The Latest Update from Sayerville
The seven defendants charged with sexually assaulting four juvenile victims at Sayreville
War Memorial High School will not be charged as adults.
Middlesex County Prosecutor Andrew C. Carey announced Monday that their cases will
be heard before a Family Court judge.
The juvenile defendants range in age from 15 to 17 years old, and their identities are
being withheld because of their ages. As juveniles, there will also be closed proceedings
and significantly less-severe penalties if any of them are found guilty. The American
Civil Liberties Union put out a statement Monday night applauding the prosecutor's
decision.
The incidents happened in Sayreville between Sept. 19 and Sept. 29.

New Jersey education officials say the state will start using a new test as a high school
graduation requirement for the class of 2016.

But the Partnership for Assessment of Readiness for College and Careers, or PARC, test
will not be students' only option.

They could also graduate high school by hitting a minimum score on the SAT or ACT
college admissions exam or submit a portfolio instead.

Gov. Chris Christie's administration had said it would not have consequences
immediately for students taking the new PARCC exam as officials evaluate how well it
works.

But acting Education Commissioner David Hespe says the state is not going back on its
word because students will have alternate ways to prove what they have learned in high
school.

President Obama on Monday called for the government to aggressively regulate Internet
service providers such as Verizon and Comcast, treating broadband like a public utility as
essential as water, phone service and electricity.

Such a move would have a dramatic effect on cable and telecom firms that have fought
vigorously to keep their highly profitable Internet businesses free of regulation.

"I believe the FCC should create a new set of rules protecting net neutrality and ensuring
that neither the cable company nor the phone company will be able to act as a gatekeeper,
restricting what you can do or see online," Obama said in a statement.

This is Obama's most aggressive statement yet in favor of a free and open Internet and
against allowing Internet service providers to charge content companies like Netflix for
faster access to their customers. The president's statement, released online Monday while
he traveled to Asia, calls for the FCC to adopt the strictest rules possible for ensuring socalled net neutrality, or the principle that all Internet traffic should be treated equally.

U.S. Supreme Court Justice Sonia Sotomayor has issued an order temporarily blocking
gay marriage in Kansas.

Sotomayor's brief order Monday puts on hold indefinitely a lower-court order clearing the
way for same-sex couples to marry despite a ban in Kansas on gay marriage.

The lower-court order was set to take effect at 5 p.m. Central time Tuesday. Sotomayor
acted at the request of Kansas Attorney General Derek Schmidt. But Sotomayor also
directed the American Civil Liberties Union to file a response to Schmidt's request by 4
p.m. Central time Tuesday.

The ACLU filed a federal lawsuit last month for two lesbian couples challenging the
state's gay-marriage ban. It resulted in the lower-court order.

Equality Kansas Executive Director Tom Witt said Sotomayor could quickly
reconsider, once she receives the response.

In International News
South Korea on Tuesday ended underwater searches for nine bodies still missing from
April's ferry disaster that killed more than 300 people in one of the country's deadliest
disasters in decades.
The announcement came hours before a South Korean court issues verdicts on the ship's
crew members charged with negligence and abandonment of passengers in the disaster.
Prosecutors have demanded a death penalty for the ship's captain and life sentences for
three other crew members.
Searches for bodies and ferry wreckage have been underway since the Sewol sank on
April 16 on a trip to a resort island. About seven months after the sinking, 295 bodies
have been retrieved but nine people are still missing. Most of the dead were teenage
students on a school trip.
Oceans and Fisheries Minister Lee Ju-young told a televised news conference that the
searches will stop as of Tuesday as there was only a remote chance of finding the missing
bodies. "The government's conclusion is that searches by divers have reached its limit,"
he said.

Chinese President Xi Jinping called on Asia-Pacific leaders Tuesday to strengthen trade


ties at a summit Beijing is using to boost its role as a regional power with a flurry of trade
and finance pacts.
Speaking at the opening ceremony of the Asia-Pacific Economic Cooperation summit, Xi
called for progress on a "road map" toward closer economic integration among the
group's 21 member economies. They include 40 percent of the world's population and 60
percent of global economic output.
"Clarify the goal, the direction, the road map," Xi told the leaders including President
Barack Obama and Russia's Vladimir Putin. "At an early date, let prospects become
reality and make the two sides of the Pacific highly open and integrated."
APEC, which also includes Japan, South Korea and Australia, is the first major
international gathering in China since Xi took power. The presence of world leaders gives
Beijing a platform to lobby for a bigger leadership role.

Arizona Cardinals QB Carson Palmer will miss the remainder of the season with a torn
ACL. The injury occurred during Sundays game against the Rams, and will be placed on
season-ending injured reserve, according to head coach Bruce Arians.
The injury came just two days after Palmer, 34, signed a three-year contract extension
worth a reported $50 million, including $20.5 million guaranteed. He also tore his left
ACL in 2006, 10 days after signing a $118 million extension with the Bengals

Tom Coughlin isnt giving up on the Giants. No way.
With their playoff hopes dimmed by four straight lopsided losses, the 68-year-old
Coughlin said Monday that the Giants (3-6) are close to winning and they just need one
to get things going.
It doesnt feel good. said Coughlin in looking back on the run that put the Giants in
danger of missing the playoffs for the third straight year. There is progress for me. There
are a lot of things that you can point to that are good, but we are not finishing the job so
that dominates all our thinking. We all know what this league is about. You have to win.
The Giants have not won a game since beating Atlanta on Oct. 5 to improve to 3-2.
Since then they have lost to Philadelphia, Dallas, Indianapolis and Seattle by a combined
score of 136-62. The Giants were competitive for at least a half in the last three games
before falling apart.

Audiences were slightly more interested in visiting Disneys San Fransokyo than
Christopher Nolans outer space this weekend, as Big Hero 6 ($56.2 million) nabbed the
No. 1 spot over Interstellar ($50 million).
Interstellar made its IMAX debut Nov. 5 ahead of its wide release on Nov. 7. In those
first two days, the film took in $2.2 million and set the pace on Friday evening with $17
million to Big Hero 6s $15.8 million. But Big Hero 6 benefited from families heading to
the theater on Saturdayand from those who arent parents heading to the theater
throughout the weekend.
It really is something thats as appealing for an older audience as it is for a younger
audience, Dave Hollis, executive vice president of distribution at Disney, told EW.
Audience demos that we dive in and take a look at are encouraging in that big portions
of our audience are the not-a-parent range.
Interstellar has some challenges: At 169 minutes, its long. And while its mostly
appropriate for all ages, the film includes a lot of science-talk that young kids may not be
thrilled by. Big Hero 6, on the other hand, doesnt require any previous knowledge of
gravity equations or black holes.
