Section 8 - PAINTING WORK


8.1

STANDARDS OF CONSTRUCTION

Refer to Clause 1.1.1 of section 1- preliminaries, which applies to this section. This specification shall
generally take precedence over notes on the drawings. Notify Engineer of any discrepancies with normal
Vietnam methods and practice. All materials and workmanship for painting and decorating works shall
comply with the following standards;
All paint materials shall be only those of approved manufacturer, and the standard will be that of the
manufacturers specification
Preparation of the substrate shall comply with the manufacturers specification
Application of materials shall comply with the manufacturers specification, and the application and
acceptance procedures shall comply with clause 8 of TCVN 5674-92 Finishing works in construction execution, check and acceptance
8.2

NON-CONFORMANCE WITH STANDARDS

Refer to Clause 1.1.2 of section 1- preliminaries, which applies to this section.


8.3
8.3.1

REQUIREMENTS FOR ACCEPTANCE


General

Refer to clause 1.1.3 of section 1- preliminaries, which applies to this section. Submit to Engineer all
documents required by The Relevant Authorities in Vietnamese language, and all documents required by
Engineer in English as specified in clause 8.9
8.3.2

Contract and Warrantee

The works described in this section shall be carried out by a supply-and-fix form of contract, in which a
joint warrantee is provided between the manufacturer and the applicator. Where different sections of work
engage different manufacturers and/or different applicators, a joint warrantee shall be provided for each
section.
Any proposal to change the names of any manufacturing company, or any subcontracting company or any
product name from those listed in the Tender is subject to the approval of Engineer.
For each of the painting systems described in clause 8.4 below, the Contractor shall provide the joint
warrantee against defects for the term stated in the Tender. The term of the warrantee will commence from
the date of the Hand-over Certificate
No painting work will be permitted to start until the Contractor has submitted one original set of the joint
warrantee, stamped and authorized by both parties and notarized
8.3.3

Paint samples

For each of the painting systems specified, the Contractor shall submit a written request to Engineer for
finishing colours. Engineer will provide the Contractor with colour codes for each systems finishing coat
product provided only that the joint warrantee for the system has been received
After receiving the colour codes, the contractor shall prepare samples 100mm x 150mm for each finishing
coat, all mounted on a sample board and labeled. Where two finishing coats are specified, the sample shall
clearly show both coats, the first coat being of a different colour as specified in clause 8.8.5.2. The
Contractor shall submit the sample board to Engineer for final approval. Submission of the sample board
and Engineers approval is required before painting work can start.
8.3.4

Inspection of work

Comply with Engineer requirements for inspection before each coat of each system
8.4

PAINT SYSTEMS

8.4.1

Traditional paint systems

The following paint systems will apply to this project. The contractor may propose alternate materials
and/or paint systems to replace those specified below, provided that the proposal retains the finished

texture and meets the warrantee terms stated. Such proposals shall be submitted as an option in the
Tender submission and will be considered during the assessment of tenders.

8.5

MATERIALS

8.5.1

Materials Generally

Approved manufacturers and brand names


All materials used in the Works shall be only those of the manufacturers and brand names previously
approved by Engineer, and shall be clearly marked with the manufacturers name or trademark and a
description of the contents and colour. Any painting materials other than those approved for the Works shall
be immediately removed from the Site. All materials shall be mixed and applied strictly in accordance with
the manufacturers specified, printed instructions, using only one of the methods recommended by the
manufacturer.
Mixing paint brands or types
The practice of mixing different types of paints, or mixing or substituting paints of the same type from
different manufacturers is prohibited. Should this practice occur, Engineer, at its sole discretion, may
immediately issue a Site Instruction to stop all painting works and permanently remove from the site, any
person or persons he deems to be culpable.
Thinning paints
Thinning of paint materials is generally not necessary, and may only be performed after written approval by
Engineer. In those cases, approval will only be granted on condition that thinning is limited to the thinning
material recommended by the manufacturer, and according to the method of application (usually limited to
spray-painting). In no case will thinning of the paint material exceed 10% by volume of the paint. Where
Radcote mineral silicate paint is specified, it is strictly forbidden to change the contents in the containers in
any way
Tinting and colouring paints
All tinting or colour mixing, generally, shall be performed only at the manufacturers premises, and no
tinting or colouring may be done at the site without Engineers approval
8.5.2

Material types

External mastic
Where specified in this section, External mastic means a pre-mixed and packaged material of cement-lime
mortar in powder form, containing additives which make it suitable for bonding to external masonry
surfaces, including concrete, brick, and plaster. Any external mastic product that is packaged in liquid
form, and/or requires the addition of cement, may not be used without the prior written approval of
Engineer.
Internal mastic
Where specified in this section, Internal mastic means a pre-mixed and packaged material of cement-lime
mortar in powder form, containing additives which make it suitable for bonding to internal masonry
surfaces, including concrete, brick, and plaster. Any internal mastic product that is packaged in liquid
form, and/or requires the addition of cement, may not be used without the prior written approval of
Engineer.

