2015-2016 Choices | Information

INTRODUCTION
Since 1977, the Los Angeles Unified School District (LAUSD) has been in the forefront of providing high-quality instruction and a rigorous
curriculum designed to facilitate student learning and promote academic achievement for all District students participating in its Court-Ordered
voluntary integration programs. The Magnet and PWT programs are in alignment with LAUSD goals: 100 percent graduation, proficiency for all,
100 percent attendance, parent and community engagement, and school safety. Students participating in either program are required to take and
pass A-G courses necessary to become college-prepared and career-ready. These voluntary integration programs, Magnet and Permits with
Transportation (PWT), were established to address the Five Harms of Racial Isolation:

 Low Academic Achievement  Low Self-Esteem  Lack of access to Post secondary Opportunities

 Interracial Hostility and Intolerance  Overcrowded Conditions

MAGNET PROGRAMS
The LAUSD Magnet Program is one of the most successful in the Nation. Magnets offer theme-based instructional opportunities to students
in grades K-12, living within the boundaries of LAUSD. Currently, there are 198 Magnet Programs located throughout the District. All District
students, including English Learners, Special Education and Gifted/Talented are encouraged to apply.
SCHOOLS: Some Magnet programs occupy entire school sites (Full School Magnets), while others are Magnet centers located on regular school
campuses with access to activities and experiences shared with the host school. Please review the following pages to determine the programs that
fit your child’s needs. For more information regarding an individual Magnet program, including the calendar for that school, call the principal or
Magnet coordinator using the telephone numbers listed under that school’s name. See pages 8-19 for Magnet school/center information in this
brochure.
ELIGIBILITY: All students living within LAUSD boundaries are eligible to apply. No screening, including grades, placement tests or auditions
may be used as criteria for admitting or eliminating students. Only gifted, highly gifted and high ability magnets (pages 11 and 12) require
specific eligibility criteria (page 10) for selection. All applicants for gifted/highly gifted/high ability magnets must be verified or identified and
submit a magnet application.
MATH/ALGEBRA: Students applying for high school Magnets should have successfully completed or be prepared to take Algebra IAB.
OPENINGS: The approximate number of seats available in 2015-2016 and the number of applications submitted in 2014-15 to each Magnet
school/center can be found under each school's name.
MAGNET SELECTION – PRIORITY POINT SYSTEM
The Magnet priority point system is based upon the Court-Ordered reduction of the harms of racial isolation (see above). Once information on
the application is verified, the District’s Information Technology Division (ITD), through a fair and secure computer process, automatically assigns
priority points to each applicant. Points will be assigned based on the information in the District’s computer system on the date of application
processing. Any changes of address must be made at your child’s LAUSD school of attendance before the application deadline to be
considered for the assignment of priority points. It is the Parents'/Guardians' responsibility to verify the student’s address at the current LAUSD
school of attendance. There are no points given for submitting an application to a program for which the applicant is ineligible or for which the
application is late. Students who apply for the same grade twice will not earn waiting list points for the previous year.

Points Rationale

12 MATRICULATION
Applicants who have completed the highest grade level in a Magnet program and apply to continue in another Magnet program at the
next level, receive 12 matriculation points. THESE POINTS DO NOT CARRY OVER AND ARE ASSIGNED FOR ONE YEAR ONLY, AT THE TIME OF
MATRICULATION. Students currently enrolled in multi-level Magnet Schools (Eagle Rock HS G/HG/HA, Los Angeles CES, Sherman Oaks CES,
Sun Valley Biomedical, Sciences, Engineering, Leadership, and Valley Alternative) do not receive matriculation points. Arroyo Seco Museum
Science, and Westside Global Awareness Magnets are K-8 and receive matriculation points only at the eighth grade.

4-12 WAITING LIST


Applicants who have been on a valid on-time Magnet waiting list and are not already enrolled in a Magnet program will receive 4 points
for the 2014-2015 school year. Applicants may also receive 4 points for each of the two consecutive previous years (2013-2014 and 2012-
2013), up to a maximum of 12 points. If an applicant on a waiting list declines Magnet placement, all waiting list points are removed.
Applicants currently enrolled in a Magnet program are not eligible to accumulate waiting list points when applying for another Magnet
program. New waiting lists are established each year.

4 PREDOMINANTLY HISPANIC, BLACK, ASIAN AND OTHER NON-ANGLO (PHBAO) SCHOOLS


Applicants whose 2015-2016 resident LAUSD school is designated as PHBAO by the District, receive 4 points. Points are not cumulative;
they are assigned yearly.

4 OVERCROWDED
Applicants whose 2015-2016 resident LAUSD school is designated as overcrowded by District criteria, and is currently sending Capacity
Adjustment Program (CAP) students receive 4 points. Points are not cumulative; they are assigned yearly.

