GENERAL

1.1

PURPOSE
The purpose of this document is to provide the minimum technical requirement for
the supply of two gas engine-generator sets, and the associated supply and services.
The two gas engine generator sets shall be installed at two different sites :
- S3 station , at 2061 m elevation :

2000 kW

- S6 station, at 1371 m elevation :

1500 kW.

The thermal mover will be a natural gas fueled reciprocating engine.


The generator set will be used to provide an emergency power in case of failure of
normal grid supply.
This document applies exclusively to : S3 compressor station and S6 compressor
station, a project of NIGC, Iran.
1.2

DEFINITION OF TERMS
Within the context of this document, the following words shall have the meanings
stated :

DEFINITION OF SUPPLY

1.3.1

Duty
This generator set has a stand-by role. A prime power for electrical production is not
required. Grid outage may last as long as 8 hours. Cumulative grid outage is
presumably less than 500 hours a year.
Therefore, the generator set will be built as follows :
- temperature equilibrium : continuous running duty, S1 as per IEC 34-1 or
ISO 8528-1,
- engine wear : light duty,
- 10 %, 1 hour overload : yes.

Power
Power requirements are :
- 2000 kW for S3 station,
- 1500 kW for S6 station.
These ratings are understood as :
- after de-rating factor due to altitude,
- continuous running service,
- at generator terminals,
- at design temperature as specified (paragraph 1.3.2),
- fed by natural gas as above,
- 10 % overload 1 hour.

1.3.5

Dual operating voltage 380 V / 400 V


Required voltage is : 380 V / 400 V, 3 phases, 4 wires, 50 Hz.
400 V is the standard operating voltage for new low voltage systems (IEC 38 1983,
20 years to change progressively from 380 V to 400 V).
The existing system is 380 V, 50 Hz.
These generator sets will operate at 380 V. It would be wiser to use a standard
manufactured generator 400 V and complete the AVR by a set point selector to
allow operation at either 380 V or 400 V.
AVR with a continuous setting knob (potentiometer) would be acceptable.

1.3.6

Installation
The generator set will be installed indoor, inside a generator building (drawing in
Appendix 2). Generator buildings are identical at both sites.
The radiator will be outside the generator building.
Exhaust gas will be evacuated through the building roof.

EXTENT OF SUPPLY
The supply includes :
- two natural gas fueled engine-generator set built on skid :
. power as per dedicated paragraph,
. 400V / 230 V, 3 phases, 4 wires, 50 Hz,
- AVR :
. regulation range : from 360 V to 420 V,
- starting system : pneumatic or by battery per SUPPLIER's Standard,
- control panel with PLC and remote control feature,
- protective relays and current transformers,
- control cables and small power cables within generator set package,
- fuel gas inlet unit with flexible hose to the engine,
- outdoor radiator (if any) : warm and hot water piping network to the engine,
- exhaust system with flexible bellows and exhaust pipe to the building roof,
- generator circuit breakers :
. S3 Station : > 4200 A, 3 phases, 4 poles, 55 kA
. S6 Station : > 3200 A, 3 phases, 4 poles, 55 kA,
- factory routine test per IEC and ISO standards, witnessed by CONTRACTOR,
- site test when option is ordered,
- installation studies based on CONTRACTOR's generator building drawings,
- documentation,
- site commissioning if option is ordered and as built drawings,
- consumable for start-up (except fuel gas),
- list of spare parts for two years (1000 hours) of operation,
- sea worthy packing, SEI standard for thermal engine,

Option
Associated optional supplies are :
- sound traps and louvers for sound attenuation to 75 dB outside building.
- capital spare parts (sensitive and hard to find parts for reparation when far away
from SUPPLIER factory),
- special tools for erection and for regular maintenance,
- erection supervision,
- site and acceptance test by SUPPLIER,
- training,
- fire and gas detection,
- load test in factory (see paragraph 4).

1.4.2

Limits of supply
The limits of supply are :
- Tie in point : fuel gas inlet flange of gas inlet unit, 150 Lbs, according to
ASME/ANSI B16.5 (raised face, stock finish).
- Tie out point : generator circuit breaker, outside connection pads.
- Heater : terminal box on engine.
- Remote control : control panel terminal blocks.
- Generator frame to earth : 2 earthing studs, minimum.
- Generator neutral : star point (star point formation by SUPPLIER).
- Neutral CT : supplied loose.
Within limits of supply, the generator set shall be :
- operational manually,
- operational when receives remote start / stop signals.

At the exhaust, the maximal values for NOx, CO and HC shall not be greater than
the following :

TECHNICAL REQUIREMENTS

5.1

SKID
The gas engine generator sets shall be made of the following components :
- base frame, common for engine and generator, made of rugged structural steel,
- anti-vibrations mounts,
- flexible hoses, flexible bellows (for outside connections : fuel gas, exhaust gas,
coolant waters, lube oil drain, crank case breather filter drains),
- gas engine with built on governor,
- synchronous generator, brushless,
- flexible coupling engine / generator (torque damper),
- auxiliary generator with DC output to charge the starting battery,
- or else pneumatic starting system with air compressor and air reservoir,
- preheating system (the gas engine generator sets shall be ready to start at 40 C)
with resistance fed by normal AC source,
- generator set termination boxes, sensors, controls, heaters.

