Cable Supply

Connection Guideline

Customer can follow the following guideline on application for


general low voltage cable supply:
1 New Supply Application and
Change of Load Application

Supply Condition Letter to CLP within 3 months


upon the issuance of the Letter.

Connection of Supply

Customer can apply for electricity supply via


any of the following channels:

3 Power Network Construction

The position and space of meters must be in


accordance with CLPs specifications to allow
easy and convenient access to meter reading
and maintenance. For information about
supply and metering requirements for
customers internal distribution system,
please refer to the Guide to Supply and
Metering Arrangement on Customers
Internal Distribution System and the Supply
Rules on CLP Online (https://www.clponline.
com.hk/myHome/CustomerService/OpenAc
count/Pages/Default.aspx). Upon satisfactory
installation inspection, connection of supply
will be made accordingly.

Customer should submit the following
information for New Supply and Change of
Load Application:
Application form
Load estimation
Schematics Wiring Diagram with main
switch rating for estimated demand of
400A low voltage or above
Layout plan for meter room
Signed Confirmation of Agreement from
Rising Mains Owners for Connection of
Electrical Installation with an Increased
Current Demand for
a) application for load exceeding the
maximum permitted load of the
premises or
b) additional load which will be supplied
by the rising mains of the building
Location sketch for isolated structures in
remote areas
A copy of Work Completion Certificate
(Form WR1) signed by a Registered
Electrical Worker (REW) of a Registered
Electrical Contractor (REC). Customer
should submit the copy during installation
inspection appointment.

After the signed Supply Condition Letter is


returned to CLP and the required costs settled
by the customer, CLP will proceed with
the arrangement of construction works for
network installation.
If excavation and pole erection is required for
the network installation, CLP will need to
seek approval of excavation permit and pole
erection permit from Highways Department /
District Land Office / other departments
concerned in accordance with the Land
Ordinance. For information about permit
application, visit the websites of Highways
Department at http://www.hyd.gov.hk and
District Land Office at http://www.landsd.gov.hk.
If the network installation extends to private
lands, CLP will obtain written approval from all
owners of the private lands. CLP will proceed
with the excavation and pole erection
only after obtaining approval from
the Government departments and parties
concerned.

2 Technical Assessment

Where necessary and subject to CLPs


acceptance, customer will be required to
provide cable entry ducts and other facilities
that meet CLPs standard. Customer should
also obtain metering equipment (if applicable)
from CLPs Metering Department. See
connection diagrams on the right. Under
normal circumstances, customer should
coordinate with CLPs site engineers and
install the main switch and associated cables
inside the switch cubicle as early as
practicable. Customer may contact CLPs
engineers for inspection afterwards. Upon
completion of network installation by CLP and
electrical fixed installation inside the premises
by the REC/ REW, customer may make an
appointment with CLP for installation
inspection.

Upon receipt of the relevant information, CLP


will assess the application, conduct technical
assessment and review the supply network.

4 Inspection of Customers
Installation

Supply will be provided either by direct cables


or overhead lines from existing power network
or by a substation provided by the customer,
subject to the availability of spare capacity in
the vicinity. CLP will discuss with the customer
on the supply arrangement, if required.
A Supply Condition Letter will be issued to the
customer, detailing CLP's requirements on the
conditions and the facilities which may include
but not limited to the Low Voltage supply
concrete meter box, cable entry ducts and draw
pits, and costs (if applicable) for the supply
arrangement, based on customers requirement.

REW is required to be present at the time of


installation inspection. A copy of the Work
Completion Certificate (WR1) signed by an
REC and an REW should be provided to CLPs
staff during the inspection.

CLP engineers approach applicant to ensure all required information is submitted

CLP conducts technical assessment and advise the applicant on supply arrangement and relevant cost (if applicable)

Applicant signs the supply condition letter and pays deposit / cost of supply arrangement (if applicable)

Applicant commences construction works of LV supply concrete meter box, cable draw pits, etc.,
in accordance with CLPs requirements, and collect metering equipment (if applicable) from Metering Department

Applicant arranges with CLP for installation inspection on

CLP METER(S)

Installation inspection should be conducted


upon completion of customers fixed electrical
installation and network installation works. It is
customers responsibility for hiring qualified
REC / REW to ensure that the design,
installation, inspection and testing work of the
fixed electrical installation complies with the
requirements of CLPs Supply Rules, the
Electricity (Wiring) Regulations and relevant
Code of Practice.
