KNOWLEDGE CITY, LAHORE

SCOPE OF WORK
The Consultant would carry out the Feasibility Study, Master Planning and Engineering
Design of Infrastructure Services for Knowledge City having an area of 705 Acres at
Rakh Dera Chahal, Bedian Road, Lahore in the following Stages:
Stage-I Topographic Survey
The Topographic Survey of the project area 705 acres shall be carried out. The
Consultant would be required to carry out detailed topographic survey for the purpose of
Master Planning and Infrastructure Designing / locating critical utility services like
disposal works, Grid Station etc. Survey should identify all important physical features
and details of natural and man-made attributes, access points and all prominent
features and developments in the area. Sufficient site details including site levels are
required to be picked up to produce mapping at appropriate scale.
Stage-II Master Planning (Joint Venture with International Consulting Firm)
Based on site reconnaissance, initial information and surveys, the consultant shall
submit master plan for development of the Knowledge City with the following details:

Generalized land use distribution of the scheme


Major Circulation Pattern and proposal for efficient accessibility to the scheme

Stage-III Geotechnical Investigations


Based on the approved Master Plan, the Consultant would prepare a detailed planning
& programming of geotechnical investigation related to design of infrastructure services
of the project. The Consultants relevant geotechnical experts would identify numbers,
locations and depths of bore holes & test pits to ascertain site specific geotechnical
characteristics of the project area. The Consultants technical staff would also supervise
the geotechnical contractors work at site & lab tests and prepare & submit a
comprehensive Geotechnical Investigation Report.
Stage-IV Preparation of Environmental Study (EIA / TIA) Report
The Consultant would prepare Environmental Study Report {Environmental Impact
Assessment (EIA) / Traffic Impact Assessment (TIA)} for the proposed Project as per
requirements of the concerned EPA Department, Govt. of the Punjab.
Stage-V Feasibility Study/ Financial Appraisal of the Project
(Joint Venture with International Consulting Firm)
The Consultant would suggest the physical & financial phasing of the Project. Based on
layout planning, generalized capital costs of land and infrastructure and operational and
maintenance costs, expected revenues based on local market, the consultant shall
perform financial analysis and work out feasibility of the project for the Client. Both
investment and recovery plans shall be prepared as part of the financial appraisal and
cash flow plan.
Therefore, the consultant shall provide their services for the following measures:
Adoption of the overall project financial appraisal budget and cash flow plan
Proposed time frame for the development
Stage-VI: Engineering Design of Infrastructure Development Works:In this stage the consultant would carry out the following activities:a) Preliminary Engineering Design of Infrastructure Works
After finalization of Master planning of the project area and approval of Client, the
Consultant shall prepare infrastructure and utility services (i.e. roads, water supply,

sewerage, drainage & external electrifications) plans/ designs based on relevant


applicable international standards & codes.
Furthermore, locations of tube wells, overhead reservoirs and other sanitary
engineering structures should also be mentioned.
b) Detailed Engineering Design of Infrastructure Works
After approval of the Preliminary design / drawings and design criteria, the Consultant
would prepare & submit the detailed engineering designs for the infrastructure
development works as follows:Water Supply, Sewerage and Drainage
The detail shall include but not limited to:
1) Detailed design and specifications of Water Supply, Sewerage and Drainage System.
2) Number of tube wells, their capacity, chamber design etc.
3) Number of overhead tanks, capacity, design and structure design.
4) Design of storm water channels / drains
5) Design for sewerage system, manholes & other structures
Road Network
The detail shall include but not limited to:
1) Geometric design of road network and junctions.
2) Pavement Design.
3) Design of appurtenances and structures
4) Road Drainage Design
Stage-VII Preparation of Engineers Cost Estimates and Bidding Documents
including BOQs & Technical Specifications, Prequalification of Contractors & Bid
Evaluation of Infrastructure Works
After preparation & submission of the detailed engineering design / drawings, the
Consultant would prepare detailed cost estimates for the Project inclusive of all
infrastructure and utility services. These cost estimates / BOQs and Technical
Specification would be prepared on the pattern & format as desired by the Client.
Prequalification of Contractors and Bid Evaluation Report would be prepared.
Stage-VIII Preparation of Design Report for External Electrification System
The Consultant would prepare Draft Electrification design Report using underground
wiring of the whole project area as per standards & specification of WAPDA / LESCO
and submit the same to relevant WAPDA authorities for their review & approval. After

incorporation of the Comments / observations raised by the WAPDA authorities, the


Consultant would submit the Final Design Report.
