However, not one of them
has followed up and
asked for information from

And now, in NSW, we see
a clear indication that no
Labor Government will, or
plans to ever, listen to the
electorate.
Morris Iemma stated that
his party would proceed
with their plans to sell the
Power Industry into
private ownership, despite
the overwhelming NO vote
from his own party
supporters at last week’s
Labor Conference.
If his supporters believed
that these politicians were
their Servants and would
do the bidding of the
electorate – the People of
NSW – then they should
now begin to loudly and
firmly question why this is
no longer the case.
The arrogance of these
so-called elected
representatives of the
community is reflected in
the fact that their first act
as a politican is to obey a
party line rather than the
electorate’s wishes.
To place the party line first
entirely removes the
community from any vote,
and clearly explains why
Dorothy Platt MLA, the

for the people, is an
Independent.
Yet, her electorate is in
the process of being
divided, with portions
going to the Labor
electorates around her.
The people of QLD voted
her in, the Government of
QLD is removing her
through deception.

• Maoism - differed sharply from those of
Anarchy - No governing person or body of persons –
an absence of government. Each individual has
absolute liberty.
Autocracy - a form of government in which the
political power is held by a single self-appointed ruler.
Capitalism - An economic and social system where
the rights of individuals and corporations to trade, using
money for goods, services, labour and land. Mostly
privately owned and operated for profit. Investments,
distribution, income, production and pricing of goods
and services use the operation of a market economy.
• Mercantilist Capitalism - Capital/Economic
assets, are represented by bullion (gold, silver,
and trade value) held by the state. These assets
are increased through a positive balance of
trade with other nations (exports minus
imports). Ruling governments should play a
protectionist role, encouraging exports and
discouraging imports, particularly using tariffs.
• Industrial Capitalism - Following the
merchant era, industrialists dominated. This
also gave rise to the production of cash crops
for the market. The surplus generated
encouraged mechanization..
• Finance Capitalism - The process of
production led to the accumulation of money
profits in a financial system. The
establishment of large industrial cartels or
monopolies; the ownership and management of
industry by financiers not involved in the
production process; complex banking systems
developed; an equity market, and corporate
holdings of capital through stock ownership.
Industry and land became subject to profit and
loss by financial speculators.
Communism - a socioeconomic structure that
promotes the establishment of a classless, stateless
society based on common ownership of the means of
production
• Leninism - planned to overthrow the existing
government by force and seize power on
behalf of the masses (proletariat), and then
implement a dictatorship of the masses. Using
that dictatorship, they would then educate the
masses, believing that the previous structure
had implanted various modes of false
consciousness (ie religion and nationalism) in
order to make them more docile and easier to
exploit economically.
• Stalinism - has been described as being
synonymous with totalitarianism, or a
tyrannical regime. The term has been used to
describe regimes that fight political dissent
through violence, imprisonment, and killings.

Stalinism, most importantly in declaring the
need for an international proletarian revolution
(rather than socialism in one country) and
unwavering support for a true dictatorship of
the proletariat based on democratic principles.
• Marxism - The main points of contention
among Marxists are the degree to which they
are committed to a workers' revolution as the
means of achieving human emancipation and
enlightenment, and the actual mechanism
through which such a revolution might occur
and succeed.
Conservatism - The gradual change of tradition
(religious, cultural, or nationally defined beliefs and
customs). Some conservatives seek to preserve the
status quo or to reform society slowly, while others seek
to return to the values of an earlier time, the status quo
ante.
Democracy -
• Parliamentary democracy - where
government is appointed by parliamentary
representatives as opposed to a 'presidential
rule' by decree dictatorship. Under a
parliamentary democracy, government is
exercised by delegation to an executive
ministry and subject to ongoing review, checks
and balances by the legislative parliament
elected by the people.
• Liberal democracy - a representative
democracy in which the ability of the elected
representatives to exercise decision-making
power is subject to the rule of law, and usually
moderated by a constitution that emphasizes
the protection of the rights and freedoms of
individuals, and which places constraints on
the leaders and on the extent to which the will
of the majority can be exercised against the
rights of minorities
• Direct democracy - a political system where
the citizens participate in the decision-making
personally, contrary to relying on
intermediaries or representatives.
Sortition Democracy - sometimes called "democracy
without elections", sortition is the process of
choosing decision makers via a random
process. The intention is that those chosen will
be representative of the opinions and interests
of the people at large, and be more fair and
impartial than an elected official.
• Consensus democracy - requires varying
degrees of consensus rather than just a mere
democratic majority. It typically attempts to
protect minority rights from domination by
majority rule.