Masonry primer
Where specified in this section, Masonry primer means a material containing acrylic-based emulsion
binders, and incorporating mineral extenders in the pigment that make it suitable as an external sealant.
The material is water soluble, and suitable for application over both external and internal mastic substrates.
Acrylic Emulsion paint
Where specified in this section, Acrylic Emulsion Paint means a paint using an acrylic copolymer emulsion
binder, which is soluble in water and suitable as a finishing paint for external masonry surfaces.
PVA Emulsion paint
Where specified in this section, PVA Emulsion Paint means a paint using PVA copolymer emulsion binders,
which is soluble in water and suitable as a finishing paint for internal masonry surfaces.
Red oxide primer
Where specified in this section, Red oxide primer means an alkyd-based, lead-free, ferrous oxide primer,
soluble in white spirit, and suitable as a rust inhibitor to steel and other ferrous and zinc based metals,
particularly for internal use.
Zinc phosphate primer
Where specified in this section, Zinc phosphate primer means an alkyd-based primer using zinc phosphate
pigments, soluble in white spirit, and suitable as a rust inhibitor to steel and other ferrous and zinc based
metals, for both internal and external use.
Cold galvanizing paint
Where specified in this section, Cold galvanizing paint means an alkyd-based primer using zinc-rich
pigments, soluble in white spirit, and suitable as a rust inhibitor to steel and other ferrous and zinc based
metals, for both internal and external use. Also suitable as a touch-up primer to hot galvanized materials
that have lost their protection due to welding, grinding, cutting, etc.
Hot-dipped galvanizing
Where specified in this section, Hot-dipped galvanizing means the process of static electroplating molten
zinc-rich material to bare steel or other ferrous products to produce enhanced anti-corrosion protection to
the substrate.
Non-ferrous metal primer
Where specified in this section, Non-ferrous metal primer means an alkyd based primer using zinc
chromate pigments, soluble in white spirit, and suitable as a primer to aluminium, copper, brass, and zinc
based metals, for both internal and external use.
Wood primer
Where specified in this section, Wood primer means a priming paint with oleo-resinous binders, soluble in
white spirit, and suitable to prime both hardwoods and softwoods, including those that are highly resinous.
It contains leafing aluminium pigments, and is suitable to receive alkyd type finishing paints.
Enamel paint
Where specified in this section, Enamel paint means an alkyd or glyptal synthetic resin-bound paint, used
as a finishing coat especially for wood or metal materials. The finish may be in high-gloss, semi-gloss or
satin.

8.6
8.6.1

PREPARATION FOR PAINTING


General

The Contractor shall observe the manufacturers written instructions (either in the technical data-sheets or
on the container label) regarding preparation requirements, which may include, but not be limited to
cleanliness, dryness, & stability of the surface.
8.6.2

Internal and external plastered surfaces

Before the application of mastic coats, notify Engineer of intention to start work, and confirm whether
plastering works have been approved. Inspect each section of plastering work and report any defects such
as cracks, hollowness, or uneven surfaces to Engineer, and receive instruction prior to commencing the
putty coats. Repair minor defects as directed. Where plaster cracks are required to be raked out and filled,
use an approved proprietary brand non-shrinking gypsum filler. Brush down the plaster surfaces to remove
dust and loose sand. Begin application of mastic only when the plaster is dry.

8.6.3

Woodwork

All exposed woodwork shall be prepared for painting in the fabrication workshop before delivery to the site.
All nails shall be punched and stopped and wood surfaces cleaned free of grease, wax, dirt and other poorly
adhering materials before further preparation.
Wood surfaces to be painted shall be knotted, stopped, rubbed-down with abrasive paper, and primed.
Further stopping, rubbing-down and priming cycles may be necessary to achieve the required finish.
Use an approved wood primer as specified in clause 8.4.2
Use a proprietary brand hard stopping to fill nail holes, open joints, splits on the surface. Linseed oil putty
may only be used internally to Engineers approval.
Scrape all knots and resin pockets then apply two coats of patent knotting, made of shellac dissolved in
naphtha or methylated spirits.
Wood surfaces to be oiled or varnished shall be knotted, stopped, rubbed-down with abrasive paper, and
varnished. Further stopping, rubbing-down and varnishing cycles may be necessary to achieve the required
finish.

