Mexican Youth Declaration towards COP 20

Preamble
The Conference of the Parties agrees:
Urges to use the natural resources of the Parties in order to reduce the dependence on fossil
fuels by the use of organic waste for the production of second generation biofuels. Further
recommends the transition to renewable energy, according to the needs and capabilities of
each country, by adopting the "Zero Waste Plan" with the technology transfer and technical
training.
Emphasizes the need to create or reinforce National Plans to promote the use of collective
and multimodal transport in order to generate less or zero greenhouse gases emissions;
encouraging the modernization of public transport through cooperation plans with developed
countries, including territorial and urban planning with the purpose to shorten distances and
decrease the use of private vehicles while increasing mobility by collective transport.
Urges to strengthen REDD+ mechanism and its relation with sustainable agriculture
practices as carbon sinks, emphasizing the role of States to protect, involve and encourage
indigenous communities in regional strategies and theoretical and practical advising; so they
can benefit from their forest reserves and protect them.
Suggests a recategorization of the countries referred as annex 1, annex 2, and Non annex
focused on greater precision in terms of common but differentiated responsibilities being as
follows:
Category 1: countries with high economic capacity, development of green energy with
effective implementation in the country, high industrialization and nuclear capacity in energy
terms as well as developed technological capacity.
Category 2: countries in pursuit of implementation of green energy, high economic
development with rising technological growth and possibility of energy development.
Category 3: countries with lowered rate of economic and technological development as well
as so called "vulnerable" countries (island countries without technological and economical
capacities, least developed countries).
Urges to developed countries to act immediately through awareness campaigns on climate
change in the societies of the most vulnerable countries; being the NGO's and universities
the ones providing mechanisms based on civil society for the development of binding
mechanisms to generate the necessary public policies in their nations for academic
exchanges. Capacity development is the basis for the other actions to implement.
Recommends applying technological innovation, which should not be used on a reverse
transfer than convert developing countries into electronic dumps. Encourages developed
countries establish awareness for the reduction of demand and innovation of electronic
devices to combat the effects of excessive consumption. We demand the establishment of
an international binding agreement during the COP 21 in 2015.

The Conference of the Parties agrees and defines Climate Funding as the sum of material,
economic and financial contributions and efforts that the States and the private sector
earmark periodically and transparently to the policies and actions for the adaptation,
mitigation and prevention of the effects of climate change. These elements are quantifiable
and measurable among them; furthermore they show evidence of international solidarity.
The States present are committed to contribute with their inputs before 2020.
The States that are beneficiaries of the Green Climate Fund (any Climate Funding) will be
held accountable for the resources used every five years. They would have to specify and
justify properly the use of founding policies, programs, plans and actions under the Durban
Platform.
Regarding the funding that is planned to be archived internationally, the private sector is
contemplated; the way in which they attempt to cover the private sector as a source of
funding (for a Green Climate Fund) is through the public policies of States.
Concerning private contributions, the Conference of the Parties encourages its members to
create domestic laws, which levied on companies that exceed the level of particles pollutant,
considering the parameter of the World Health Organization (WHO) that is 10
micrograms/cubic meter.
Encourages the creation of a Committee that will be part of the Development and
Technology Transfer Committee, to deal with the legal part, with the participation of experts
on patents, and other legal resources required on the issue of transfer and technological
development.
Encourages the use of new technologies by using natural resources such as rising wave in
countries with sea access, to use the energy generated by the water and reach agreements
with countries that manage this technology to implement their knowledge in this topic; not
forgetting the importance of escaping methane deposits and coal mines, the use of landfill
gas, carbon conversion to gas, liquid propane gas replacement and bio-oil.
Encourages the analysis and promotion of low cost technologies, local and natives people
sustainable practices, for its international implementation as an example of conservation
and daily activity efforts.
Integrating systems and effective mechanisms to ensure a better prevention and control of
natural disasters.
Implementing agronomic adaptation; aimed at optimizing the use of fertile soil, while
lowering its overexploitation.
Recognizing the importance of the exchange of good practices and experience, in terms of
finance, technological transfer, scientific research, means of environmental adaptation and
exporting existing platforms from developed countries.
