Abstract
This study had objectives to examinie the model and operation of Provincial Disability Service
Center and to make policy recommendations for the establishment of Provincial Disability Services
Center. This research was a mixed applied research, using both qualitative and quantitative method. The
population is a stakeholder in the establishment of the provincial disability service centers, including the
disabled and disabled organization, Executive Secretary of the Department of Government, and the
provincial heads and local administrative organizations, including 205 people. Tools used in the study

were the structured questionnaire, focus group, and In-depth interviews. Data were analyzed by using
percentage and Pearsons coefficient data analysis and content analysis. The findings showed that the
model of provincial disability service center should be provincial government unit under the Social
Development and Human Security in the province under the command of the governor. The Structure
and personnel consisted of 5 staff per center: Director of Service Center, Administrative staff and legal,
assessment and inspection and Social relief. The budget of 1,962,000 baht annually, to serve as a strategic
policy of the Ministry and NEP to implement the policies to be a real achievement and complete mission