Woodwork as prepared above will be inspected on delivery to the site. Finishing coats for painted wood and
final coat for varnished wood will be completed on site.
8.6.4

Steel and ferrous metals

All structural steelwork and metalwork shall be prepared for painting at the place of fabrication before being
delivered to the site. Complete all fabrication work including welding, drilling, bolting, cutting and then grind
or sandblast these parts to a suitable surface.
Remove oil and grease from all exposed surfaces by wiping with an approved solvent
Remove loose mill scale and rust by chipping, scraping, or wire brushing. If the preparation is not approved
by Engineer, treat the surfaces with an approved rust remover.
Surfaces to receive cold galvanizing paint shall be ground or sandblasted.
Notify Engineer for inspection after the surfaces have been prepared, before any coating is applied.
Apply one coat of primer as specified in clause 8.4 before delivery to the site.
8.6.5

Fair-faced concrete (off-form)

For concrete surfaces to be painted with emulsion paint or enamel paints, carefully chip off any grout
projections, differences in level, fill up crevices, and level the surfaces generally with an approved
proprietary pure gypsum non shrinking filler.
8.5.6

Radcote mineral silicate paint

For external plastered surfaces to be painted with Radcote mineral silicate paint, the finished plaster render
shall be inspected before the application of any paint. To ensure evenness of texture, any holes or cracks to
be raked out and filled, shall be filled with the same grade of mortar as the original surface, and allowed to
dry for 21 days. All work shall be continuous over the full surface between construction joints. Block down
the surface with an emery stone of suitable abrasiveness to get an even texture. Brush down with a wire
brush to remove surface bumpiness, then brush down with a soft bristle brush to remove dust and powder.
8.7

DELIVERY, HANDLING & STORAGE

All materials shall be delivered to the Site in the manufacturers containers with seals unbroken, and shall
be kept in a locked store on the Site until issued for use. The store shall be constructed so as to minimize
extremes of temperature, and access to the store shall be made available for Engineers inspection at all
times.
8.8

APPLICATION PROCESS

8.8.1

Labour

All painters shall be skilled and experienced in their trade. The Contractor shall submit a list of the names of
all painters to Engineer for approval, and issue each painter with a photograph ID name tag, which must be

worn at all times while working at the Site. Unskilled labourers are not permitted to do the work of skilled
labourers
8.8.2

Tools & equipment

All brushes, rollers, spray equipment, tools, pots, etc., used in executing the Works shall be kept clean and
free from foreign matter, and shall be thoroughly cleaned prior to being used with a different type of
material. Solvents to be used for the cleaning of equipment shall follow the manufacturers
recommendations.
All paint materials shall be applied with approved quality bristle brushes, rollers, compressed-air or airless
spraying at the Contractors discretion, but in conformity with the manufacturers recommended methods of
application. Distemper brushes are to be of an approved type not less than 150mm wide. The use of rags,
cotton waste, or any other material or method that is not recommended by the manufacturer for applying
the paint, will not be permitted.
8.8.3

Environmental conditions for work

No external or internal painting work shall be carried out in wet or foggy weather, or in extremes of
temperature or humidity, or on surfaces that are not thoroughly dry. No painting work shall be carried out in
conditions of airborne dust. The Contractor shall take all necessary measures to protect completed coats
from rain and dust in the vicinity of the works. Engineer will not consider any claim for extension of time for
adverse environmental conditions where the Contractor has not taken steps to protect the painting work
against these conditions.
Primed or undercoated woodwork and metal work shall not be left in an exposed or unsuitable condition for
an undue period before completing the painting process. If this situation occurs, causing a degradation of
the properties of the exposed materials, Engineer, at its discretion, will issue a Site Instruction to remove
the damaged material and re-apply that coat, at the Contractors expense.
8.8.4

Preparation of materials

All paint materials shall be thoroughly stirred and mixed when the manufacturers containers are opened
and the contents are transferred to painters pots. Where necessary, the paint materials shall be strained to
remove all skin, lumps and the like before being used. During the progress of painting works, materials held
in painters pots shall not be left unsealed in the event of temporary stoppage of work.
8.8.5

Sequence of work

No mastic (putty coat) or priming coat shall be applied until the substrate surface has been inspected and
the preparatory work has approved by Engineer. No subsequent undercoats or finishing coats shall be
applied until the previous coat has been similarly inspected and approved. To control this sequence of work,
including inspections and approval by Engineer, the Contractor shall submit a checklist control sheet for
approval and coordination with Engineer Supervisors.
No consecutive coats of paint shall be the same shade of colour (except white). The manufacturer will
supply information on alternative shades, on request, and any tinting in this respect shall be undertaken at
the manufacturers premises prior to sealing the containers.
Each coat of the work shall be thoroughly dry before subsequent coats are applied. At the completion of
each coat, the work shall be rubbed-down with abrasive paper appropriate to the nature of the material.
8.8.6