3 SIBLING
If an applicant is applying to the same Magnet school/program in which a brother or sister will be continuing, he/she receives 3 points.
Siblings must reside at the same address at the time of application, which must be reflected in the District’s computer system.
Each and every student must have an application on file, including twins. It is the parent’s responsibility to verify that the siblings have
the same address on file in the District's computer system at the current LAUSD school of attendance by the application deadline.

MAGNET APPLICATION GUIDELINES
 Each Magnet’s openings are determined by the need to maintain a racially balanced enrollment and by available space.
 Students on a waiting list may be contacted regarding an opening up through the first month of school. If an applicant declines Magnet
placement, ALL waiting list points are removed.
 Should an applicant leave a Magnet program before completing the culminating grade, no matriculation points will be assigned.
 Before making your school selection, please call the Magnet school’s Magnet coordinator to obtain information regarding the school’s
orientation meeting, tours, uniform requirements, bus route information and other pertinent information.
 The applicant agrees to abide by the uniform policy or dress code set by the Magnet program selected and hereby waives any right to opt out.
 Pages 8-19 contain basic information about Magnet programs to assist you in making a selection for your child.
 Applicants who still wish to apply to a Magnet school or center after the November 14, 2014 deadline may submit a Space Available application
online through eChoices.lausd.net website. The Space Available application will only allow for a single choice and will open December 1, 2014.
Space Available seats will be open after all of the students on the Waiting List have been offered placement at the selected school site. Each
Magnet’s opening are determined by the need to maintain a racially balanced enrollment and by available space. Filling out a Space Available
application does not guarantee student placement.
 SUBMIT A NEW APPLICATION, if the child’s name remained on a waiting list last year, or you wish to change from one Magnet to another, or if
your child will be culminating from 5th to 6th grade or 8th to 9th grade.
 DO NOT SUBMIT A NEW APPLICATION, if your child is currently enrolled in a Magnet Program and wishes to continue at the same school.
Applicants currently enrolled and/or on the Wait list for one Magnet program and selected into another will automatically be dropped from
their current Magnet program or removed from the Wait list and all waiting list points will be removed.
 If selected, parent must call the school to accept the placement by the deadline on the acceptance letter. If the school does not hear from the
parent, the student will automatically be declined.
 Continuous enrollment Magnet schools accept applications throughout the school year. A continuous enrollment Magnet school gives priority to students
residing within its attendance boundary. All other eligible LAUSD applicants will be selected provided space availability. The participating schools are:
Bradley ES, Carthay ES,Clifford ES (Math/Technology), Crenshaw HS, Crescent Heights ES, Irving MS, King MS (Film/Media), Lee ES, Los Feliz ES, Mayall ES
(Academy of Arts/Technology), Rockdale ES, Sun Valley MS (Engineering, Arts & Technology and Environmental Studies), Westchester HS, and Wright MS.

PERMITS WITH TRANSPORTATION (PWT) PROGRAM


PWT is a Court-Ordered voluntary integration program available to grades 1-12 students who live within a PWT sending school area. Parents
may call (213) 241-6572 or go to eChoices.lausd.net to verify if the applicant lives in a PWT sending area. The PWT program provides students
with integrated experiences by placing Hispanic, Black, Asian and Other Non-Anglo students in integrated settings while providing opportunities
for Other White (OW) students to attend Predominantly Hispanic, Black, Asian and Other Non-Anglo (PHBAO) schools. School assignments in the
PWT Program are made by the District.
Provided that space continues to be available, PWT students may continue from elementary to middle to high school without reapplying. Also,
when space is available, the PWT program will assign siblings to the same school if an application is submitted. PWT students are enrolled in the
regular school program and may take part in all programs and activities available to resident students. Parents are encouraged to participate in all
school/community activities with transportation provided within Integration guidelines. This option is only available for on-time applications.

CORE WAIVER PRIORITY SCHOOL MATRICULATE CHOICE PROGRAM (PSMCP)


The CORE Waiver Priority School Matriculate Choice Program (PSMCP) is a District initiated public school choice program for eligible Kindergarten,
6th, 7th, and 9th grade students matriculating to a CORE Waiver Priority School. CORE Waiver PSMCP gives parents the option to enroll their child in
an alternate school of choice. School assignments for this program will be made by the District. This option is available for on-time applications.

