9. Increasing volume for onsite storage
10. Avoiding sales or excise taxes where possible