Protection and cleaning

During execution of the painting works, the Contractor shall be responsible for the protection of all other
finishing works from paint drops, splashes, roller marks or over-spray. These include electrical and lighting
fittings, sanitary fixtures and fittings, all other unpainted or decorative surfaces, metal trims, glass, joinery,
furniture and the like.
Ladders, scaffolds, and jump-ups used during the execution of painting works, shall ensure the protection of
the finishing materials against scratching, scuffing, marking and other damage.
Damage to other finishing work caused by a) and b) above shall be repaired as the work progresses, using
solvents appropriate to the paint and the finishing material.
Stains, scratches, scuff marks or any other damage to other finishing materials caused by painting or
inappropriate use of solvents will become the responsibility of the Contractor, who will repair or replace the
items at his own expense, at the discretion and instruction of Engineer.

Upon completion of sections of painting works, and prior to the final inspection by Engineer, all defects
caused by painting works shall be made good and thoroughly cleaned.
8.9

FINAL INSPECTION AND HAND-OVER

Where each section of painting works has been agreed to be handed over , the Contractor shall, at the time
of the joint inspection, submit to Engineer the following documents, certificates, and records of the Works
completed;
Certificates of quality of goods from each manufacturer
Joint warrantee for each of the systems specified
Copy of materials delivery inspection records
Copy of in-progress inspection records for preparation, priming and finishing coats
Copy of non-conformances and approved corrective action
Engineer will supply the Contractor with one sample set of the above documents for reference, upon
request.
8.10

MIXING INSTRUCTION
Mixing Ratio

1 part of water to 3 parts of material by weight.


Let water into tin first, then pouring the powder slowly. Use a mixer if
available or adequate mixing equipment to mix until having homogenous
paste which is then ready for use.

SURFACE PREPARATION

Surface must be dry and clean from dirt, dust, oil, grease and foreign
matters. All large cracks on the surface of wall or ceiling must be filled
with cement or Watson Putty (55-D200) prior to application. No need to
wet the surfaces before coating.

SURFACE PREPARATION

Ensure the surface to be painted is clean, dry, the relative humidity is


under 16% according to Protimeter or let the substrate from 21 to 28
days in normal conditions (average temp. 30deg.C, humidity of
environment is about 80%). Remove all loose paint or powdery residue
by brushing/scrapping with a stiff fibber brush under running water or
with a high pressure water jet.
Treat area affected by mould, lichen, algae or moss with Dulux
Fungicidal Wash (A980-19260). Repair minor defects with a suitable
exterior grade filler. Seal with one coat of Dulux Platinum Sealer (A93118177P) to achieve best performance, preventing alkali attack. Areas
that remain powdery, friable of chalky after cleaning should be sealed
with a coat of Dulux Solventborne Sealer (A579-15054) for better
adhesion.

SURFACE PREPARATION

Remove all loose or defective paint or powdery residues by thorough


brushing and scraping, using a fibre brush. Allow new surfaces to dry out
completely.
Treat any areas affected by mould, lichens, algae and moss with Dulux
Fungicidal Wash (A980-19260).
Make good minor defects with a suitable exterior grade filler. Use a sand
and cement mix for larger holes and cracks. Allow to dry.
If surfaces that remain powdery, friable or chalky after thorough
preparation should be sealed with a coat of any appropriate Dulux sealer
(see below).
Note: Do not apply Super Maxilite Exterior Emulsion Paint during wet
weather. It is advisable to apply paint under normal exterior weather.

SURFACE PREPARATION

Ensure the surface to be painted is clean, dry, the relative humidity is


under 16% according to Protimeter or let the substrate from 21 to 28
days in normal conditions (average temp. 30deg.C, humidity of
environment is about 80%). Remove all loose paint or powdery residue
by brushing/scrapping with a stiff fibber brush under running water or
with a high pressure water jet.
Treat area affected by mould, lichen, algae or moss with Dulux Fungicidal
Wash (A980-19260). Repair minor defects with a suitable exterior grade
filler. Seal with one coat of Dulux Interior Primer (A934-75007) to
achieve best performance, preventing alkali attack. Areas that remain
powdery, friable of chalky after cleaning should be sealed with a coat of
Dulux Solventborne Sealer (A579-15054) for better adhesion.