GENERAL APPLICATION GUIDELINES


 If you submit an application and would like to remove your application from the selection process, you must send a written request by
December 19, 2014 to: Student Integration Services, 333 S. Beaudry Ave., 25th Floor, Los Angeles, CA 90017.
 Applicants MUST be residents of the Los Angeles Unified School District (LAUSD) at the time of application and while participating in the
Magnet, PWT or CORE Waiver Priority School Matriculate Choice programs.
 Complete the enclosed application on page 21 only if you are interested in your child participating in the Magnet, PWT, or CORE Waiver
Priority School Matriculate Choice Program (PSMCP), or if you wish to change your child from one Magnet to another.
 To apply for one of the limited number of spaces, read and follow instructions on page 20, complete the application on page 21 and ensure
that it is postmarked or received by the deadline, Friday, November 14, 2014 at 5:00 p.m. (or you may apply online at eChoices.lausd.net).
 ONLY one on-time application per student will be accepted. In the event that a paper and online application is submitted for the same
student, the paper application will be voided. Changes can be made to online applications until the application deadline, Friday, November
14, 2014, at 5:00 p.m.
 Parents/Guardians who choose to submit the application by Certified or Registered Mail should mail the application to: Student Integration
Services, 333 S. Beaudry Ave., 25th Floor, Los Angeles, CA 90017.
 We attempt to contact all parents/guardians by U.S. Mail or e-mail with a confirmation or correction letter in December. If you do not receive
correspondence from this office, it is the parents’ responsibility to contact Student Integration Services at (213) 241-4177. You may also check
the eChoices.lausd.net website for confirmation of receipt of on-time applications.
 Student Integration Services is NOT responsible for lost applications.

TRANSPORTATION GUIDELINES
BEFORE MAKING YOUR SELECTION, determine if the closest pick-up/drop-off point is a reasonable distance from your home.
Routes and pick-up/drop-off locations have been established for the 2015-2016 school year. No new stops will be added.
District-paid transportation may be provided for ELEMENTARY (K-5) applicants if they reside outside a two-mile radius of the Magnet, PWT, or CORE
Waiver PSMCP school or outside the school’s attendance boundary, whichever is further.
District-paid transportation may be provided for SECONDARY (6-12) applicants if they reside outside a five mile radius of the Magnet, PWT, or
CORE Waiver PSMCP school or outside the school’s attendance boundary, whichever is further. This rule does not apply to students attending the
following span schools: Arroyo Seco Museum Science, Sherman Oaks CES, Valley Alternative and Westside.
Students with disabilities enrolling in a Choices Program will also have access to transportation, if it is available and appropriate, based on the IEP.

NOTE: The maximum one-way riding time guideline for all students (grades Kindergarten through 12) is 90 minutes. This applies to all bus routes.

Gifted/Highly Gifted/High Ability Magnets serve students who demonstrate ability to work two years above grade level in academic subjects. These programs
offer enriched interdisciplinary academic environments that are exciting, challenging, and encourage students to use creative/critical thinking skills.

REQUIRED CRITERIA FOR THE GIFTED/HIGH ABILITY MAGNET PROGRAMS


Applicants selecting these programs must be verified as meeting one of the following criteria prior to Friday, November 14, 2014.
A Demonstrate the ability to meet ALL FOUR of these critical thinking and problem solving skills in their primary language:
 Explain meanings or relationships among facts, information or concepts that demonstrate depth and complexity.
 Formulate new ideas or solutions and elaborate on the information.
 Use alternative methods in approaching new or unfamiliar mathematical problems.
 Use extensive vocabulary easily and accurately to express creative ideas.
Your child’s teacher and the principal of the school your child is currently attending will determine if your child meets all four characteristics. OR
B Have national percentile scores of 85 or above on standardized norm referenced tests in both total reading and total math or in verbal
reasoning and quantitative reasoning. OR
C Be identified as gifted by a LAUSD school psychologist in the Intellectual, High Achievement or Specific Academic Ability Category.
 Upon receipt of the application, the District will automatically check the applicant’s eligibility through LAUSD school records.


Students identified as Highly Gifted are eligible to apply to a Gifted/High Ability Magnet Program. Please see eligibility requirements under Highly
Gifted Magnet section on page 12 or below.
REQUIRED CRITERIA FOR THE HIGHLY GIFTED MAGNET PROGRAMS
To qualify for a Highly Gifted Magnet program, students who are residents of LAUSD must meet the criterion of 99.9% on an intellectual assessment administered by
the LAUSD Psychological Services Branch. Students who receive a 99.5%–99.8% are considered highly gifted applicable and may apply to a Highly Gifted Magnet (see
page 12). The Gifted/Talented Programs Office must receive identification of highly gifted status before Friday, November 14, 2014, at 5:00 p.m. Upon receipt of
the application, Student Integration Services will automatically check LAUSD records for eligibility. PARENTS/GUARDIANS MAY CONTACT THE GIFTED/TALENTED
PROGRAMS OFFICE, (213) 241-6500 TO VERIFY IF THE STUDENT QUALIFIES TO APPLY TO A HIGHLY GIFTED MAGNET PROGRAM.