information technology to involve voters in
law making. It provides a system for proposing
new laws, prioritising proposals, clarifying
them through parliament and validating them
through referendum.
• Social democracy - aim to reform capitalism
democratically through state regulation and the
creation of programs and organizations which
work to ameliorate or remove injustices they
see in the capitalist market system.
• Many Democratic Socialists and Social
Democrats - believe in a form of participatory
democracy and workplace democracy
combined with a representative democracy.
• Workplace democracy - is the application of
democracy in all its forms (including voting
systems, debates, democratic structuring, due
process, adversarial process, systems of
appeal, and so on) to the workplace. It usually
involves or requires more use of lateral
methods like arbitration when workplace
disputes arise. Usually supported by Unions.
• Participatory democracy - strives to create
opportunities for all members of a political
group to make meaningful contributions to
decision-making, and seeks to broaden the
range of people who have access to such
opportunities.
• Representative democracy - the selection of
government officials by the people being
represented via a majority election. Founded
on the principles of popular sovereignty by the
people's representatives who form an
independent ruling body (for an election
period) charged with the responsibility of
acting in the people's interest, but not as their
proxy representatives—i.e., not necessarily
always according to their wishes, but with
enough authority to exercise swift and resolute
initiative in the face of changing
circumstances. Tends to limit citizen
participation to voting, leaving actual
governance to politicians.
Dictatorship - In contemporary usage, dictatorship
refers to an autocratic form of absolute rule by
leadership unrestricted by law, constitutions, or other
social and political factors within the state.
• Constitutional Dictatorship - a form of
government in which dictatorial powers are
exercised during an emergency. The dictator is
not absolute and the dictator's authority
remains limited by the constitution.
• Military Dictatorship - a form of government
wherein the political power resides with the
military; it is similar but not identical to a

Despotism - a single authority, either an individual or
tightly knit group, which rules with absolute political
power, wields all the power and authority, and everyone
else is considered their slave
Green Politics - is a political ideology which places a
high importance on ecological and environmental goals,
and on achieving these goals through broad-based,
grassroots, participatory democracy. In addition to
democracy and ecological issues, green politics is
concerned with civil liberties, social justice and
nonviolence.
Islamism - a term that denotes a set of political
ideologies holding that Islam is not only a religion but
also a political system; that Muslims must return to
their roots of their religion, and unite politically.
• Attributes of Sharia Law include "enforcement
of Islamic punishments, including prohibitions
on charging interest on loans, playing music,
showing television," and enforcing traditional
dress and prayer attendance. Leading Islamist
thinkers emphasized the necessity of applying
parts of sharia, or Islamic law, to modern
society; of pan-Islamic political unity; and of
the elimination of western military, economic,
political, social, or cultural influences in the
Muslim world, which they believed
incompatible with Islam.
Kleptocracy - a term applied to a government that
extends the personal wealth and political power of
government officials and the ruling class (collectively,
kleptocrats) at the expense of the population. A
kleptocratic government often goes beyond merely
awarding the prime contracts and civil service posts to
friends (a common feature of corrupt government).
They also create projects and programs at a policy level
which serve the primary purpose of funneling money
out of the treasury and into the pockets of the executive
with little if any regard for the logic, viability or
necessity of those projects.
Liberalism - refers to a broad array of related ideas
and theories of government that consider individual
liberty to be the most important political goal. Broadly
speaking, liberalism emphasizes individual rights and
equality of opportunity. Different forms of liberalism
may propose very different policies, but they are
generally united by their support for a number of
principles, including extensive freedom of thought and
speech, limitations on the power of governments, the
rule of law, the free exchange of ideas, a market or
mixed economy, and a transparent system of
government. All liberals support open and fair
elections, where all citizens have equal rights by law.
• Classical liberals - believe that the only real
freedom is freedom from coercion. As a
result they see state intervention in the