This device shall have serial port for link to the DCS (RS 485 and other protocols)
transmitted signals are : measurements, relay operation signals, status signals, circuit
breaker control commands, etc.
The device shall not be sensitive to CT saturation phenomena. Matching CTs for
differential protection shall not be required.
One set of 3 CTs, ring core type, In/5A, 10 VA 10P10 will be provided for overcurrent and differential protection.
One set of 3 CTs, ring core type, In/5A 10VA 10P10 will be provided on neutral side
of phase windings for differential protection.
One set of 3 CTs, ring core type, In/5A class 0.2 will be provided for discrete
components of the control panel.
(In = 4000 A of S3 for S3 Station and 3000 A for S6 Station).
One CT, ring core type, provided loose for site mounting, 250/5 5VA 10P10, for
ground fault detection.
5.5

GAS ENGINE GENERATOR SET CONTROL PANEL


The control functions are :
- start and stop of the generator set,
- manual operation and automatic operation,
- remote start / stop is required : once command is given, the plant PLC takes over
the control of the generator set operation.
The synchronoscope is not required ; synchrocoupler is not required. The generator
set shall be able to automatically start upon loss of 400 V mains (through generator
PLC). The generator PLC shall carry out the loading sequence according to user's
program.
The control principle is as follows :
- the generator set is full automatic,
- the generator set is full manual, with a mode selector switch.

The control panel and material inside shall be designed for continuous operation,
+ 35 C design temperature.
Inside wiring and components will not exceed 70 % of panel volume.
The general construction shall be designed to prevent spreading or damage due to
fire or electrical faults and to completely exclude accidental contact with live parts.
The control panel shall have front access for operations.
It shall be as per standard of SUPPLIER. However freestanding with a frame of steel
profiles covered by sheet steel shall be preferred, IP 31.

6.

ASSOCIATED SUPPLIES
The intent of this specification is a complete gas engine generator package. All
relevant items not mounted on the skid shall be supplied. They are :
- starting system :
. pneumatic : complete skid with an electric air compressor, air reservoir
30 bars, the skid is complete by itself including air pipe.
Electrical wire to motor box is out of supply, paragraph 10.1)
. DC starter : fully integrated on the skid including auxiliary charging
generator.
- noise limiting device :
sound trap will be proposed as an option based on generator building drawing in
Appendix 2. Louvers for air entrance shall be proposed.
- Fuel gas intake :
Fuel gas intake unit shall be included in the supplies (paragraph 5.2). External
fuel gas pipe will be arranged by CONTRACTOR up to generator building wall.
Remaining supply all the way up to the engine is part of associated supplies.

7.

ASSOCIATED SERVICES

7.1

GENERAL
The SUPPLIER shall provide engineering standards, mounting instructions including
correct quantities of pipes, cables and accessories.
Examples of installation engineering are :
- linking pipes from engine to radiator (outdoor), warm water, hot water,
- exhaust pipes from engine to the building roof,
- interface with fuel gas arrival,
- other loose supplies and site mounted equipment such as neutral CT,
- heater cable from distribution panel to engine box,
- radiator cables from distribution panel to fans,
- cable list,
Engineering studies will be based on CONTRACTOR's information and drawings.

In case erection is also carried out by SUPPLIER, SUPPLIER will provide as built

Documentation
English is the contractual language.
The drawings shall be under hard copy (paper) and electronic copy (Microstation, Email or diskette).
No definitive drawing shall be issued before the corresponding first reviewed issue is
reviewed, and no assembly started before construction drawings are approved, unless
notified justification of the SUPPLIER to meet contractual delivery schedule.
The documents shall be up to date for construction (as built) and shall include the
installation, user and maintenance manuals.

7.2.2

SUPPLIER documentation
All part of the generator set shall be fully documented. They include the following :
- The complete gas engine,
- the complete generator set,
- all components of the generator set (engine, generator, air coolers, starter, etc.)
- power connections drawings,
- terminal assembly drawings,
- detailed drawings,
- cable book,
- system hardware list (if any),
- system software list,
- list of application programs (if any)
- programs (if any)
- factory acceptance test procedures,
- site acceptance test procedure (if applicable),
- project schedule,
- data sheets in appendices (paragraph 11).

7.2.3

Reviewed documents
These documents shall be submitted by the SUPPLIER after the supply contract, for
review prior to fabrication.
No fabrication is allowed without the documents having first been reviewed by the
CONTRACTOR.
Documents, which are part of the bid proposal, are not considered as reviewed
documents.
The SUPPLIER shall submit its design, study reports, analysis, workshop drawings
with bills of equipment and documents as listed in the requisition to the
CONTRACTOR for review.
The CONTRACTOR shall return one print with comments and / or review.

