PM candidate Saikhanbileg promises a way out of economic recession


Ch.Saikhanbileg has been elected by the Democratic Party to take up the mantle of Prime Minister
after the recent ousting of N.Altankhuyag. Saikhanbileg, who was Cabinet Minister in Altankhuyags
government, said he will work towards addressing the economic recession. One general issue is the
economic crisis we are currently facing. How to get out of this situation will be the goal of the next
government. Hence, all the people with seats in Parliament will leave behind their personal endeavors
and focus on the nations development. This will be our main principle, he said. Saikhanbileg said
that there will not be many structural changes in his new government, so as to make everything
stable and in accordance with policies. As was speculated, Saikhanbileg confirmed that he will
continue the Altankhuyag governments action plan through 2016 and work to implement all large
scale projects. Speaker of Parliament Z.Enkhbold showed full support for his partys election, sealing
the deal for Saikhanbileg. Enkhbold is to lead the Democratic Party since N.Altankhuyag has
voluntarily stepped down from his position as the head of the party. Enkhbold said that Parliament will
discuss the candidates for Prime Minister on Tuesday.

Asian Stocks Rise as Abe Poised to Add Stimulus, Call Election
Asian stocks rose as investors await a decision by Japanese Prime Minister Shinzo Abe to put off a
sales-tax increase, add stimulus and call an election, after data yesterday showed the economy
entered recession. The MSCI Asia Pacific Index (MXAP) gained 0.4 percent to 140.29 as of 9:00 a.m.
in Tokyo, after slumping by the most in more than a month yesterday. Abes administration will
announce the plans for the levy and polls today, according to the Yomiuri newspaper. The
government will also order the creation of an economic stimulus package, said Ryu Shionoya, deputy
policy chief of Japans ruling Liberal Democratic Party. Speaking during quarterly testimony to
lawmakers at the European Parliament yesterday, central bank President Mario Draghi explicitly cited
government-bond buying as a policy tool officials could use to stimulate the economy if the outlook
worsens. Japans Topix (TPX) index jumped 1.3 percent after dropping 2.5 percent yesterday. South
Koreas Kospi index added 0.5 percent today. Australias S&P/ASX 200 Index increased 0.1 percent.
New Zealands NZX 50 Index climbed 0.2 percent. Markets in China and Hong Kong have yet to
open. Reports on mainland property prices and foreign direct investments are due today. The Hang
Seng China Enterprises Index sank 1.9 percent in Hong Kong yesterday in the largest slump in two
months, after mainland investors largely ignored the citys shares on the first day of the ShanghaiHong Kong bourse link. More than two shares rose for each that fell on the Shanghai Composite
Index, which slipped 0.2 percent.

Parliament approves state budget for 2015


The plenary session of the Parliament on Friday held a third and fourth discussion of the state budget
for 2015, approving the draft.
The budget income is approved to be 4.8 trillion MNT, while the budgets expenditure will be 5.6
trillion MNT. The amount of financial investments for projects, events and construction is 655 billion
MNT, while the financial investment on terms of repayment from the Development Bank for the above
mentioned items is 196 billion MNT.
The new resources and re-financing for the budgets deficit on the governments multi-year bond was
approved for 1 trillion 816 billion MNT. The governments new foreign project loan is 277 billion MNT.
Financial support for the provinces is 160 billion MNT and the investment for the provinces overall
funding is 15 billion MNT.

Two companies approved for Mongolian meat export to Russia
Mongolia and Russia reached an agreement to export 10,000 tons of meat to Russia during Russian
President Vladimir Putin's visit to Mongolia in September. Following a preliminary agreement on meat
export, specialists from Russia's veterinary control agency arrived in Mongolia and visited 12 meat
processing factories in Mongolia. The Ministry of Industry and Agriculture Mongolia reported that two
companies, Erdmiit and Prekom, were granted permission to export meat to Russia from their meat
processing factories in Mongolia. There were 10 companies that were considered for meat exports.
Russia believes that Mongolian beef could replace meat exports from Latin America with more
convenient logistic terms, and Mongolian producers will aim to achieve exports of 100,000-110,000
tons