of 16as a coercive power that restricts the Newsletter

welfare state
• Social liberals - argue that governments must
take an active role in promoting the freedom of
citizens. They believe that real freedom can
only exist when citizens are healthy, educated,
and free from dire poverty. They generally
favor the right to an education, the right to
health care, and the right to a minimum wage.
Some also favor laws against discrimination in
housing and employment, laws against
pollution of the environment, and the provision
of welfare, including unemployment benefit
and housing for the homeless, all supported by
progressive taxation
• Economic Liberalism - began in the
eighteenth century with the then-startling claim
that if everyone is left to their own economic
devices instead of being controlled by the
state, then the result would be a harmonious
and more equal society of ever-increasing
prosperity. This underpinned the move
towards a free market capitalist economic
system in the late 18th century, and the
subsequent demise of the mercantilist system.
Monarchy -
• Hereditary Monarchy - Rule by an individual
who has inherited the role and expects to
bequeath it to their heir.
• Absolute Monarchy: the monarch has absolute
power over every aspect of the state, if not of
social life in general, and has the power to
grant or withdraw a constitution.
• Constitutional Monarchy: subject to the
constitution like other citizens, though in some
cases he has certain constitutional privileges
such as inviolability.
• Elected Monarchy: popular in various states of
Northern Europe even up until the Middle
Ages
• Self-Proclaimed Monarchy: where a dictator
proclaimed himself monarch of a previous
republic with no historical ties to a previous
dynasty.
• Virtual Monarchy: appear to have introduced
de facto inheritance for the Head of state,
usually establishing a 'dynasty' by making his
son (informally) designated heir, without
constitutionally declaring themselves
monarchies.
Oligarchy – a Form of government where political
power rests in a small group of people who share

Plutocracy - Plutocracy is the rule or power through
wealth or by the wealthy.
Police State - a term for a state in which the
government exercises rigid and repressive controls over
the social, economic and political life of the population,
especially by means of a secret police force which
operates outside the boundaries normally imposed by a
constitutional republic. A police state typically exhibits
elements of totalitarianism and social control, and there
is usually little or no distinction between the law and
the exercise of political power by the executive.
Republicanism - is the ideology of governing a nation
as a republic, with an emphasis on liberty, rule of law,
popular sovereignty and the civic virtue practiced by
citizens. Republicanism always stands in opposition to
aristocracy, oligarchy, and dictatorship. More broadly,
it refers to a political system that protects liberty,
especially by incorporating a rule of law that cannot be
arbitrarily ignored by the government.
• Radical Republicanism - favored economic
liberalism policies, thus justifying the
absorption of radicalism into the liberalism
tradition and were in favor of the Republic and
of universal suffrage.
Social Progressivism - believe that there is no
inherent value in tradition. They argue that all social
arrangements - including marriage, the family and
gender roles - are not fixed; rather, they should be
changed or updated whenever such a change is for the
greater good of society or it benefits the people who
wish to engage in those social arrangements. Today,
social progressivism in the West generally supports
same-sex marriage, birth control, and women's right to
choose an abortion.
Stratocracy - A stratocracy is a form of government
headed by military chiefs
Theocracy - a form of government in which a 'god' or
'deity' is recognized as the supreme civil ruler.
Totalitarianism - Totalitarian regimes or movements
maintain themselves in political power by means of
secret police, propaganda disseminated through the
state-controlled mass media, personality cults,
regulation and restriction of free discussion and
criticism, single-party states, the use of mass
surveillance, and widespread use of terror tactics.
Tyranny - In modern usage a tyrant is a single ruler
holding vast, if not absolute power through a state or in
an organization. People need trouble -- a little

