CONCEPT PAPER

INTRODUCTION
English has been taught and used in our school ever since education came into our country. It was once used as medium of
instruction in every school until our independence. When the government of the day formulated the National Education Policy,
English was reduced to being taught as a language. Thus we see steady decline in quality and quantity of usage of English,
spoken and in written form, throughout the nation except maybe in some isolated cases.
As the government of the day, saw the importance of English language in our borderless world, English made a come back in the
form of English for Teaching of Mathematics and Science (ETeMS) amidst concerns of various parties. Thus again the school
systems throughout the nation took up the challenges of executing the nations Education Policy.
In school, teachers and students alike made their best effort to adapt to the new challenges. Despite many shortcomings, as years
gone by, their sacrifices paid off quite well; considered well-done for schools in rural environment as judged by their
performances in the past UPSR records. The achievements may not be much to be lauded about but it is proofs that our school
system is adapting well. Hence, further effort by all parties concern is much sought after to facilitate the teaching and learning of
English.
AIM
This aim of this paper is to seek and secure approval and grant support, in the form of monetary and materials, from the Simunjan
Sub-District Education Office in order to hold a three days English Camp in Sekolah Kebangsaan Haji Bujang, Simunjan in 2008.
The exact dates will be discussed in a meeting specially held for this subject matter.
OBJECTIVES
After the camp, participants will be able to achieve the following objectives:
1.

To participate actively and try to use as much English during their duration of the camp without hesitation.

2.

To overcome their shyness and therefore able to give maximum cooperation.

3.

Strengthen bonds and cooperation amongst individual participant from different races, religions, cultures and
schools background.

4.

Encourages exchanges of ideas amongst participants and facilitators alike.

5.

Encourages participants to continue their friendship and communication through multi media instruments including
the internet.

Target Groups:

50 Year 6 pupils
(Three schools have been identified for this purpose, namely SK Haji Bujang, Sebangan, SK
Arus-Lumut, Sebnagan and SJK Chung Hua, Sebangan)

Facilitators:

The camp will use selected English Teachers from


participating schools. In this matter too, the sub-district Education Office might be able to
suggest and get some capable speakers to help in this camp.

CONCLUSION
This project is presented as part of the schools strategies to uplift the standard of English in the school particularly, Sebangan
Zone and Simunjan Sub District as a whole. Participation of every concern parties will serve as a catalyst for the achievement of
the objectives of this camp. Henceforth we expect the performance of the pupils to increase, and may one day, if we keep to this
trend we will be rewarded by the excellence of ever-hopeful human resources, Gods willing.