7.2.4

Good and as built documentation


Before erection, SUPPLIER shall certify all his drawings "Good for construction".
If delivered equipment fails to conform to these drawings or documents, SUPPLIER
shall correct such failures to the satisfaction of CONTRACTOR.
After erection, and if ordered, SUPPLIER shall resubmit "as built drawings".
As-built drawings are those submitted at the end of the job, and reflect the asfabricated, as-installed and as-tested condition of the equipment. They shall meet the
requirements of the project specification.

7.2.5

Test procedure documentation


The SUPPLIER shall give a complete documentation for the factory : test of the
supply (and for the site and acceptance test if applicable) of the supply.
These documents shall describe the following :
- the proceeding,
- tools and equipment for proceeding and measurements,
- the data of the supply,
- the attempts data and measurements.

8.

WARRANTIES
In this document the effect of the warranties are limited to the technical warranty.
The SUPPLIER shall provide his generator set in full operation order.
The SUPPLIER shall ensure that all sub-suppliers comply with all applicable parts
of this specification and related documents, standards and code and the selected
quality level.
Compliance with the provisions of this specification does not relieve SUPPLIER of
the responsibility of supplying equipment and accessories of the proper design.
The SUPPLIER is responsible of the following :
- manufacture, procurement of his components, supply, factory acceptance test,
packing,
- when applicable : transportation, site acceptance tests, precommissioning,
commissioning, start-up of all equipment and materials include in the supply,
- the warranties against faulty design and construction of the generator set,
- the performance warranties for the consumption of one generator set shall be not
greater than the following table.

The warranty shall include defective parts, replacement, instructions and


transportation of parts from SUPPLIER 's place to site without extra cost.
Oil and water filling shall not be considered.
The warranties are not applicable on the synchronous generator and on the breakers,
in case of short-circuit current due to an external fault.

9.

QUALITY CONTROL
The SUPPLIER shall implement a Quality assurance Program in accordance with
ISO 9001. This Quality assurance program shall be submitted to CONTRACTOR
for approval in writing. SUPPLIER's general Quality assurance and Quality Control
Procedures shall be available at the time requested in the requisition. They shall
include namely the Quality Objectives.
SUPPLIER shall submit the details of the proposed Quality Assurance Program to be
followed for the work. It shall include all raw materials, active and passive
components, fabricated assemblies, wiring, interconnections, enclosures, and
software. SUPPLIER shall obtain and forward the Quality Assurance Program for
equipment / work / software supplied by his sub-suppliers.
CONTRACTOR may assign quality control personnel to SUPPLIER's
manufacturing facilities / offices, who will work with SUPPLIER's quality control
personnel in witnessing tests and control measures.
CONTRACTOR representative shall have the right to inspect and test each piece of
equipment at all stages of production and commissioning of the system. The
inspection and testing shall include but not be limited to raw materials, components,
sub-assemblies, prototypes, produced units, guaranteed performance specifications,
software, etc.
During all inspection periods, SUPPLIER shall provide all items necessary for
CONTRACTOR's quality control personnel. These items include space, test
equipment, and SUPPLIER's quality control and technical personnel for consultation
and for test performance.
CONTRACTOR's representative shall have free access and entry to any parts of
SUPPLIER's manufacturing facility as it relates to the production of the equipment /
work / software provided under this specification.

It shall be explicitly understood by all parties, that under non circumstances, any
approval of CONTRACTOR representative shall relieve SUPPLIER of
responsibility for material, design, quality assurance and guaranteed performance of
the equipment / work / software supplied under this specification.
SUPPLIER shall notify to CONTRACTOR's representative of the date equipment /
work/ software is ready for testing. Notification, required manuals, approved
drawings, test procedures and other pertinent documents shall be made available in
sufficient time to allow contractor's representative to prepare for participation in the
test.

10.

OTHER INFORMATION

10.1

CABLES SPECIFICATION AND PROCUREMENT


All electrical cables shall be specified by SUPPLIER (see paragraph 5.7).
Power cables which have one end in the package and the other end outside of the
package such as generator cables, cooler fan cables, neutral cable, etc., shall be
specified (quantity and quality, see paragraph 5.6.1) by SUPPLIER and procured by
CONTRACTOR.
All inside package cables, specifically control cables, will be specified and procured
by the SUPPLIER (SUPPLIER's scope of supply) and installed by others (i.e. by
CONTRACTOR's subcontractor along with the equipment itself).

10.2

EARTHING SYSTEM
The TNC-S scheme shall be used (20/0.4 kV transformers).
The neutral point of generator shall also be directly connected to the earth.
The maximal resistance value of the electrical earth mat will be no more than
5 ohms. The earthing system will be built by others.

10.3

FIRE AND GAS DETECTION


Out of scope. However, the SUPPLIER shall define the fire and gas detection
required in order to protect the generator set as an option.