Australia’s
Governing
Structure
Australia has 2 major parties. Liberal and Labor.
Minor parties include the Democrats, The Greens,
Christian Democrats, One Nation, Nationals.
For most of Australia’s history, Liberal and Labor have
dominated – however, both of these parties have other
affiliations. We will discuss the Labor Party and its
background.
Australian Labor Party
• Founded in 1891 by the emerging labour
movement in Australia
• The country's oldest federally active political
party, having contested seats at the 1901
federal election following the federation of
Australia.
• The ALP predates both the British Labour
Party and New Zealand Labour Party among
others.
• Commonly described as a social democratic
party, but its constitution stipulates that it is a
democratic socialist party.
• Social Democracy can be described as moving
left from Capitalism and Democratic Socialism
as moving right from Marxism:
The ALP is a member of The Socialist International
(SI), a worldwide organization of social democratic,
and labour parties, defining the socialist option as one
in which it is "the people of the world who should
exercise control by means of a more advanced
democracy in all aspects of life: political, social, and
economic."
The SI emphasizes the following principles:
• first, freedom—not only individual liberties,
but also freedom from discrimination and
freedom from dependence on either the owners
of the means of production or the holders of
abusive political power;
• second, equality and social justice—not only
before the law but also economic and socio-
cultural equality as well, and equal
opportunities for all including those with
physical, mental, or social disabilities; and,

• third,Title
solidarity—unity and a sense of
compassion for the victims of injustice and
inequality. These ideals are described in
further detail in the SI's Declaration of
Principles
History of the modern social democratic parties:
• after the Russian Revolution of 1917, most of
the world's socialist parties fractured. The
reformist socialists kept the name "Social
Democrats", while many revolutionary
socialists began calling themselves
"communists", and soon formed the modern
Communist movement
• Following the split between Social Democrats
and Communists, another split developed
within social democracy, between those who
still believed it was necessary to abolish
capitalism (without revolution) and replace it
with a socialist system through democratic
parliamentary means, and those who believed
that the capitalist system could be retained but
needed dramatic reform, such as the
nationalization of large businesses, the
implementation of social programs (public
education, universal healthcare, and the like)
and the partial redistribution of wealth through
the permanent establishment of a welfare state
based on progressive taxation.
• Eventually, most social democratic parties
have come to be dominated by the latter
position and, in the post-World War II era,
have abandoned any commitment to abolish
capitalism.
• In recent years, a number of social democratic
parties and governments have moved away
from some traditional elements of social
democracy by supporting both the privatisation
of certain state-controlled industries and
services and the reduction of certain forms of
regulation of the market.
The Labor Right is the organised faction of the
Australian Labor Party (ALP) that tends to be more
economically liberal and socially conservative. The
faction's formal name at a national level is Labor Unity,
although this name is rarely encountered outside of
Party conferences.
Nationally, the Right is a broad alliance of the various
Right state groupings (whose names vary from "Labor
Forum" to "Centre Unity"). Its support base varies from
state to state, but it usually relies on certain trade
unions, such as the Australian Workers Union and the
Shop Distributive and Allied Employees Association
for support within the party.
The Right is currently the dominant faction in the Labor
party, with leader Kevin Rudd coming from this faction.
The faction also holds a majority on the party's National

Executive. The16
faction has 41 of the 88 Federal Labor
MP's. State Premiers such as Morris Iemma are also
associated with the Right, with the recently arrived
exception of Anna Bligh (Queensland) of the left,
succeeding Peter Beattie.
The Right views itself as the more mainstream and
fiscally responsible faction within the ALP. The Right
is most famous for its support of Third Way policies
over Labor's traditional social democratic/democratic
socialist policies, such as the economic rationalist
policies of the Hawke and Keating governments, who
floated the Australian Dollar in 1983, reduced trade
tariffs, reformed taxation , changed from centralised
wage-fixing to enterprise bargaining, privatised Qantas
and Commonwealth Bank, and deregulated the banking
system
Various ideological beliefs were factionalised under
reforms to the ALP under Gough Whitlam, resulting in
what is now known as the Socialist Left who tend to
favour a more interventionist economic policy and more
socially progressive ideals, and Labor Right, the now
dominant faction that tends to be more economically
liberal and focus to a lesser extent on social issues.
Through its membership of the Socialist International,
the ALP is affiliated with democratic socialist, social
democratic and labour parties in many countries. The
party was historically committed to socialist economic
policies, but this term was never clearly defined, and no
Labor government ever attempted to implement
"socialism" in any serious sense.
The trade unions are also factionally aligned. The
largest unions supporting the right are the Australian
Workers Union (AWU), the National Union of Workers
(NUW) and the Shop, Distributive and Allied
Employees' Association (SDA). Important unions
supporting the left include the Australian
Manufacturing Workers Union (AMWU), the Liquor,
Hospitality and Miscellaneous Union (LHMU), the
Construction, Forestry, Mining and Energy Union
(CFMEU), the Australian Services Union (ASU) and
the Maritime Union of Australia (MUA).
The huge number of ALP politicans are also
members of the Fabian Society.
• Founded on 4 January 1884 in London
• John Maynard Keynes was a delegate at 1944's
United Nations Monetary and Financial
Conference, commonly known as the Bretton
Woods Conference.
• The group, which favoured gradual
incremental change rather than revolutionary
change, was named in honour of the Roman
general Quintus Fabius Maximus (nicknamed
"Cunctator", meaning "the Delayer"). His
Fabian strategy advocated tactics of
harassment and attrition rather than head-on
battles against the Carthaginian army under the
renowned general Hannibal Barca.

