This informative workshop discusses the basic issues surrounding the incidence of domestic abuse in
Louisiana. Participants will gain an understanding of the dynamics of abuse as well as discuss myths,
facts, the criminal justice system, and issues of security. Faith based responses will be addressed as
well as responses by the social service community. Proposed resources and alternative methods of
dealing with both victims and perpetrators of domestic violence will be discussed.

10:15 – 12:00 Sex, Drugs & Rock n’ Roll: A Look at Teen & Young Adults’ Social Trends
Captain Jack West, Covington Police Department

This important workshop will examine dangerous behaviors facing our youth and community today.
Drug use, alcohol use, gangs and incidents of “secret clubs” will be addressed. Participants will gain
an understanding of “hidden” behaviors by teens and young adults that affect Louisiana schools,
homes and communities. Community and institutional responses and remedies will be discussed as
well as alternative programs available to youth and their families.

12:00 – 1:30 Working Luncheon

Remarks from local officials and school administration as well as social service agencies provide
information on local and community activities available to address workshop issues.

1:30 – 3:30 Child Internet Predators and Internet Stalking


Toby Aguillard, Tangipahoa Parish Sheriff’s Office

This workshop will expose heinous crimes involving computers and technology today that threaten the
safety of our children and adults. Discussion on the incidence and prevalence of on-line predators and
the attempt to apprehend those perpetrators will shock and alarm participants while providing an
understanding of the undercover investigations which occur completely online. As an attempt to
capture pedophiles and others that attempt to prey on our children for illicit purposes, monitoring chat
rooms, instant messaging and other forms of computer communication will be addressed. In addition,
safety measures will be discussed.

SPEAKERS

TRACY DAHMER FARRIS, LCSW


Louisiana Department of Justice, Office of the Attorney General
Tracy Farris is the Domestic Violence Director for the Louisiana Department of Justice, Office of the Attorney General.
Her responsibilities include training and education of the business community as well as law enforcement personnel in the
area of domestic abuse, sexual assault and elder abuse. In addition, she represents the Attorney General in several state
initiatives including legislative issues involving violence against women, children and the elderly. She holds a Masters
degree from Tulane University in Social Work and undergraduate degrees from Southeastern in Psychology and Social
Work. Tracy has participated in over 100 domestic violence training workshops training over 1000 police officers and
hundreds of Louisiana employees and has been a guest speaker on three occasions at the Louisiana Municipal Clerk of
Courts Conference and has been a guest speaker at several additional state conferences including the Kentucky Attorney
General’s Office Crime Victim Conference, the Louisiana District Attorney’s Association Annual Conference, the
Louisiana Coalition Against Domestic Violence STOP Conference and the Bossier/Caddo Grass-Roots and Faith Based
Conference. She is a Licensed Clinical Social Worker and served as an adjunct instructor at Southeastern in Criminal
Justice and Sociology. She was the 2001 Annie Award Recipient; Outstanding Woman in Government and serves on
various state and local boards and committees.

CAPTAIN JACK WEST


Covington Police Department

Capt. Jack West is a 26-year veteran of the Covington Police Department. He is a Vietnam Veteran who served with the
First Air Cavalry Division receiving the Bronze Star, Air Medal, and the Republic of South Viet Nam’s Cross of Gallantry
with Palms. He has received the Louisiana Association of Chiefs of Police Award and the Modern Woodmen of America
recognized Lt. West for his community service. He has also received the Covington Police Department’s Volunteer of the
Year Award, was named Police Officer of the Year by the Covington Rotary Club, was awarded the Louisiana Attorney
Generals Law Enforcement Officer of the Year, received a Partnership in Training award from the Lions Club, and received
a commendation for his community service from the American Legion. Captain West is currently the Covington Police
Department’s Director of Training, and D.A.R.E. officer and has completed the Rape Aggression Defense (RAD) Instructor
School. Between the D.A.R.E. and RAD programs West has taught approximately 1,500 students a year. Capt. West is also
a FBI and State certified Defensive Tactics & Officer Survival Instructor, a senior instructor at the Slidell Police Academy,
and a certified instructor in the Taser Stun Gun. He teaches for the Louisiana Peace Officers Standards in Training
Council at the State’s School Resource Officer Academy, the DEA, and the U.S. Army’s Youth Challenge Program. In
2009 he was selected as the keynote speaker at the Louisiana Department of Justice’s Summit on Drugs and Violence in
Schools. Recently he modified the program for students so it can be taught in high school.

TOBY AGUILLARD
Tangipahoa Parish Sheriff’s Office

Toby Aguillard is the Director of the Internet Crimes Against Children Division at the Tangipahoa Parish Sheriff’s Office.
His duties include conducting proactive internet predator and child pornography investigations, as well as offering internet
safety presentations to the public. Prior to working at the sheriff’s office, Toby served over ten years as a criminal
prosecutor. Toby is a former Deputy Director of the Louisiana Attorney General’s Office High Technology Crime Unit and
Commander of the Louisiana Internet Crimes Against Children Task Force. Toby and his wife Rachel live in Watson,
Louisiana with their two children John Paul and Allie.