in England by promoting Marxist and
Darwinist doctrines in the form of literature.
• The Fabian Coat of Arms was originally a
WOLF IN SHEEPS CLOTHING.
The Fabians favoured:
• Nationalization of land, believing that rents
collected by landowners were unearned, an
idea which drew heavily from the work of
American economist Henry George. (Henry
George is best known for his argument that the
economic rent of land should be shared by
society rather than falling into private hands.)
• The clearest statement of this view is found in
Progress and Poverty: "We must make land
common property.”. Although this could be
done by nationalising land and then leasing it
out George preferred taxing unimproved land
value, in part because this would be less
disruptive and controversial in a land where
titles has already been granted to individuals.
• With this "single tax" the state could avoid
having to tax any other types of wealth or
transaction. Introducing a large land value tax
causes the value of land titles to fall
correspondingly, but George was
uncompromising about the idea of
compensation for landowners, seeing the issue
as a parallel to earlier debates about
compensating former slave owners.
• Modern economists like the 1976 Nobel
Memorial Prize winner Milton Friedman agree
that Henry George's land tax is potentially
beneficial because unlike other taxes, land
taxes impose no excess burden on the
economy, and thus stimulate more rapid
economic growth.
• Modern-day environmentalists have resonated
with the idea of the earth as the common
property of humanity – and some have
endorsed the idea of ecological tax reform,
including substantial taxes or fees on pollution
as a replacement for "command and control"
regulation
Through the course of the 20th century the Fabian
Society has always been influential in Labour Party
circles, with members including Ramsay MacDonald,
Clement Attlee, Anthony Crosland, Richard Crossman,
Tony Benn, Harold Wilson, and more recently Tony
Blair and Gordon Brown.
By exploiting the natural tendency of all Politicians to
concentrate power, the Fabians have worked at
supporting legislation to empower bureaucracy,
thereby undermining Parliament and thus destroying
the rights of individuals.

Quote: In a recent address to the Junior Chamber
of Commerce in Victoria, Mr. Whitlam reiterated
his contention to use section 96 of the Constitution
as a means of "competing" with private enterprise.
In effect this is the selective use of the government's
power in the credit field to put free enterprise at a
disadvantage to government "enterprise".
• Bob Hawke (ALP PM)
Quote 1: in his policy speech at the 1983 election,
that 1988 should be made the "target date" for
major changes to the Constitution.
Quote 2: Following the massive rejection of his
four referendum proposals last year, Mr. Hawke

1. Much to the horror of those naive people who
believe that Fabian Socialism has nothing whatever to
do with Communism, in fact is "a barrier against
Communist extremism", we have consistently stressed
that the Fabian Socialists are dangerous front-runners
for the Communists in the revolutionary war against the
free society. Further evidence of the close relationship
between the Fabians and the Communists is provided in
the August issue of "Outlook", "An Independent
Socialist Journal", with the publication of a paper given
by Mr. Rex Mortimer, leading Australian Communist,
to the Victorian Fabian Society in May.
"Outlook" is regularly advertised by the Victorian
Fabian Society in its "Fabian Newsletter."
As Mr. Rex Mortimer is a member of the Central
Executive of the Australian Communist Party, his paper
to the Fabian Society must be regarded as a carefully
considered Communist party policy statement.
In his historical survey of the Communist Party, Mr.
Mortimer mentions that while the campaigns in the
industrial field were well known, "Less well known, but
of considerable significance also at various times, have
been its influence and activity in wider welfare fields
such as education, municipal needs, social services,
aboriginal rights, etc." However, it is admitted that
many mistakes were made.
"Until recent years, all communist estimates of the
future were predicated upon the prospect of a capitalist
breakdown that never eventuated."
There was a dependence upon Capitalist disintegration
instead of Socialist initiative.
However, says Mr. Mortimer, "a new element is now
entering the picture, presenting the Communist Party,
along with the entire labor movement, with both new
dangers and new opportunities for constructing a viable
socialist role within a concept that does not depend on
capitalism committing suicide."
Mr. Mortimer's thesis is a reflection of the new popular
front lines with which the Italian Communist Party has
been the most prominently associated. There is a "new
approach to socialism encompassing classical, Marxist

University is Dr. John Playford, who also contributes an
article to the August issue of "Outlook".
3. "The philosophy of the Fabian Society was
written in 1887, and each member is obliged to support
it. "It reads ... 'It (Fabian Society) therefore aims at the
re-organisation of society by the emancipation of land
and industrial Capital from individual and class
ownership ... The Society accordingly works for the

“Warm, Watered and Well Fed is Better”.
The Carbon Sense Coalition today claimed that all
government efforts to stop global warming and cut
carbon dioxide emissions were anti-life and
against the interests of mankind.
The Chairman of “Carbon Sense”, Mr Viv Forbes,
said that this generation of foolish politicians are
the first in history to complain about the beneficial
effects that have always accompanied the periodic
but short warm eras that punctuate earth’s history.
“The human story is intimately tied to the grand
cycles of climate and the Chicken Littles should
study these before squawking.
“Distant climate history is well recorded in rock
strata, ice cores, tree rings, ancient shore lines,
marine sediments, pollen distribution, fossil
occurrences, coral reef growth, and carbon isotope
ratios. More recent history is abundantly
supplemented in clay tablets, cave paintings, rock
art, ancient scrolls, inscriptions, historical events
and records, monuments and epitaphs, the rise and
fall of empires and direct records of temperature,
sun spots, river levels, rainfall, droughts, floods,
heat waves and bone chilling blizzards.
“Anyone who studies these records will see that
eras warmer than today are periodic but short
chapters in the earth story. The most recent major
ice age ended a mere 11,500 year ago, when the
Modern Interglacial commenced. Since then, earth
has experienced five warm eras.
“In the first warm era starting about 4300 BC, the
Sahara bloomed with plants, forests spread over
Northern Europe and Canada and there was
sufficient water for irrigation in Arabia. This era
ended when blizzards and ice returned for nearly
1,000 years. Another short warm era started about
1450 BC, but was ended by another bout of cold
dry weather that caused depopulation in Greece
and Turkey and hardship everywhere.
“In the Roman Warm era, starting about 250 BC,
the world smiled again and populations grew. But
the warmth was cut short by the return of the
snows which forced Vikings and Norsemen out of
their frozen North to pillage and then colonise
warmer southern lands.

“Then we hadTitle
the Medieval Warm Period, starting
about 800 AD, a time of great achievement and
prosperity. Farmers moved back into Scotland and
Norway, Greenland was colonised and corn was
grown. Vineyards produced wine near Manchester,
in East Prussia and Norway. Even Tasmania
warmed up. Trade and industry flourished and
people had surpluses for culture and education.
Cambridge, Oxford and Bologna Universities were
founded and cathedrals and temples were built at
Westminster Abbey, Notre Dame, Canterbury,
Cologne, Florence, Castile and Angkor Wat.
“But Jack Frost returned with the Little Ice Age
starting about 1300 AD. Famine, food riots and
disease again stalked Europe. Glaciers advanced,
ice caps expanded, droughts and blizzards became
more common and gales wracked Europe (and
destroyed the Spanish Armada). Frosts killed
orchards, North Sea cod moved south, food prices
soared and farms were abandoned. In Scotland and
Norway the capitals moved south and villages
were abandoned. The Greenland colony perished.
During the frigid years of the Dalton Minimum
(1790 – 1820 AD) Napoleon’s Grand Army
perished in a bitter Russian winter.
“Then in 1860, with no help from men burning
coal or oil, earth started to warm again. This
continued until 1942. A cooling spell from 1942 to
1976 had the Alarmists worried that the ice was
about to return, but warming resumed from 1976
to 1998. Temperatures have been cooling slightly
since then, despite the boom in burning of coal and
oil.
“Even a casual glance at climate and human
history will show that the warm eras like today are
far more beneficial for all life than the cold dry
eras.
“People prefer warm climates. They do not flock
to Alaska, Archangel or Antarctica for winter –
they head for Bermuda, the Black Sea or Bali. All
over the world, the human race is migrating
towards the sun belts – Florida, the Riviera, and
Capricornia – very few volunteer to live in Siberia
or Patagonia. President Putin voiced what many
Russians must think – “a bit of warmth would be
welcome here”.
“Moreover, a bit of warmth would vastly increase
the land suitable for growing food and fibres. On
the other hand, a slight cooling would take much
of the farmlands of Canada, Northern Eurasia and
New Zealand out of production, and parts of
Tasmania and Victoria may have to convert from
producing wheat and dairy products to farming

“Warm eras also provide more rainfall because of
the additional evaporation from oceans, lakes,
snow and ice.
“When warmth and moisture are combined with
more carbon dioxide in the atmosphere, the
beneficial effects on plant life are multiplied. A
doubling of the CO2 content of the air would have
insignificant effect on global warming but would
have marvellous effects on plant (and then animal)
life:
1. Growth rate of herbaceous plants would
increase 30%
2. Growth rate of forest plants would
increase 50%
3. All plants would be more tolerant of
drought and heat
4. Food production would need less land and
less artificial fertiliser

Viv Forbes earns income from three carbon
emitting industries, coal, cattle and sheep. He
hates frosts, droughts and starving stock. He also
uses cement, steel and electricity, buys diesel for
his tractor, petrol for his car and gas for his
barby. He uses trains and occasionally boards an
aeroplane. He eats carbon based foods, pays
taxes and uses government services funded by
taxes on the carbon industries. All of these
industries and services will be harmed by carbon
taxes, emissions trading or carbon sequestration.
He is also a scientist, investment analyst,
computer modeller and political analyst. Like the
great majority of Australians, he has a big vested
interest in the outcome of this historic debate.

Government defends land
valuation changes

The Queensland government says the way it deals with
land valuation will remain "business as usual" despite
changes to laws introduced today.
The government introduced a bill to change the
Valuation of Land Act.
The changes follow a Land Appeal Court finding in the
case of the Chermside shopping centre in Brisbane's
north.
The court confirmed the historic approach to valuing
land, based on unimproved capital value, and found that
a method developed by the government had no merit.
The government argued the owner's improvements to
the business should also be included in the land value,
taking Chermside's value from $25.5 million in 2001 to
$142.5 million in 2002. The court determined the
valuation at $34 million and rejected the government's
argument.
Natural Resources Minister Craig Wallace said the law
changes were not radical and would simply introduce a
new formula for the valuation of major shopping
centres.
"These amendments are not proposing radical changes
to how we currently value highly developed property,"
Mr Wallace told parliament. "This is a 'business as
usual' approach that confirms the methodology used for
valuing this type of property that has been employed by
the state government for many years."
But Milton Cockburn, from the Shopping Centre
Council, said the bill marked a "radical change" to a 70-
year-old method of valuation.
"It will affect all land, except undeveloped land, and
will impact on all industry sectors," Mr Cockburn told
AAP.
"This is no longer just a shopping centre issue. It is no
longer just a commercial property industry issue.
"Its ramifications will be much broader than that - it is
in effect a new business tax, because no longer will land
be valued without taking into account the
improvements."
Mr Cockburn said the method had never been used in
any other Australian state.
"It will substantially increase the cost of doing business
in Queensland since valuations of property - on which
land tax and rates are assessed - will be well ahead of
what similar valuations are in other states," he said.
"It will obviously be a deterrent to new investment in
Queensland."
